Flight Line
• Personnel operating vehicles on the flight line must comply with all training and certification requirements. • Includes driver and FOD training.
• ONLY enter and exit through FOD access points.• Conduct FOD inspection of vehicle as outlined on the signs posted at each checkpoint.• Remove all foreign objects and place them in provided FOD containers before proceeding beyond the checkpoint.
• Give special attention to open bed trucks to ensure the truck bed does not contain items that could be ejected or blown out.
• Trucks carrying cargo must be checked to ensure the load is secure and does not pose a potential FOD hazard.

Flight Line
• All vehicles must follow posted speed limits and traffic signs.
• Pedestrians and aircraft always have the right‐of‐way.
• All vehicles must stay within the white lines and off the grass.
• Do not cross red lines.• Do not park in front of run stations/hangar doors.

Flight Line
• Give right of way to taxiing aircraft.• Upon meeting a moving aircraft, pull well to the side, stop and wait until the aircraft has passed before proceeding.• Obey the commands of the aircraft move team while aircraft is passing.
• Approach aircraft with the driver’s sidetoward the aircraft.
• Use spotters to guide vehicle approach to an aircraft.
• No attempt should be made to pass any moving or stationary aircraft in the taxiway if engines are running.
• If a towed aircraft has stopped, passing is permitted provided there is a minimum 50‐foot clearance between the vehicle and aircraft.

Flight Line
•Maximum speed on the flight line is 15 MPH.
• Do not operate any vehicle in excess of 5 MPH within 50 feet of an aircraft.
• Vehicles shall not be driven under any part of the aircraft.
• Never park a vehicle pointing directly toward an aircraft.

Flight Line
• With the exception of authorized emergency vehicles, vehicles shall not be parked or driven within 25 ft to the front of or 200 ft to the rear of any aircraft.• Exception applies when an aircraft is being serviced or load/off‐loaded and spotters are used to guide the vehicle's approach to the aircraft.
• When parking the vehicle: • Always turn the engine off.• Set the parking brake.• Verify the doors are unlocked.• Leave the keys in the ignition (for those vehicles that are keyless, leave the FOB in the vehicle).
• Only those operators with proper clearances can drive across taxiways or runways.
• At night, vehicles moving toward aircraft will turn off headlights and use parking lights only.

Vehicles Inside Buildings
• Combustion engine vehicles are prohibited in any basement tunnel area of Building B‐1 unless a waiver has been provided by the SES Facility Protection Department.
• POVs are not authorized inside any building.• Company and contractor vehicles are not authorized inside any building unless the SES Facility Protection Department has approved.
• Authorized vehicles operating inside any building or tunnel must have headlights on low beam at all times. • If the vehicle is left unattended, engines must be off, the vehicle unlocked and keys left in the ignition.
• The speed limit inside any building is 5 mph.

Parking
• You are not authorized to park in any reserved parking spaces with one exception:• Those spaces marked “Company/Vendor” may be used for vehicles operated by vendors and contractors that are maintained in the LM Aero ‐Marietta controlled area (i.e., vendor and contractor vehicles that are not removed from the LM Aero controlled area).
• Otherwise, normal parking spaces must be used.• Vehicles are permitted to park in parking spaces located outside the 25 meter (82‐foot) clear zone boundary around specific buildings designated as critical under certain Force Protection Conditions.
• Parking is also prohibited under the following conditions:• Within 15 feet of any fire hydrant. • On any seeded or grassy area. • In excess of the authorized time when signs permit timed parking. • In any area not specifically marked or approved for parking.

Prohibited Items
• Lockheed Martin is a tobacco‐free facility. • The use of any tobacco products on the property is strictly prohibited.
• No firearms or other weapons like knives, pepper spray, etc. are permitted on the property.
• No alcohol is permitted on the property.• Cameras and video equipment are not permitted without special authorization.• Cell phones with cameras are permitted but may not be used to take any pictures at any time while on the property, no exceptions.

Hot Work Permit Process
“Hot work” is defined by LM Aero as “anyoperation that has the potential to produce arcs, sparks, flames, heat or other ignition”.
NFPA 51B defines hot work as “work involving burning, welding, or a similar operation that is capable of initiating fires or explosions”.
Hot work permit is required BEFORE any hot work can be performed.
Hot work shall comply with the following:• OSHA 29 CFR 1910.252• OSHA 29 CFR 1910.253• OSHA 29 CFR 1910.254• NFPA 51B• LM Aero Code 1481 (Fire Protection Manual)
In case of conflict, LM AC‐1481 shall govern.

Hot Work Permit Process
• Hot work permits are issued by the Fire Department by a designated firefighter specifically assigned to issue permits on each campus.
• When a hot work permit is necessary, the requesting contractor must contact Security and Emergency Services “ABLE” Fire Dispatch at either of these numbers:

• (770) 494‐3244 (Security Dispatch)• If no other permits are in the queue, a Fire Department permit designee should arrive to the work site within 15 minutes of being called.

