ANIMAL SCIENCE COMMITTEE
The purpose of the Animal Science Committee is to actively pursue opportunities to provide
sound educational activities in which the MACAA members may advance their knowledge,
understanding and expertise in the areas of livestock and dairy production and marketing, and use
that knowledge to further educate clientele and stakeholders.
Numerous Animal Science and Forage opportunities were made available to aid in the
developmental training of MACAA members over the past year as well as well as assist
producers with their management goal. Some of these educational programs included the 2014
MACAA Professional Improvement Conference, Spring and Fall Artificial Insemination Schools,
Agribition Sale, BCIA Bull Sale, MAFES Production Sale, Mississippi Cattlemen’s Association
Convention and Trade Show, Mississippi State Fair, Dixie National Livestock and Horse Shows,
Sunbelt Ag Expo, Grazing Schools, North and South Mississippi Cattlemen’s Association
Cattlemen’s College, Forage and Pasture Short Course, Research Station Field Days,
Animal/Dairy Science Program Updates, County and Area Producer Meetings, Annual Dairy
Field Day, Mississippi/Louisiana Dairy Management Conference, Board Sales, including the
Homeplace Producers Sale and Cattlemen’s Exchange Producer Sale and other In-Service
Training opportunities for Extension personnel to aid them in dealing with issues encountered by
their livestock and dairy producers.
Year Highlights
In addition to those yearly core activities there were several clinics, conferences and tours aimed
specifically for education and enrichment of our Extension agents. A 2-day Horse Judging Clinic
was added in the spring for 4-H youth and agents, alike. A group from across the state
participated in an Equine Production Tour that traveled across Mississippi, Louisiana and Texas,
touring several different types of equine facilities, industries, and production areas. Other groups
utilized Sustainable Agriculture and Research Education (SARE) grant funds to attend the Grass-
fed Beef Production conference hosted by Texas A&M in College Station, Texas and the
Sustainable Year-Round Forage Production and Grazing/Browsing Management Training at
Tuskegee, AL. These SARE funds and trainings have also been utilized to host Small Ruminant
Parasite Control workshops across the state were producers are trained alongside extension agents
in FAMACHA©
, a tool used to asses parasite infestation in goats and sheep.

COMMUNICATION AWARDS COMMITTEE
The 2013-2014 Communication Awards submissions were excellent and of the highest quality
with Mississippi entries winning four of the thirteen National Communications Awards, one
National Finalist Communication Award, and three Southern Region Communication Awards.

NATIONAL & SOUTHERN REGION WINNERS
Gary R. Bachman was a two-time National Winner in the Communications Program for his
video presentation Southern Gardening Television and his feature story Wise Watering: Surviving a
Long Hot Summer. Gary received recognition at the national conference in Mobile, AL and $1000
for his two submissions.
Jane Parish was a National Winner in the Communications Program for her learning module
titled Mississippi Master Cattle Producer Learning Modules. Jane received recognition at the
national conference in Mobile, AL and one check for $500. Jane Parish was also selected as a
Southern Region Winner in the Communications Program for her Bound Book titled Mississippi
Beef Cattle Producer Pocket Guide. Jane received recognition at the national conference in
Mobile, AL for this submission as well.

FORESTRY, AQUACULTURE
NATURAL RESOURCES Thanks to the support of Dr. Joe Street, Associate Extension Director and State Program Leader
in Agriculture, inservice training of our new county extension agents has been the focus of this
committee. Seventy nine agents participated in the forestry/forest products/natural resources
inservice training on May 14, 2014. A longleaf pine management tour was also part of the
MACAA Annual PIC Conference on August 21, 2014. Thirty five agents braved the heat and
sun and learned a little about longleaf pine.
Our second objective was to support our agents that provide county-level educational programs
to producers. We have been very successful in obtaining a number of grants that have funded this
effort. Thanks to the teamwork of our extension agents and specialists the educational
opportunities at the county level in forestry, aquaculture, and natural resources look bright.

HISTORY
The History Committee met in Grenada on September 5, 2014. We compiled Program books
dating from 1991 to present. We compiled “A Brief History of the MACAA” dating back to
1936 to 2001. This was the last year that a History Book was presented to the Membership.
From the past annual program books, Steve Winters and Jimbo Burkhalter compiled a complete
list of MACAA Lifetime Members and will keep them notified of current events with the
association and the Mississippi State University - Extension Service. The last version of the
association’s history was from 1936-2001. It was published in 2002 and is available on the
website under the category ‘Formal History’.
Steve Winter and Jimbo Burkhalter were given Vice Chair status for the History Committee and
will hold this position until their retirement. This was voted on in the September 8, 2014 Board
of Directors meeting via Interactive Video.

HORTICULTURE COMMITTEE
The MACAA Horticulture Committee did not have any formally planned programs this year.
However, two presentations relating to horticulture were made at the MACAA - Professional
Improvement Conference in Hattiesburg, MS this summer.
Dr. Wayne Porter made a presentation entitled ‘Abiotic Problems of Plants . . . the Other
Disease.’ This presentation described problems that affect plant growth but are not related to
insects or disease. Dr. Gary Bachman made a presentation entitled ‘Professor Marvel's
Miraculous "Miracle Grow" Elixir.’ The presentation addressed advertising hype about
fertilizers. It also provided practical information on fertilizer rate calculation.

