Welcome to the Municipal Management Association of Northern California (MMANC)’s2016 Annual Conference! This year’s theme is “Leading with Intention,” with sessionsfocused on leadership issues ranging from change management and projectmanagement to personal and professional resiliency. We’re excited to be in the historicCity of Monterey, where the basis of local government in California was debated andwritten into the state constitution.

The robust programs at this year’s conference would not be possible without thededication and support of the MMANC members who serve as volunteers on the AnnualConference Planning Committee, as well as the many guest lecturers and presenterswho have donated their time and energy to sharing their knowledge with us.

Over the last year, MMANC has worked to meet several goals in order to better serveyou, our members. Initiatives ranged from practical, such as an update to bylawlanguage to reflect current practices, to ambitious, with the recent launch of an updatedwebsite. Thanks to the tireless efforts of the MMANC Board, in 2016 MMANC hosted 20regional and signature events, expanded our outreach to city and county managergroups, further engaged with rural counties, strengthened our partnerships with otherassociations, and welcomed 252 new members.

In our 66th year, MMANC continues to provide local government managementprofessionals with quality educational sessions, networking opportunities andprofessional development tools. The three-day Annual Conference continues to be thepremier local government management conference in Northern California. We’re gladyou’re here- and hope you find yourself more inspired, connected and informed by theend of the conference.

James Keene's long career in public service has been dedicated to the American experiment in self-government. He believes that the future of the world depends upon how we live together in cities. He is currently the City Manager of Palo Alto, California (since 2008). He has previously served as the City Manager of Berkeley, California and Tucson, Arizona. At times he has described himself as the Pac- 12 City Manager.

Formerly, he served as the Executive Director of the California State Association of Counties (CSAC) and as a County Manager in Arizona (Flagstaff, Sedona, Grand Canyon). Most recently, he was the Director of Strategic Issues and ICMA West for the International City and County Management Association and President of the Alliance for Innovation.

Patrick is author of the international bestseller, Creating Your Own Destiny, which has sold upwards of one million copies in five languages and 108 countries worldwide since its first printing in 2001. As a result, this book and his second book, The Affluent Entrepreneur, have both been purchased by John Wiley & Sons in NY and have been republished under the Wiley imprint. He is also a contributing author to numerous other books including Chicken Soup for the Soul: Life Lessons for Mastering the Law of Attraction.

Patrick's newest book, Boy Entrepreneur was published in September 2014. His next book, Providing Massive Value will be published in the months to come. Originally from Michigan, Patrick graduated from the University of Montana in 1991. Patricia E. Martel is the City Manager of Daly City, the largest and most diverse full-service community in San Mateo County. Ms. Martel was appointed City Manager in May, 2005. As City Manager, Ms. Martel also serves in the capacity of General Manager of the North San Mateo County Sanitation District. During more than thirty years working in local government, Ms. Martel has held executive management positions with several California municipalities including the cities of Inglewood, South San Francisco and Daly City where she previously served as the Assistant City Manager from 1995-2001.

In 2001, she was appointed by then Mayor Willie L. Brown to serve as the General Manager of the San Francisco Public Utilities Commission with responsibility for managing the Hetch Hetchy water delivery system which serves 2.4 million people in the Bay Area in addition to the sewer and power systems serving the City and County of San Francisco.

Mary Feeley, Certified Speaking Professional, is the Provocateur. She will provoke you to listen, to laugh and to learn with the perfect blend of message and mirth. Mary has uniquely combined her corporate experience with comedy club stage work. The result is an internationally known trainer and speaker who has delighted and enlightened people across the continent and the Atlantic over her thirty-year award winning career. She has an extensive business background in both the public and private sectors, from front-line clerical to executive level positions in sales, marketing, customer service and training. In addition, to her understanding of organizations and people, she is funny!

