Executive Summary
This report has been prepared to document the results of the 2016 environmental monitoring program for the
Township of Madawaska Valley’s Radcliffe Waste Transfer Site, located on Lot 10, Concession 6, geographic
Township of Radcliffe, in the amalgamated Township of Madawaska Valley. The site is located approximately
two kilometres north of the Hamlet of Combermere, and is accessed by Old Barry’s Bay Road.
The Radcliffe Waste Transfer Site operates in accordance with Environmental Compliance Approval A412901,
as amended on September 26, 2013, for the transfer of municipal solid waste generated within the Township of
Madawaska Valley. In 2016, the site consisted of 4.0 hectares of approved landfill area, within 18.97 hectares
of licensed site area, following the acquisition of 18.24 hectares of land from the Crown for operational buffer and
contaminant attenuation zone purposes in March 2010. The acquisition of land from the Crown was completed
in order to satisfy Condition 23 of the Environmental Certificate of Approval for the Radcliffe site. The Radcliffe
Waste Transfer Site has been closed to waste disposal operations since 2001 and final closure activities were
completed at the site in 2006. All waste collected at the Radcliffe Waste Transfer Site is transported to the Bark
Lake Waste Disposal Site for disposal. Recyclable materials from the Radcliffe site are transferred directly from
the site for management.
The predominant direction of groundwater flow within the shallow overburden at the Radcliffe site, consistent with
historical interpretations, was interpreted to be to the northwest, towards Rockingham (Byer’s) Creek in 2016.
Based on the groundwater elevations at monitoring wells MW5-I and MW5-II during the 2016 groundwater
monitoring program, upward vertical gradients of 0.002 and 0.009 were calculated in spring and summer 2016,
respectively. Similar to historical reports, groundwater from the shallow overburden unit in the vicinity of the
waste mound was interpreted to have the potential to discharge into Rockingham (Byer’s) Creek, downgradient
of the site.
Groundwater quality downgradient of the site at monitoring wells MW1, MW2, MW3, MW5-I, and MW5-II
continued to appear to be impacted by landfill-related factors at the site. In 2016, monitoring well MW5-II
appeared most impacted as samples collected from this well exhibited the majority of parameters above
background concentrations and exhibited generally higher concentrations than other monitoring wells at the site.
Continued monitoring is required to assess 2016 groundwater quality results at the site.
2016 surface water quality results indicate that some parameters at both downstream locations (S-4 and S-5)
were above background concentrations; however, surface water quality at these locations was interpreted to be
generally consistent, and in many cases exhibited lower concentrations than background surface water location
S-3. No Provincial Water Quality Objective exceedances were noted at downstream locations S-4 and S-5 in
spring and summer 2016. Based on 2016 results, Rockingham (Byer’s) Creek was not interpreted to be impacted
by the closed landfill at the Radcliffe site.
Reasonable Use Concept exceedances were noted at monitoring wells MW1, MW2, MW5-I and MW5-II for select
parameters in 2016. As groundwater has historically been interpreted to have the potential to discharge to
surface water along Rockingham (Byer’s) Creek, a detailed review was completed to assess potential impacts of
groundwater to the creek. Based on downstream surface quality results at locations S-4 and S-5, there were no
significant impacts noted in Rockingham (Byer’s) Creek interpreted to landfill-related factors. The contaminant
attenuation zone lands and related groundwater quality results were interpreted to be representative of
reasonable use for the Radcliffe site. Therefore, the Radcliffe site was interpreted to meet the intent of Ontario
Ministry of the Environment and Climate Change’s Guideline B-7. Continued monitoring is required to assess
results and trends noted in 2016.
Based on Township of Madawaska Valley records, approximately 8,905 vehicles visited the Radcliffe site in 2016,
and 17,112 bags of residential waste were accepted and transferred to the Township of Madawaska Valley’s
Bark Lake site for disposal.

Blue Box recycling tonnage records provided by the Ottawa Valley Waste Recovery Centre indicate that a total
of 415.21 tonnes of Blue Box recyclable material were collected from all municipal sites in 2016. Blue Box
recyclable quantities contributing to this total included 149.21 tonnes of commingled containers, 158.38 tonnes
of mixed fibres, and 107.62 tonnes of old corrugated cardboard. According to Township of Madawaska Valley
records, approximately 87.00 tonnes of scrap metal and white goods were collected from all municipal sites by
local recycling contractors in 2016. Additionally, 20.27 tonnes of waste electrical and electronics equipment
(WEEE) and 270.02 tonnes of household organics were diverted in the municipality in 2016. According to
municipal records, 1,479 tires were diverted at all municipal sites in 2016.