RECOGNITION and AWARDS COMMITTEE
The Mississippi Association of County Agricultural Agents was eligible for two Distinguished Service
Awards (DSA) and two Achievement Awards (AA based on our 2014 membership under NACAA
guidelines. The number of DSA’s and AA’s selected each year is based on 2% of our association’s
membership as of Feb. 15 of the previous year. This was an NACAA policy change as of 2012.
The Distinguished Service Award (DSA) is presented to members who have served at least10 years as a
member of the Extension Service and the MACAA. The winners are selected by their peers and must be
approved by the MSU-ES Director. They are held in high esteem by their fellow members for their
service in planning and delivering quality educational programs.
Achievement Award (AA) winners are selected by their peers for outstanding early career programming.
The winners must be current MACAA members with less than 10 years of employment with the
Extension Service. NACAA policy requires that all DSA and AA winners attend the NACAA AM-PIC
in the year of their approval, to be showcased before a national audience during formal ceremonies for the
prestigious awards. Exemptions are only extended for extenuating circumstances.
The following DSA and AA winners were selected in October 2013 and will be recognized at the
NACAA Annual Meeting to be held in Sioux Falls, South Dakota, July 12-16, 2015.

SCHOLARSHIP COMMITTEE
NACAA Scholarship policy:
Member vestment will be $40 to qualify for up to $1,000 scholarship and a vestment of $100 (an
additional $60 contribution to the scholarship fund) to qualify for an additional scholarship
award from $1,001 to $2,000 (no more than $1,000 in any one year will be awarded).
As of 2014, four agents have taken advantage of the NACAA Scholarship Awards. This year a ½
dozen agents contributed $40 to the fund. These agents are now eligible to receive up to $1,000
toward an educational endeavor in 2015. Currently, Mississippi has 49 members who have
contributed to the scholarship fund; 47 over $40; 2 under $40. Amounts less than the $40
minimum make that agent ineligible for scholarships.
Dr. Jeff Wilson applied and received funds which he will use to attend an educational conference
in Savannah, GA in 2015.

The NACAA Scholarship Fund is managed by an educational foundation whose purpose is to
oversee funds generated for the express purpose of making it available to members for various
educational opportunities. In 1983, the fund was incorporated as a non-profit corporation. The

Foundation funds are invested in mutual funds and are managed daily in an account by Raymond
James. The distribution is 46% bonds, 44% standard stock and 10% hard assets. As of spring
2014, the investment balance was about $800,000.00. The board uses about 3% of the investment
for scholarships. The Education Foundation is separate from NACAA. Proceeds from the
NACAA scholarship auction, donations and other fundraising activities such as ticket raffle, logo
knife or pen sales, etc. go into the Foundation kitty. At the Mobile, AL Conference this year, the
silent and live auction, donations, and raffle ticket sales generated $7,114.50 for the fund from
Nov. 1, 2013 through July 30, 2014 (subject to final audit).

MACAA INVESTMENT
November 2013 to October 2014
On January 16, 2014 the association’s Comptroller advised me that the associations checking
account was down to $1,000 and that he had bills coming up to pay. He asked that I take funds from
the Investment Account and send to him for the checking account. On January 17 I picked up a
$5,000 check from the investment fund, and then mailed to Reid Nevins. The funds were taken from
the cash account we have in Raymond James Investments.
On April 21, 2014 the association’s Comptroller advised me that the associations checking was
down to $1,500 and that he had some bills coming in to pay. I called our investment company and
asked that they cut a check for $8,000 and I would pick it up on April 22 and mail to Reid Nevins.
The funds were taken from the cash account we have in Raymond James.
On August 19, 2014 the association’s Comptroller ask that I send him $5,000 for the association’s
checking account. He said the checking account had gotten to a low level because of checks he had
to write for those attending the National meeting in Mobile and he knew he would have expenses for
the MACAA Summer PIC. I called our advisory at Raymond James and ask that a check be cut for
$5,000 and I would pick it up. On August 20, 2014 I delivered the check to our Comptroller at the
summer meeting in Hattiesburg.

DR. WILLIAM MARLIN BOST (1924 - 2014)
STARKVILLE – William Marlin Bost, 90, passed away Friday, Feb. 28, 2014, after a lengthy
illness. He was born in Ecru on Jan. 7, 1924, to Luther and Ida Russell Bost. He served his country
in the U.S. Navy during World War II. After graduating from Mississippi State University in 1949,
he taught agriculture to war veterans at Ecru. He began his career with the Mississippi Cooperative
Extension Service (MCES) as assistant county agent in Calhoun County (1951-1955) and served as
county agent in Tippah County from 1955 to 1958. After completing his master's degree in
Extension Administration from Cornell University in 1959, he moved to MSU, where he served as
MCES Northeast District agent and later as associate director of MCES. He became director in 1962
and served in that capacity for 19 years. He earned the Ed.D degree in administration of higher
education from the University of Mississippi in 1970. As director of MCES, he led many initiatives,
including consolidating all on-campus MCES offices. He began lobbying the state legislature in
1972 and received funding in 1974 for the complex which was completed in 1977 and now bears the
name "William M. Bost Cooperative Extension Center." His directorship of the MCES led many
other states to model themselves after Mississippi's organization. Dr. Bost's career was devoted to
improving the lives of all Mississippians through his work in agriculture and consumer sciences. He
was named Progressive Farmer magazine's "Man of the Year" in 1980. Gov. William Waller named
him Outstanding Mississippian in 1980 for serving both rural and urban citizens' needs. He was
awarded two USDA Superior Service Awards and a National Association of County Agriculture
Agents Distinguished Service Award. He was recognized with two state legislative decrees. He
served on several boards including the Mississippi Farm Bureau and the Advisory Boards of
National Bank of Commerce of Mississippi and, later, Merchants and Farmers Bank, and the
Oktibbeha County Economic Development Authority, which was instrumental in establishing the
Thad Cochran Research and Technology Park. He was president of the Oktibbeha County Co-Op
board of directors. He was a Rotarian and a devoted member and Sunday school teacher, First
United Methodist Church of Starkville. He is survived by his wife of 71 years, Elaine Fields Bost; his sister, Alvis Dechello of West Haven, Conn.; sons, Bill Jr. (Diane) of Vicksburg, Steven (Gail) of
Nashville, Tenn., and Larry Bost of Starkville; daughters, Bonnie (Mike) Lasker of Birmingham,
Ala., Suzanne (Gary) Thompson of Mound City, Kan., and Julie (Travis) Ferguson of Batesville; and
son-in-law, Mike Nix of Huntsville, Ala. He was preceded in death by a daughter, Beth Nix.
Visitation was held 12:30 p.m. today, March 1, at First United Methodist Church in Starkville with
services at 2 p.m. Welch Funeral Home of Starkville is in charge of arrangements. Donations may
be offered to the American Lung Association (middleTNwalk.org) or Wounded Warrior Project on
his behalf.
MR. GEORGE WILLIAM “WILLIE” GILLIAM
PONTOTOC – George William "Willie" Gilliam, 97, went to be with the
Lord on Sunday, September 28, 2014, at NMMC in Tupelo. He was born
on December 6, 1916, to George Jasper Gilliam and Velma Azalea
Nelson Gilliam in the Macedonia Community of Union County. He
married the love of his life, Delia Busby on June 12, 1941, and they
shared 54 years of marriage before her death in 1995. He graduated from
high school at Macedonia and attended Holmes Junior College and Delta
State on a basketball scholarship. He obtained an associate and bachelor's