Mary was a pioneer in stand-up comedy in the early 1980’s, becoming the first woman comic to perform as a headliner in prominent clubs. She was an award winning comic before recreating her career as an award winning professional trainer and motivational speaker. She has also been designated as a Certified Speaking Professional by the International Federation for Professional Speakers. This designation is the highest earned speaking credential a speaker can receive. As the Provocateur, Mary will use wit and wisdom to inspire you to see your life differently and to make positive and productive personal and professional changes.

CGL: Creating a Culture of Success

Leadership is for everyone and can be learned, but is not always easy. This highly motivational workshop, based on the book, The Leadership Challenge: Exceptional Work in Organizations by Kouzes and Posner, is for emerging and seasoned managers and leaders who want to improve leadership style and effectiveness, encourage a strategic viewpoint, boost communication, motivation and change management skills, build effective work relations, and incorporate style diversity. Participants will be introduced to five practices common to personal-best leadership experiences and achievements and walk away with tools and techniques that can be used to successfully lead teams through challenges and change.

CGL: Organizational Leadership

Successful public sector organizational leadership requires a combination of core competencies and unique characteristics reflecting the individual organization and its mission. The ICMA Leading Ideas Series is a resource that has captured the insights of authors and innovative thinkers on leadership andmanagement topics. Jim Collins bestseller Great by Choice will be the focus of our dialogue on the topic of Organizational Leadership. Participants will discuss and identify practical applications of the core concepts from Great by Choice with the objective of strengthening the ability to lead from wherever they may be in their organization.

Nosh & Network (Monday)Nosh and Network is an opportunity to meet new local government colleagues while grabbing a meal in Monterey. All conference attendees are invited to have conversations over lunch on Monday, October 10. Feel free to connect with new colleagues in a relaxed environment, while trying great food within a short walk of the conference. This is a no-host event; participants are responsible for their own meals. There is a cap on the number of attendees at each restaurant, so sign up early.

CGL: Negotiating Contracts for Employment and Services in the Public Sector

Negotiating contracts – outside of labor negotiations – is an important aspect of government administration. From negotiating employment contracts with high-level unrepresented employees to negotiating contracts for services with consultants and Joint Powers Authorities, it is important to create a clear understanding of expectations of the contractual relationship and the development and negotiation of the contract provides that opportunity. The negotiation of the agreement is often the first opportunity your agency has to interact and work together with the contracting party. This session will provide an opportunity to learn pitfalls to avoid to protect your agency and best practices to ensure you get the contractual relationship off to the right start.

CGL: Project ManagementProject management can be an exciting and challenging opportunity and a pathway to becoming supervisor or manager. Collaborative leadership skills are the foundation of managing a team-based project and are also key to being a successful supervisor and manager. The first part of this course will provide participants with a project management framework for gearing up and initiating a team-based project or assignment. The second part will share critical collaborative leadership skills that are often referred to as soft-skills or social skills, such as communication, teamwork, problem solving skills, conflict management, and courage. The final section will focus on sound and ethical decision making and strategic thinking skills, which are needed to keep a project on schedule and ultimately achieving the desired deliverables and goals.

First City Walking Tour: Where California Was Born

Experience Monterey’s rich history and cultural heritage on an engaging walking tour where you’ll learn about the city’s transformation as California’s capital under Spanish, Mexican and U.S. military rule. Michael Green, Interpretive Program Manager for California State Parks, will kick off the tour in front of Pacific House. The group will also visit Custom House Plaza, the site of where the American flag was first raised in California on July 7, 1846, bringing 600,000 square miles of land into the United States. Twelve buildings, including the Custom House, the oldest government building in California, and several residences (now house museums with guided tours), will be part of the tour. Later in the afternoon, City of Monterey’s Museums and Cultural Arts staff will take guests on a tour of the southern part of Old Monterey, including Colton Hall, where California’s first Constitution was drafted in 1849, and the Old Monterey Jail.

