I. Technology Transfer and Commercialization

A. Small Enterprises Technology Upgrading Program (SET-UP) Core Program

In response to the call for more focused programs of assistance for small and medium enterprises (SMEs), Small

Enterprise Technology Upgrading Program (SETUP) was launched. This strategy of DOST to encourage and assist SMEs to

adopt technological innovations to improve their operations and thus boost their productivity and competitiveness, opened

avenues for firms to address their technical problems through technology transfer and technological interventions.

PSTC-Batangas as an arm of DOST in meeting the realization of the department’s goals contributed in the big leap of

advancement for firms in the province. This year, PSTC-Batangas was able to record 12 proposed / approved SETUP project

for 12 SMEs with total project cost of P14,635,904.38. A total of 49 firms were also provided with S&T interventions such as

provision of equipment, conduct of technology trainings, technology needs assessment and consultation. Meanwhile, PSTC-

Batangas is still actively catering the needs of 33 active SMEs with SETUP projects from 2008-2015.

New Projects-Firm-Based

1. Upgrading of Kusina Batangueña Home Cannery Production Facility Through Equipment Acquisition

To further improve Kusina Batangueña Home Cannery’s regional identity and tradition of most iconic native dishes and delicacies, DOST PSTC-Batangas have identified the following technological interventions: 1) Provision of Water Retort Machine to increase the production capacity of the plant (240 bottles). It can reduce the processing time by 1/3 than the usual and reduce man-power requirement by 1/3 capable of processing pouched products; 2) Provision of Automatic vegetable shredder to have the size, uniformity, lower the risk of injury and accelerate the production of the product; 3) Provision of Kyocera Digital Copier with MultiFunction Printer and lot code printer to increase quality of packaging materials and to put details about batching and expiration date faster. Moreover, this will also demand chemical and laboratory analysis to have concrete details on the packaging and labeling of the products; and 4) Provision of Continuous band sealer to compliment the capability of the retort machine to process pouched products.

As of December 2016, the automatic vegetable shredder was already installed in the production. Other equipment are on

their fabrication / acquisition stage. Aside from provision of production equipment, other assistance to be provided to the firm are

heat penetration and commercial sterilization tests to validate the quality of their products based on commercial standards as

recommended by DOST-ITDI.

KUSINA BATANGUEÑA HOME CANNERY Ms. Johna B. Velasquez/ Mr. Nestor P. Velasquez Brgy. Poblacion 2A, Mataasnakahoy, Batangas Kusina Batangueña Home Cannery was created with the realization of becoming a hometown pride and rooted from the personal advocacy of promoting and sharing to the whole community, to the whole world and to the global market the regional identity and tradition of the most iconic native dishes and delicacies. Through this, the firm was able to contribute to the pride of Mataasnakahoy and Batangas Province in producing the premium quality homemade food products with their own native unique Batangas flavors. In the recent DTI Regional Trade Fair “KALAKAL CALABARZON 2015” held at Festival Supermall – Alabang last September 4-13, 2015, Kusina Batangueña was awarded 3rd place as the Most Innovative Product for 2015, putting the Kusina Batangueña in the Road Map of DTI programs.

2. Upgrading of Food Processing Equipment of Maycar Foods Inc. Carrying the brand name “Carmen’s” in their meat products,

MAYCAR FOODS, INC. is at present, in the stage of further improving and developing new products that will suit to Filipinos distinct like for processed foods.

The proposal of this project has already been submitted and the following are the interventions that PSTC Batangas have identified: 1) Provision of flaker machine with 375 kg/hr capacity to help decrease the cutting time of frozen meat blocks by 20%. It will also eliminate the thawing process wherein man power can be utilize to other processes; 2) Provision of 5HP, 220V, 60Hz, 3 phase grinder with 1000kg/hr capacity to maximize the capacity of the processing plant. The equipment can reduce the production time to 2.7 hours for the 2700kg meat, or increase the productivity of products that require grinding by 120%. It will consume P60/hr in one shift; 3) Provision of 750W,

220V, 60 Hz, single phase Meat slicer that can process almost 110.25kg/ hr will increase the productivity of products that require slicing. The new slicer has a knife safety feature that will reduce the risk of injury for production workers; and Training on the use of equipment/maintenance.

3. Upgrading the Production Facility of Papel De Lipa Through Equipment Acquisition

Due to the big leap that Papel De Lipa has attained from their starting point, they would like to change their name now from Papel De Lipa to Papelipa. Their production area as a consistent destination of different schools for educational tours is also at their top priorities at present.

The DOST PSTC Batangas identified the following S&T interventions to upgrade their production facility: 1) Provision of production equipment such as Stainless Steel Steam Cooker, Stainless Steel Beater, and Stainless Steel Vats, 2) conduct of current Good Manufacturing Practices training and 3) improvement of production layout to have more effective and efficient worker and production area. The Memorandum of Agreement was already signed on December 2016 and expected to take off by January 2017.

MAYCAR FOODS INC. Mr. Jancarlo A. Tolentino President and Chief Operating Officer Purok 2 Brgy. Balintawak, Lipa City, Batangas 4217 The continuing success of MAYCAR FOODS INC. can be attributed to the manner the company manufacture their products with its high regard to quality, hygiene and the reasonability of prices. Accredited in 2006 as Meat Establishment Category “AA”, the company was awarded and earned the distinction of being the “Best Meat Establishment” in Region IV-A for the year 2007 and 2008. In the same year also, MAYCAR FOODS, INC. has been adjudged National Finalist in the NMIS sponsored “Search for the Best Meat Establishment” and became a beneficiary

for the “Manufacturing Productivity Extension Program” by the DOST IV-A.

Teofista Angelita R. Exconde Papel De Lipa Brgy. Banay-Banay, Lipa City, Batangas Papel De Lipa started by a couple previously employed at the DOST Forest Products Research and Development Institute. A German exporter named Perle Berg was interested with handmade paper. They started with capital of P35,000 to build their production area and acquired initial equipment of mortar and pestle. Their raw materials during the start of the business were used cartons bought from junk shops. Later on, they made partnership with a Japanese exporter for handmade paper but this partnership did not flourish so they decided to sell the products locally. They actively participate in trade fairs and trade shows to promote their products. They are also invited by SM or Academe or FPRDI to serve as speaker and demonstrate their work in paper making.

4. Upgrading of Production facility of Mira’s Turmeric Products

The growing demand for Mira’s Turmeric Products because has been a good public response for its proprietor, Mrs. Maria Almira Silva. This has been an indication of their efforts in widening their market throughout the years. But the lack of equipment and capabilities in increasing their production volume with maintained quality became the dilemma of the firm.

To help Mira in upgrading their production facility, DOST-PSTC Batangas will provide several S&T interventions. Components of the project are: 1) Provision of 560 watts, 220V, 60Hz, 1 phase Vegetable Cutter complete with 2 knives (2,4mm) for slicing and 3 knives (3,4,7mm)for shredding and 2 knives (8x8,10x10) for cubes to compliment the use of Oven as drying machine to minute the raw materials into minute particles; 2)

Provision of multi-commodity heat pump dryer with 120kg capacity to increase the production capacity and it eliminate juicing process; 3) Provision of 3HP, Stainless Steel body, 220V, 60Hz, 3 phase Vertical Mill (Pulverizer) with 50kg/hr as appropriate equipment for powdering the product; and 4) Provision of Horizontal type, 0.5HP, 220V, electrically heated continuous band sealer with 6packs/min sealing speed to cater other form packaging materials. Other interventions to be provided were layout improvement and conduct of current Good Manufacturing Practices. The approval of the project is expected this December 2016 and release of assistance is viewed by the first quarter of 2017.