degree, in Coaching and Science. He was a member of the DSU third place NIT Team. After World
War II, he obtained a master's degree in agriculture from Mississippi State University. He coached
boys' basketball at Pittsboro and girls and boys basketball at Macedonia where his girls' team was
state runner-up champs. His teams won 97 out of 113 games. He also taught agriculture in the
veteran's program at Randolph for 10 years. He worked for the MSU Extension Service for 22 years
where he served as 4-H agent and county agent. He was one of the organizers of the Farmers Market
Association that built the Pontotoc Grain Elevator. He organized the Cattlemen's Association and
recruited Representative Mac Huddleston to Pontotoc as a veterinarian. He served on the Pontotoc
County Fair Board for 57 years.
He was a World War II Navy veteran and a member of the American Legion Post 16, where he had
served as commander and adjutant. He was a member of the Rotary Club. He was a member of the
First Baptist Church in Pontotoc where he sang in the choir for 51 years, and he and his wife were
the founders of the “Keenagers.” His goal was to share his story about how God had directed his
life. He will be remembered as saying, “A merry heart doeth good like a medicine.”
He enjoyed public speaking and spoke to more than 200 groups, telling his jokes and his testimony.
He won the Tupelo Speaking Tournament and went on to win the Mid-South Fair's Speaking
Competition. He and his wife built the first dairy bar “The Frozen Cup” and ran it for 15 years in
Pontotoc. He was a people person who loved everybody and met no strangers. He was an avid MSU
fan and held season tickets to football, basketball and baseball games for more than 40 years.
Services were held, September 30, 2014, at 3 p.m. at First Baptist Church in Pontotoc with Dr. Ken
Hester officiating. Burial followed in West Heights Cemetery. Survivors include his two daughters,
Linda Karen Gilliam and Sherry Thompson (Danny), both of Pontotoc; a daughter-in-law, Sandra
Gilliam of Fulton; one brother, Kelly Gilliam (Ruby) of Yazoo City; a sister-in-law, Bettie Sneed of
New Albany; three grandchildren, Michael Gilliam (Mendy), Michelle Poores and Heather Jousan
(Dean); five great-grandchildren, Caitlin Rigby, Preston Rigby, Wren Gilliam, Kyle Gilliam and
Keagan Jousan; one great-grandchild due in November, Webb Jousan; special nieces and nephews,
Linda Mitchell, Lisa Overstreet, Mark Sneed, Beverly McGaha, Dale Manning, Gale Manning,
Rocky Gilliam and Clayann Panetta.
He was preceded in death by his parents; his wife; two sons: Gerald Gilliam and Bobby Dwayne
Gilliam; a sister: Geraldine Manning; a half-sister, Lois Moody Gray; and one brother, Clay Gilliam.
Pallbearers were: Danny Thompson, Michael Gilliam, Preston Rigby, Wren Gilliam, Kyle Gilliam,
Dale Manning, Gale Manning, Rocky Gilliam, Torrey Mitchell, Dean Jousan, Dean Mitchell and
Tommy Mitchell. Honorary pallbearers will be Fred Wicker, George Stegall, Lou Ramsey, Bobby
Davis, Walter Chittom, Ricky Ferguson, Kevin Foster, Joe Whitten and Wallace Henry. In lieu of

Jimmy Lindell Hamer, of Starkville, Miss., formerly of Camden, TN. passed away. Thursday, Aug.
7. Funeral services were held Wednesday, Aug.13, at 2 p.m., in the Oakdale Funeral Home of
Camden with Bro. Marty Johnson officiating. Burial followed in the Camden City Cemetery. Mr.
Hamer was born in Camden, to the late Joe L. Hamer and Irene Spence Hamer. He was a retired
Entomologist with Mississippi State University. He is survived by his wife, Jeanette Hargis Hamer;
a daughter, Allison (Brian) McWiliams, of Meridian, Miss.; and three grandchildren, Kolby, Cade,
and Eli Creed.