1.0 Introduction
1.1 Site Information
The Radcliffe Waste Transfer Site operates under Ontario Ministry of the Environment and Climate Change
(MOE) Environmental Compliance Approval (ECA) A412901, as most recently amended on September 26, 2013
(Appendix A). The Radcliffe site is located approximately two (2) kilometres (km) north of the Hamlet of
Combermere, and is located on Lot 10, Concession 6, in the geographic Township of Radcliffe, in the
amalgamated Township of Madawaska Valley (Township), in the County of Renfrew (Figures 1 and 2). The site
is located on the north side of, and accessed from, Old Barry’s Bay Road. The Universal Transverse Mercator
(UTM) coordinates at the site entrance gate relative to the North American Datum (NAD83) are 296034 metres
(m) East, 5028236 m North, in Zone 18T (Google Earth, 2015).
In order to satisfy Condition 23 of the ECA, the Township completed the operational buffer and contaminant
attenuation zone (CAZ) land acquisition process (18.24 hectares, ha) from the Crown on March 11, 2010
(Greenview Environmental Management Limited [Greenview], 2010). Further to the land acquisition process,
the Radcliffe site consists of 4.0 ha of approved landfill area, within 18.97 ha of total site area, including
2.40 ha of land under a grant of easement with the Ministry of Natural Resources and Forestry (MNRF,
Greenview, 2010), 15.84 ha purchased from the Crown, and 0.73 ha owned by the Township as part of the road
allowance for Old Barry’s Bay Road (Figure 2).
The Radcliffe site has also been referred to as the “Combermere Waste Transfer Site”. For the purposes of
clarification, and to maintain consistency with historical Annual Reports (Greenview, 2016) and the Amended
ECA, the site will be referred to in this report as the Radcliffe Waste Transfer Site (Appendix A).
The Radcliffe site currently operates as a municipal solid waste and recycling transfer station in accordance with
the site’s ECA (Appendix A). Closure construction activities, including the relocation of Fill Beyond Approved
Limits (FBAL), were completed at the site in the fall of 2006, as documented in the 2006 Annual Report
(Greenview, 2007).
1.2 Background
The Radcliffe site has been closed to waste disposal operations since 2001 and currently only receives solid,
non-hazardous, residential and commercial waste and recyclables generated within the Township for transfer to
and disposal at the Township’s Bark Lake Waste Disposal Site, and/or transfer for further management.
As part of the November 16, 2007 groundwater review comments from the MOE Technical Support Section (TSS,
November 16, 2007, Greenview, 2008), it was indicated that the Township should acquire sufficient lands at the
Radcliffe site for the waste disposal area, operational buffer, and CAZ, and that the proposed lands as presented
in the 2006 Annual Report (Greenview, 2007), and as identified on Figure 2, would be sufficient to fulfill these
requirements. As part of the land acquisition process, a Crown land survey was completed by an Ontario Land
Surveyor (OLS) on August 21, 2008, with appropriate steps taken following the survey to formalize the property
acquisition process with the Crown as per MNRF protocol (Greenview, 2009). Additionally, it was recommended
by the MOE TSS groundwater reviewer that MOE Guideline B-9 was applicable to the Radcliffe site, and that the
Radcliffe site was in conformance with Guideline B-9 (MOE, 1994c, Greenview, 2008).
On January 26, 2010, the Township received documentation from the MNRF which confirmed that survey
approval for the lands involved with the Radcliffe site was complete. It was confirmed that the land currently
occupied by the landfill was to be patented (sold) to the Township, and the Township was to be granted easement
over the land adjacent to Rockingham (Byer’s) Creek (Greenview, 2010). The Township completed the CAZ
land acquisition process (18.24 ha) from the Crown on March 11, 2010 (Greenview, 2010). In accordance with
Condition 16 of the ECA, the Certificate of Requirement was registered on title on February 24, 2011
(Appendix A).

The Township received groundwater review comments of the 2011 Annual Report (Greenview, 2012) from the
MOE TSS, dated November 16, 2012 (Greenview, 2013). The MOE groundwater reviewer noted that the ECA
for the Radcliffe site should be amended to recognize the land and groundwater rights acquired by the Township
in 2010 as operational buffer and CAZ. Additionally, the review comments detailed that MOE Guideline B-7
applies to the site, not Guideline B-9, and that the site meets the intent of Guideline B-7. Further, the MOE TSS
review noted that the analysis of volatile organic compounds (VOC) in groundwater samples could be reduced
as part of the groundwater monitoring program to once every five years (next in 2017).
On May 22, 2013, the Township submitted an application to the MOE (Greenview, 2014) for an amendment to
the site’s ECA in order to recognize all site lands, including lands used for operational and CAZ purposes, in the
ECA. An amendment to the Radcliffe site’s ECA was issued by the MOE on September 26, 2013 (Appendix A).
On January 26, 2015, the Township received MOE TSS surface water review comments for the 2013 Annual
Report (Greenview, 2014) of the Radcliffe site, dated January 22, 2015 (Greenview, 2015). The MOE TSS
surface water review noted that surface water in Rockingham (Byer’s) Creek did not appear to be significantly
impacted by landfill-related factors and no action items were required.
On February 6, 2017, the Township received MOE TSS surface water review comments for the 2015 Annual
Report (Greenview, 2016), dated February 2, 2017 (Appendix B). The MOE TSS surface water review noted
that surface water in Rockingham (Byer’s) Creek did not appear to be significantly impacted by landfill-related
factors and no action items were required.
Greenview was retained by the Township to complete the 2016 environmental monitoring and reporting program
for the Radcliffe site.
1.3 Purpose and Scope
The purpose and scope of this report is to provide an overview of the annual environmental monitoring,
environmental compliance, and operations at the Radcliffe site in accordance with Conditions 45 and 46 of the
ECA A412901, including the following:
Groundwater quality assessment (Section 4.1).
Surface water quality assessment (Section 4.2).
Reasonable Use Concept assessment (MOE Guideline B-7, Section 4.3).
Site operational overview (Section 4.4).
Conclusions and recommendations (Section 5.0).

2.0 Site Description
The following sections present a summary of the physical characteristics of the Radcliffe site. Locations of
features described are referenced to grid north.
2.1 Topography and Drainage
Local topography around the Radcliffe site is dominated by bedrock hills to the north and south that direct local
overland flow into Rockingham (Byer’s) Creek, which meanders generally to the southwest in the topographic
depression at, and adjacent to, the Radcliffe site (Figure 2). Rockingham (Byer’s) Creek is a permanent surface
water system.
The site is situated approximately 100 m to the southeast of Rockingham (Byer’s) Creek and Old Barry’s Bay
Road (Figure 2), and is bound by a poorly drained lowland area to the east and southeast. Surface water from
the lowland area northeast of the site discharges to Rockingham (Byer’s) Creek via a culvert under Old Barry’s
Bay Road at the north end of the site. Surface water sampling location S-2 is located adjacent to the culvert on
the northwest side of Old Barry’s Bay Road (Figures 3 and 4).
Background surface water conditions in the vicinity of the site are assessed at surface water sampling location
S-3, which is located approximately 550 m upstream and north of the site gate at the Radcliffe site, on
Rockingham (Byer’s) Creek (Figures 3 and 4). Background surface water monitoring location S-3 was established
as part of the 2007 environmental monitoring program at the site, per MOE surface water review comments dated
April 11, 2006 (Greenview, 2008).
Surface water from Rockingham (Byer’s) Creek flows to the southwest before eventually flowing into the
Madawaska River, near the Hamlet of Combermere. The surface water quality of Rockingham (Byer’s) Creek is
monitored downstream of the transfer site at sampling location S-4 (located approximately 680 m southwest of
S-3) and S-5 (located approximately 100 m downstream of S-4 [Figure 2]).
2.2 Hydrogeological Conditions
Overburden geology at the Radcliffe site is characterized by thick sand and gravel, typically associated with
glaciofluvial deposits, which are common in the Combermere area. Historically, groundwater from the shallow
overburden unit in the vicinity of the site has been interpreted to have the potential to discharge into Rockingham
(Byer’s) Creek downgradient of the site (SGS, 2006, Greenview, 2007).
Historically (2006 through 2011), groundwater compliance at the Radcliffe site was assessed in accordance with
MOE Procedure B-9-1: Resolution of Groundwater Quality Interference Problems (MOE Procedure B-9-1,
MOE, 1993) based on MOE direction; however, in conjunction with the updated MOE groundwater review
comments, dated November 16, 2012, it was noted that the Radcliffe site should be assessed in accordance with
Guideline B-7 (Greenview, 2013).
2.3 Operational Setting
With the 18.24 ha acquisition of lands for operational buffer and CAZ purposes (Greenview, 2010), in accordance
with Condition 23 of the ECA, the Radcliffe site consists of a licensed landfill area of 4.0 ha (Appendix A), within
a total site area of 18.97 ha (Figure 2).
The Radcliffe site was formally closed to landfilling operations in 2006; however, landfilling operations have not
occurred at the site since 2001. The site is currently operating as a waste and recycling transfer station, with all
collected waste being transferred to the Township’s Bark Lake site for final disposal. Recyclable materials from
the Radcliffe site are transferred directly from the site for management by the Township and/or Township-
approved service providers.
As part of waste transfer operations at the site, the Township maintains a site attendant’s office, Blue Box