5. Acquisition of Appropriate Equipment to Upgrade Marvon Drying Services Production Facility

To upgrade Marvon Drying Services Production Facility, provision of Cabinet Dryer which could dry 1000kg for 4-6 hours will be provided by DOST PSTC-Batangas through SETUP. After the project approval on November 24, 2016, its Memorandum of Agreement will be signed on December 2016 and expected to be fully implemented by the first quarter of 2017.

Presently, Mr. Atienza has 10 drying beds and dried herbal plants such as malunggay, sambong, lagundi, guyabano, serpentina, tawa-tawa among others. The firm is currently supplying their products to 4 distributors and 2 other buyers will be considered upon increasing their production capacity through DOST interventions.

Mira’s Turmeric Products Brgy. San Salvador, Lipa City, Batangas Maria Almira C. Silva The company started its operation in 2013 with P 1000 investment for acquisition of ginger and turmeric from their neighbors. They sold their processed product to their neighbors and to their friends. After 2 years in turmeric business, they decided to register their company to deal with larger market outlets. Now, they supplied their products every Thursday and Friday in the City Hall of Lipa, Robinson’s supermarket and some other areas of Batangas and Rizal. At present, the company is being managed by Mr. and Mrs. Silva. Ms. Silva is in-

charge on marketing, sales and quality assurance and Mr. Silva acted as production manager.

Marvon Drying Services Mr. Bernardo G. Atienza 157 M.L. Quezon St., Brgy Poblacion 2, Laurel, Batangas Mr. Bernardo Atienza started as fish pond owner where he breeds tilapia and sells tilapia fingerlings. During that time, local businesses were required to have permits and documents so Mr. Atienza decided to venture into another business. His next venture was selling fruits bearing seedlings like mango, santol, calamansi and other plants. He tried to consider the suggestion of a buyer to dry the malunggay leaves since malunggay is very

abundant in the area. In 2013, he tried drying malunggay leaves with 5 drying beds only.

6. Upgrading of Production Facility of JK Real Calamansi Juice

To help JK Real Calamansi Juice in upgrading their production, provision of calamansi extractor to speed up the extraction of juice will be provided by DOST PSTC Batangas through SETUP. The extractor has the ability to extract juice without slicing the calamansi. The seeds and peelings will be automatically separated from the extract being collected. The equipment has the capacity to extract 100 to 150 kilograms of calamansi in 1 hour. It is also installed with a hopper with a capacity of 10 liters, made in a food grade stainless. The SETUP project was approved by DOST IV-A last November 2016. The Memorandum of Agreement was also executed in December 5, 2016. Project implementation is seen to materialize by the first quarter of 2017.

7. Upgrading of Production Facility of Lecca’s Sportswear

To help them with upgrade their garment manufacturing business, DOST PST- Batangas through SETUP will provide computerized embroidery machine to Lecca’s sportswear. This machine is a programmed embroidery device which has the capability to create very consistent and accurate output. This machine has the capability to embroider 8.4 minutes for 2 inches by 3 inches design depending on number of colors.

The project was approved on December 2016 and expected to be implemented by the first quarter of 2017.

JK Real Calamansi Juice Blk. 5, Lot 9, Phase 1, St. Joseph Homes Inosluban, Lipa City, Batangas

The company started its operations in the year 2014 with P 10,000 investment. They begun to produce calamansi juice and introduced it to schools around Lipa City, Batangas. Many people are impressed because of the refreshing taste of their products. Two years later, they decided to register the company to deal with larger market. Now, they supply their products to number of hotels, restaurants, hospitals and industrial parks around Batangas Province. The company is being managed by the couple. Mr. Pueblos acts as production manager and quality control officer. Ms Pueblos is in-charge in sales and marketing aspect of the company. With combined diligence, they are in the status of stepping forward in the

business industry.

Lecca’s Sportswear Brgy. Balete, Batangas City, Batangas

The Lecca Sports Wear is a Garment manufacturing business established in the year 2003. They are doing different types of uniforms (i.e., school uniforms, athletic uniforms, factory uniforms and costumes). Through their vision of "total satisfaction benefits for all", the company continues to grow and already has three market outlets around Batangas City. In 28 years of doing the business, Lecca’s Sports Wear desires to upgrade their equipment to increase the productivity as well as their product quality.

8. Improving the Capability and Quality Services of Nart Development and Construction

DOST PSTC-Batangas through SETUP identified and will provide a Semi-Automatic Hollow Block Making Machine to Nart Development and Construction to upgrade the production of the firm and thus improve their capability and service quality. The semi-automatic hollow block making machine has the capacity to produce 400 pcs / hour. The compacting process of this machine is driven by hydraulic system to assure that the hollow blocks are well compacted. Presently, the concrete hollow blocks that Nart is using were sourced out from suppliers / concrete hollow block maker whose compacting is done manually. In addition to this, the machine has the capability to produce other types of blocks such as solid blocks and porous blocks, depending on the mould used. The SETUP project and the Memorandum of Agreement was approved and signed

on December 2016. Implementation is expected to push through after therelease of fund by the first quarter of 2017.

9. ‘QuickBooks Accounting Software and Services’ Development and Provision of POS System for Faster Generation and More Accurate Reports of SJW MPC

The SJW MPC is already a SETUP Beneficiary in 2012 – 2015 for their bakery business. It has a very good standing in terms of project implementation and repayment. In conceptualizing the second SETUP project proposal, the manual computing and recording for every data transactions were considered to transfer it to QuickBooks accounting software. The current practice is time consuming and requires carefulness to avoid human errors. Meanwhile, the existing QuickBooks software installed have limited features which need the use of more manpower for further manual computations. Also, the current system also makes it complicated for the top management to monitor the status of reports from all their service areas.

In response to SJW MPC’s problems, the development of the QuickBooks Accounting Software and Services and the provision of Point-of-Sale System for the cooperative services will be executed by DOST PSTC-Batangas. At present, the Memorandum of Agreement was signed on December 2016 and the project will be executed in the first quarter of 2017.

Nart Development and Construction is a single proprietorship business which is presently engaged in the construction of residential, industrial buildings, roads highway pavement, water supply lines, swimming pools, landscaping, airport horizontal structures bridges and other related matter in the fields of general engineering. This construction firm composing of competent and experienced technical personnel is headed by its General Manager, Victor G. Templo, a licensed civil engineer. The company’s main goal is to relentlessly help and contribute to the country’s program for economic development through efficient and effective construction to meet further the set of local and international standards. Thus, in their vast experiences of satisfactory performance in the construction business, they earned the trust of local and national agencies as well as private customers.

SJ Workers Multi-purpose Cooperative Mr. Emmanuel A. Munda CASADI Cpd., Brgy. Aya, San Jose, Batangas

San Jose Multi-purpose Cooperative started in 2004 when the idea of creating an employees’ cooperative emerged. There were 134 original members, saving ₱ 25.00 weekly

until it reached the total paid-up capital of Php 207,000.00. Presently the organization has a total of 365 members.

