FY 2016 Accomplishments
“ChallengesYou get results by exploiting opportunities, not solving problems.”
• National and Local Elections • Affected scheduling of program implementation• Discontinuance of programs • Unclear implementation guidelines • Implementation of unprogrammed activities
• Non-implementation of programs (Crisis Management, Online Barangay Disaster Checklist)
• Reports submission (numerous, overlapping)
• Monitoring and evaluation (not consistent)
• Postponement of the Barangay Election affected the agency performance targets
• Strengthening collaboration and complementationbetween and among the bureaus, services and offices atthe Central Office
• Maximizing the Provincial Offices in the delivery ofprograms (including monitoring and evaluation)• In the future, planning is seen to be conducted at their level, results
matrices created and programs are integrated
• From centrally-managed to managing training providers• Trainings could be handled by regional offices, and the LGA
shall serve as the overseer and shall provide trainer’s trainings
• Form and tap more partnerships, exploring franchising
General Directions‘Organizations need to shift their emphasis from getting more out of people
to investing more in them, so they are motivated – and be able - to bring more of themselves to work every day.”
• Setting of clear and well defined targets, and guidelinesfor the improved efficiency of fund use and cascading• Formulating guidelines for the timely and more deliberate
transfer of funds to regional offices to eliminate bottlenecksand reduce incidences of fund underutilization
• Improving information management anddissemination, working with the structure, beyondfocal persons
• Operation L!STO as the overall framework for CCA-DRRM capacity development
General Directions
• LGA as CCA-DRR Outcome Manager • All LGU-related activities to be handled by LGTDD, DILG-
related by HRDD, M&E concerns by RPDD, IPU as the Outcome secretariat and coordinator
• Strengthening of the competency-based approach to capacity building for a more focused HRD intervention• Assist DILG in defining competencies and areas for
assessment for each position
• Emphasis on the role of MLGOOs as knowledge brokers
• Implementation of LGA-assisted programs will follow protocols established under the ISO certified QMS