recycling depot, and designated areas for stockpiled bulk recyclable materials including scrap metal and white
goods, waste electrical and electronic equipment (WEEE), ashes, and waste tires (Figure 2). Additionally, three
(3) specialized Molok containers exist on-site for the collection and transfer of source-separated organic waste
(SSO). The collection of SSO at the Radcliffe site began on June 1, 2009. Municipal waste is received at the
site into eight-yard tipper bins for storage prior to transfer and disposal at the Bark Lake Waste Disposal Site.

3.0 2016 Environmental Monitoring Program
The following sections present a methodology of the environmental monitoring program conducted at the
Radcliffe site in 2016.
3.1 Groundwater Monitoring
Groundwater monitoring and sampling activities were conducted by Greenview on May 11, 2016 and
November 1, 2016 from the established network of groundwater monitoring wells as part of the 2016
environmental monitoring program (Tables 1 and 2). The UTM coordinates of the groundwater monitoring wells
were confirmed or measured by Greenview personnel during site visits in 2016 using a handheld geographic
positioning system (GPS) instrument with an anticipated accuracy of within +/- 5 m (Table 2). Additional
monitoring of groundwater elevations was conducted on September 6, 2016 (Appendix C). In addition to the
Ontario Drinking Water Quality Standards (ODWS, Table 4), monitoring wells in close proximity to Rockingham
(Byer’s) Creek (MW1, MW2, MW5-I, and MW5-II) were compared to the Provincial Water Quality Objectives
(PWQO) criteria as per MOE TSS recommendations (Table 5).
Groundwater elevations were measured at each monitoring well using an electronic water level tape prior to
sampling (Table 3). Based on the groundwater elevation of each well, a well purge volume equivalent to
approximately three (3) borehole volumes was calculated in-situ using a standard conversion factor relevant to
the respective well diameter.
Groundwater samples were collected from each monitoring well using dedicated polyethylene tubing and inertial
lift foot-valves. Samples were collected into appropriate sample bottles as provided by an accredited laboratory
and the sample designated for metal analysis was field-filtered using a dedicated high capacity 45-micron filter
to reduce the potential for turbidity-induced bias in the analytical results for the metal parameters.
Blind duplicate groundwater samples were collected for Quality Assurance and Quality Control (QA/QC)
purposes from monitoring well MW2 on May 11, 2016 and MW3 on November 1, 2016 during the spring and fall
sampling events (Appendix C).
All samples were submitted to an accredited analytical laboratory to be analyzed for the parameter suite listed in
Table 1. In accordance with MOE TSS review comments dated November 16, 2012 (Greenview, 2013), VOC
analysis was not part of the 2016 environmental monitoring program as it was recommended that VOC be
analyzed once every five years (next in 2017, Table 4).
Field measurements of pH, conductivity, dissolved oxygen (DO) and temperature were recorded at each
groundwater well immediately following the collection of the groundwater samples. Field sampling records
completed during the 2016 monitoring program are included in Appendix C. The groundwater samples were
recorded on a laboratory Chain of Custody Form, and the samples were placed in coolers packed with contained
ice for preservation during transport to the analytical laboratory.
The results of the 2016 groundwater monitoring program are presented in Section 4.1 of this report.
3.2 Surface Water Monitoring
Surface water monitoring and sampling activities were conducted by Greenview on May 11, 2016 and
September 6, 2016 from the established surface water monitoring locations at the site (Table 1). Surface water
sampling locations include the background surface water location S-3, the former background surface water
location S-2, and downstream locations S-4 and S-5 (Figures 3 and 4). The UTM coordinates of the surface
monitoring locations were confirmed or measured by Greenview personnel during site visits in 2016 using a
handheld GPS instrument with an anticipated accuracy of within +/- 5 m (Table 2).
The surface water samples were collected by submerging a dedicated, non-preserved, sample container into the
water body and decanting into preserved sample bottles so as not to displace preservative chemicals. Consistent

with historical results (Greenview, 2016), a sample could not be collected from location S-2 during the summer
2016 monitoring event as it was observed to be dry and no surface water was present in the vicinity of the
sampling location.
A duplicate surface water sample was collected for QA/QC purposes from surface water sampling location
S-5 in spring 2016 and from S-4 in summer 2016 as part of the 2016 surface water monitoring program
(Appendix C).
All samples were submitted to an accredited analytical laboratory to be analyzed for the parameter suite listed in
Table 1.

