No stranger to the Del Mar Fairgrounds, I exaggerate

only slightly in saying I was born and raised here. My family and I actually lived in a house on the fairgrounds for about 12 years.

I’ve worked on the fairgrounds in various capacities for 20 years, including 16 years in the Events Department where I managed a wide variety of events ranging from 5K runs and booking fair time entertainment, to the Good Guys Hot Rod show. I jokingly refer to it as the summer job I never quit! My father, Larry Bauman, worked for 36 years as Chief of Operations and my stepmother, Barbara (B.J.) Bauman, familiar to many of you, managed the Del Mar National for nine years.

In contemplating my new position at the helm of the 70th Annual Del Mar National Horse Show, a few phrases come to mind. For example, “if it ain’t broke, don’t fix it,” and “the new broom sweeps clean.” As the new manager, it can be tempting to put my signature on it, but I prefer to work with and learn from staff members as they do their jobs. What I’ve observed, and am proud to be associated with, is a true collaborative effort. We strive each year to improve and present the finest in equestrian competition and entertainment, so in that sense, it certainly “ain’t broke.” But like any well-oiled machine, it requires consistent and meticulous maintenance. So, as the “new broom,” I am honored instead, to sweep in the platinum anniversary of the Del Mar National Horse Show and look forward to getting to know our extraordinary equestrian community better!

the code of conduct for the welfare of the horse

The Fédération Equestre Internationale (FEI) expects all those involved in international equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept that at all times the welfare

of the horse must be paramount and must never be subordinated to competitive or commercial influences.

1. At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation.

2. Horses and competitors must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids.

3. Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event.

4. Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement.

5. The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise.

Classes will be run with a panel of at least two judges. All Classes will be run under FEI Rules, guidelines and specifications of the Markel/USEF FEI Young Horse Procedures. To enter classes, see eligibility rules below. For more information contact USEF at (859) 258-2472.

The 4-year-old division will be held as part of the National Show. The 5-year-old and 6-year-old divisions will be held both in the National Show and the CDI 1* (check class days and requirements).

application1. In order to be considered for the 2015 Markel/USEF National Young

Horse Dressage Championships, an Application of Intent must be completed and submitted to USEF in accordance with published application deadlines. Applications will be available on the USEF website after January 1, 2015.

2. It is the responsibility of the owners and riders to ensure that they know and understand the USEF Rules.

3. Qualification is based upon each horse (not horse/rider combination).

The annual Grand Prix Musical Freestyle “Two Dancers Perpetual Trophy” was first presented at the Del Mar National Horse Show to Steffen Peters in 2011. The award, a bronze by Texas artist, Olva Stewart, was created by Georgia Griffiths, and sponsored by the firm she founded in 1989, G2 Software Systems, Inc. The “Two Dancers Perpetual Trophy” was named in honor of Griffiths’ two beloved show horses, “Dancing Queen” and “Petit Danseur,” musical freestyle champions in their own rights. Future winners will have their names added below Steffen’s on the trophy, which will be on permanent display in the Del Mar show office. Winners will also receive individual keepsake plaques.

GENERAL CONDITIONS: This event is organized in accordance with FEI Statutes, 23rd edition, 29 April 2014; FEI General Regulations, 23rd edition, effective 1 January 2009, updates effective January 1, 2015; FEI Veterinary Regulations, 14th edition, effective January 1, 2015; The Rules for Dressage Events (25th edition, effective January 1, 2015), and if applicable the Rules for the World Cup Dressage Events; Equine Anti-Doping and Controlled Medication Regulations (EADCMR), 1st

Edition, effective January 1, 2015; FEI Anti-Doping Rules for Human Athletes (ADRHA), based on the 2015 revised WADA Code, effective January 1, 2015. All subsequent published revisions, the provisions of which will take precedence.

An arbitration procedure is provided for in the FEI Statutes and General Regulations referred to above. In accordance with this procedure, any appeal against a decision rendered by the FEI or its official bodies is to be settled exclusively by the Court of Arbitration for Sport (CAS) in Lausanne, Switzerland.

ARENAS: Competitions take place in a 20 x 60 meter composite footing arena. Warm-up will be in a 20 x 60 meter ring with composite footing.