10. Bottling Process Improvement in Barako Coffee and Native White Ginger Liqueur Production To address Aldio Food and Beverage’s problems in bottling process, DOST PSTC Batangas will help them through the provision of processing equipment such as semi-automatic aluminum caps capping machine, centrifuge machine and ebilliometer. The GMP training to ensure compliance to Food Safety standards will also be provided to the firm. Equipment acquisition was completed on December 2016 and training and familiarization on their use was currently proceeding.

The company was also granted with financial aid by DA-BAR to assist and unify kapeng barako growers in preparation for the entry of GAP in the ASEAN Integration. It also aided the firm in the conduct of experiment to further filter and polish the liqueurs. The improved liqueur received great attention from a US-based agent (alcoholic beverages). To note, this US-based agent decided to patent the new roasting technique of Kapeng Barako instead of the liqueur itself.

11. Mechanization of the Production Processes and GMP Implementation of Ginga Agrifood

To uphold rigorous quality standards, Ginga Agrifood Manufacturing Enterprises, Inc. diligently seeks accreditation and processing supervision from government and non- government institutions, such as: Department of Science and Technology (DOST) – ITDI, Food Development Center (FDC), Food and Drugs Administration (FDA) and Islamic Da’wah Council of the Philippines (IDCP).

To help Ginga Agrifood Manufacturing Enterprises with their

cooking process problems, DOST PSTC Batangas identified (through SETUP) the provision of 10 bhp steam boiler with steam header to supply heat to 3 units Steam Jacketed Kettle with 50L capacity each. Steam jacketed kettle has agitator to eliminate manual mixing by the workers. In the cooling process, cooling trays fitted for use with the steam jacketed kettle are also needed to hasten cooling process. Furthermore, training on use of the equipment as well as GMP training is highly recommended to ensure safety in its operations.

Memorandum of Agreement was signed on December 2016 and the project is expected be fully implemented by first quarter of 2017.

The business was established and registered last 2010 as SJB Liberica Enterprises and had License To Operate (LTO) and Certificate of Product Registration from Food and Drugs Administration (then BFAD) until 2013. However, in 2014, the company decided to apply for patent in the use of 100% kapeng barako in its liqueur and one of its rules is that the applied product or technology is not commercialized yet. The company ceased renewing its permits and registration in preparation for the application and withdrew its liqueur from other stores in the metro area. However, continuity of production and marketing in small scale continues catering to clients who do not require official receipts like wedding give-aways and souvenir and specialty stores. Product lines include barako coffee liqueur, native ginger tea liqueur and calamansi liqueur.

To be able to contribute to communities by conducting seminars on how to be a part of a solution and “Health and wellness Pangkabuhayan”. The company competes with the leading brands in the market here and abroad.

12. Raw Materials Storage Facility Upgrade of Qualimeal Feedmills, Inc.

The company was one of SETUP cooperators in 2013 and will graduate in December 2016. S&T interventions provided were equipment acquisition for the feedmill such as Hammer Mill (5 tons), Feed Mixer (1 ton), and for the poultry farm were 4 units Feeder Hopper and 2 units of Feeder Unloader. It was also a beneficiary of Energy Audit and Cleaner Production Technology Consultancy Program in 2014. Impact of the S&T interventions includes 91% increase in daily production from 500bags to 955bags; 44% increase in sales from P86M to P124M for the same period of 2013 before the intervention and 2015; 80% savings on feeds, 18% increase in egg production and sales annually and 50% improvement on time of feeding. Upgrading of storage facility of raw materials is the intervention that PSTC-Batangas would like to provide in the second SETUP project. The

provision of Grain Silo to upgrade storage facility will be executed. Grain Silo is the most advanced and safest storage for grains specifically Yellow Corn, Feed Wheat and Soya. It also provides economically and safety inducement in avoiding harm like fires and adverse weather condition. It maximizes space requirement cum easeful in movement of grain stock from deliveries down to production – hammermill and mixer. Efficiency and economic conditions are the greatest advantage as far as inventory management is concerned.

Founded in July 2004 by originally eight (8) integrated livestock and poultry raisers in Batangas, then joined by two (2) business icons in 2009, the Qualimeal Feedmills, Inc. started its operation in a conservative pace. The 2,463 square meters lot and the feedmill plant was bought by Qualimeal and commissioned it in line with rapid growth in poultry and piggery business. The basic purpose of its operation is to provide the stock-holders users with truly optimum quality feeds of different rations in

the most economical cost.

B. DOST-GIA Funded Projects

Community-Based Projects

To harness the country's scientific and technological capabilities by providing financial grants to S&T programs/projects to spur a sustainable economic growth for the country, Grants-In-Aid Program of the Department of Science and Technology (DOST-GIA) was launched. It encourages participation of various sectors in Science and Technology (S&T) particularly in Research and Development (R&D), Technology Transfer, Human Resources Development, S&T Promotion, Advocacy and Linkages.

PSTC Batangas in response to this call, provided science and technology interventions to seven community organizations this year. Meanwhile a total of 41 science and technology interventions were also provided to 33 on-going and newly-assisted firms. S&T interventions include Technology Needs Assessment, consultancy services, equipment provision and training and seminars.

1. Upgrading of GK San Francisco Javier People’s Organization Seaweeds Chips Production Facility

through Equipment Acquisition (GIA) In response to upgrading of GK San Francisco Javier People’s Organization’s production facility, the following provisions will be provided by DOST PSTC Batangas through the GIA program.

Provision of 2-feet stainless coated “banca” type mixing basin for large volume of mixture and to have an even mixing of all the ingredients and materials

Provision of stainless steel dough roller machine with capacity of 10kg

Provision of stainless-wood made ladles to comply with food safety and hygiene standard

Provision of foot stamping sealer to continually use during the entire working period for faster sealing. The use of sticker labels can also improve packaging quality

Provision of packaging and label design assistance to upgrade the aesthetic value of the product

Provision of current Good Manufacturing Practices training and layout to have more effective and efficient worker and production area At present, the proposal of this project was approved and release of assistance is expected on December 2016. Implementation shall follow by first quarter of 2017.

GK San Francisco Javier People’s Organization Sitio Palaculan, Brgy. Wawa Nasugbu, Batangas

The GK San Francisco Javier People’s organization started back in 2005. They started making seaweed chips and dishwashing liquid. They usually market their products around Nasugbu with the help of their Local Government Unit. In 2012, the president of the organization got ill resulting for the group to become inactive. In 2013, Miss Maria Luisa Gerente took over the administration of the group. Seeing the opportunities of the seaweeds chips as a very viable progressive product, she coordinated with the Municipal Agriculturist to help the organization attend trainings and seminars for their improvement. With the help of MAO, the group actively coordinates with different NGO like Pusod Inc., ECOFISH and USAID to improve and promote their products. They also promote their products in trade fairs like Ala Eh! Festival Presently, they have strong linkage with the Municipal Tourism Office to help them acquire necessary document in marketing their products.

