The pur- pose of this award program is to recognize pro- jects that demonstrate important outstanding civil engineering accomplishments by Hawaii’s design and construction professionals. To be eligible, projects were required to have been designed or constructed in Hawaii and com- pleted within the last two years. Some of the key judging criteria included: Resourcefulness in identifying and solving design challenges; Contributions to the well-being of people and communities; Pioneering use of materials and construction methods; Inventive or new appli- cation of civil engineering technologies; Protection of and reducing impacts to natural resources; Beneficial effects of the project, including aesthetic value. The following projects and project teams were honored and presented with awards at the ASCE Hawaii Section OCEA Awards Banquet, held at Treetops Restaurant on Saturday, September 26th, 2015. Congratulations to our winners! 2015 Hawaii Section Outstanding Civil Engineering Achievement Award and Best Medium Project (Project to be nominated by the ASCE Hawaii Section for the 2015 ASCE Region 8 OCEA award). Project Name: Stream Bank Bluff Stabilization and Protection of the Riverside Apartments Project Owner: UHC 00382 Hilo, L.P. Submitted By: Yogi Kwong Engineers, LLC Riverside Apartments is a 3- and 4-story 74 unit affordable housing apartment complex that was constructed in 1973 on a tall and steep river bank fronting the Wailuku River in Hilo, Hawaii. Riverside Apartments provides critically needed affordable housing to the Hilo community through the assistance of and rental subsidies provided by the United States Department of Housing and Urban Development (HUD). However, in 2010 during a routine HUD compliance visit, the HUD inspector recognized portions of the Riverside Apartments were dangerously close (within 10 feet) to an inherently unstable steep section of the river bank that towers nearly 50 feet above the river that threatened to topple the building into the river. At risk of losing the critical HUD project- based rental subsidies necessary for the oper- ations of affordable housing, BIHF Community Based Non-Profit Corporation (BIHF), the for- mer owner of Riverside Apartments, contracted Yogi Kwong Engineers, LLC (YKE) to conduct a geotechnical slope stability investigation. YKE performed a multi-faceted geotechnical inves- tigation utilizing conventional exploratory drilling; geologic mapping; and state-of-the-art geophysical surveying which confirmed the unstable condition of the river bank and veri- fied the likely potential for a slope failure which would undermine the apartment building’s shallow foundations and put many of the 300+ residents in harm’s way. YKE was subsequently contracted to devel- op construction bid documents and the neces- sary permits to stabilize the slope and protect the building. At the onset of the design process, YKE was faced with the challenge of assisting BIHF and UHC 00382 Hilo, L.P. (UHC), the new Riverside Apartment owner, in addressing the concerns of the various finan- cial institutions involved in financing such a unique and high risk project. The design also faced a technical challenge to develop a design which would protect the building and stabilize the steep and tall river bank with limit- ed access at the top of the bank and even less access at the base of the slope which directly borders the environmentally sensitive Wailuku River. Moreover, access to the riverbank via the Wailuku River was prohibited unless an Army Corps Clean Water Act Section 404 per- mit was obtained, a lengthy process which would have taken two years or more causing the Riverside Apartments to lose its HUD rental subsidies and also become disqualified for the highly sought after federal tax credits which were critical to the project’s financing and eco- nomic viability. YKE developed an innovative design con- cept that avoided a CWA Section 404 permit and included integrated slope stabilizing soil nails and rock anchors; reinforced shotcrete slope protection; and micropile underpinning of select building footings to provide protection of the building’s foundation under more extreme seismic events. A cost saving approach was developed by utilizing the detailed field data gathered during the investi- gation phase which identified layers of bedrock rising up into the slope face towards the upstream and downstream ends of the project area. The soil nails which are typically installed perpendicular to the slope, were instead angled towards the peripheral underly- ing bedrock on both sides of the deep, soft, and unstable volcanic ash which supported the building. This allowed mobilization of high- er stabilizing forces for the design of shorter cost-effective soil nails which are constructible using light weight equipment. The numerous required permit applications were prepared and the bidding documents were released to prospective bidders only 7 months after YKE was contracted to com- mence with permit applications and design. YKE supported UHC in selecting the lowest price qualified bidder and obtained approval for the required permits including County Building Permits, Special Management Area Permit, Stream Channel Alteration Permit, Department of Army Jurisdiction Determination, and an Environmental Assessment to allow the contractor to mobilize and commence construction without delay.

The NSPE Board of Directors and the mem-bers of the NSPE House of delegates are cur-rently considering revisions to NSPEProfessional Policy 168 (PP-168), “EngineeringEducation Requirements”.

Since 2002, it has been the policy of NSPEvia PP-168 to support additional educationrequirements, beyond a four year ABET/EACdegree, in order for an engineer to qualify forPE licensure. Such additional requirementscould be, for example, a master’s degree in anengineering discipline.

Proposed revisions to PP-168 back awaysomewhat from the master’s degree require-ment, making it just one option among manythat could include a “B.S. plus additionalcoursework” requirement or even appropriatejob-based professional development as alter-natives.

The NSPE House of Delegates (NSPE-HOD)is currently seeking NSPE Member input to theproposed revisions to PP-168. Active NSPEMembers wishing to comment can do so byaccessing the following page at NSPE and fol-lowing the instructions to submit written com-ments: http://www.nspe.org/resources/issues-and-advocacy/engineering-education-require-ments-wstrikethroughs

The window for submission of comments byMembers will close on November 13. After thatdate, Hawaii’s NSPE Members may still haveinput to the proposed revisions by workingthrough the Hawaii Society of ProfessionalEngineers (HSPE). Following the close ofMember input on PP-168, and after due con-sideration of member comments by theDelegates, the NSPE HOD will deliberate onthe proposed revisions and vote on them dur-ing the week of December 11-16, 2015.