CHARLOTTE - Reuben Hoskin of Charlotte transitioned this life on
September 27, 2014. He was 89 years old. Born in Noxapater, MS, he was
the oldest of the six children born to Isaiah and Sarah Hoskin. He had two
older siblings. He was a World War II veteran, serving in the Navy. He
attended Alcorn State University graduating in May 1950. While there he
was initiated into the Gamma Pi Chapter of Kappa Alpha Psi Fraternity in
1949. He began teaching high school in Marion County, MS. There he met
his future wife, Lula Marie Pugh, and they wed on February 14, 1953. He completed his master's
degree at Tuskegee University and graduated in June 1953. He reached the position of County Agent
for Scott County, MS, where he retired in 1986. He became a long-serving member of Pleasant
Grove Missionary Baptist Church and was ordained a deacon in 1956. He eventually became
Chairman of the Deacon Board, a role he held until his relocation to Charlotte in May 2011. He then
became a member of Friendship Missionary Baptist Church. He earned an Educational Specialist
Degree from Mississippi State University in May 1986. He was a lifetime member of the Alcorn
National Alumni Association. He served as chair for the Newton Municipal School District Board of
Trustees. He was a Master Mason of Tuscan Lodge #163; Grand Lecturer of the tenth district of
Mississippi; member of the Jackson Consistory #117; and a member of Rissah Temple 130, Prince
Hall Shriners, Jackson, MS. In 1989 he was elevated to the 33rd degree of the United Supreme
Council, Ancient Accepted Scottish Rite of Freemasonry, Southern Jurisdiction, Prince Hall
Affiliation, United States of America. He leaves to mourn: his wife, Lula Pugh Hoskin, Charlotte,
NC; two daughters: Sharon (Ron) Matthews and Kathl'een (Drake) Tunson, both of Charlotte; one
sister, Mattie White; three grandchildren, two brothers-in-law, two sisters-in-law, and numerous
nieces, nephews, cousins and caring friends. A funeral service will be held Friday, October 3, 2014,
at Friendship Missionary Baptist Church, at 12:00 Noon, visitation 11:00 AM to 12:00 PM,
interment Gethsemane Memorial Gardens. Long & Son Mortuary Service is serving the Hoskin
family.
MR. JIMMY LUTHER (1935 - 2014)
MANTACHIE – Jimmy K. Luther, 79, died Tuesday, September 23, 2014, at his home in
Mantachie. He was born May 13, 1935, to V.L. and Gladys Lucille Bost Luther. He was a longtime
and active member of the Mantachie United Methodist Church. He was a veteran serving in the

United States Army. He retired from the Mississippi State Cooperative Extension Services as the
County Agent for Itawamba County after 30 years of service. He was a member of the Mantachie
Lions Club, Gideons and Habitat for Humanity. He enjoyed farming and raising cattle, which he did
most all his life. He was an avid Mississippi State Bulldog fan. He was a loving husband and loved
being around his family.
Services were held at 3 p.m. on Sept. 24, at the Mantachie United Methodist Church with the Rev.
Ronnie Goodwin officiating. Burial was in Center Star Cemetery. McNeece-Morris Funeral Home
was in charge of the arrangements.
Survivors include his wife of 46 years, Frances Luther; one son, Brian Long (Kim) of Fulton; two
grandchildren, Jake Long of Senatobia and Erin Long of Fulton; two sisters, Jane Russell (Ray) of
Somerville, Tenn., and Judy Winter of Memphis.
He was preceded in death by one brother, Lamar Luther; one sister, Gladys Rogers; and his parents.
Pallbearers were Ronnie Hartness, Roy Doss, Joe Goforth, Stacy Russell, Eddie Cooley, Wayne
Guin, Roy Smith and Joe Malone.
MR. WILEY EDWARD RAY
Wiley Edward Ray, 90, died at home on Friday, July 11, 2014. Born in Farmhaven, Mississippi on
April 18, 1924, Wiley was the youngest child of Walter Freeman and Maude Martin Ray. He
attended Farmhaven High School where he lettered in basketball and track. He received a track
scholarship from Hinds Community College. World War II had commenced, and before he
completed the first semester, he enlisted in the U.S. Marine Corps. He served with the 1st Marine
Division in the South Pacific Theater and engaged in two landings on New Britain.
At the conclusion of the War, he attended Holmes Community College and later Mississippi State
University where he received his degree. He completed post graduate studies at MSU and Colorado
State University. He taught veterans in New Albany, Mississippi and later taught vocational
agriculture in Union County, Mississippi.
He began working for the Mississippi Cooperative Extension Service in Copiah County in 1954 as
Assistant County Agent in charge of 4-H Clubs. He organized the first 4-H Horse Club in the
County. In 1965, he began serving as Area Extension Agent to work with the Mississippi Federated
Co-op Vegetable Processing Plant in Crystal Springs. In this position, he assisted farmers throughout
Mississippi and areas in Alabama, Arkansas, and Louisiana. At that same time, he assisted farmers
growing horticultural crops in Copiah, Simpson, Smith, Lawrence, Rankin, and Lincoln Counties.
He was named County Agent for Copiah County in 1969 and served in that capacity until he retired
from the Extension Service in 1982. He received the Distinguished Service Award at the National
County Agent's Association in Atlantic City, New Jersey. He spearheaded the push for Copiah
County to build a one-stop building for farmers and acted as a liaison between the Board of
Supervisors and three USDA agencies (S.C.S., A.S.C.S. and F.H.A). After he retired from the
Extension Service, he continued to assist local farmers as a private consultant.

He married Margaret (Margie) Luckett Ray on November 12, 1948. They had two sons, Wiley
Gregory (Greg) Ray and Gary Anthony Ray. He was preceded in death by his oldest son Greg, his
parents and siblings. He is survived by his wife and son Gary (Kathy); two grandsons Daniel Wiley
Ray and Stephen Paul Ray of Boulder, Colorado; his daughter-in-law Marsha Pickens Ray of
Escondido, California; and granddaughters Christianne Ray Van Grunsven (Greg) of Eagle Rock,
California and Erica Ray Eagle (Craig) of New York, New York.
He was involved with many organizations in the community including Little League Baseball, Boy
Scouts, and the Lions Club. Wiley enjoyed hunting, fishing and meeting with his friends at D.'s for
coffee and fellowship.
Visitation will be on Monday, July 14 from 6 PM to 8 PM at Stringer Family Funeral Services. Mass
of Christian Burial will be held on Tuesday, July 15 at 11 AM at St. John Catholic Church in Crystal
Springs. Graveside Service was in the Canton City Cemetery, Canton, Mississippi at 1:30 PM.