2. Technology Implementation of FNRI’s Tubig Talino at Bago (Ibaan) Aligned with implementation of 2016 Technology breakthroughs, the DOST PSTC Batangas adopted and proposed the implementation of production of iodine fortified drinking water or Tubig Talino developed by FNRI-DOST. The GIA project includes provision of equipment such as digital dispenser, digital platform balance, laboratory glassware and packaging and labeling materials. Based on the study of FNRI, five (5) glasses a day of iodine-rich drinking water provides 120 micrograms of iodine which meets 100% of the recommended dietary allowance (RDA) of a male adult. The project was approved during the last quarter of 2016 and the assistance will be provided on December 2016. Full implementation of the project is expected on the first quarter of 2017.

3. Pelletizing Technology to Upgrade Production Capability of PADECO

Today, most hog raisers prefer more of utilizing pelletized feeds. The problem of PADECO is that they cannot compete well with other feed producers and feed products brought by ASEAN integration. Likewise, their production is limited to the normal consumption of the customers. They cannot increase their production due to shorter spoilage period of mashed feeds. Production is not maximized in this term. Shrinkage on mashed feeds was accounted at 2% which may be reduced by pelletizing the feeds. To help them solve their present problems, DOST PSTC Batangas identified S&T intervention such as the provision of pelletizing machine to upgrade the production and quality of feeds and to be able to achieve the following advantages of pelletized over mashed form according to PCAARRD: increased nutrient density and palatability; do not spoil easily; avoid dust

generation, and ingredient segregation; and shrinkage is estimated at 1% on pelletized feeds. Through GIA project, DOST PSTC Batangas proposed the adoption of Central Luzon State University-developed pelletizing machine. The project proposal was approved and the assistance is expected to be released by December 2016. Implementation shall follow in January 2017. Consultancy services on Energy Audit and Cleaner Production Technology will also be extended to the cooperative.

Bago (Ibaan) Multi-Purpose Cooperative Brgy. Bago, Ibaan, Batangas

Through the initiative of Barangay Captain Adriano Alcantara and Barangay Councilor Ding Andal and the collective effort and unity of twenty-five (23) residents of Brgy. Bago, Ibaan, Batangas, the Bago (Ibaan) Multi-Purpose Cooperative was established in the year 1990.

It started with the collection of five thousand pesos as shares of each member of the cooperative. It was invested on grocery business and worked hard to expand and extend to other businesses. Currently, the cooperative is running different businesses such as water refilling station, gasoline station, minimart, hog fattening (paiwi system), savings and loan, hog weighing and feeds production. They now have 896 members, this is composed of Farmers, OFW, Women/Vendors, Teachers and Senior Citizens from different barangay of Ibaan, Batangas and some parts of Lipa City and Batangas City.

4. Tubig Talino Technology Implementation of San Pedro MPC

Padre Garcia Development Cooperative (PADECO) Josephine D. Comia (General Manager) Brgy. Pansol, Padre Garcia, Batangas

Padre Garcia Development Cooperative (PADECO) is a producer cooperative duly registered under Cooperative Development Authority. It was established in 1988 with initial capitalization of P1,200,000.00. Based on the present capitalization of P 53.4M, it is classified as Medium Enterprise and categorized as Small Enterprise because of its employment of 38 workers. Its main product is to produce feeds for swine and cattle and provide services on artificial insemination of hogs. One of the biggest programs of PADECO is Feeds Dispersal Program. The cooperative supplies feeds to the members for the consumption of their livestock farms on a credit basis. The feeds will be paid after the hogs are hauled, which usually take 3-4 months. It has exclusive haulers to ensure that the hogs are sold and payment is properly collected. At present, PADECO has 1,625 members with 656 active members. Around 20% or 131 members are large scale while most members are backyard farmers.

San Pedro Multipurpose Cooperative (SPMPC) Ms. Cecille P. Cabañas (Director) Brgy. San Pedro, Sto. Tomas, Batangas

The San Pedro Multi-Purpose Cooperative (SPMPC) was organized in March 1993 through the initiative of Kanayunan Foundation, Inc. (KFI) – a non - stock non - profit and non-government organization duly registered under the laws of the Republic of the Philippines headed by the late Leopoldo “Ka Hector” Mabilangan.

SPMPC was registered in the Cooperative Development Authority (CDA) on May 27, 1993 with fifteen (15) original cooperators for the purpose of serving its members through its Livelihood Program like Micro-Finance Program & Cattle Fattening Program which benefitted 50 initial members of the cooperative. These projects were assisted by the Kanayunan Foundation, Inc. through their “Livelihood Assistance Program” funded by the Presidential Management Staff (PMS) under President Ramos administration. Since its registration, the SPMPC Board of Directors and officers has undergone a lot of Seminars and Trainings in line with organizational strengthening, values enhancement and skills enhancement. Those seminars and training were all sponsored by Kanayunan Foundation, Inc. in partnership with the Cooperative Development Authority (CDA) as part of their Cooperative Development Program and Livelihood Monitoring and Evaluation program.

5. Establishment of Fish Processing Facility of TamBauangueña in Bauan, Batangas

In 2005, DOST PSTC-Batangas, ITDI-PRDC and LGU Batangas City

conducted a research on prolonging shelf-life of the sinaing na tulingan through vacuum packaging but was not adopted by the vendors association of Batangas City. This year, the same technology will be provided to TamBauangeña association in Bauan, Batangas through DOST IV-A GIA project.

The GIA project proposal was already approved and for implementation

by the first quarter of 2017. Main objective of the project is to enhance the capability of the women association in Bauan, Batangas in fish processing through establishment of food safety compliant processing facility. Components of the project are provision of stainless steel working table, heavy duty pressure cooker, candy thermometer, heavy duty burner, nutrition and shelf life analysis, packaging and labelling execution and conduct of GMP training.

6. Establishment of Coconut Husks Common Service Facility in District IV of Batangas District IV of Batangas is considered

as one of the top producers of coconut and other coco products such as copra, in the Province. Lately, coconut husks which are usually considered waste have been discovered with a more usable purpose.

Local governments of the district considered the husks as one of the major problems because it normally stays and dump into rivers which cause clogging of river flow and impose risk during rainy season. Some just leave the husks in vacant areas which further produce foul odor. S&T intervention needed I in solving this problem is the technology application on converting coconut husks into coco net and other by-products

Coco Net is another product produced from decorticated coconut husk. The husk fiber is turned into rope and weaved into a net. This net is used by land developers or construction firms in netting soils on sloping lands as well as river banks. In this way, soil erosion is prevented while encouraging plant growth in the area.

Through the GIA project of DOST PSTC-Batangas, the DWCC will be provided with decorticating machine for the phase 1 of the project. The target market of the products is the developers mainly in the District IV of Batangas. Ms. Wendah Katrina Dolor assumed the presidency of the council in 2007. The association has 1,302 members from 40 barangays of Bauan. The activities of the group includes credit financing up to P3,000 for a group or individual members, health and wellness by initiating Zumba for the members, Greening activities by “Oplan Linis” done every 2nd Monday of the month and livelihood programs by training member on meat processing, sardines making, dishwashing liquid making, Peanut butter making and massage training. Bauan celebrates Tulingan Festival Annually, so the association decided to focus their product to represent Bauan which is bottling Tulingan. Presently, the association is led by Mrs. Dolor and the activities of the group is now extending to assistance during peril, support in Municipal programs and educational assistance to the sons of the members. The organization of TamBauangeña was initiated by LGU-Bauan in cooperation with DOST PSTC Batangas to have a core group for members engage in food processing.

produced through linkages to VSF’s customers. Expected output from the project will address the environmental problems while developing livelihood for less privileged families in the district with target of P1,800 to P2,700 income weekly.