Hot Work Permit Responsibilities
• Contractors:• Call in the request to SES.• Prepare site conditions to comply with governing documents.
• Provide fire watch .• Provide appropriate fire extinguishers and other means of protection if needed.
• Provide all information needed on hot work permit form.
• Fire Department:• Provide hot work permit form.• Inspect work site for compliance with governing documents.
• Approve or deny application.• Denials require specific reasons.
• Determine the need for a fire watch.

Hot Work Precautions and Prerequisites
If it’s possible to perform welding work off site, it should be done there.
If the object to be worked on cannot be moved away from fire hazards in the vicinity, then all movable fire hazards shall be taken to a safe place [1910.252(a)(1)(i)].
Fire Watch: If the object to be welded or cut cannot be moved and if all the fire hazards cannot be removed, then fire watches shall be used to confine the heat, sparks and slag, and to protect the immovable fire hazards [1910.252(a)(1)(ii)].
If sections i and ii cannot be followed, then hot work cannot be performed.

• When do I need a fire watch?• A fire watch shall be required by LMFD when hot work is performed in a location where other than a minor fire might develop or where the following conditions exist:
• Combustible materials in building construction or contents are closer than 35 ft (11 m) to the point of operation.
• Combustible materials are more than 35 ft (11 m) away from the point of operation but are easily ignited by sparks.
• Wall or floor openings within an 35 ft (11 m) radius expose combustible materials in adjacent areas, including concealed spaces in walls or floors.
• Combustible materials are adjacent to the opposite side of partitions, walls, ceilings or roofs and are likely to be ignited.

• Fire watch requirements:• Shall be trained in the use of fire extinguishing equipment.
• Shall be familiar with procedures necessary to sound an alarm and notifying LM Fire in the event of a fire.• Notification shall happen FIRST.• Do not attempt to fight a fire without first notifying the LMFD.
• Do not attempt to fight a fire if it will put your life in danger.
• All fires shall be reported, even if they are put out quickly using extinguishers.
• Fire watch SHALL BE MAINTAINED for at least 30 minutes after the completion of hot work.

Denial or Revocation of a Hot Work Permit
The firefighter on duty assigned to permits has the authority to deny a request or to revoke an existing request.• If either of these happens, the contractor is required to meet with either the fire department shift commander or the site fire protection engineer to review scope.
A revoked hot work permit can be reissued after 24 hours.
A denied permit may be issued sooner at the fire protection engineer’s discretion.

Atlanta Wire and Nail Mill• A small fire started on the mill's
wood roof while making welding repairs with an acetylene torch.
• The workers making the repairs believed they extinguished the fire, but 31/2 hours later the fire broke out again.
• Fire spread on an accumulation of metal dust on overhead beams throughout the unsprinklered, undivided single‐story structure.
• The total loss was $2.3 million.

New Orleans, LA Office Building• Contractor performing hot work on new elevator equipment in an office building with plank floors set a number of fires.
• Employees extinguished all but one.• The employees, without discovering the fire, went home.
• Later, the night porter noticed the wooden elevator penthouse ablaze.
• Took 2 hours for fire department to get the fire under control.
• The loss was $530,000.• There was no formal fire watch, nor,
following the last use of the welder, was there any inspection of the area after the welding.

• Why are the impairment procedures and documentations processes so important?
• A Fixed Fire Suppression MUST have a reliable source of water!
• One single shut valve can prevent water from entering the system and render it USELESS.
• Protection of the building and the assets inside depend on a reliable and ready system.
• Most sprinkler systems are designed to CONTROL the fire until fire fighters arrive.

• New procedures:• All aircraft hangars are now required to have a LM approved Hazardous Risk Assessment prior to the impairment of any fire protection system.
• Any work required in an aircraft hangar with an aircraft present is required to have a Hazardous Risk Assessment approved by DCMA.
Be aware of this requirement and plan your work accordingly.

• Lockheed provides valuable guidance for contractors to use in selecting qualified subcontractors to perform work on site.Each contractor is responsible for the actions of their selected subcontractor.
• Contractors must be able to provide the ESH Contractor Safety Information required for qualifying to work on site for every subcontractor involved in the project if requested .See subcontractor management section in the manual that was delivered for 2015.

Safety‐ Trenching
• OSHA requires you to have a competent personmanaging all excavation work. Must be on the jobsite each and every time someone is working in the excavation.
If competent person is not there, those work areas need to be barricaded or “flagged off”.
• Workers need to have a safe way out of excavations.
• Any trench or excavation more than 4’ deepneeds a ladder or some sort of ramp.OSHA rules state that trench ladders or ramps can be no further than 25 feet away from workers at any time.
• Any excavation deeper than 5’ deep requires employee protection in the form of sloping, shoring or trench boxes. No excavation is exempt from this
standard.