MR. STEPHEN SCOTT STRONG
Stephen Scott Strong of Utica died at home Tuesday, June 10, 2014. He was 50. Steve held a
Master's degree from Auburn University in Ornamental Horticulture. He worked for many years as a
County Agent for multiple counties in Mississippi. He also taught horticulture for Jefferson State
Community College in Birmingham, Alabama. He was born in Montgomery, Alabama but lived
most of his adult life in Mississippi.
He was preceded in death by his father, Lenton W. Strong of Utica.
Survivors include two daughters, Anna Elaine and Alison Lee Strong of Birmingham, Alabama;
mother Ann B. Strong; brother, David L. Strong (Sylvia); sister, Barbara Thum (Michael); two
nieces and one nephew, all of Utica, MS.
Visitation will be Monday, June 16, 2014, beginning at 9 a.m. at the Utica Christian Church with the
service followed at 11 a.m. Brother Brad Hartzog officiated. The burial was at the Cayuga Cemetery.
Memorial donations can be made to the Cayuga Cemetery fund, 3043 Old Port Gibson Road.
MR. BILLY D. WALTON
Mr. Billy D. Walton, 83, of Ackerman, Mississippi passed away April 25th after a brief illness. He
was born on October 18, 1930 in Newton County, Mississippi, being the only child of Leon and
Nancy Elizabeth Walton. The family later moved to the Dixon community of Neshoba County
where Billy was taught at an early age to work on the farm and was given his own acre of cotton to
work and manage each year, using the revenue to purchase his own “school clothes”. From the farm

experiences he learned basic life values of hard work, discipline, and literally “reaping what one
sows.” He loved the farm and all of its glory – the woods, the pastures, the crops, and especially the
livestock. This love continued throughout his entire lifetime as he continued to buy, sell, and trade
land, timber, and livestock, particularly Tennessee Walking horses. After high school graduation,
Billy worked for a short period of time, but received his “calling” to the military in April of 1951.
His hard work on the farm paid off as he completed basic training in only fourteen weeks. After
extensive leadership training, he was sent with the 24th Army Infantry Division to Korea, where he
fought on the front lines on top of Heartbreak Ridge in North Korea where the temperature was 30-
40 degrees below zero. Upon receiving his orders to go home, he truly considered it a miracle from
God, as many of his comrades “didn’t make it”. From his experiences in North Korea, Billy learned
never to take his blessings for granted and to thank God daily for them. Shortly after returning to
Mississippi from Korea, he enrolled at East Mississippi Community College, and then transferred to
Mississippi State University earning his Bachelor of Science Degree and Master’s Degree in
Agriculture. Billy began his career teaching agriculture, then worked with the Mississippi
Cooperative Extension Service as an Assistant County Agent in Winston County until 1962, then
was promoted to County Agent in Choctaw County where he worked until his retirement in 1987.
The most rewarding aspect of his job was getting to know the farmers and their families on a
personal basis which resulted in life-long friendships. Mr. Billy, as he was fondly called by many
friends, also enjoyed a lifetime of Christian and civic service. He was an active member of
Louisville, Ackerman, and South Union Methodist churches where he served as a Sunday school
teacher for over 40 years. He also served as a church lay leader, a lay speaker, and was a Gideon. He
was also a Rotarian and served as the first Economic Development Director of Choctaw County.
After retirement, Billy was blessed with good health and was able to spend most of his time in the
great outdoors, traveling to the Smoky Mountains, and frequenting many horse-shows throughout
the Southeast, where he was often Master of Ceremonies. He lovingly cared for his horses, riding
them on a regular basis, and took much pride in perfectly groomed pasture land and fences – home
for his beloved horses. Billy was a gifted speaker, with a deep, slow, southern drawl and was
regularly invited as the guest speaker for many civic, church, and political events, always being
meticulously prepared. Above all, Billy’s most cherished moments were spent in private time with
God and time spent with his family and dear friends, especially his two grandsons. He is survived by
one daughter, Patti Walton Guerry of Columbus, MS; a son-in-law, Paul Guerry of Columbus, MS;
one grandson, Jonathan Guerry of Hattiesburg, MS; and a host of cousins. He was preceded in death
by a grandson, Walton Matthew Guerry; his wife, Leola Waddell Walton; Helen Turnipseed Walton;
and his parents, Leon and Nancy Elizabeth Hillman Walton. A Memorial Service will be held at
Ackerman Baptist Church at 2:00 P.M., Saturday, May 3rd visitation from 12:00 – 2:00 prior to the
service. In lieu of flowers, the family requests that any donations be made to the church of one’s
choice, St. Jude’s Children’s Hospital, the American Cancer Society, or the North American Mission
Board.

