2015201520152015 Junior Golf General InformaJunior Golf General InformaJunior Golf General InformaJunior Golf General Informationtiontiontion Welcome Junior Golfer, We are excited to begin our 14th year of the Northeaster New York PGA Section’s, Junior Golf Association (JGA) and Junior Golf Tour (JGT). We would like to welcome both previous and new members to our exciting and distinguished program for junior golfers. General Information:

o Blue Golf Apps: PLEASE be sure to download the “NENY PGA Junior App” on any device (android or apple). This is FREE for any user. Search your mobile apple/google play store by typing in “Northeastern New York Junior PGA”. Blue Golf is an online based tournament software which allows our parents/juniors and family members to have access to our NENY Junior Assoc/Tour at your fingertips for registration, live scoring, etc.

o Junior Open Events:

Various 9-hole events will be offered to any aspiring golfer ages 8-18 regardless of PGA Junior membership for a minimal fee. These events will be offered on listed dates each year in the spring (usually mid May – early June). Please review our junior calendar for a listing of opportunities. This is a great opportunity each year to introduce or bring a friend with you to a junior event!

o NENY PGA Junior Tour Events & Junior Membership:

To participate in NENY PGA Junior Tour events you much register for the Junior Golf Association Membership. This is a $75 fee renewal each year. Registration can be completed online at our Blue Golf Membership link http://neny.pga.com/juniortourmembershipinfo/ or a paper form is also available.

o New Junior Member: Please click on the “New Member” – “Sign Up Now” link to register. o Once your membership is submitted, you will receive an email notification from Blue Golf confirming your

membership and asking you to re-set your password for log in – which is used for your online tournament registration.

o This Junior Handbook will be posted online and provided to each junior member in a hard book form and contains rules and regulations, player of the year point distribution list and much more.

o Junior Eligibility:

Boys and girls, ages 8-18, residing in the NENY PGA geographic section or are spending the summer in the region are eligible for Junior membership. The section includes: Albany capital district and surrounding areas in New York State and Berkshire County in Massachusetts. Any junior the age of 18 is considered eligible despite any college attendance.

o Membership Fee:

The membership fee is $75 per junior. Benefits include eligibility to participate in any and all NENY PGA Junior Tour tournaments, specialized discount rates at local PGA facilities, a collegiate information seminar, a USGA rules book, and a NENY Junior car magnet.

o Discount opportunities for course fees and range balls are available at participating NENY PGA golf courses and ranges from Malone, NY to Kingston, NY.

o Membership Fees for Multi-Siblings (3 or more): Families with three or more children may register the third child or more with the paid membership of two siblings. For registration of membership for the additional comp children, parents must contact NENY PGA Staff for manual registration into the membership so that these fees can be overridden.

o NENY PGA Junior Golf Tour:

Juniors may play in as many or as few events which fit into his or her schedule. The NENY PGA Junior Golf Tour consists of 13 junior eligible tournaments.

o Players may register for events on the junior tournament page on our webpage. There is also additional information on the Junior Golf Association and Tour events throughout the seasons. Membership is allowed at any point throughout the season.

o Juniors compete in their own age divisions. Ages 8-12; 13-15; 16-18 for both boys and girls. Ages 8-12 play from the most forward tee, 13-15 from the middle tee and 16-18 from the back tee.

o The 8-12 age division will play 9-holes with an entry fee of $40 per event. 13-15 and 16-18 age divisions will compete in 18-hole events with a $50 entry fee per event. Each event fee includes greens fee, range fees and lunch.

o Juniors in the 13-18 age division are permitted to use distance measuring devices. o Juniors in the 8-12 age division will be allowed a max of 10 strokes per hole in the fairway. At that time they are

permitted to plays the ball at the edge of the green where they will be allotted 5 putting strokes. The max score per hole is 15.

o Winners will be determined in each age divisions for both boys and girls. Top two boys and girls finishers (1st and 2nd place) in 18-hole divisions will receive prizes. The top two boys and girls finishers (1st place and 2nd place) in the 9-hole age division will receive a prize also.

