ENERGY STAR® SUMMARY OF APPLIANCE PROGRAMS
SEPTEMBER 2016 UPDATE The U.S. Environmental Protection Agency (EPA) is pleased to provide the 2016 ENERGY STAR Summary of Appliance Programs (Summary). The Summary provides an overview of programs offered by utilities and other energy efficiency program sponsors in the United States to promote ENERGY STAR certified commercial and residential clothes washers, clothes dryers, dehumidifiers, dishwashers, refrigerators, freezers, room air conditioners (room ACs), room air cleaners and purifiers, and water coolers. The Summary includes information provided by energy efficiency program sponsors and describes their current program offerings in 2016-2017 and beyond.
Each ENERGY STAR appliance program is summarized with a focus on incentives (e.g., mail-in rebates, bill credit), program contacts, and other relevant program details. Participation in the Summary is voluntary and therefore does not represent all promotions and incentives available across the country. The information in this Program Summary is current as of August 15, 2016; more current or additional information may be available at www.energystar.gov/rebatefinder. The Summary of Appliance Programs is divided into the following sections:

Executive Summary
The 2016 ENERGY STAR Summary of Appliance Programs (Summary) presents information submitted by 138 energy efficiency program sponsors from across the United States, including 12 “umbrella organizations” and statewide programs running promotions on behalf of or in conjunction with 189 cooperative or municipal utilities and investor-owned utilities. Partners have provided information on 1,541 individual incentive and promotion programs for ENERGY STAR appliances including clothes washers, clothes dryers, dishwashers, dehumidifiers, refrigerators, freezers, room air conditioning, and room air cleaners and purifiers. To improve the accuracy of available promotions nationwide, information submitted under umbrella organizations has been accounted for individually for each member utility, unless otherwise indicated as a statewide or centrally-administered program. From the information submitted by energy efficiency program sponsors, the key highlights include: Program Budgets – Partners were asked to categorize their program budgets into buckets demonstrating order of magnitude and range (e.g., less than $50K, $1-$5 million, $5-$10 million). To calculate state totals and the national total, the mid-point of each bucket range was taken and multiplied by the total number of partner programs identifying with a given bucket. Since exact budget information has not been provided, nor have all partners given budget information (see the Appliance Program and Budget Map on page 3 for more details), a precise total cannot be determined. In 2016, based on the mid-point calculation, the national total was $223 million, which is a slight decline from $252 million in 2015. The decrease in budget may be explained by actual declines in program budgets and/or by fewer partners reporting their program budget information. Promotions by Dollar Amount – Promotion amounts in 2016 range from $10 for dehumidifiers and refrigerators to $400 for clothes dryers. New Freezer incentives increased by 49%, increasing from a midpoint of $27 in 2015 to $40.23 in 2016. Dishwashers increased by 33% from a midpoint of $34.30 in 2015 to $41.14 in 2016. Room air conditioning and clothes dryers decreased by around 11%, decreasing from a midpoint of $28.92 and $71.45 in 2015 to $25.66 and $64.03 in 2016, respectively. See “Average Promotion Amount for ENERGY STAR Appliances 2011-2016” on page 4 for more details on average incentive amounts.
Promotions by Product – As in 2011-2015, incentives for clothes washers lead the group, representing 17% of total appliance promotions and 20% of incentives for new appliance purchases (factoring out recycling incentives). Incentives for new refrigerator purchase represent 14% of total incentives. Total recycling, including refrigerators, freezers, dehumidifiers, and room air conditioners, makes up 23% of total incentives. Dishwashers, freezers, dehumidifiers, and room air conditioning each comprised between 7% and 9% of total promotions. The remainder is comprised of room air cleaners and purifiers and clothes dryers along with the “other” categories comprised of various products. Incentives for clothes dryers more than doubled from 2015, going from 64 incentives to 168. See “2016 ENERGY STAR Appliance Promotions by Product Type” on page 4 and “ENERGY STAR Appliance Promotions by Product Type 2011-2016” on page 5 for more details.
Promotions by Type – Similar to 2011-2015, the vast majority of promotions in 2016—94% of new product purchase and recycling incentives—are mail-in rebates. Appliance promotions with instant rebates, bill credits, low-interest loans, manufacturer or retailer buy-downs, and midstream incentives account for the rest. See “2016 ENERGY STAR Appliance Promotions by Incentive Type” on page 5 for more details.
Promotions by Region – Similar to 2011-2015, the Midwest region has the greatest number of appliance promotions with 1,160 (2015 = 1,113). The West region follows next with 150 (2015 = 172), which is a small decline in submissions from 2015. The Northeast and Mid-Atlantic follow the west with 80 and 69 (2015 = 128 and 69, respectively). The Southwest region has 43 incentives (2015 = 57) and the Southeast has 39 (2015= 45). See “2016 ENERGY STAR Appliance Promotions by Type and Region” on page 6 for more details.

NOTE: Energy efficiency program sponsors in the “undetermined” states may implement appliance promotion programs in 2016 and beyond, but were unable or did not elect to provide budget information. Likewise, states highlighted in color may not represent all the partner program budgets, as partners in those states also may have elected not to provide budget information. See the individual program entries for details.
NOTE: The Nebraska Energy Office maintains a substantial revolving loan fund, which can be used for appliances and/or other energy efficiency measures. NOTE: The substantial jump in program budget in Illinois is due to newly-submitted commercial incentives and corresponding (total) program budget. The Illinois statewide budget without this commercial incentive would be in the $20 - $35 million range.