depth, width, and flow velocity of each surface water location were recorded at the time of sampling. Field
sampling records completed during the 2016 monitoring program are included in Appendix C. The surface water
samples were recorded on a laboratory Chain of Custody Form, and the samples were placed in coolers packed
with contained ice for preservation during transport to the analytical laboratory.
The results of the 2016 surface water monitoring program are presented in Section 4.2 of this report.
3.3 Analytical Laboratory Accreditation
Collected groundwater and surface water samples were submitted for analysis to the Caduceon Environmental
Laboratories (Caduceon), located in Kingston, Ontario. Caduceon is accredited by the Canadian Association for
Laboratory Accreditation (CALA), for specific environmental testing procedures listed in the scope of accreditation
and is assessed biannually by CALA to the ISO/IEC 17025 standard. ISO/IEC 17025 is an international standard
for both quality management and technical aspects of operating a testing laboratory. Caduceon is licensed by
the MOE to perform analysis on drinking water in Ontario in accordance with the Safe Drinking Water Act.
3.4 Landfill Gas Monitoring
Landfill gas monitoring is not part of the environmental monitoring program for the site. The waste mound at the
Radcliffe site is covered with porous soil materials, allowing natural gas flux to the atmosphere, and overburden
geology at and adjacent to the site is characterized by sand and gravel materials, overlying a dense bedrock unit.
These overburden and bedrock characteristics, coupled with the extended distance to the nearest residence,
provide a minimal risk of landfill gases impinging off-site receivers.
3.5 Operational Monitoring
Operational monitoring at the Radcliffe site is minimal given that the site operates as a municipal solid waste and
recycling transfer station only, with received municipal waste transferred to the Township’s Bark Lake site for
final disposal. Given the closed waste mound status, a topographic survey was not completed in 2016. Closure
construction activities, including the installation of final cover components, were completed in 2006.
The Township has historically submitted annual waste diversion reports in accordance with the Municipal
Datacall, inclusive of the Radcliffe site, to Waste Diversion Ontario (WDO). This practice is planned to continue
with the recently renamed Resource Productivity and Recovery Authority (RPRA).
The results of operational monitoring are presented in Section 4.4 of this report.

4.0 Environmental Monitoring Results
The following sections present a summary of the environmental monitoring results obtained for the Radcliffe site
during the 2016 environmental monitoring program.
4.1 Groundwater Quality Assessment
The results of the 2016 groundwater monitoring program conducted at the site are presented as follows.
Groundwater Configuration
Historically, the groundwater configuration at the site has been interpreted to have the potential to discharge to

During the site inspections conducted by Greenview in spring, summer and fall 2016, as part of the 2016
environmental monitoring program, all monitoring wells were observed to be in good condition in accordance with
Ontario Regulation 903 (O.Reg. 903), as amended.
Groundwater Quality
The results of the 2016 groundwater monitoring program are presented in Table 4 and the accredited laboratory
Certificates of Analysis are attached in Appendix D. Analytical data obtained from respective groundwater wells
were compared to the ODWS (MOE, 2006), background water quality at the site, and MOE Guideline B-7
(MOE, 1994b). Given the proximity of monitoring wells MW1, MW2, MW5-I, and MW5-II to Rockingham (Byer’s)
Creek, the groundwater quality results from these monitoring wells have also been compared to PWQO
(Table 5, MOE, 1994a). Additionally, groundwater quality results were compared with the Canadian Water
Quality Guidelines (CWQG, Canadian Council of Resource and Environment Ministers [CCREM], 1987) for select
parameters, in accordance with Table B of the MOE Technical Guidance Document (TGD, MOE, 2010). The
Reasonable Use Concept (RUC) values were calculated using the median concentration from a minimum of ten
(10) previous sampling events from background monitoring well MW4 (Table 4). Trend analysis was completed
using results from the previous five (5) years and only significant trends are discussed in this report.
The blind duplicate samples collected at monitoring well MW2 in spring 2016 and at monitoring well MW3 in fall
2016 were similar to the identified samples indicating that the results of the 2016 groundwater monitoring program
can be interpreted with confidence.
The background groundwater quality at the Radcliffe site is assessed at monitoring well MW4, which is a shallow
overburden monitor located approximately 150 m south (upgradient) of the waste mound (Figures 3 and 4).

Given the upgradient location in relation to the waste mound, MW4 was interpreted to represent background
conditions in the groundwater regime near the site. Some parameter concentrations in spring and fall 2016 in
groundwater quality results from background monitoring well MW4 were noted to be above median background
concentrations, which may indicate upgradient impacts to groundwater in the vicinity of the Radcliffe site. Non-
conformances of ODWS and significant groundwater trends at background groundwater monitoring location MW4
were as follows (Table 4):

not exhibit exceedances of the CWQG for the parameters set out in Table B of the MOE TGD (MOE, 2010).
Groundwater quality immediately downgradient of the Radcliffe site is characterized at monitoring wells MW1,
MW2, MW3, MW5-I, and MW5-II, which are all located on the west side of Old Barry’s Bay Road, upgradient of
Rockingham (Byer’s) Creek (Figures 3 and 4). Groundwater quality at monitoring wells MW2, MW3,
MW5-I (deep monitor) and MW5-II (shallow monitor), have historically exhibited evidence of impacts from landfill-
related factors (Greenview, 2016). Previous reports have noted that groundwater quality at MW1 may be
impacted from sewage sludge (septage) that was reportedly historically disposed at the south end of the site
(SGS, 2006).
Monitoring well MW1 is located downgradient and approximately 180 m west of the waste mound, and was used
to establish downgradient groundwater quality at the southwestern extent of the monitoring well network at the
site (Figure 3 and 4). Many parameter concentrations in spring and fall 2016 in groundwater quality results from
monitoring well MW1 were noted to be above median background concentrations. Non-conformances of ODWS
and significant groundwater trends at groundwater monitoring location MW1 were as follows (Table 4):

Monitoring well MW1 is located adjacent to Old Barry’s Bay Road, and may be partially impacted from winter
road maintenance activities and the presence of historically discharged septage in the vicinity of the monitoring
well. Generally, the groundwater quality at MW1 remained relatively stable in 2016, with the exception of the
noted trends. The increasing trends for hardness and TDS are likely related to road salt application along Old
Barry’s Bay Road. The decreasing trends may be indicative of decreasing landfill-related impacts downgradient
of the closed waste mound; however, additional sampling in future annual monitoring programs is required to
assist in this evaluation.
Monitoring well MW2 is located approximately 90 m northwest of the waste mound, on the west side of Old
Barry’s Bay Road (Figure 3 and 4), and is used to assess groundwater quality downgradient and west of the
waste mound. Most parameter concentrations in spring and fall 2016 in groundwater quality results from
monitoring well MW2 were noted to be above median background concentrations. Non-conformances of ODWS
and significant groundwater trends at monitoring location MW2 were as follows (Table 4):

exceedances of the CWQG for the parameters set out in Table B of the MOE TGD (MOE, 2010) for cadmium in