o Tournament events must be registered for online or via paper entry form. No phone entries will be accepted. All submitted paper entries will have an additional $5.00 administrative fee per event regardless if you sign up for all JGT events on a single form.

o You may refer to our Junior Tournament event webpage or the Blue Golf app for tournament information including starting times/pairings, results, cancellations and delays.

o The NENY PGA will administer all events in a professional manner and will provide junior golfers with an opportunity to compete at their highest levels. PGA Professionals lead the area in promoting golf in the capital district and the NENY PGA JGT is an avenue to showcase the top juniors in the area while growing interest in the game to our younger juniors.

o Our main goal is to promote sportsmanship, etiquette, following the rules of golf and the sport of golf as a whole.

o Player of the Year System:

The top 20 boy’s players and top 10 girl’s players have the opportunity to receive points at each NENY JGT events. IMPORTANT NOTEIMPORTANT NOTEIMPORTANT NOTEIMPORTANT NOTE: Age divisions for boy’s and girls’ ages 13-15 and 16-18 will accumulate their own points towards the end of the season finishing with the season ending Tour Championship and Player of the Year award. All players in the 8-12 division receive points based on a combination of participation and the Stableford system.

o The NENY PGA Junior association will recognize six 2015 Junior Player of the Year honorees. Each age division will

have both a boy and girl Player of the Year.

o NY State PGA Junior Championship Eligibility - The top ten boys and top five girls in the 13-15 and 16-18 age divisions

will be eligible for the 2016 New York State PGA Junior Championship where all the top juniors from all 4 NY PGA

sections will compete.

o Tee Time Requests: We will make any attempt to accommodate starting time requests and carpooling requests if a notification is given to

NENY PGA staff prior to the event’s deadline date.

o New Policy for 12 & Under Spectators Caddies are NOT permitted. NENY PGA Section staff will approve an adult “OBSERVER” to be assigned to each 12 &

Under group. Parents are encouraged to volunteer for this position and will be provided a cart when host facility

permits. HOWEVER - parents will not be assigned to their child’s group.

Parents may follow the same spectator policies as our older age divisions – remaining 50 yards away from their child

and OFF the fairway, tees and putting greens.

o Late Fees: Any entry not received by the entry deadline but submitted for participation will have an added $10 late fee to the

entry fee.

The NENY PGA would like to demonstrate its support of junior golf throughout Northeastern New York and the Berkshire County of Massachusetts by conducting a series of golf tournaments within our section from June-August. Emphasis is placed on the development of the unseasoned or new competitor. The atmosphere will be professional yet affordable and competitive but most of all educational and fun. It is our belief that there are many junior golfers ready to move forward to tournament golf with hopes of generating a lifetime interest in the game. EligibilityEligibilityEligibilityEligibility Northeastern New York PGA Junior Golf Tour is open to any junior golfer, boy or girl, from 8 years of age to 18 years of age that resides within the boundaries during the season of the NENY PGA Section and is a member of the Junior Golf Association. Once a junior has reached his/her 19th birthday, the junior will no longer be eligible to be a member of the NENY PGA Junior Golf Association. There is no handicap maximum but players should be able to break a score of 60 for 9 holes and keep up with the required pace of play. Entries are subject to rejection at any time by the Northeastern New York PGA Junior Golf Tour administrators. RegistrationRegistrationRegistrationRegistration Players can register for a tournament by going to the section web site at www.neny.pga.com and clicking on the “Junior Golf” link within the navigational tool on the left of the web site. Players should then click on the “Junior Event” link, then select the tournament name they are interested in. At this page, you can click on the “Register Now” button for your appropriate age division and register with your customer ID # and last name. Players must be members of the NENY PGA Junior Golf Association to register for an event. Entry fees for the tournaments will be $50 per event for boys and girls 13-18 (play 18 holes) and $40 per event for boys and girls 8-12 (play 9-holes). For paper entries, a $5.00 fee will be added to each tournament event registration. The deadline to cancel from the event and still receive a refund is five days prior to the event. Please see the refund policy for more information. No shows could be denied participation from future events at any other NENY PGA JGT event during the season. Call the section office for late cancellations. There will be no refunds for rainouts once play has begun for all players in an age group. Every attempt will be made to finish the event. Starting Times will be available at the section web site 2-3 days prior to the event. All tournament entries are inclusive of golf fees, range fees and lunch. For this reason the Northeastern New York PGA has established the following set of Tournament Rules & Regulations that all junior players are expected to follow. Tournaments are played at scratch, which means with no handicaps. Play is conducted in accordance with the United States Golf Association Rules of Golf and the JGT Tournament Rules & Regulations as printed in the handbook. It is the responsibility of the participant to familiarize oneself with the USGA Rules of Golf and the JGT Tournament Rules & Regulations, as ignorance of the rules is no excuse for breaking them. For any questions on the Rules of Golf, consult with your local PGA Professional or call the United States Golf Association at (800) 336-4446. Responsibilities of PlayResponsibilities of PlayResponsibilities of PlayResponsibilities of Play • USGA Rules of Golf plus Local Rules supplied on the day of the event shall govern play. • Players will be required to walk and carry their own clubs/equipment or use a pull cart in the two oldest age divisions.