7. Upgrading of San Jose Sico Landfill Multipurpose Cooperative Production Facility for Hollow Blocks

and Vermicompost through Equipment Acquisition

To improve the hollow block and vermicompost production business of the San Jose Sico Landfill Multipurpose Cooperative, the DOST PSTC-Batangas, through GIA, proposed a project to provide the cooperative with production equipment such as mortar mixer, hallow block machine and sieving machine. The complete upgrade of production facility will also include the conduct of safety and cGMP training. DOST Batangas also recommends the renovation of production facility to improve efficiency of the production.

The approval of the project is expected on December 2016 and its implementation is expected to follow on the first quarter of 2016. Objectives of the project include increase productivity by 66.67% and decrease production time by 50% of hollow block making to meet market demand, increase quality of vermicast and decrease harvesting time to around 30 minutes meet customer specification, provision of GMP training to ensure safety and hygiene of the cooperative members¸ increase income of the association through improvement of the production volume and market expansion of the products and lastly, support objective of the organization to provide small-scale business and room for skills development equally to all its members.

The District IV Women Coordinating Council of Batangas, Inc. was officially registered to Securities and Exchange Commission in 2006. The council was first headed by Ms. Ludy Villar, the wife of former Mayor of Rosario. Beneficiaries of programs and projects of the council were the women and children, especially less privileged families, all over the District IV of Batangas identified by the Local Council for Women (LCW) in the Municipalities of Taysan, Rosario, San Juan, Padre Garcia, Ibaan and San Jose. The following are the objectives of the council:

1. Promote the general welfare of women in the district 2. Encourage the accreditation of all women organizations in the coordinating council 3. Promote unity and cooperation among the various women groups in order that they shall be able to speak with one

voice in contributing to the formulation of municipal / provincial policies and development programs affecting women 4. In 1989, the Batangas City Government decided to relocate the garbage dumpsite from Barangay Tinga Labac to San Jose Sico. Naturally, the community expressed strong resistance about the project, rearing about the negative impressions it would create and the hazards to their health. However, for some residents, it’s an opportunity for them to earn a living. More than a year after, thirteen (13) sorters initially formed the San Jose Sico Sorters Association. Since the association had no legal personality to stand on and with no clear-cut policy and direction in sight, then barangay council and the association officers decided to form a cooperative. Thus, on December 1, 2003 with fifty five (55) members and initial paid up capital of P84,000.00 the San Jose Sico Landfill Multi-Purpose Cooperative (SJSLMPC) come into existence.

A permanent staff in the calibration laboratory is designated as the laboratory head and a support staff is rendering services both under the supervis ion of the PSTD/Quality Manager.

ISO/IEC 17025:2005 Accreditation

The Regional Volumetric Laboratory is the First Laboratory on Big Volume awarded by PAO-DTI with ISO/IEC

17025:2005 Accreditation on November 25, 2011. It is the first among big volume calibration laboratories which received such accreditation. The accreditation is valid for 5 years and serves as the stimulus of the RVCL Staff in providing customers with quality service. Certainly, this accreditation paved way for the birth of a known calibration laboratory with the high standards of giving quality service.

The approved scope of accreditation were 10 to 20 liters calibrating bucket; 100 to 2000 and 250 to 4,000 liters proving tank; and vehicle tank and trailer truck up to 40,000 liters capacity. At present, RVCL provides on-site and in-house calibration services for Regions I, II, III, IV-A, IV-B, V and NCR.

The reassessment of Philippine Accreditation Bureau (PAB) for the renewal of RVCL ISO/IEC 17025:2005 Accreditation was conducted last July 12-13, 2016. The External Audit Team from PAB were composed of Mr. Roderick R. Dela Cruz, Mr. Paulo Lorenzo A. Fernandez and Mr. Roxan L. Roxas. Results from the audit were nine (9) minor non-conformities and one (1) observation which were duly addressed by RVCL.

On July 28, 2016, Internal Quality Audit was held with Ms. Agnes G. Morales as team leader and auditor for management aspect, Ms. Kim Fjorda R. Zerrudo as member and auditor for technical aspect, and Mr. Rogerson A. Esmeria, as member and observer. Results from the audit were twelve (12) observations which were all cleared by RVCL on September 28, 2016.

To sustain the quality of services provided by RVCL, a management review was conducted. The 7 th Management Review was conducted at the RFSQAC Multipurpose Hall, DOST IV-A Regional Office, Los Baños, Laguna on September 29, 2016. Present during the review were Regional Director Dr. Alexander R. Madrigal, Asst. Regional Director for TO Lydia S. Manguiat, Supv. SRS Emelita P. Bagsit, Asst. Regional Director for FAS Bernard L. Soriano, RVCL Quality Manager Felina C. Malabanan and RVCL Head Brigido K. Casanova Jr. Highlights of the review as presented by Ms. Malabanan were the attainment of Quality Objectives as of August 2016, Suitability of Policies and Procedures, Outcome of the recent Internal Audit, Corrective and Preventive Actions, Reassessment of PAB on July 12-13, 2016, Inter Laboratory Comparisons or Proficiency Testing, Changes in the Volume and Type of Work of RVCL, Performance of the laboratory in terms of Number of Customers, Calibration

Services Rendered, Number of Firms Assisted, Income, and the RVCL Customer Satisfaction Measurement. Other recommendations for improvement were the development of “CALIBRATES” software on automated generation of job orders, scheduling, calibration certificate and collection report with the printing feature, construction of storage facility for hazardous waste, installation of two (2) units motor pumps with back up, repainting of RVCL building, installation and training on NAS and One Lab equipment, improvement of the secondary line and posts for improve power supply, and lastly, provision of hut with TV as lounge for RVCL customers while waiting for calibration. Other relevant factors reported were the trainings attended by RVCL staffs, request for additional manpower support, barcoding equipment for One Lab, file holders installation and application for ECC.

As of December 2016, the ISO/IEC 17025:2005 Accreditation renewal has just been approved and waiting for final certificate issuance. Meanwhile, the new approved signatory for ISO is Mr. Brigido K. Casanova Jr., the new Laboratory Head.

Oil Skimming Machine To save water used during the process of calibration, acquisition of oil skimming machine was done. This machine which

collects oil from water in the reservoir helps in making the water ready for use in the calibration process again.

The oil skimming machine is acquired thru submission of project proposal to TAPI joint venture financing program and

amortized the repayment using its income for three (3) years, 2009-2012.

This machine utilizes a flexible floating collector tube that is able to snake over and around debris to reach the oil. The

tube floats up and down with varying liquid levels. The tube breaks up crusted oil or grease, causing these contaminants to adhere

to the tube.

RVCL’s oil skimming machine is Model 5H which utilizes a floating tube system. The closed loop tube, made of a

flexible, specially formulated plastic, attracts oil but not water. The Model 5-H continuously draws the oil-covered tube through

scrapers and returns the clean tube to the water surface to gather more oil. The skimmed oil drains into a collection vessel. The

collector tube can be sized to a variety of lengths to fit your particular applications.