The 2016 exceedances of the ODWS for DOC, hardness, and manganese at monitoring well MW2 were likely
due to landfill-related factors, as elevated concentrations of these parameters were not generally apparent in
historical background groundwater quality at monitoring well MW4 (Table 4). Generally, pH values, including in
the background, were low and were interpreted to naturally-occurring conditions (Table 4).
Monitoring well MW3, which is located on the west side of Old Barry’s Bay Road, downgradient of the north end
of the waste mound (Figure 3 and 4), was used to assess downgradient groundwater quality at the northwestern

Groundwater quality results at MW3 appeared to indicate that some elevated parameter concentrations may be
due to landfill-related factors; however, with the exception of the previously noted increasing trends, the results
appeared to be relatively stable and/or decreasing over time. The noted increasing trends for chloride,
conductivity, and TDS are attributed to winter road maintenance along Old Barry’s Bay Road. Given that
monitoring well MW3 is located approximately 100 m upgradient of Rockingham (Byer’s Creek), groundwater
results were not compared to the PWQO in 2016.
Groundwater quality results from monitoring wells MW5-I (deep) and MW5-II (shallow), located upgradient of
Rockingham (Byer’s) Creek, on the west side of Old Barry’s Bay Road, were used to assess downgradient
groundwater quality west of the waste mound. These wells have historically been interpreted to be impacted by
landfill-related factors from the Radcliffe site (Figure 3 and 4). Consistent with historical results, groundwater
collected from both monitoring wells MW5-I and MW5-II was observed to be very silty, which may be a significant
contributing factor to groundwater quality at MW5-I and MW5-II. The majority of parameter concentrations in
spring and fall 2016 in results from monitoring wells MW5-I and MW5-II were noted to be above median
background concentrations. Non-conformances of ODWS and significant groundwater trends at groundwater

since October 2008, and were interpreted to be resultant of a combination of naturally-occurring conditions, off-
site sources, and landfill-related factors (including FBAL relocation activities), completed as part of site closure
activities in late 2006.

4.2 Surface Water Quality Assessment
As part of the spring and summer 2016 surface water sampling events, physical characteristics of sampling
locations S-2 (spring 2016 only), S-3, S-4, and S-5, were recorded (Appendix C). For the spring 2016 sampling
event, depth (metres, m), width (m), velocity (metres per second, m/s), and discharge (cubic metres per second,

Surface water quality results for the Radcliffe site were compared with PWQO (MOE, 1994a) in 2016.
Additionally, surface water quality results were compared with the CWQG (CCREM, 1987) for select parameters,
in accordance with Table B of the MOE TGD (MOE, 2010). The results of the 2016 surface water monitoring
program are presented in Table 6. Accredited laboratory Certificates of Analysis for the surface water quality
results are provided in Appendix D. Trend analysis was completed using results from the previous five (5) years
and only significant trends are discussed in this report.

Background surface water location S-3 was established in 2007 to replace the former background surface water
location S-2, following MOE TSS surface water review comments in 2006 (Greenview, 2008). S-3 is located
approximately 550 m upstream and north of the site gate at the Radcliffe site, on Rockingham (Byer’s) Creek
(Figures 3 and 4). In 2016, few parameter concentrations at background surface water sampling location S-3
were above median background surface water quality at the site (Table 6). Non-conformances of PWQO, and
significant trends, at background surface water sampling location S-3 were as follows (Table 6):

The majority of parameters appeared to be stable since the introduction of S-3 as the background surface location
in spring 2007, and the 2016 surface water quality results from S-3 were interpreted to be representative of
background surface water quality at the Radcliffe site. Samples collected from background surface water location
S-3 during the 2016 surface water monitoring program did not exhibit exceedances of the CWQG for the
parameters set out in Table B of the MOE TGD (MOE, 2010).
Surface water location S-2 is located north of the site (Figure 3 and 4), on a small drainage channel running along
and under Old Barry’s Bay Road through a culvert, with eventual discharge into Rockingham (Byer’s) Creek.
Some parameter concentrations at location S-2 were higher than median background concentrations at S-3 in
the 2016 surface water monitoring program; however, many parameter concentrations were also less than those
noted at the upstream background location S-3, interpreted to indicate that the source waters for S-2 may be
different than those for the surface water locations along Rockingham (Byer’s) Creek (Figures 3 and 4, Table 6).
Surface water location S-2 was sampled during the spring 2016 sampling event only, as the location was
observed to be dry in summer 2016. Non-conformances of PWQO, and significant trends, at surface water
sampling location S-2 were as follows (Table 6):

Since surface water at S-2 was observed to originate northeast of the site from a low-lying area, and the source
of the surface water was interpreted to be predominantly snow melt and rain water, the PWQO exceedances of
aluminum in spring 2016 was interpreted to be resultant from natural lowland conditions northeast of the site.
Further sampling is required to confirm results. Samples collected from surface water location S-2 during the
spring 2016 sampling event did not exhibit exceedances of the CWQG for the parameters set out in Table B of
the MOE TGD (MOE, 2010).
Rockingham (Byer’s) Creek, located approximately 100 m downgradient from the site, is sampled at the
downstream surface water locations S-4 and S-5 (Figures 3 and 4). In 2016, samples collected from both surface
water locations S-4 and S-5 exhibited concentrations above median background surface water quality for few
parameters concentrations in spring 2016 and some parameter concentrations in summer 2016; however, in
many cases parameter concentrations at S-4 and S-5 were less than or consistent with concentrations at the
background location S-3 in 2016 (Table 6). Overall, surface water quality at S-4 and S-5 was comparable to the
background surface water quality at S-3 in 2016 (Table 6). Non-conformances of PWQO, and significant trends,
at surface water sampling locations S-4 and S-5 were as follows (Table 6):