Players in ANY age division will be permitted to use a pull cart. There will be no caddies allowed at any of the events. • Littering will not be tolerated. Anyone observed littering may be disqualified from that particular event, and could have his/her future tournament privileges suspended for a longer period of time. • Golf etiquette is a very important consideration and members, parents, and spectators are expected to behave in accordance with the rules. Players must be careful not to damage greens when putting down golf bags, removing or replacing the flagstick, or with their shoes or golf clubs. Players are responsible for replacing divots, repairing ball marks, and raking bunkers.

• Pace of Play: Players should attempt to play at a four (4) hour 12 minute pace for 18 holes. That works out to be 14 minutes per hole. Players should always be ready to play when it is their turn to ensure that their group maintains its position with the group in front. Groups that fall behind the group in front of them by one hole and are behind their allotted 14 minutes per hole will be subject to penalty and/or disqualification. First violation will be a warning, second violation is a one (1) stroke penalty, third violation is two (2) stroke penalty, and fourth violation is disqualification. • Spectators and parents should always conduct themselves as ladies and gentleman while at the tournament site. Spectators and parents are the guests of the host facilities. The section will adhere to the host facility’s spectator policy. Any intervention of spectators or parents will cause the participant a two-stroke penalty. First occurrence will result in a warning; all further occurrences will result in a two-stroke penalty. Golf Car PolicyGolf Car PolicyGolf Car PolicyGolf Car Policy It is a condition of participating in this event that the competitor is not permitted to use a motorized golf car during the event competition. Notwithstanding the foregoing, the Northeastern New York PGA is committed to conduct golf competitions within the parameters of the Americans with Disabilities Act. Players who request relief under the Americans With Disabilities Act and seek a reasonable accommodation for their disability by the use of a motorized golf car during the event competition shall be required to submit their request in writing to the Board of Directors on or before the entry deadline date for review and determination. The Board of Directors will schedule a hearing to allow the applicant the ability to present evidence to support the applicant’s position. If a tournament is re-scheduled, all juniors must re-register into the event. No prior registrations will be transferred into the new re-scheduled event. Age GroupsAge GroupsAge GroupsAge Groups The age groups depicted as follows are customary for the JGT tournaments. The section has established the age groups and the placement of the tee markers. Although there are 3 separate age divisions: Ages 12 & Under; Ages 13-15; and Ages 16-18. Boys & Girls 12 & under will play a forward set of tees; Boys ages 13-15 will play from a middle set of tees and the boys ages 16-18 will play from a back set of tees. Girls ages 13-15 play from a forward set of tees and girls 16-18 will play from a middle set of tees. Participants that would like to move up an age division, may write to the section for permission as long the following criteria is met or upon Committee approval. • Girls must have a 15.0 USGA handicap index and a written recommendation from a NENY PGA Professional • Boys must have an 8.0 USGA handicap index and a written recommendation from a NENY PGA Professional • If a junior’s handicap index does meet the above stated minimums