OCTOBER 30, The meeting of the Mississippi Association of County Agricultural Agents was held on Tuesday,
October 29, 2013 at 6:30 a.m.
Members present were: Ruby Rankin, Anita Webb, Andy Braswell, Lamar Adams, Elmo Collum,
Jimbo Burkhalter, Reid Nevins, Wesley Purvis, Phillip Vandervere, Nicholas Simmons, Ricky
Ferguson, Thomas Brewer, Tracy Robertson, Amanda Woods, Keith Crouse, Wayne Boshart, David
Carter, Laura Giaccaglia, Angus Catchot, Charlie Stokes, Dean Jousan, Heath Steede, and Donna
Beliech.
Meeting was called to order by Ruby and Jimbo Bukhalter said the prayer.
Leanne Peters representing the MS Cattlemen’s Association was in attendance and gave an update
on some of the activities with MCA. MCA also sponsored the breakfast.
Reid Nevins gave a membership update. 91 Paid Members and 12 first timers joined this year.
Elmo Collum gave an update to the attendees that if you get 120 members you would get another
DSA and voting delegate at the National Convention.
Ruby stated we have a request from Alabama requesting support from the association for the
convention in Mobile, Alabama.
Jimbo stated $5000 would be a good number for support of the 2014 convention in Mobile. Jimbo
also presented a letter from Alabama on what they requested.
Elmo spoke about doing tours in Mississippi.
Jimbo made a motion to give them $5000 for support and David Carter 2nd
the motion.
Ruby reminded everyone Arkansas will be coming up in the future and may need help.
Discussion on motion, Elmo told how many CD’s the association has; only one left will be due in
March of 2014. He said money next year would not be like it was this year. Cost and logistics
would not permit us to cook a meal and donate at the Alabama convention. Lamar Adams said if
we have the funds available we should support them in their efforts. Elmo stated that we sent South
Carolina installments when we supported them in hosting the National Convention. Ruby said it was
her understanding we would support them with the $5000 donation and any other donations that
become available. Elmo said we sent the funds to South Carolina in installments over a period of
time. We have not been contacted by Arkansas for support at this time. Ruby stated $5000 to
Alabama for National meeting.

Discussion on auditing the books since it has changed hands. Reid said his wife looked over when
he took over. Lamar said Ag Econ did it for years and requested that Ken Hood audit the books.
Elmo said for the board to keep in mind that we have an account that has $18,912 in it estimated
annual interest income is $1.89. He stated these funds were there to decide what to do with these
funds. No action on this was taken.
Ruby stated on July 20-24 the National NACAA Conference will be held in Mobile, Alabama.
Discussed tentative dates for PIC Conference. August would be a better time to have PIC. JCEP will
be in Memphis in February (president and president elect to attend) PILD will be in Alexandria,
Virginia (1st
VP will attend)
Charlie needs to set up meeting with Joe Street to get information to present in Washington, DC at
the Annual PILD.
Discussed having the MACAA meeting or the portion of meeting at PIC. We will discuss this David
Carter said since a lot of agents have to travel so far. Need to keep this in mind in setting time for
the MACAA meeting (No discussion on this.)

New Business
Jackson County Agent, Thomas Brewer made a motion to donate $100 to Tracy Hill Townsend
Fund. Dean Jousan made a motion to increase amount to $200.00 and Jimbo 2nd
the motion. Elmo
wanted to know who has the bylaws for the Association. The last time it was updated was in 1996
per Tracy Robertson. Elmo stated the by-laws need to be current. How the policy committee is
made up past President Head of Committee and all past Presidents will serve on the committee.
Ruby stated the by-laws would be reviewed and issues will be taken care of.

MACAA BOARD MEETING FEBRUARY 26, 2014

MACAA Board Members met on February 26, 2014, via Interactive Video Conference.
President Ruby Rankin opened the meeting.
Those present were: Ruby Rankin, Ricky Ferguson, Bill Burdine, John Byrd, David Carter, Tracy Robertson, Amanda Walker, Elmo Collum, Stanley Wise, Heath Steed, Wesley Purvis, Dean Jousan,
Amanda Woods and Charlie Stokes.
Bill Burdine gave an update on Membership. Reporting there were 150 active and paid members.
He reminded the board that the association paid for first timer dues and that this had been a good
way to get and retain new members. There 110 lifetime members on role. The Committee chair for
Retirees needs to look at the members and get an updated address for these members. We also have
5 complimentary members. Bill also reported that there were 23 First time members this year.
Bill asked the board to consider setting a firm deadline for members to help get members paid in a
timely manner. This would also determine if members were eligible for awards. John Byrd made the motion to set the Membership deadline for January 10
th.
Ricky Ferguson seconded the motion. All were in favor and motion passed.
Elmo Collum gave the Investment and Financial report.
Ruby Rankin reported on the JCEP Meeting and also reported on the NACAA Diversity Committee
which she will be serving on and told members that she will be talking to members about ideas and
information for this committee meeting on March 10th
.
Ruby also discussed the PILD meeting which will be April 6-9, 2014. Charlie Stokes will be
representing us at this meeting in Washington. She reminded Charlie of the early bird registration
on March 7. Charlie has been talking to Officers in the other Association to coordinate this trip.
Ruby reported that she had been working on this year’s PIC- Professional Improvement Conference.
The date has been set for August 20-22, in Hattiesburg. She has been talking to Dr. Street, Lee
Taylor, and Dr. Knight to coordinate dates and events. The PIC Committee will meet and finalize
plans.
Ruby discussed the Annual Conference; which is scheduled for October 28-30, 2014 and talked
about duties and responsibilities prior to conference. John Byrd will check with Sammy Blossom on
sponsoring the MACAA Board Breakfast meeting.
The board also discussed lining up committee names so they would coordinate with National
committees. Elmo said that this could be done by Ruby or John and they could report back.

The board discussed the donation to Alabama for the national meeting. Ricky Ferguson made the
motion to send Alabama $5,000.00. John Byrd seconded the motion. The motion carried.
Alabama has already been working with Coastal Agents to help line up tours and meetings.
Members who will be attending the NACAA meeting for the first time will receive first dib’s on the
money from MACAA to assist in attending, the amount to be determined at a later date based on the
number of first timers attending and how investments perform.
Ruby told the group for those members who attended the Galaxy conference in Pittsburg they will
have up to 3 years to use a $150.00 voucher for a discount toward another NACAA meeting.
The board discussed the reverse raffle ticket to see if this was still beneficial to the Association.
Elmo reported that it had been beneficial and we could get with Reed to check to see how much
money the raffle actually brought in.
Ruby and John will get together to line up Annual Conference.
Ruby also asked to remind everyone to get Communication awards into Amanda Walker.
David Carter gave a brief report on an Equine tour the end of May in Texas and that he was also
looking at a Southwest Equine Field Day.
Ruby reminded the group about the $200.00 per district to help defray the cost of in-service.
Amanda Walker talked about the Communication award deadlines and will send out one more e-
mail.
Elmo mentioned that Tennessee will be bringing some beef producers through Mississippi and that
Rocky has been contacted and other Agents who shave good producers and are willing to host this
group for a brief tour can contact Elmo.
Elmo announced that the Association may need to look at the investment chair position or decide
what to do. He will be retiring the end of December. He did say that he would be willing to
continue to serve in this position.