INVITATIONS: Foreign Federations — The following foreign federations have been invited to attend: AUS, BER, CAN, DEN, FRA, GBR, GER, IRL, JAM, MEX, NED, NZL, PUR, SWE, EGY, SPA, ISR, RSA, SUI, & LOL. A maximum of 20 riders per foreign federation and no more than two horses per rider may participate. Competitors are invited by the Organizing Committee (OC) through their NF. One groom per rider.

RIDER ELIGIBILITY: Competitors must have reached, or will reach, their 16th birthday in 2015 and must be licensed by their federation, and may only take part under the jurisdiction of the NF of the country from which they hold their passport. If not a US citizen, they must be nominated by an invited foreign NF. Riders must be prepared to produce their license or USEF membership card on request of the Organizing Committee, and the name on the entry must be the same as it appears on the license. Please note all riders participating in CDI will be required to pay IHP fees. All horses and riders competing in any and all FEI competitions, regardless of the star level or location of the competition, will be required to obtain a FEI Registration Number prior to starting the competition. Call USEF for information.

HORSE ELIGIBILITY: Horses must be a minimum of six years of age (eight years of age for Grand Prix). Mares may not compete after their fourth month of pregnancy or within nine months after foaling date. The nationality of a horse is that of its owner or the country in which the company owning it is registered. Horses must have an official FEI Passport. The USEF will provide information on

veterinary requirements for foreign horses entering the USA. Horses must be stabled on the grounds and may not leave during the event (commencing with the Veterinary Inspection and ending with the pinning of the final FEI class). Each horse will keep the same number throughout the event. It is compulsory for this number to be worn by the horse at all times, when the horse is being handled, exercised, or shown on the grounds so that it may be identified by the stewards.

INSURANCE: All owners and competitors are personally responsible for damages to third parties caused by themselves, their employees, their agents or their horses. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date.

STARTING ORDER: A draw will be conducted to determine the starting order for each class. The Draw for the Grand Prix, Prix St. Georges, Young Rider Team and PSG, Junior Rider Team and Individual, Young Horse 5 & 6 Year Preliminary, and Under 25 Classes will take place immediately following the Jog. (Jog will be numerically with consideration, by permission of the FEI Vet and President of the Ground Jury, given to stallions or other horses where safety may be a concern or to riders with multiple horses to adjust positions.) Draw Times may not be changed. Once declared for a class, a rider may not withdraw, except as specified in the FEI Rules.

GRAND PRIX FREESTYLE & GRAND PRIX SPECIAL: Riders must enter the Grand Prix (CL 4) and either the Grand Prix Freestyle or the Grand Prix Special. Participation as declared is limited to and compulsory for up to the top 15. A rider may start with two horses in the Grand Prix and one (the best qualified in the Freestyle or Special) as declared. Draws for the Freestyle and Special to be held following the Grand Prix and will in groups of five in reverse order of the Grand Prix. Horses not qualified due to number of qualified entrants or lack of a minimum score (60%) will have their entry fee refunded.

INTERMEDIAIRE I FREESTYLE: Participation is open to a maximum of the top 15 who declare and qualified in the Prix St. Georges and/or the Intermediaire I. Horses not qualified due to number of qualified entrants or lack of a minimum score (60%) will have their entry fee refunded.

YOUNG RIDER & JUNIOR FREESTYLES: Participation in the Young Rider and Junior Freestyles in accordance with Article 425 open to the top 18 from the respective Individual Tests. Draws held Saturday afternoon. Horses not qualified due to number of qualified entrants or lack of a minimum score (60%) will have their entry fee refunded.

FEI 16–25 INTERMEDIAIRE II & GRAND PRIX: Open to riders 16–25 years of age. Qualifying class for the 2015 USEF ‘Brentina’ Cup.

NAYRC & NAJRC CLASSES: Qualifying Competition for the 2015 Adequan FEI North American Junior & Young Riders Championships & 2015 Massey Ferguson/USEF National Junior & Young Rider Championships. To be eligible to compete in qualifying classes, the Junior/Young Rider must be a U.S. citizen, USEF Life, Junior or Senior member in good standing and USDF Life or Participating member. A person may compete as a Junior/Young Rider from the beginning of the calendar year in which he/she reaches the age of 16 until the end of the calendar year in which he/she reaches the age of 18 (Junior) or 21 (Young Rider.) The horse must be Lifetime registered with USDF and annual or life recorded with USEF. Riders must have submitted a NAYJRC Declaration of Intent to USDF. Young Rider Freestyle must be ridden at least at one qualifying YOUNG RIDER FREESTYLE. Participation is open to a maximum of the 15 best horse and rider combinations from the Team and YR PSG competitions. SCHOOLING OF HORSES: On no account, and under penalty of disqualification, may any horse take part in a CDI which has been schooled by anyone other than the competitor, mounted in the saddle, 24 hours before the planned Veterinary Inspection as well as for the duration of the whole event.