The collector tube picks up only the oil. Water and other liquids which you wish to retain are not carried off in the

process.

Environmental Performance Report and Management Plan The Provincial Science and Technology Center (PSTC) of Batangas is an office under the supervision of the Regional

Office of DOST IV-A. The PSTC-Batangas provides services such as Technology Transfer and Commercialization, Technology

Acquisition and Upgrading, and Scholarship Programs and other Roll Out/Innovative Projects. Moreover, the Regional Volumetric

Calibration Laboratory (RVCL) is also housed at PSTC-Batangas.

Being an ISO 9001:2008 certified organization and having the first big volumetric calibration laboratory to be an ISO/IEC

17025:2005 accredited, continual improvement of the PSTC-Batangas and its laboratory, RVCL, is one of the DOST IV-A’s

environmental goals. In order to contribute to a cleaner environment and ecological balance, minimize air and water pollution, and

in compliance with environmental laws and regulation, DOST IV-A initiates the preparation of PSTC-Batangas for Environmental

Compliance Certificate application. To assist in their application, the graduate students of SESAM-UPLB enrolled under the ENS

296 BC-1L Midyear class of 2016 prepare the Environmental Performance Report and Management Plan (EPRMP) as part of the

requirement of the course as well as help the PSTC-Batangas in the preparation of the documents needed for the ECC

application.

The study focused on the environmental performance of the existing Batangas Provincial Science and Technology

Center (PSTC) and its Regional Volumetric Calibration Laboratory. Specifically, the study aimed to determine the potential impacts

of the PSTC-Batangas particularly RVCL activities to the land, air, water and people components. The undertaking would also

recommend mitigation and enhancement measures on the identified impacts.

The following were the specific activities included in the study: (1) site ocular visit and investigation, (2) scoping of

impacts and issues relevant to the project, (3) baseline profiling, (4) identification and assessment of predicted impacts, and (5)

preparation of an environmental management plan and environmental monitoring plan.

In the process of assessment, four major areas of concerns were identified, namely: 1) Hazardous waste management;

2) Disaster risk reduction and management plan; 3) Health, safety and security. These concerns were all addressed through the

innovations implemented such as Provision of Hazardous Waste Facility, Upgrading of Electrical Facility, and Trainings of RVCL

staff about Solid Waste Management, Health, Safety and Security.

Contribution to DOST IV-A’s number of Customers rendered with Service With regard to the number of customers being rendered with service, PSTC-BAT/RVCL provides the largest number.

The consistency of high satisfaction ratings reflected in the feedback forms filled-in by every customer rendered with service is

very notable as each year passes. This fact mirrors how efficient the service of RVCL is, such are the outstanding attitude of RVCL

staff towards customers, how prompt the release of certificate is, and how good the quality of service is.

PSTC-BAT/RVCL as a good organization to Benchmark with Many government offices always consider PSTC-BAT/RVCL as a good organization to benchmark with. Notable as an

ISO 9001:2008 accredited organization and having the first big volumetric calibration laboratory to be an ISO/IEC 17025:2005

accredited, PSTC-BAT/RVCL has provided an avenue to many other government offices which seek to see how efficient and

customer-oriented an ISO-accredited organization is. To note, almost all other operating calibration laboratories in the neighboring

regions have benchmarked with RVCL and how it is functioning.

Partnership with the Academe This year, a group of Petroleum Engineering students partnered DOST/RVCL in designing their machine which targets

to separate the oil from water that are considered waste generated from the process of calibrating the vehicle tanks, traile r tanks

and bucket. This is deemed to pave way for a more efficient and eco-friendly RVCL services to all its customers.

Partnership with Local Government Units and other Regulatory Bodies A proposal to calibrate the gas dispensers in selected Local Government Units is expected to have its pilot

implementation next year. This aims to ensure that all the gasoline tanks provide the accurate amount of gas to all dispensers and

meet certain standards for the benefit of the general public specifically the customers using petroleum products.

A Consultative Meeting on the Proposed Verification of the Fuel Dispensing Pump of the Gasoline Stations was held for

the realization of this matter on December 09, 2016. This was attended by DOST-ITDI, DOE, LGU-Bauan, -Calaca, -Batangas

City, -Rosario and –Ibaan.

Participation in the Philippine Quality Awards (PQA) Application of DOST IV-A PSTC-BAT/RVCL has been privileged for having been part of the offices/laboratories assessed by the evaluation

committee for the Philippine Quality Awards (PQA) Application of DOST IV-A last November 16-18, 2015. As part of DOST IV-A

which helps largely in meeting the organization’s goals, PSTC-BAT/RVCL has attended the requisites that the application requires

in order to attain the prestigious award.

Improvement of the calibration driveway and fencing of the

building.

The driveway where vehicle tanks, trailer tanks and buckets park during the calibration process obliges a ‘balanced’ surface that enables derivation of more accurate measures. Since ‘unevenness’ in the position of the vehicle tanks, trailer tanks and buckets affects accuracy, the improvement of the calibration driveway made it easy for calibration analyst to secure accuracy in his measures. Meanwhile, the fencing of the building helped in putting a demarcation on the parameters of the lot property of DOST PSTC-Batangas.

Acquisition of equipment such as hygrometer digital

thermometer and the “seraphin” test measure as standard.

The acquisition of “seraphin” test measure helped in meeting the reference standards in calibration and in deriving more accurate measures compared to the fabricated test measure being used before. Moreover, the hygrometer and digital thermometer provide temperature and relative humidity measures for the monitoring of ambient temperature which is a factor affecting the calibration process.

This helps in meeting the satisfaction demands of the customers. Upgrading of air conditioning unit provides convenience to customers and to personnel to increase productivity.

Upgrading of electrical facility amounting to more or less

Upgrading of electrical facility helps in securing safety among the calibration analysts who performs the calibration process and to the customers who stays in the driveway while the calibration process is being done. It also prevent the occurrence of power fluctuation and hazards (i.e. fire) for the safety of the building and other facilities within the compound. Electrical improvement helps the building to conform to the increasing power requirement due to additional equipment and increasing calibration services.

Long-term RVCL customers (i.e., 5 to 10 years) are given

plaque of appreciation for their loyalty and trust to RVCL and

its quality services.

This practice of RVCL helped in earning the loyalty of more customers. This has been a good indication that RVCL provides quality service to all its customers throughout the years.

Hired additional personnel to provide better quality of service

for RVCL customers

The addition of personnel helped in providing more efficient and customer-oriented calibration service to all RVCL customers.

Acquisition of Nipa hut as customer's lounge for PSTC/RVCL

customers with provision of TV and water dispenser.

This caters all RVCL customers who are waiting for the completion of the calibration process of their vehicle tanks, trailer tanks and buckets and for the release of their calibration certificate. It is also of paramount importance to note that this nipa hut now serves as a avenue for customers who by chance make brotherhood with each other.

Presented on the graphs below are RVCL accomplishments from 2013 – 2016 with regard to the number of calibration services they have rendered; the number of firms assisted; the annual number of RVCL customers; the annual income generated and the RVCL customer satisfaction measurement.