Continued monitoring is required to assess 2016 surface water quality results at S-4 and S-5 in future monitoring
programs. Samples collected from surface water locations S-4 and S-5 during the 2016 surface water monitoring
program did not exhibit exceedances of the CWQG for the parameters set out in Table B of the MOE TGD
(MOE, 2010).
As Rockingham (Byer’s) Creek has previously been noted to be the potential downgradient receiver of
groundwater at the site due to the potential for groundwater to discharge to the surface water system
(SGS, 2006), given the observed groundwater elevations in close proximity to the creek. Based on the
downstream surface water quality results in 2016, Rockingham (Byer’s) Creek does not appear to be impacted
from landfill-related factors. This matter is further discussed in Section 4.2 of this report.
4.3 Reasonable Use Concept Assessment
As part of the November 16, 2012 groundwater review comments from the MOE TSS, it was indicated that as a
result of the waste mound closure of Radcliffe site in 2001, this site was subject to Guideline B-7, which applies
to operating waste disposal sites and sites that closed post-1986 (Greenview, 2013).
In an effort to assess potential landfill-related impacts migrating beyond the site boundary, the RUC was used as
an assessment tool to monitor downgradient impacts from the waste disposal site. Downgradient impacts are
typically assessed using the RUC at monitoring wells located at, or in close proximity to, the downgradient
property boundary. The downgradient monitoring wells located near the property boundary were compared to
trigger concentrations for specific parameters as determined by groundwater quality at the site using the RUC
for groundwater (MOE Procedure B-7-1, 1994b).
The MOE Procedure B-7-1: Determination of Contaminant Limits and Attenuation Zones iterates that in
accordance with the appropriate criteria for particular uses, a change in groundwater quality on an adjacent
property as a result of landfilling activities will only be accepted by the MOE as follows:
The quality cannot be degraded by an amount in excess of 50% of the difference between
background and the Ontario Drinking Water Standards for non-health related parameters and in
excess of 25% of the difference between background and the Ontario Drinking Water Standards
for health related parameters. Background is considered to be the quality of the groundwater prior
to any man made contamination.
MOE Procedure B-7-1
The RUC assessment was conducted using the concepts and procedures outlined in MOE Procedure B-7-1
(MOE, 1994b), specifically using the median value of individual parameter concentrations from background
monitoring well MW4 to characterize natural groundwater quality at the site. Groundwater monitoring wells MW1,
MW2, MW5-I and MW5-II were used for monitoring downgradient impacts at the property boundary west and
northwest of the Radcliffe site, and for assessing site compliance with the RUC and MOE Guideline B-7.
All parameters tested as part of the established annual monitoring program were established as groundwater
triggers, and a respective RUC criteria value was calculated for each parameter at the Radcliffe site. The trigger
concentrations used to assess RUC compliance for the groundwater regime at the site were based on the MOE
RUC for each of the respective parameters.
The RUC values for individual parameters are updated each year based on analytical results obtained from the
2016 Annual Report

groundwater monitoring program. If RUC exceedances are noted, then action will be undertaken as appropriate
and necessary in accordance with a defined groundwater contingency plan for the site. In cases where a
groundwater contingency plan is not defined, a meeting with representatives of the district MOE office should be
held to develop an appropriate contingency plan, as necessary and appropriate for the particular site.
The following RUC non-conformances were noted for downgradient monitoring wells at the Radcliffe site. RUC
non-conformances for background monitoring well MW4 were included for comparison purposes as follows:

RUC exceedances noted in the preceding table were likely the result of a combination of factors including
naturally occurring conditions, winter road maintenance activities (road salt application) and other off-site sources
(historical septage spreading), FBAL relocation activities completed in fall of 2006, and landfill-related factors.
Further groundwater sampling in future monitoring programs is required to assess the 2016 results.
It was noted for both the spring and fall 2016 sampling events that the groundwater sampled at MW5-I and
MW5-II was observed to be silty, which may have impacted the groundwater quality results at those specific
wells, and as such, would also be interpreted to impact results at downgradient monitors MW1 and MW2.
Rockingham (Byer’s) Creek is interpreted to be the potential downgradient receiver of groundwater at the
Radcliffe site, given that groundwater has previously been noted to have the potential to discharge to the surface
water system. Since no significant impacts to the overall surface water quality were identified in Rockingham
(Byer’s) Creek at downstream locations S-4 and S-5 in 2016 (Table 6), the documented RUC exceedances at
monitors MW1, MW2, MW5-I and MW5-II, (Table 4) were not interpreted to represent a significant risk to surface
water quality in the vicinity of the closed Radcliffe site.
Based on this interpretation, the closed landfill (which currently operates as a transfer station) at the Radcliffe
site is understood to meet the intent of RUC and MOE Guideline B-7 in 2016. The CAZ lands and related
groundwater quality results were interpreted to be representative of reasonable use for the Radcliffe site.
Given the many decreasing parameter concentration trends interpreted at monitoring wells on the northwest side
of Old Barry’s Bay Road at the Radcliffe site, the documented groundwater quality results at monitoring wells

MW1, MW2, MW5-I, and MW5-II in 2016 may be indicative of decreasing landfill-related impacts downgradient
of the closed waste mound; however, additional sampling in future annual monitoring programs is required to
assist in this evaluation.
Further to Condition 46 (f) of the ECA, the contaminating lifespan of the site (based on the monitoring programs
to date) is estimated to be approximately twenty-five (25) years from the time of cessation of landfilling operations.
4.4 Operations Summary
A summary of 2016 waste transfer operations at the Radcliffe site is presented below.
Site Operations
The site operates as a municipal waste and recyclables transfer station, servicing residents of the Township of
Madawaska Valley. The site has been closed to landfilling operations since 2001. Final closure construction
activities were completed for the waste mound area in 2006.
A sign is posted at the entrance to the Radcliffe site in accordance with Condition 36 of the ECA, providing
transfer station hours of operation, accepted waste types, permitted users, applicable Township waste
management by-laws, and emergency contact numbers. An additional sign provides a warning against illegal
dumping outside of the site gate.
The operational hours for the Radcliffe site were amended by the Township effective March 2, 2015 as follows:

Most of the Radcliffe site is well screened with surrounding trees and thick vegetation, as well as a screening
berm vegetated with trees and grass that exists between the site and Old Barry’s Bay Road. Lockable gates
control access to both the north and south entrance roads at the site (Figure 2), and a page wire fence was
installed along the northern boundary of the site in 2007.
The access roads at the site entrance and within the Radcliffe site have sufficient width to allow for unimpeded
winter travel and access for emergency and snow removal equipment. The site access road was observed to
be in satisfactory condition during the routine site inspections conducted by Greenview during various site visits
throughout 2016.
Township waste site operations staff participated in a training seminar held by Greenview on October 2, 2015 to
review waste management best practices and the updated waste management record sheets for the Township’s
waste disposal and transfer sites. Previously, Township operations staff attended a training seminar held by
Redi Recycling Inc. on September 24, 2014.
Waste Disposal / Transfer Summary
The Radcliffe site is currently closed to all landfilling operations; however, the site operates as a solid waste and
recycling transfer station, with all collected waste transferred to the Township’s Bark Lake Waste Disposal Site
for final disposal. Recyclable materials from the Radcliffe site are transferred directly from the site for

management by the Township and/or Township-approved service providers.
The Radcliffe site is currently approved in accordance with ECA A412901 to receive up to 60 m3 of non-recyclable
municipal waste per day and to store up to and 20 m3 of non-recyclable municipal waste, 60 m3 of Blue Box
recyclables, 8 m3 of tires, 10 m3 of scrap metal and white goods, 10 m3 of wood ash, and 3.2 m3 of organic waste,
(Appendix A).
In fall 2014, the Township replaced the 40 cubic yard containers for Blue Box recyclables with 8 cubic yard tipper
bins for Blue Box recycling diversion operations at the Radcliffe site. Municipal waste received at the site is
deposited in eight cubic yard tipper bins for storage prior to transfer and disposal at the Bark Lake Waste Disposal
Site.
Based on Township of Madawaska Valley records, approximately 8,905 vehicles visited the Radcliffe site in 2016,
and 17,112 bags of residential waste were accepted and transferred to the Township of Madawaska Valley’s
Bark Lake site for disposal.
Blue Box recycling tonnage records provided by the Ottawa Valley Waste Recovery Centre indicate that a total
of 415.21 tonnes of Blue Box recyclable material were collected from all municipal sites in 2016. Blue Box
recyclable quantities contributing to this total included 149.21 tonnes of commingled containers, 158.38 tonnes
of mixed fibres, and 107.62 tonnes of old corrugated cardboard. According to Township of Madawaska Valley
records, approximately 87.00 tonnes of scrap metal and white goods were collected from all municipal sites by
local recycling contractors in 2016. Additionally, 20.27 tonnes of waste electrical and electronics equipment
(WEEE) and 270.02 tonnes of household organics were diverted in the Township in 2016. According to Township
records, 1,479 tires were diverted at all municipal sites in 2016.
Site Inspections and Maintenance
Site inspections of the Radcliffe site were conducted by Greenview on May 11, 2016, September 6, 2016, and
November 1, 2016 during the environmental monitoring events. The Township also conducted periodic
inspections to verify the compliance status of the site.
The site inspections included a cursory investigation of housekeeping/litter control aspects, monitoring well
maintenance requirements in accordance with Ontario Regulation 903 (Wells) as amended, and a general site
overview for MOE regulations and protocol compliance contraventions. There were no compliance action items
requiring immediate action on the part of the Township observed during the routine site inspections completed
in 2016. In 2016, all monitoring wells at the Radcliffe site were observed to be in good condition and in
compliance with Ontario Regulation 903 (O. Reg. 903), as amended.
Complaints
There were no reported complaints received by the Township with respect to waste transfer operations at the
Radcliffe site in 2016.
Monitoring and Screening Checklist
In accordance with the MOE TGD (MOE, 2010), the Monitoring and Screening Checklist for the Radcliffe site is
included as Appendix F of this report.

5.0 Conclusions and Recommendations
Based on the results of the 2016 environmental monitoring program completed for the Radcliffe Waste Transfer
Site, the following conclusions are provided:
The predominant direction of groundwater flow within the shallow overburden at the Radcliffe site,
consistent with historical interpretations, was interpreted to be to the northwest, towards Rockingham
(Byer’s) Creek in 2016. Based on the groundwater elevations at monitoring wells MW5-I and MW5-II
during the 2016 groundwater monitoring program, upward vertical gradients of 0.002 and 0.009 were
calculated in spring and summer 2016, respectively. Similar to historical reports, groundwater from the
shallow overburden unit in the vicinity of the waste mound was interpreted to have the potential to
discharge into Rockingham (Byer’s) Creek, downgradient of the site.
Groundwater quality downgradient of the site at monitoring wells MW1, MW2, MW3, MW5-I, and
MW5-II continued to appear to be impacted by landfill-related factors at the site. In 2016, monitoring
well MW5-II appeared most impacted as samples collected from this well exhibited the majority of
parameters above background concentrations and exhibited generally higher concentrations than other
monitoring wells at the site. Continued monitoring is required to assess 2016 groundwater quality results
at the site.
2016 surface water quality results indicate that some parameters at both downstream locations (S-4 and
S-5) were above background concentrations; however, surface water quality at these locations was
interpreted to be generally consistent, and in many cases exhibited lower concentrations than
background surface water location S-3. No PWQO exceedances were noted at downstream locations
S-4 and S-5 in spring and summer 2016 (Table 6). Based on 2016 results, Rockingham (Byer’s) Creek
was not interpreted to be impacted by the closed landfill at the Radcliffe site.
RUC exceedances were noted at monitoring wells MW1, MW2, MW5-I and MW5-II for select parameters
in 2016. As groundwater has historically been interpreted to have the potential to discharge to surface
water along Rockingham (Byer’s) Creek, a detailed review was completed to assess potential impacts
of groundwater to the creek. Based on downstream surface quality results at locations S-4 and S-5,
there were no significant impacts noted in Rockingham (Byer’s) Creek interpreted to landfill-related
factors. The CAZ lands and related groundwater quality results were interpreted to be representative of
reasonable use for the Radcliffe site. Therefore, the Radcliffe site was interpreted to meet the intent of
MOE Guideline B-7. Continued monitoring is required to assess results and trends noted in 2016.