MACAA MEETING
The meeting of the Mississippi Association of County Agricultural Agents was held on Wednesday,
August 20, 2014 in Hattiesburg, Mississippi during the annual MACAA/PIC conference.
The meeting was called to order by the President and discussion followed regarding the location of
the annual Association meeting that will be held in conjunction with the Annual Extension
Conference
New Business:
Discussion on MACAA moving from Bost to Hunter Henry for the Association meeting. There was
a discussion on who would pay the expenses if we moved to Hunter Henry. There was also a
discussion that Ruby Rankin would find out from Dr. Gary Jackson or Dr. Joe Street who would be
responsible for the extra expenses. Elmo and others discussed getting by this year as cheap as
possible and do our business meeting at the 2015 conference. It was pointed out that changing the
Annual meeting to coincide with the PIC conference would require that award applications would
need to be turned in earlier in the year. It was also suggested doing away with the Association
meeting. It was pointed out that in order to make these changes that the membership would need to
be informed 30 days in advance to a vote being held. It was agreed that the information would be
sent out to the membership prior to annual conference and that a vote would be made during the
conference. It was also brought to the members’ attention that we would not be able to park around
Bost.
MOTION FOR CONSIDERATION
A motion by Elmo Collum was made to “ have 2014 conference as planned and as cheap as possible
and that the Association move toward doing business at the 2015 PIC meeting and doing away with
any activities on the Monday of the Annual Conference. David Carter seconded the motion.
Ruby Rankin read an email from representative of Hunter Henry about the changes and etc. David
Carter suggested that Ruby email Dr. Jackson and find out about paying expenses, Rankin agreed to
contact Dr. Jackson and Dr. Street.
Elmo Collum gave the financial report for the Association. Reid Nevins also gave a report on the
approximate cost for first timers to attend the MACAA Convention in Mobile, AL of approximately
$4,000.00 Bill Burdine stated that he was under the understanding that the 1
st Vice President duties were to
help raise funds and etc. for meetings. Getting in touch with Chemical Companies, Seed Companies
and etc.
Mark Mowdy stated that it was his understanding that the ones attending the PIC Meeting would not
be charged for registration. Bill Burdine stated that under the leadership Dr. Vance Watson that Dr.
Watson agreed to help sponsor the PIC Conference if it was open to all agents and that no one would
pay a registration fee to attend the meeting. Rankin stated that she would check into the matter but

that she was unaware of any stipulations regarding registration being made by current Extension
Administration.

Elmo said that we need a good fundraiser to make extra money. Belvia will check on getting a
crossbow for the fundraiser. There was discussion on other items that could be used for a fundraiser.
Jimbo recommended that each board member bring items for an auction.
Discussion on location for the auction:
Ruby will check on location for the auction. A possible location could be the big room at Bost.
Discussion on the possibility of taking a picture of the auction items and let everyone know of the
location for the auction. Update on NACAA meeting in Mobile, Alabama and number attending:
The PIC Conference was held in Hattiesburg, MS. Sixty-two agents participated in the PIC
conference.
Ruby said that we need current addresses for Lifetime members if they are located in your county.
Bill Burdine stated that there was a one-time fee of $50.00 for Lifetime members.
Jimbo and Steve Winters will be held in charge of getting information of lifetime member’s
information and keeping them informed on MACAA.

Discussed whether or not membership chairs from each region move up to Junior Director and a
membership chair are elected each year or not. Rankin stated that according to the handbook the
membership chair does not move up. Jimbo stated that several years ago the Board voted for the
membership chair to move up to Junior Director, the Junior Director move to Senior Director and
that a membership chair be elected annually.
*Motion made by John Byrd to make Jimbo and Steve co-chairs of the lifetime membership
committee. John amended that Jimbo and Steve remain on this committee until their retirement. We
will add this to the committee assignment page for 2014-2015. (MOTION PASSED)
Annual Meeting:
John Byrd will take care of the breakfast for approximately 25 attendees at the Annual Board
Meeting and will also work on the location of the regular Annual meeting and the meal.
Report from Elmo:
No change from previous meeting. He suggested that we get our name in front of sponsors for
support of MACAA.
Reid Nevins PIC report:
Fifty paid members total $1000.00 paid.
Gave financial report on the PIC Conference
$2276.00 total paid out by MACAA for PIC

Elmo stated that a deadline needs to be set for committee reports, email reports to Donna Schmitz for

Reid Nevins stated that the MACAA dues need to be sent in. Balance in the bank is $6635.15 as of
September 8, 2014.
Elmo wanted to know who was responsible for the membership list. We have members that are on
the list that need to be taken off. The membership that is on line is up to date, but the book is one
year behind. Need to take inactive members off of the membership list.