Safety‐ Personal Protective Equipment (PPE)
Contractors must provide and require the use of all applicable PPE.
Hard hats and hi‐visibility vests are required on all construction jobs.
Contractor personnel must wear ANSI approved eye protection with side shields when required.
All fall protection PPE must be inspected DAILY as prescribed by OSHA.
Note that the Silica PEL has changed per OSHA. Contractors involved with concrete grinding and cutting need to be aware of the risk to employees

Safety‐ Contractor Site Specific Safety Plans
Every contractor performing any type of work on site is required to have a company safety plan.
• All contractors performing CONSTRUCTION work on site are requiredto have a SITE SPECIFIC safety plan detailing all safety requirements for the job in work.
• Fall Protection Plans must call out specific equipment to be used in detail to the task to be performed
• Any project that requires lifting of critical parts or equipment must have an APPROVED lift plan included in the site specific safety plan.
• All Safety Plans must be reviewed and approved by LM Aero prior to the start of any work.
Any deviation from a site safety plan or lift plan must be approved by LM Aero prior to work being started.

• Every contractor involved with construction work on LM Aero property is routinely subjected to job site inspections. Each inspection will be performed by an LM Aero employee or LM
Aero assigned inspector.• The results of these inspections will be shared with the contractor POC, the LM Aero POC and LM Aero ESH.
• All formal inspections will be documented on the standard LM Contractor Inspection Form. Minor nonconformities may be corrected during the time of
inspection and the issue considered closed. Serious nonconformities noted during the inspection will be
forwarded to the contractor POC and a written corrective action plan will be required before the item can be closed.

Violations considered to be Immediately Dangerous to Life and Health (ILDH)
will result in a WORK STOPPPAGE until a corrective action is in place.

2014 Inspection Breakdown• Approximately 825 job site inspections. 733 inspections with NO violations noted. 94 inspections with a noted Violation, of which, 1/3 are “serious
violations”. 6 Stop Work Orders issued in 2014. Note: 5 of 6 stop work orders for 2014 involved FALL
PROTECTION violations. (6th was for Confined Space Violations)

Competent Person‐ one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous or dangerous to employees, ANDwho has authorization to take prompt corrective measures to eliminate them.
Qualified Person‐ one who is recognized by degree, certificate or extensive experience, AND has the ability to solve the problems at the worksite.

Environmental Aspects‐ Fluorescent Lamps
• Contractors are responsible for handling and storage of fluorescent lamps on LM Aero property. It is the CONTRACTORS responsibility to get storage and handling procedures from ESH or their LM POC.
• All lamps must be stored in the original container or similarly secure container.
• Fluorescent and other types of lamps CANNOT be stored at the work site unless prior approval is given by ESH.
• Full boxes must be properly sealed and delivered to the LM Aero storage site located in B‐27.
• ESH and your LM POC have access to the storage crib, make arrangements before dropping off lamps at the crib.Call at least 30 minutes prior to needing access to the crib‐ a rep may not be available. If you do not reach someone, leave a message.

Environmental Aspects‐ AeroCode 1451
• AC‐1451: Preference for Procurement of Designated Item Containing Recovered Materials.AC‐1451 applies only to Air Force appropriated funded (i.e.‐ pollution prevention) projects.Form 10432 needs to be turned into your LM POC AFTER project work ends and includes the following:ESTIMATE and COST of recycled content materials used on the site (i.e.‐ recycled paper insulation, recycled rubber mulch, etc.).
• List of designated materials is found on the EPA website:http://www.epa.gov/waste/conserve/tools/cpg/products/index.htm
• If materials are not used or reused, the form is still required to be turned in and a justification of why no materials were used needs to be provided.

Environmental Aspects‐Miscellaneous• For soil disturbance scopes contact ESH (770‐494‐6946) PRIOR to any work. ESH will determine appropriate level of PPE (if necessary) and will provide guidance on how soil should be handled and disposed. Always use a LM approved landfill regardless if soil is hazardous or non hazardous.
Stockpiles must be covered by tarp to prevent erosion into storm water drains. Ensure adequate erosion controls measures are in place (i.e. drain covers, silt fence, etc.).

• Monthly Metrics:Weights of recycled and landfilled materials need to be sent to [email protected] EVERY month you are working on site.
Do not send 6 months worth of data when your project ends‐ it needs to come in on a monthly basis. Reminder emails sent monthly to contractors.
Never place chemicals or wastewater into storm drains, floor drains, or sink drains.

Lockout/Tagout
• As required by OSHA 1910.147• Equipment with multiple energy sources must have an energy control procedure.
• Per section (a)(3)(i), the purpose is to:• Require employers to establish a program and utilize procedures for affixing appropriate lockout or tagout devices… in order to prevent injury to employees.

• Per the SOW issued to the A&E’s:• The A&E will fill out form #1101‐11302005 for all equipment with multiple energy sources and will attach temporary instructions and tags to equipment and/or disconnecting devices.
• If there is no A&E involved:• The contractor, working with the project manager, will be responsible for filling out form # 1101‐11302005 and attaching temporary instructions and tags.
• The completed forms will be provided to the project manager in order to have the standard placard and tags created.
• The placard and tags will be given to the contractor to install on the equipment.