Regional Volumetric Calibration Laboratory rendered the highest total number of services in the year 2016 with 1,736

recorded services. These were distributed as 1377 vehicle / trailer tank, 358 buckets and1 proving tank. However, it can be seen that there is a continuous growth from 2013 to 2016 based from the number of services recorded throughout those years. The following percentages are the increase recorded in the number of calibration services in their corresponding years: 2013- 80%; 2014- 40%; 2015-15%; and 2016, 50%.

RVCL has already generated P2,977,980.00 income deposited to the Bureau of Treasury and TAPI Account as of October of this year. Using the graph, it can be seen that this year marks the biggest leap forward for RVCL since it accounted more than two million pesos collection already.

Starting July to December 2013, a surge of customers in RVCL was recorded because of the sudden cessation of Calibration Laboratory in Bicutan. The customers were endorsed to DOST-RVCL Batangas causing a big leap in their number of customers rendered with service. A total of 105% increase in the annual income was recorded during 2013 while a 2% decrease in the annual income was noted down during 2014. This decrease was caused by the re-opening of Calibration Laboratory in Bicutan which in distance-wise is very accessible to other customers from neighboring regions. Good quality of service, outstanding attitude of RVCL staff towards customers, and prompt release of certificate were the gauges considered by other customers who choose to still stick to the services of RVCL thus a 24% increase was again recorded in the annual income of 2015. Moreover, this year another milestone was chronicled in the history of RVCL as it records 120% increase in the annual income.

This year, Regional Volumetric Calibration Laboratory has already served 1736 total number of customers in

CALABARZON and other neighboring Regions namely, NCR, Region I, II, III, IV-A, IV-B and V. A continuous increase in the annual number of customers rendered with service is notable throughout the years. From 723 in 2013 to 1531 this year, is a clear indication how RVCL really grows. The following percentages are the increase recorded in the annual number of customers in their corresponding years: 2013- 81%; 2014- 40%; 2015- 15%; and this year, 2016, 50%.

Based on the graph, the number of firms being rendered with RVCL service is continuously increasing from 208 in 2013 to 378 this 2016.

Since on July to December 2013, a surge of customers in RVCL was recorded because of the sudden cessation of

Calibration Laboratory in Bicutan, RVCL recorded a big increase in the number of firms rendered with service in 2013, specifically

40% increase. Meanwhile, the re-opening of Calibration Laboratory in Bicutan which in distance-wise is very accessible to other

customers from neighboring regions caused the decrease in the number of firms rendered with service in 2014, specifically 8%

decrease. However, this decrease has been recompensed in 2015 as a 35% increase in the number of firms rendered with service

was noted. Good quality of service, outstanding attitude of RVCL staff towards customers, and prompt release of certificate were

the gauges considered by other customers who choose to travel to Batangas to acquire the service of RVCL instead of any other

calibration laboratories near them. This year, a 45% increase in the number of firms rendered with service was already logged.

Regional Volumetric Calibration Laboratory had conducted Customer Satisfaction Measurement for the improvement of

its quality service. Based on the graph, staff attitude, quality and overall perception are the most rated among satisfaction measurement. The cost is still on its excellent rating equal to the rating on the quality service provided.

Packaging and Labeling

To boost competitiveness through the provision of packaging services – from package development and trainings as well as laboratory and consultancy services, among others, DOST’s Packaging and Labeling Assistance Program was developed.

This year, PSTC Batangas was able to endorse thirteen firms with regard to their products’ packaging and labeling. The assistance is deemed to pave way for the growth of their products in the market. The table below shows the assisted firms and their products this year.

Consultancy Services Manufacturing Productivity Extension Program (MPEX)

The Manufacturing Productivity Extension Program aims to assists small and medium enterprises (SMEs) in the manufacturing sector to attain higher productivity and to improve in the overall operation of the firm. The Department of Science and Technology (DOST) through the Technology Application and Promotion Institute (TAPI) field productivity consultancy teams composed of industrial engineers and experts to undertake productivity consultancy services throughout the country.

On February 11, 2016, final reporting on the 2015 MPEX beneficiaries was conducted at the PSTC Batangas. The proponents from

Joshua’s Bread House, Pantoja Bagoong and Patis, and Taliba Soap Manufacturing attended the said activity. They have fully implemented the short-term target recommendations of the consultants from Summit Consultancy and Research Services.

On the other hand, MPEX batch 2016 includes Digit-All Enterprises, Cristie Food Seasonings, and Earthclean Environmental Waste Management Corp. Series of visitation and final reporting was done on December 13, 2016 at PSTC Batangas.

Cleaner Production Technology / Energy Audit The Cleaner Production Technology Program of DOST is the assistance to SMEs on how to minimize waste generation. The DOST deploys CP Assessment Team to conduct plant evaluation and monitoring, identify problems and causes of process inefficiency and generate CP options through engineering and management tools. Meanwhile, Energy Audit is the technical consultancy for SMEs which provides critical examination of an energy consuming facility. The aim of the project is to enhance efficiency and productivity, identify areas where energy waste can occur and recommend energy saving options. For 2016, two batches of beneficiaries were selected. The first batch includes Padre Garcia Development Cooperative in Padre Garcia, Panaderia Pantoja in Tanauan City and Biofarm and Natural Health Ingredients Company in Tanauan City. On January 28, 2016, first site assessment of consultants from SCRS was conducted. The beneficiaries were able to implement some of the recommendations by the consultants. Final visitation and reporting of impact were conducted on site on May 31, 2016.

The second batch of EA/CP beneficiary includes Batangas Dairy and Multipurpose Cooperative in Malvar; Laguna Southwoods, Inc. in Sto. Tomas; and Mycar Foods Inc. in Lipa City. Initial assessment of the consultants commenced on August 3, 2016. Final reporting on the implementation and impacts of the interventions was conducted on December 13, 2016 at DOST PSTC Batangas office.

Food Safety

The Food Safety Team of DOST CALABARZON provides assistance to SMEs in their application for FDA-LTO, HACCP certification and other food related registrations. For 2016, the enrolled SME for Food Safety is the Balayan Bagoong of Balayan, Batangas. Included intervention was the technical consultancy on use of iodized salt in bagoong production in partnership with FNRI-DOST. As part of Food Safety activities in Batangas in partnership with Batangas State University, several GMP trainings and Awareness Seminars on Basic Food Hygiene for MSMEs and stakeholders. One of the highlight of FST activities was the conduct of “Handwashing Training for Day Care Students with Food Engineering Students of BatStateU” which enable the day care students from select centers in Batangas City to learn hand washing importance and basics. Also part of Food Safety activities in Batangas is the enrollment of the Local Government of Bauan to the regional project of Upgrading of Street Food Vending in Selected Cities and Municipalities of the CALABARZON. was the first meeting of the Technical Working Group of LGU-Bauan last December 1, 2016. Other activities such as streetfood sampling for laboratory testing will be conducted on December 2016. Biogas

Consultancy service for the establishment of seven (7) biogas system facilities in Batangas using the DOST IV-A biogas

design was provided under the supervision of a biogas expert, Mr. Fernando E. Ablaza. These biogas system facilities were provided to LGU-San Luis, Batangas, San Vicente, Lipa Farm, Faith Farm in Padre, Garcia, Sabang Poultry Farm at San Jose, San Teodoro Farm in Ibaan, Batangas, and GVA Farm at Malvar.