per gender, the junior may elect to “play up” an age division in their first two events he/she competes in and if the junior finishes in the first 75% of the field finish (i.e., beats a quarter of the field) the junior may “play up” for the season. The junior male and female that accumulates the most points in their respective age divisions will be crowned the NENY PGA Junior Player of the Year for 2015. Each Player of the Year will be presented a trophy following the NENY PGA Junior Tour Championship. The counter shall be used and each shot “counted” after it occurs to help the junior’s learn to keep score without the assistance of any adults and to help eliminate any confusion and interference from parents on scoring. Starting TimesStarting TimesStarting TimesStarting Times The player shall start at the time specified by the Committee (Rule 6-3). In the absence of circumstances which warrant waiving the penalty of disqualification as provided in Rule 33-7, the penalty for failure to start on time is two strokes at the first hole in stroke play, provided the player arrives at his/her starting point, ready to play, within five minutes of the starting time assigned by the committee. If the player does not arrive within five minutes of his/her starting time, he/she will be disqualified. The starting times will be published on the section website at www.neny.pga.com. Players should check-in at least 30 minutes prior to their scheduled starting time. Parents and SpectatorsParents and SpectatorsParents and SpectatorsParents and Spectators Spectators and parents are welcome and encouraged to attend tournaments. The host facility reserves the right to prohibit spectators at their course (tournaments that do not allow spectators are designated on the website) and the NENY PGA Section must adhere to their host site policies. Spectators are encouraged to abide by the following rules so they do not jeopardize this privilege in the future. Under no circumstances should spectators give advice, as defined by the USGA Rules of Golf, to players in competitions. A two-stroke penalty will be given to the golfer for violation of this rule. Other guidelines include but are not limited to: • Spectators are not allowed on fairways or greens. • No spectator golf cars will be allowed • Spectators are asked to stay in the rough or golf car paths and at least fifty (50) yards away from the players. • Spectators are not allowed to give any advice to players or ask the players their score. Players may be penalized for a violation. • With the exception of helping to locate golf balls, spectators should not carry on a conversation with players in any manner from the beginning of the stipulated round until the players have returned their scorecards to the tournament committee. This action could be interpreted as advice resulting in a player being penalized. • Spectators may not carry a player’s golf bag and/or clubs. • The player is responsible for the actions of his/her parents/spectators. Refunds/Withdraws/No ShowsRefunds/Withdraws/No ShowsRefunds/Withdraws/No ShowsRefunds/Withdraws/No Shows Any participant who needs to withdraw from a tournament must do so five days in advance. There is a withdraw form in this directory and also on the section website at www.neny.pga.com. This form must be used to withdraw from a JGT tournament and in order to receive a refund (if applicable). The full entry fee minus a $5.00 administrative fee will be refunded if a withdrawal is submitted at anytime prior to the tournament deadline date. 50% of the entry fee will be refunded for withdrawals received within 48 hours after the deadline date. Any withdrawal received within 48 hours of the tournament