EXPENSES: The Organizing Committee is not responsible for any expenses of competitors, horses, owners, their employees, or agents, and does not offer expense allowances or reimbursements.

STABLE ACCESS: Only credentialed riders, trainers, grooms, farriers, treating veterinarians, officials, organizing committee members, and two owners per horse will be authorized to enter the stable area. Special identification will be provided. Additional horses may be stabled in a restricted area by CDI competitors only under special circumstances and only with permission of management. These horses MUST meet all the same health requirements as CDI 3*, CDI 1*, Y/J mounts. This space is very limited. Clients’ and students’ horses will be required to stable in the general area.

LOGOS: Competitors may carry only the logo of their personal sponsor on each side of their saddle cloth. It must not exceed 200 square centimeters.

TACK CHECK: A steward will check the saddlery of each horse immediately after the horse and rider leaves the competition area. All areas and arenas will be supervised.

VETERINARY EXAMINATIONS, INSPECTIONS & PASSPORT CONTROLS: These will be carried out in accordance with Vet. Regs. Art. 1011: Rules for Dressage Events Annex 1. General Regulations 22nd edition, Veterinary Regulations 10th edition, effective June 1, 2006 will apply. ALL CDI 3*Y/J HORSES MUST BE ON THE GROUNDS BY NOON THURSDAY, APRIL 23.

Art. 139.1 — “Every horse entered for any competition at CDNs, CDIs*, and CDIs** in a foreign country, and all horses entered for CDIs***, CDIOs, Championships, Regional, and Olympic Games, whether at home or in foreign countries, must have an official FEI passport, or a national passport approved by the FEI, as a means of identification and to establish ownership.”

Art. 139.2 — “Horses taking part in CDNs, CDIs*, and CDIs** in a foreign country are not required to have such a passport as is mentioned in

Paragraph 1. All such horses must be properly registered and unless there is no national requirement for equine influenza vaccination in the host country and in the country of origin, all horses must have a valid vaccination certificate.”

Competitors must present their horses to the Official FEI Veterinarian Thursday afternoon in numerical order, at the Jog area in Main Arena. Horses will be examined to verify their identity, age, state of health, correctness of passport and fitness to compete. The Person Responsible for each horse must be present. The “Person Responsible” is normally the rider, but if the rider is under 18, the Committee must be given the name of the adult who shall be the Person Responsible.

EQUINE INFLUENZA VACCINATION: Vel. Regs. Annex VI—All horses and ponies for whom a FEI Passport or a national passport approved by the FEI has been issued, must have the vaccination section endorsed by a veterinarian — who is not the owner of the animal— stating that it has received two (2) injections for primary vaccination against equine influenza, given no less than 21 days and no more than 92 days apart. In addition, a booster injection must be recorded as having been given within each succeeding six (6) months, subsequent to the second injection of the primary vaccination. Prior to January 1, 1980, the interval between booster injections must have been no more than 14 months. None of these injections must have been given within the preceding seven (7) days including the day of the competition or of entry into the competition stables.

ENTRIES: Current FEI/USEF procedures for entry into a CDI will apply. Online entries and payment at www.equestrianentries.com. Paper entries must be submitted on Del Mar CDI entry form. National or Omnibus forms are not accepted. Photocopies are accepted. Entries not received by Wednesday, April 1, 2015 will be considered late and accepted only if the schedule permits. Late entries will be charged a $100 late fee through April 13 and $150 after April 13. Stabling fees are $180 if received by April 1 and $225 after April 1. Faxed or emailed entries to (805) 306-1884, with credit card numbers, will be accepted with a $15 office fee. If the credit card is declined, a $50 penalty will be assessed.

Copies of membership cards and horse identification cards should be included with entries. A $20 Internet search fee will apply for verification without copies.