Consultancy for Agricultural and Manufacturing Productivity Improvement (CAMPI) Program

The Consultancy for Agricultural and Manufacturing Productivity Improvement (CAMPI) Program provides consultancy services to Small and Medium Enterprises (SMEs) to attain higher productivity through the identification of productivity improvement concerns in the agriculture and manufacturing sectors throughout the country. CAMPI is a level-up strategy that provides focused S&T consultancy intervention/s to SMEs.

S &T Scholarships JLSS 2016

PSTC-Batangas has evaluated and processed 66 of 74 applicants in the province of Batangas for 2016 Junior Level Science Scholarship (RA 10612) examination. The examination was conducted last Oct 16, 2016 at Batangas State University Main Campus I. This scholarship also opened an avenue for accommodating scholarship applications from other private universities and colleges like University of Batangas, De La Salle – Lipa and Lyceum of the Philippines University – Batangas. Result of the examination will be announced by DOST-SEI in 2017. As of December 2016 290 on-going scholars enrolled at the Batangas State University is still being assisted by PSTC Batangas regarding their scholarship concerns. Philippine Science High School Scholarship Program PSTC disseminated the announcement and application forms for the 2017 Philippine Science High School Scholarship Applications. Meanwhile, Batangas National High School serves as temporary house of PSHS in CALABARZON. On the other hand, permanent site is still under construction at Brgy. Sampaga, Batangas City wherein ground breaking ceremony was done on . This year, in commemoration of PSHS-CALABARZON’s 3rd year founding anniversary, PSTC Batangas, thru Ms. Zoraida Dazo, graced their activities last November 09, 2016.

Roll Out Projects Complementary Food Production Facility For this year, Samahan ng mga Inang Gabay at Lakas ng Aktibong Komunidad (SIGLA) is still continuing their production of complementary food blend and crunchies under the supervision of E. Zobel Foundations, Inc. The CFPF based on their 3rd quarter status report has generatedsales total of P261,785.75. DOST IV-A also provided through GIA assistance in improving the packaging and labeling design and process of the facility. Provided were pillow pack packaging machine, coding machine and packaging execution.

Presently, the FNRI, DOST IV A and E. Zobel Foundation have collaborative projects to use the food blend and crunchies for the feeding programs of LGU Magdalena, Laguna and LGU-Lobo, both were the beneficiaries of the Community Empowerment thru Science and Technology (CEST) Program of DOST IV A.

Community Empowerment through Science and Technology (CEST)

A “Technology Training on Improving Vinegar Buri Wine and Vinegar Production Using ITDI-Developed Vinegar Acetator and Wine Kit with Ebulliometer" for Organisasyong Pangkabuhayan ng Taga Barangay Calo was conducted last February 15-19 of this year. Meanwhile, the project implementation for the said organization is still ongoing.

Meanwhile, Samahan ng Nagakakaisang Mamamayan para sa Pagsulong at Pag-unlad ng Barangay Sawang has been

visited by Engr. Armando Mallilin of ITDI for the development site of their “Asinan”. The construction of production facility was completed on November 2016. Training on the production of salt will be provided by ITDI-DOST on December 2016.

On August 31, 2016, the DOST PSTC Batangas conducted orientation on Enhanced CEST for the LGU-Calatagan and

LGU-Tingloy. Technology Needs Assessment was also conducted by PSTC Batangas staff to identify the possible enterprise that may be developed for Tingloy. During the DOST IV-A 53rd anniversary on November 25, 2016, the LGU-Tingloy was awarded the STARBOOKS as part of E-CEST project. Training on coconut processing will be provided to coastal community of Tingloy on December 27-28, 2016 utilizing UPLB technology.

DOST Academe Technology Based Enterprise Development (DATBED) As of December 2016 the two (2) DATBED projects are still ongoing. The student beneficiaries from Batangas State

University of the DATBED program entitled “DAING FLAKES” has already conducted the production of daing flakes in oil together with their faculty advisers last March 1,8,9, and 11 of this year. Before the start of the production, the student beneficiar ies had a lecture on food safety specially on SSOP and GNP by a food safety member of BatStateU.

Meanwhile, the other project entitled “Manufacturing of Toge (Vigna radiate) Fresh Pancit” by BatStateU – Rosario has

already been formally agreed on through the MOA signed by Dr. Tirso A. Ronquillo and the parents of the student beneficiaries. Orientation, meetings, and coaching has also been carried on for the kick-off of the project.

Last October 19, 2016, DATBED orientation seminar was provided to First Asia Institute of Technology and Humanities

(FAITH) in Tanauan City. The activity encouraged students to develop feasibility studies which are viable of becoming a real business enterprise through DOST assistance.

S & T Promotion- Press Releases

As of December, eleven (11) press releases about PSTC’s projects have already been aired/published. First was about the Provision of Solar-Powered Fish Dryer for the Common Service Facility Establishment of Pusod, Inc. for the Kilusan ng Maliliit na Mangingisda sa Lawa ng Taal which was aired in the State of the Nation with Jessica Sojo last February 17. It was followed by the feature story of 3G aired by GMA last May 28. The Career Planning - STEM and Nanotechnology seminar were also featured in ABS CBN Southern Tagalog (2 airings) whereas Mr. Fortu dela Peña, RD Alexander Madrigal and Dr. Tirso A. Ronquillo were interviewed about the program. Ms. Felina Malabanan was also interviewed regarding PSTC’s projects this year at DOSTv last June 09.

Moreover, last July 01, Philippine Information Agency has published an article in their facebook page regarding the Career Planning – STEM. Recently, the adoption of LGUIDS and STARBOOKS in Bauan Batangas was also featured in ABS CBN Southern Tagalog last August 31. The awarding of 1000th units of STARBOOKS in Laguna were also aired in TV Patrol Southern Tagalog through DOST Batangas. The Buko wine production was also featured in Salamat Dok of ABS CBN. On October 12, interviews by DOSTv was conducted with DOST IV-A RVCL and Buklod-Unlad MPC.

Batangas Provincial Bantay Asin Task Force

Continuing the programs and projects in support to the implementation of ASIN Law, the DOST Batangas as member of the Batangas Provincial Bantay Asin Task Force conducted experiment on the use of iodized salt in the production of bagoong with Panaligan Bagoong and Patis last May 2, 2016. This was after the experiments conducted at Evelyn’s Bagoong and Patis and Ernie’s Bagoong Balayan. The task force also conducted visits to different public markets in Batangas to monitor the selling of non-iodized salt. They also visited the DOST Batangas and LGU-Lobo’s project on Rehabilitation of Salt Industry in Lobo, Batangas in Brgy. Sawang, Lobo.

Another experiment at Panaligan Bagoong and Patis was finished and grinded last September 15, 2016. On September 22, 2016, a meeting was conducted. FNRI-DOST have reported that based on laboratory tests, no significant differences on the sensory evaluation of the finished bagoong. Chemical testing and microbial studies will also be conducted to strengthen the result of the experiment. The PBATF planned to visit and support the DOST and LGU-Lobo project on the rehabilitation of salt industry in Lobo by the first quarter 2016.

IV. Human Resource Development PSTC and RVCL Staff Training PSTC has four permanent and three technical support staff. These personnel attended trainings to improve their capabilities and then develop their individual competency. (See listing of trainings attended by PSTC personnel).