Similar revisions to two NSPE PolicyStatements (PS) are also under considerationat this time. These are: PS-1737 Licensure andQualifications to Practice, and PS-1739Engineering Education, wherein it is the policyof NSPE to support the implementation of con-tinuing professional development requirementsby state licensing boards.

Hawaii’s members of NSPE are urged to stayinformed and involved with the continuingdevelopment of the professional policies andpolicy statements maintained by NSPE. Visithttp://www.hawaiispe.org/state.html for moreinformation.

Nominations are being sought for Engineerof the Year and Young Engineer of the Year

candidates. Nomination forms will be availableon the HCES and HSPE websites. Meeting was held in the Hawaiian Electriccafeteria on Ward Avenue and was called toorder by Chairman Derek Sato. All membersare invited to our Executive CommitteeMeetings. The following were introduced anddiscussed.• UHM ASME Student Section Report present-

ed by Froilan Garma:– The Student Section has implemented stu-

dent participation rules to discourage stu-dents listing ASME on their resume if they donot meet the criteria. The new rules havedropped the student membership down to95 from 130.

– The energetic Student Section is busy withfundraising including selling “ID Cards” anda car wash on Saturday, October 3. Presaleticket was recommended to benefit from anyno-shows.

– Information Sessions by Pearl Harbor NavalShipyard and Makai Ocean Engineeringwere planned for October 2015.

– Students volunteered to be judges atKaimuki High School Science Fair.

– A tour of a HECO facility was requested withHECO ASME members making the arrange-ments.

• Department of Mechanical Engineering(DME) Report by Dr. Zac Trimble, Advisor toStudent Section:

– Students will be participating in an outside,partially State funded project to create awind powered device looking like a palmtree.

– DME enrollment grew another 60% with 388students enrolled. A reason for the increasemay be due to First Robotics.

– Lab courses are understaffed creating ashortage of student lab space.

– Two Ph.D. tenured positions are open one inThermal Fluids and one in Mechanics(Mechatronics).

– Graduating students: There were 70 gradu-ating this summer. All with 3.0 GPA receiveda job offer.

– The new 6-year ABET period will start onNovember 2, 2015.

– Classes will be re-structured to split classesbetween structured core and lab, similar toPhysics 274 and 274L. Thermodynamicsand Fluids will be the first to change.

• ASME-HI inquired if the DME could establishan account to issue the monetary awards tothe Francis R. Montgomery DesignCompetition student winners, and later bereimbursed by ASME-HI. This is a newrequirement by ASME National. Dr. Trimblewill investigate.

• Upcoming ASME-HI Section Activitiesinclude the Kailua High School Career Fairon November 6, 2015, and the F-22 Facilitiestour planned for November 10, 2015.

• Speaker for the Evening was member AlanLloyd, P.E., Retired HECO Executive StaffEngineer, on “Pacific Missile Range Facility

– History and Current Mission of MissileTesting.” Mr. Lloyd is currently the NationalDirector Emeritus, Navy League, and themost senior member of the Honolulu Councilof the Navy League. He has several otherpresentations including “Up-Date on GlobalWarning” and “Naval and Cruise Liner ShipPropulsion Systems.”

The unprecedented project includedremoval of dense vegetation and trees up to 80feet tall which had overgrown the steep slopeface, installation of 400 feet of micropile under-pinning, over 4,000 linear feet of stabilizing soilnails and rock anchors, and 150 cubic yards ofreinforced shotcrete. Custom fabricated light-weight “wagon-drills”, powerful enough to drillthrough the challenging subsoils yet mobileenough to rappel and drill on the vertical slopefaces, were used to install the stabilizing soilnails and rock anchors.

Construction commenced in January 2014and was completed on time and under budgetin August 2014. The timely completion ofdesign, permitting, and construction met thetight schedule necessary to allow the RiversideApartments to qualify for valuable sought-afterfederal and state tax credits awarded by theHawaii Housing Finance & DevelopmentCorporation (HHFDC), which were essential tothe project’s financial viability. Furthermore, thestabilization project not only prevented the U.S.Housing and Urban Development agency fromforeclosing on this much-needed affordablehousing project but it also preserved their con-tinued rental assistance subsidies. The finan-cial support from HHFDC and HUD, which wasreliant on the timely completion of the bank sta-bilization project, also made it possible forother much needed improvements and renova-tions that improved the overall aesthetics of theRiverside Apartments and greatly improved thequality of life of the residents who enjoyed com-pletely renovated apartment units.2015 Best Large ProjectProject Name: Waikamoi Flume ReplacementProject Owner: County of Maui DWSSubmitted By: KAI Hawaii

Wolfgramm announced that the UH Manoa ITEstudent chapter has been reestablished andnow has newly elected officers and members.Nita then announced that the ITE HawaiiSection will participate in the DOT Adopt-A-Highway program and has committed to cleanKahekili Highway between Ahuimanu Placeand Haiku Road for the next two years.

Vice President Sara Okuda then introducedJon Young, executive director for HAPI, whopresented on the Hawaii Asphalt PavingIndustry. Jon opened with a brief descriptionabout the asphalt industry and described thevarious uses of asphalt. He later described thedifferent methods used to repair asphalt whichincludes crack sealing, fog sealing, seal coat-ing, and the use of a slurry seal.