CDI 3* CDI 1* U25 YH Y/J SCRATCHES & REFUNDS: There are no refunds after closing date of entries. Changes after closing date will incur a $75 fee. Transfers to Open show will incur a $150 scratch fee. With a vet’s certificate received by fax—(805) 306-1884—50% of class fees will be refunded up to April 14, 2015. STALL AND PROCESSING FEES ARE NOT REFUNDABLE AT ANY TIME FOR ANY REASON. There are no refunds for any reason after Wednesday, April 14, 2015.

PRIZE MONEY: Will be paid and mailed within 10 days. For tax purposes, recipients will be reported and Federal Tax Forms 1099 sent as required. Out-of-state residents may have CA state taxes deducted. Tax Forms and schedules may be requested prior to the show and will be available in the Horse Show Office. Prize money is paid: 1st (30%); 2nd (25%); 3rd (20%); 4th (15%); 5th (10%). If necessary distributed to 25% of participants. (GR Art 130) NO PRIZE MONEY WILL BE MAILED WITHOUT APPROPRIATE SOCIAL SECURITY OR TAX ID NUMBERS ON THE ENTRY, AND COMPLETED W-9 OR W-8 (foreign owner) FORMS SUBMITTED TO THE OFFICE. 1. The Del Mar National Dressage Show/CDI 3*, CDI 1* Y/J is covered by the rules and specifications of the current U.S. Equestrian Rule Book and will be conducted and judged in accordance therewith.

2. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A non-member may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 non-member registration fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions; 8) Opportunity classes; 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation; 10) USEA beginner novice division, and; 11) assistant handlers in Dressage Sport Horse Breeding classes 3. Amateurs, Juniors & Young Riders: Amateurs are defined by the rules and specifications of the current USEF Rule Book.

3. AMATEURS & JUNIOR/YOUNG RIDERS: All riders entering the Amateur classes must possess or have applied for an USEF Amateur Card prior to riding in the class. All riders in Amateur Divisions must present a USEF Amateur Card when picking up their number or they will not be allowed to show in the Amateur Division. Cards may be applied for at the show office. Jr/YR rider classes are offered to anyone 21 and under (may compete until the end of the calendar year in which they turn 21). Young Riders are eligible for FEI Young Rider classes from 16 –21 years of age.

4. MANAGEMENT: The Horse Show Committee reserves the right to itself to interpret all questions and conditions in regard to or arising out of, or incident to the show without claims for damages or recourse of any kind. All questions not covered in these Rules and Regulations shall be decided by the Horse Show Management and their decision to be final. The Horse Show Management reserves to itself the right to limit entries in any class, section or division, to refuse, accept conditionally, or to cancel any entries, disqualify any riders or exhibitors, prohibit exhibition of entries, and cancel award prizes, without any claim for damages; to change any course; to add a dotted line; to cancel or combine any unfilled classes or to reschedule classes, after due notice to exhibitors; to change rings or rotate judges.

5. ENTRY PROCEDURE: Entries are accepted on a first-come basis until classes are full. Entries must be received by Wednesday, April 1, 2015. Enter online at www.equestrianentries.com.

The following conditions apply: A) One owner and one horse per Del Mar National Entry ONLY. Forms may be downloaded from our website at www.delmarnational.com and/or reproduced, but CDI and Omnibus entry forms are not accepted and will be treated as late entries charged accordingly; B) Entries must be complete, including social security number, association number, mailing address, telephone and signature of each owner, rider, trainer, and coach if applicable. Also, name and age of minor exhibitor and signature of parent/

guardian (trainer signature may not substitute); complete description of horse, including name, age etc., and USEF and USDF Number; C) COPIES OF ALL MEMBERSHIP AND IDENTIFICATION CARDS SHOULD ACCOMPANY YOUR ENTRIES. Online association confirmation will incur a $20 fee; D) For each horse entered with a check, send only stabling or grounds fees and the $55 nominating fee with your completed entry form. At the show, bring a check, cash or credit card for remaining fees.

No numbers will be issued without full payment and completed entries, including signatures. To facilitate more efficient check-ins at the show, entries paid by credit card will be charged the full amount upon receipt (unless specifically requested otherwise). All refunds as described in Rule 6 will still apply.