date will not receive a refund. If you feel your late withdrawal is a special circumstance, you may submit a refund form to the section office within 10 days after the completion of the event in which the refund is requested for. The request must state specific reasons for the junior’s withdrawal of the event. The Board of Director’s will then make a decision based on the written appeal at the next scheduled Board of Director’s meeting scheduled on a date following that tournament in question. A player may be suspended from the JGT for two No Shows. Late FeesLate FeesLate FeesLate Fees Active registrations entered prior to the tournament deadline that are automatically placed on the tournament wait list will not be charged a late fee. A late fee of $10 per event entry will be added to any registration received after the tournament deadline date, regardless if placed into the active registration for an event or onto the waitlist for an event. NSF ChecksNSF ChecksNSF ChecksNSF Checks The fee for overdraft items, returned checks, and insufficient funds will be $25 per item, payable to the NENY PGA. This shall result in having the player’s playing privileges in JGT tournaments revoked until all fees are paid. A record of this will be kept on file at the section office. Code of ConductCode of ConductCode of ConductCode of Conduct The JGT takes great pride in the quality of its players, its host facilities, and the supporting sponsors that comprise the JGT. In order to continue to make the tournaments enjoyable for everyone, the section requires all of the JGT participants to adhere to the following set of guidelines known as the Code of Conduct. Its purpose is to help players grow and mature by understanding and accepting the consequences of their actions. Any breach of the following guidelines will result in disqualification, without a refund, from the tournament where the incident occurred and may result in JGA membership suspension for the current year and possibly subsequent years. In order to make the atmosphere of the JGT pleasant to all, the following rules of conduct will be strictly enforced: • Club throwing, swearing, or general misconduct may warrant disqualification. These actions will be noted within the file of the individual(s). In the case of a disqualification, a letter will be sent to the parents explaining the action(s) of the junior. The parents will be expected to respond. • If a player continues these actions on the same day or is involved in a subsequent incident, the following procedure will be enforced. The player involved will be escorted off the golf course. The player will be disqualified from the tournament and all subsequent JGT tournaments until an appeal is heard before the Board of Inquiry. The board will decide on the severity of the incident and what action(s) will be taken. Suspension of one or more years will be considered appropriate in cases where severe misconduct is substantiated. • All appeals must be made in writing and signed by the player. CheatingCheatingCheatingCheating Cheating will not be tolerated. Any player found cheating shall be immediately disqualified from the tournament. Any JGA member found cheating a second time shall lose his/her status as a member of the JGA and all benefits associated with being a member. Any knowledge of cheating must be reported to the Tournament Director as soon as possible. Reporting rules infractions ensures fairness to the field. Parents and spectators should not get involved in rulings unless requested by the rules committee. Accusation of Cheating: IF all members of a group make an accusation of irregularities of an individual’s score or his/her behavior on the course the following procedure will be followed: • All members of the group will be questioned that day either in person or by phone. • The accused will also be questioned that day. • The tournament director shall conduct the on site investigation and report the findings to the Board of Inquiry. IF cheating or codes of conduct violations are verified, the player will be disqualified from the tournament. The player cannot play in any future JGT tournaments until appearing before the Tour Advisory Board. If the cheating is deemed a serious matter, it is possible that the Tour Advisory Board may suspend the person for the entire season. To reinstate eligible status for any JGT tournament the following year, the player must appear before the section Junior Golf Committee.

The following are examples of appropriate attire (boys): • Hats must be forward at all times or they will be confiscated for the tournament. • Collared shirts with sleeves. • Shirts must be tucked in. • Slacks, Bermuda shorts, or tennis shorts (hemmed). • Golf shoes or tennis shoes. • No T-shirts, tank tops, sweat suits, or jeans. If a player arrives at his/her designated starting hole out of dress code, he/she will be prohibited from participating. at Golf (SNAG) equipment designed specifically for new golfers. SNAG gear uses plastic color-coded handles to help with proper

Hi5 Sports offers instructional golf clinics for 6 weeks plus a season-ending golf outing for the entire family. Each clinic involves instruction and practice on the driving range, practice green, and golf course. The program is built around the Level 1 learning program established by U.S. Kids Golf and will be tailored to meet the needs of each

golfer. The U.S. Kids Golf learning programs teach the fundamentals of golf to ensure each golfer can achieve their maximum performance, but with a strong emphasizes on fun. Small group instruction will be lead by our

volunteers which include a number of current and former junior golfers. The golf outing includes options for on-course play as well as miniature golf…something for everyone.