Nosh and Network is an opportunity to meet new local government colleagues while grabbing a meal in Monterey. Luckily, resiliency can be learned; it’s a process, a belief system and a skill set. This session will explore tools and techniques for recharging resiliency forleading and achieving individual, team, and organizational leadership goals. Join this conversation led by a panel of city managers as they share their experiences and guidance.

How Performance Management Spread Like WHYldfire (Wildfire)

Have you ever been in situation when someone or a group has told you that it can’t be done? Have you ever received the l00+ reasons of why not? Have you ever had deal with a challenge of going against tradition? The common hallmark of a professional, responsible and high-performing organization includes letting employees know how they are performing to the standard. This was identified by ALL employees during the last two citywide employee surveys as very important. This presentation is about one department that took the time to change a culture and environment where no feedback or evaluations were delivered to employees once their employees were off probation. This was a balance of understanding the Fire Department’s history for the last 60 years while balancing a strong desire to honor the department core value of professionalism. This presentation will highlight the Fire Department’s journey that started with WHY and everything in between.

Communicating with our community has been permanently transformed by social networking and social media platforms. With today’s mobile technology, millions are communicating via Facebook, Twitter, Instagram, YouTube, Nextdoor, just to name a few. Each of these platforms reaches different audiences and can deliver a range of benefits. In this session, participants will learn some handy “hacks” on how local governments are using these tools to reach and engage their communities and expand their online audiences. “To Be or Not to Be, that is the Question” - William Shakespeare While this line from Shakespeare may seem like a familiar cliché, and much too easily dismissed as such, it is actually a deep and fierce question that lies at the center of our daily life. In Shakespeare’s day, the actors in Hamlet were not speaking only to other characters but also to the attending audience. As such, it is a question asked of us directly too, and it must be answered and repeatedly so, if we are to lead meaningful lives and exert effective leadership in the public service, as we navigate our way through wicked problems and 21st century dilemmas. In his luncheon keynote, Jim will offer us a framework for deepening our intention and building a practice to translate our intention into sustainable action, focusing our attention on what really matters.

Inside-Out & Upside-Down: Finding Opportunities to Change (and Advance) Your Career

Rather than a mythical straight up the ladder career, these panelists have built impressive records of public service in a variety of positions and places. They have moved up by moving around organizations, moved on to new agencies to gain experience before coming back “home” for promotions, declined opportunities that didn’t present new challenges, and welcomed those “special” assignments to grow in place. It may not be the exact career plan they had heading out from college, but each move has helped provide a clearer picture of the impact they can make in their communities and has provided valuable lessons on what it means to be a leader.

Participatory Budgeting

In the wake of municipal bankruptcy, Vallejo’s ground-breaking Participatory Budgeting (PB) program is an innovative attempt to use civic engagement to open up government, increase transparency, and transform democracy. In PB, residents tend to participate because they have a chance to be creative, think outside of the box, and design innovative projects that affect their community. But with innovation comes risk. How can a PB process be inclusive, innovative and exciting when it is rooted in bureaucracy? How can public agencies successfully balance risk and innovation within a public participation process? Residents don’t just want to be informed – they want to be involved. Genuine civic engagement requires a public agency to cede some level of control. Public agencies can mitigate risk by defining public benefit within the responsibilities assigned to their agency. In the short term, success can be measured by proportional representation of the distinct communities within a jurisdiction. Evaluation of long-term impacts should go beyond conventional cost-benefit analysis and also consider the social return on investment. Additionally, while technology can be transformative for public participation, it also creates new challenges for inclusivity and representation. Ultimately, achieving balance requires public agencies to adapt to an evolving process.

