Abstract
Planning is an activity managing a concept for achieving the ob1ectives in the future In other hand/ planning is anactivity to achieve the future 0ith present3oriented In terms of planning an area/ region or city there4s re5uired
elements that can create sustainable development/ that4s environment/ economic and social Those three elements is
the main -ey in reali,ing sustainable development Sustainable development can only be achieved if economic
development is attached to be balance of the environment )ut unfortunately/ in Indonesia 0e haven4t seen yet the
integration of economic development and environmental sustainability &imited land use is not balanced 0ith high
economic development and the result is a conversion from open land for environmental sustainability into
development land for economic development This development forgot the environmental sustainability and
ultimately resulting in changes of land use massively Change of land use is the one 0ho ultimately have implications
for the environmental damage +e need to reali,e that economic development could not be separated from
environmental sustainability because high economic gro0th and sustainable development mar-ed by no occurrence
of environmental and social damage )efore the development getting started/ there must be a method to -no0 ho0
the development could impact the environment

1. INTRODUCTION
Development is one of the things that are needed to meet the needs of the community Economic
development is a very absolute development to help the economic gro0th of a region )ut the
development is running for granted 0ithout regard to the environment +e not reali,e that economic
development has forgotten environmental sustainability/ and economic development should be integrated
0ith the environment so is not to cause the impact of declining po0er support and environmental damage
Indonesia is a developing country that4s need of development/ especially economic development
)ut in fact/ the planning and development of this country are thus forgotten aspects of the environment

environment/ economic and social These three pillars are inseparable +e cannot build the economy

The lac- of integration bet0een the economy and the environment on development in Indonesia
resulted in a large number of changes in land use "ne of the problems change of land use in Indonesia is
in the 'orth )andung The 'orth )andung area includes three villages namely &edeng %illage/
Ciumbuleuit %illage and $egarmanah %illage is the 0ater infiltration area for )andung )ut in fact/ no0
The 'orth )andung has been changed into the settlement of citi,en start from high to lo0 settlement/
many hotel/ apartment and commercial that stands up in this area
&edeng village that should be a green open space has been changed into settlement of citi,en/
hotels and commercial The descending of green open space 0ill give impact to the descending of 0ater
infiltration area that can ma-e a flood #urthermore fulfillment of green open space in )andung 0ill be
difficult to achieve if the function of green area al0ays changing
ean0hile Ciumbuleuit village close to Punclut area is a strategic area/ 0hich is this area is a
0ater infiltration for )andung any settlements/ hotels and illegal commercials in this area ma-es 0ater
infiltration areas become descending If the development in this area continue to ta-e place 0ithout
thin-ing the balance of environment/ then it 0ould have an impact on the 0ater needs for the citi,ens Sothe purpose of this research is to determine the impact of land use change to the environmental and the
social aspect in 'orthern )andung
2. Research Methodology
This research has combined 5ualitative and 5uantitative methods to collect and analy,e the data
Data for this research are derived from observation and government documents The observation ta-e
place in 'orthern )andung/ precisely in Cidadap District that occurs change of land use !nalysis is
performed continuously since the beginning until the end of the research
3. Data Analysis
In Detail Spatial Planning A(DT(B of Cibeunying/ )andung City/ Cidadap District lies in the
particular ,one III This ,one is a protected area and has a very steep geographical condition )ecause of
these conditions/ the development of the region is directed only for lo0 density residential Unfortunately/
in fact/ there are many change of land use in this area from green open space Ainclude 0ater catchment
areaB become apartment/ hotel/ commercial and cafe 0hich ma-es this area to be a solid area of the
settlements )ased on population pro1ections in this region in 2./ Cibeunying population in Cidadap
District predicted as much as >8>99 inhabitants )ut based on data obtained in field/ Cidadap District
population in 2.? reached >;;> inhabitants +ith the increase of population/ indirectly forced land3
needs to be increased This is the one to 0atch out for if you 0ant to do the development in this area because Cidadap District is an area in 'orthern )andung 0hich is the 0ater infiltration function provides
protection for the area belo0
)ased on Spatial Plan A(T(+B of )andung/ 'orthern )andung is a strategic area The strategic
areas mentioned in Spatial Plan A(T(+B is an area 0hich prioriti,es its spatial planning because it has a
very important impact to a larger area

The determination of strategic areas rated based on the significance points include:

)ased on the points above/ then 'orthern )andung is an area that has a value of environmental
carrying capacity The development of land in this area is categori,ed as limited development due to its
role as a 0ater catchment area
The change of land use can not be apart from the increased of population gro0th If the
population increased/ so the demand for land and construction also increased The follo0ing table

district population has increased #rom the results of observation/ Cidadap district population numbered
>;;> inhabitants This number has decreased from previous years )ut the descending population in
Cidadap District does not ma-e the development in these areas decreased any ne0 hotels and
commercials stands in this area
!ccording to the observation/ the change of land use has impacted the social of communities in

*. Concl$sion
• 'orth )andung is a strategic area that has a value as environmental carrying capacity
and protect larger area This is because 'orth )andung area has a function as 0ater
catchment area
• )ased on the result of observation in Cidadap District/ respondents argue that
development in 'orth )andung has positive impact in improving the 0elfare of society
It means that the development can create 1obs and minimi,e unemployment in
respondent area The creation of employment in that area can increase inhabitants 0ho
settled around that area/ in the end it can be increasing the density of population
• In general/ the inhabitants 0ho settled in 'orth )andung do not -no0 that 'orth
)andung has a function as 0ater catchment area Even so/ some of the inhabitants feel
distracted because of the development in their area The noises and dust from the
development process in their area are some of the disorders that they feel )eside that/
some of the inhabitants argues that land use in the area of land use change is more
suitable as an industrial area This is certainly 0ill cause ne0 problems to the
environment such as river 0ater pollution
• Until no0/ government of )andung have not give the punishment decisively to the
violations of the development in 'orth )andung &and use change problem in 'orth
)andung needs a serious attention to ensure that the development does not give
negative impact to environment and surrounding communities