The 2017 groundwater monitoring program for the site should continue as in 2016, including
groundwater sampling events in the spring and fall at monitoring wells MW1, MW2, MW3, MW4, MW5-I,
and MW5-II. Water quality results from monitoring wells MW1, MW2, MW3, MW4, MW5-I, and MW5-II
in the groundwater monitoring program should continue to be assessed in accordance with the ODWS,
and monitoring wells MW1, MW2, MW5-I, and MW5-II should continue to be assessed in accordance
with PWQO criteria in 2017. Additionally, groundwater quality results should be compared with the
CWQG for select parameters, in accordance with Table B of the MOE TGD.
In 2017, the surface water monitoring program at the site should continue to include sampling events
twice annually, in the spring and late summer. Surface water samples should be collected from S-2,
S-3, S-4, and S-5 to continue to monitor the surface water regime at the site. The surface water samples
should be analyzed for the same parameter suite as the 2016 monitoring program. Surface water
samples should only be collected during scheduled sample events if sufficient quantities of water are
available at the sampling location to avoid potentially biased results. Additionally, surface water quality
results should be compared with the CWQG for select parameters, in accordance with Table B of the
MOE TGD.
In 2017, the Radcliffe site should be assessed using the RUC and Guideline B-7, in addition to PWQO,
to determine reasonable use, as groundwater is interpreted to have the potential to discharge to surface
water along Rockingham (Byer’s) Creek. Detailed review of surface water quality at downstream surface
water locations S-4 and S-5 should be conducted to determine if landfill-related impacts within
Rockingham (Byer’s) Creek are occurring, with due consideration of background surface water quality
at location S-3.

Statement of Service Conditions and Limitations
Provision of Services and Payment
Upon documented acceptance of Greenview’s proposed services, costs and associated terms by the client, Greenview may commence work on the proposed services directly. Upon retention of Greenview’s services related to this project, the client agrees to remit payment for the services rendered for the specified period within (30) days of receipt as invoiced by Greenview on a typical monthly basis, unless otherwise arranged between the client and Greenview. In the event of non-payment by the client, Greenview reserves the right, without external influence or expense, to discontinue services and retain any documentation, data, reports, or other project information until such time as payment is received by Greenview.
Warranty, Limitations, and Reliance
Greenview relies on background and historical information from the client to determine the appropriate scope of services to meet the client’s objectives, in accordance with applicable legislation, guidelines, industry practices, and accepted methodologies.
Greenview provides its services under the specific terms and conditions of a specific proposal (and where necessary formal contract), in accordance with the above requirements and the Limitations Act 2002, as amended, only.
The hypotheses, results, conclusions, and recommendations presented in documentation authored by Greenview are founded on the information provided by the client to Greenview in preparation for the work. Facts, conditions, and circumstances discovered by Greenview during the performance of the work requested by the client are assumed by Greenview to be part of preparatory information provided by the client as part of the proposal stage of the project. Greenview assumes that, until notified or discovered otherwise, that the information provided by, or obtained by Greenview from, the client is factual, accurate, and represents a true depiction of the circumstances that exist related to the time of the work.
Greenview relies on its clients to inform Greenview if there are changes to any related information to the work. Greenview does not review, analyze or attempt to verify the accuracy or completeness of the information or materials provided, or circumstances encountered, other than in accordance with applicable accepted industry practice. Greenview will not be responsible for matters arising from incomplete, incorrect or misleading information or from facts or circumstances that are not fully disclosed to or that are concealed from Greenview during the period that services, work, or documentation preparation was performed by Greenview.
Facts, conditions, information and circumstances may vary with time and locations and Greenview’s work is based on a review of such matters as they existed at the particular time and location indicated in its documentation. No assurance is made by Greenview that the facts, conditions, information, circumstances or any underlying assumptions made by Greenview in connection with the work performed will not change after the work is completed and documentation is submitted. If any such changes occur or additional information is obtained, Greenview should be advised and requested to consider if the changes or additional information affect its findings or results.
When preparing documentation, Greenview considers applicable legislation, regulations, governmental guidelines and policies to the extent they are within its knowledge, but Greenview is not
qualified to advise with respect to legal matters. The presentation of information regarding applicable legislation, regulations, not intended to and should not be interpreted as constituting a legal opinion concerning the work completed or conditions outlined in a report. All legal matters should be reviewed and considered by an appropriately qualified legal practitioner.
Greenview’s services, work and reports are provided solely for the exclusive use of the client which has retained the services of Greenview and to which its reports are addressed. Greenview is not responsible for the use of its services, work or reports by any other party, or for the reliance on, or for any decision which is made by any party using the services or work performed by or a report prepared by Greenview without Greenview’s express written consent. Any party that uses, relies on, or makes a decision based on services or work performed by Greenview or a report prepared by Greenview without Greenview’s express written consent, does so at its own risk. Except as set out herein, Greenview specifically disclaims any liability or responsibility to any third party for any loss, damage, expense, fine, penalty or other such thing which may arise or result from the use of, reliance on or decision based on any information, recommendation or other matter arising from the services, work or reports provided by Greenview.
Site Reviews and Assessments
A site assessment is created using data and information collected during the investigation of a site and based on conditions encountered at the time and particular locations at which fieldwork is conducted. The information, sample results and data collected represent the conditions only at the specific times at which and at those specific locations from which the information, samples and data were obtained and the information, sample results and data may vary at other locations and times. To the extent that Greenview’s work or report considers any locations or times other than those from which information, sample results and data were specifically received, the work or report is based on a reasonable extrapolation from such information, sample results and data but the actual conditions encountered may vary from those based on extrapolations.
Only conditions, and substances, at the site and locations chosen for study by the client are evaluated; no adjacent or other properties are evaluated unless specifically requested by the client. Any physical or other aspects of the site that were not chosen for study by the client, or any other matter not specifically addressed in a report prepared by Greenview, are beyond the scope of the work performed by Greenview and such matters have not been investigated or addressed.
Confidentiality
Greenview provides proposals, reports, assessments, designs, and any other work for the sole party identified as the client or potential client in the case of proposals.
For proposals specifically, the information contained therein is confidential, proprietary information, and shall not be reproduced or disclosed to any other party than to that of the addressee of the original proposal submission, without prior written permission of Greenview.