Mock City Council Meeting

Join us for an interactive mock council meeting highlighting tips on how to respond to common issues that arise in local government including compliance with the Brown Act, conflict of interest laws, and the Public Records Act.Attendees will be asked to participate in scripted roles as members of the council and members of the public, and a few volunteers will have a chance to play city manager (a.k.a. “sit in The Hot Seat”). Facilitators will lead the volunteer council members and city manager through a mock meeting that will present a range of situations that raise governance questions. The city manager, with the support of the audience and council, will have the opportunity to evaluate the implications of each situation and determine how to act. Representatives from Hanson Bridgett will provide legal counsel and support to the council and city manager as they navigate the mock council meeting. The audience is encouraged to ask questions throughout the board meeting. Prior experience indicates that this should be a lively and fun session, with lots of room for laughter.

Civic Engagement - From Academia to Practitioner

This panel discussion will leverage the academic knowledge of the Davenport Institute and the hand-on experience of the Communications and Engagement Manager for Morgan Hill to provide an insightful discussion on defining engagement, understanding when it is actually working and explaining to internal management and team why engagement matters more than ever. Brief presentations followed by an extensive Q&A by the moderate and audience will make for an insightful discuss that will give each attendee practical ideas and concepts to bring back to their peers in their cities.

Nosh & Network (Tuesday)

Nosh and Network is an opportunity to meet new local government colleagues while grabbing a meal in Monterey. All conference attendees are invited to have conversations over dinner on Tuesday, October 11. Feel free to connect with new colleagues in a relaxed environment, while trying great food within a short walk of the conference. This is a no-host event; participants are responsible for their own meals. There is a cap on the number of attendees at each restaurant, so sign up early.

Faced with low employee engagement post-recession, the City of Walnut Creek launched a holistic engagement strategy that included pre- and post-surveys to measure success. In this fast-paced talk, City Manager Ken Nordhoff will share lessons learned and strategies for success that anyone can take back to their organization.

Local Gov in the Land Down Under: 5 Lessons Learned

Kangaroos and koalas are mysterious creatures. Did you know that local governments in Australia are too? Cities, known as councils in Australia, are a different breed than their American counterparts. In May 2016, the State of New South Wales forced dozens of cities to merge as part of the most comprehensive local government reform in 100 years. How can we demonstrate the value of local government here in California? How can we protect local control? This TED-style talk will challenge the way we think about local government based on the practices of our friends down under.

Monterey Conference Center Mobile Tour

In 2014, hotel operators in Monterey voted to tax themselves with a speciallevy to upgrade the Monterey Conference Center. This public-private partnership is transforming the Conference Center into a flexible, state-of the art venue with over 30,000 square feet of meeting space and amenities. Kim Bui-Burton, Community Services Director for the City of Monterey, will provide an overview of the project, its history and economic impact and participants will be invited to tour the construction site scheduled for completion in early 2017.Attendees must wear flat, closed toe shoes and pants on this tour.

If City Managers Ruled the World

The premise for this presentation is taken from Benjamin Barber’s book, “If Mayors Ruled The World”. He says that our country’s cities are the key to good governance in our country largely due to the role of Mayor’s in cities. He believes that Mayors are largely unburdened by partisan politics, must demonstrate a non-partisan pragmatic style of solving problems and earn the trust of the citizenry. Can CM’s fulfill the same role? Our premise is, yes! And the panel explains how the City Manager and office can do this by examining case studies e.g. Concord, Stockton and Oxnard, CA. They range from a case that exemplifies the “non-partisan pragmatic style of solving problems” (Concord) to a complete transformation back to good governance (Stockton). The panel will discuss how City Managers and staff can effectuate change in an era of rising personnel costs, labor unrest and political challenges by evaluating and rethinking organizational cultures and norms, rebuilding basic systems, planning strategically, stepping outside your comfort zone and reflecting the leadership required to make change happen in a challenging environment.Speed Coaching

Fashioned after the “speed dating” model, speed coaching provides an opportunity for mid-career professionals to ask questions and seek answers for career upward mobility by meeting one-on-one with executives from cities, counties, and other municipal agencies. For many, this presents an opportunity to openly discuss various matters pertaining to local government administration with these executives. During this session, each participant will have an opportunity to meet with multiple executives.