JCEP/PILD CONFERENCE
APRIL 6-9, 2014 - ALEXANDRIA, VA
The Joint Council of Extension Professional (JCEP) held its annual Public Issues and Leadership
Development (PILD), Conference in Alexandria, Virginia during April 6 – 9, 2014. This is a
summary of the topics and events that took place during this conference.
The MSU-ES personnel attending included: Anita Webb (MACAA), Christy Berry (MAE4-HA),
Carolyn Conger (MAEFCS) and Judith Breland (Epsilon Sigma Phi).
The Conference began with a general session and welcome. There were several great presentations
on the History of Extension and a Centennial Celebration.
Topics and power workshops were presented on future outlooks including – Cooperative Extension
in 2014 and Beyond Leading Innovation and Change
The Role of Extension in Controversial Issues
Effective Strategies in Controversial Issues
Communicating on the Hill
Extensions Public Value – Then, Now, and future
The National Institute of Food and Agriculture (NIFA) gave an overview and update. The panel
discussion targeted a discussion on “Extension in the Future”.
Dr. Ramaswamy was unable to meet with us due to a conflict and we met with Jimmy Henning,
Chair of ECOP.
Tuesday, April 8, the day began with a variety of round table topics. I participated in Helping Our
Clientele Stay Healthy through Extension Programming and How to Be an Effective Advocate for
Extension.
These were followed by two dynamite general sessions on “100 years and Counting: Telling the
Cooperative Extension Story to Stakeholders”, presented by Dr. Marshall Stewart from North
Carolina and “An Illustrated Look at the Historic TimeLine of Extension, presented and illustrated
by Steve Stark from North Dakota.
Wednesday, April 9, the Mississippi delegation participated in the Hill visits and had several
successful visits with Congressman and Legislative staff members, all of which I am proud to report
were very familiar with Extension. They were also very interested in hearing about the 100 Year
Centennial and the work being done in Mississippi.
This was a great opportunity to focus on building leadership along with the professional
development opportunities and also advocating for excellence in the Extension profession and as an
officer of MACAA.

JCEP LEADERSHIP CONFERENCE
MACAA REPORT 2014

The JCEP (Joint Council of Extension Professionals) Leadership Conference 2014 was held
February 11-13, 2014 at the Memphis Marriott Downtown Memphis, Tennessee. Ruby Rankin
attended the meeting due to a scheduling conflict by Dr. John Byrd. Travel to the conference was
somewhat treacherous due to recent ice and snow that was received along the route to the
conference.
The conference was called to order at 1:00 p.m. by President Jeff Holland. The theme for the 2014
conference was “Empowering Leaders for the Next Century”. Why are JCEP Leadership
Conferences held you might ask? There are several purposes for the conference which include:
• To provide top quality professional development and leadership development training
• To provide networking opportunities for members, associations and states
• To provide associations an opportunity to provide training for their members
• To conduct association business.
In 2014 there was an opportunity for members to submit proposals for presentations on leadership
development and professional development topics which was a new aspect to the conference.
Conference attendees had the opportunity to attend three of the 18 presentations that were made. The
Keynote Speaker, David Mitchell presented a presentation on “The Power of Understanding People:
The Leadership Difference” and focused on “The Key to Strengthening Relationship, and Enhancing
Organizational Performance” which was very interesting and lively.
Updates from NIFA (National Institute for Food and Agriculture, ECOP (Extension Committee on
Organization and Policy and APLU (Association of Public Land-Grant Universities) were also
given. On Tuesday evening States had the opportunity for States night out and on Wednesday
evening Associations had the opportunity to have dinner together.
Association meetings were held on the morning of February 12 and concurrent sessions were held on
Wednesday afternoon. Sessions attended by Rankin included: “Empowering you to Manage
Organizational Change, Followership? I thought this was a leadership conference! And
Remaining Relevant in an Age of Constant Change”.
There was a celebration and recognition of the 100th
Anniversary of the Smith Lever Act and
presentation on the “Benefits of JCEP” on the morning of February 13. Association meeting were
held from 10:00 am until 12 noon and the conference adjourned at noon.

MACAA PRESIDENT’S REPORT Well, all good things must come to an end, as a matter of reference; all bad things come to as end as
well. The last four to five years have been amazing to say the least. Never could I have seen this
coming, my serving as the state president for MACAA, I can imagine that I am not alone. Wow! Is
one word that comes to mind, and “thank you” to those of you who placed your confidence in me
several years ago and to those of you who are relatively new but have picked the ball up and ran with
it even when you did not know what the end result would be.
Over the past year I was often asked “what you working on”? to which I would respond “MACAA”
business and they would often reply “you still doing that”. My response to such questions was “I
made a commitment to this organization a long time ago and it is my duty to fulfill that commitment.
Granted it has not always been easy, but there have been a lot of bonds that were formed along the
way, friendships that have been nourished and mutual understanding and respect developed. Until
you have walked a mile in another person’s shoes you don’t realize how uncomfortable or
comfortable they are.
What can I say in these few words or this report that you don’t already know? Probably not much,
but what I can say is that Mississippi has some of the “finest” agents in the nation. Through the
years I have tried to represent you well. Whether that representation was during a JCEP conference
in Memphis, TN, a Public Issues and Leadership Conference (PILD) in the D.C. area, on Capitol
Hill meeting with the Mississippi delegation or in meeting with Dr. Street or Dr. Jackson, MACAA
and the image thereof has always been first and foremost.
If you are a part of MACAA or other professional organizations take the time to give back, serve on
a committee, be a part of your district team, help to plan a PIC, do something where you can see and
experience the rich culture of diverse group of people. Over the last year I have had people to ask
“what am I supposed to be doing” I’ve even asked that question a time or two myself but we always
figured it out.
Take the time to nominate your co-workers for awards, take the time to toot your horn or someone
else’s, it is a great way to let someone know that you see and appreciate the work that they do. I
know that there are probably a lot of things that could have been done differently, there always is,
and there always will be however, we could not have accomplished any of what we have without
you.
The opportunity to get to know agents from other states as well as those from the state of Mississippi
is an experience that is invaluable to me. Henry Ford said “whether you think you can or think you
can’t, you are right. It is never too late to change your way of thinking. “Learn to serve, and serve
to learn”. Get to know MACAA and how you can benefit each other.
Many, many thanks to my family, friends, office staff, fellow MACAA members and to all of you
who helped to make this year one to remember. Thank you for allowing me to serve you.