6. SCRATCHES & REFUNDS: A) Scratches before closing date may be made for any reason and all fees, less a $55 office fee, will be refunded; B) If you scratch any or all of your classes after the closing date, you must inform the horse show in writing, email or fax to the Dressage Coordinator at (805) 306-1884 before 6:00 p.m. Friday, April 17, 2015. Class fees will be refunded. Office and stall fees are non-refundable and a $19 scratch fee may apply; C) After the scratch date no refunds will be given for any reason, and all unpaid charges will be billed accordingly. No-shows will be billed for all charges; D) Refunds are mailed within 30 days of the close of the show. Requests for refunds or disputed payments must be made within 60 days of the close of the show. After that time all accounting will be considered final.

7. LATE ENTRIES: All entries must be received by the closing date of April 1, 2015 or it will be considered a late entry. Each late entry will be charged a late fee of $100. Late entries will be accepted after April 14, 2015 with a late fee charge of $150 and given a ride time only as the schedule permits.

8. RETURNED CHECKS OR DECLINED CREDIT CARDS: Checks returned by the bank or declined credit cards are regarded as a most serious offense and will be handled according to the following procedure: A $50 penalty or 10% of the face value of the check— whichever is greater—will be assessed for each returned check. Accounts will be given 10 days to be paid in full with cash or equivalent or they will be referred to the USEF for further disciplinary action. Checks will NOT be deposited a second time. Prize money checks will not be released to anyone with an outstanding balance owed from returned checks or declined credit cards.

9. UNPAID CHARGES: Any exhibitor leaving the show with an unpaid balance of entry fees will be billed for these charges and a $50 billing fee may be added to the amount due. Until these charges are settled, any prize money due to the exhibitor will be withheld and all future entries of the rider and the owner will be returned.

10. POST ENTRIES & CHANGES: Post entries will be accepted to fill scratches only if scheduling permits. Horses already entered in the show will be given first priority. A $25 per class additional fee will be charged for any change request (horse, rider, or class) after the closing date. With a vet’s certificate, a new horse may be substituted for the same rider only in the same classes with a $25 per class office fee.

11. RESPONSIBILITY & PAYMENT OF SERVICES & SUPPLIES: All owners and exhibitors will be held responsible for any damage incurred by them, their agents or employees to stalls, buildings, and other properties on the show grounds and shall be billed accordingly.

All bills for veterinary, farrier services and feed are due and payable during the show. The management reserves the right to deduct any unpaid veterinary, farrier service and feed bills from prize money due the exhibitor.

Any exhibitor not meeting his obligations to the official veterinarian, farrier and feed person will be termed an undesirable exhibitor. Entries from that exhibitor may not be accepted at subsequent shows.

12. TESTS: Current USEF First through Fourth Level and current USDF Freestyle and FEI tests will be used.

13. RIDING TIMES: Preliminary times will be mailed, emailed, or sent by fax to riders and posted at www.delmarnational.com. Beginning Wednesday, April 22, revised times including adds, scratches and all draw classes will be posted each day at 12:00 p.m. and again each evening at 6:00 p.m. outside the horse show office and on its website. Thursday–Saturday adds and scratches should be made by 12:00 p.m. in the Show Office. NO Changes will be made—except scratches or adjustments due to a draw for the following day after 3:00 p.m. If more than one rider is entering the same horse, the times will be mailed to the trainer. It is the responsibility of the riders to inform owners of ride times. Adequate time intervals cannot be guaranteed when riders enter more than one horse in any class. If you enter classes in different levels or divisions, i.e., Open and Ad/Am or Jr/YR, there may be a considerable time between rides. It is the responsibility of the rider to inform the management of any time conflicts at least 24 hours before scheduled rides. Any changes after this time will be charged a $25 office fee.

14. ARENAS: 20 x 60 meter arenas of composition footing. Only horses entered in the show will be allowed in warm-up area during scheduled classes. No one on foot is allowed in designated warm-ups. Lungeing allowed ONLY in specified areas. All horses in the warm-up arenas must wear their competition numbers. The arena must be vacated while equipment is being used. Horses may not be turned out in arenas at any time.

15. GOLF CARTS & BICYCLES: Bicycles and golf carts will be used in the stable area only. All golf cart drivers must be at least 16 years of age and have a valid driver’s license. Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. Violations of this rule will be cause for sanctions against the parent(s), guardian(s), and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Rule 6 (GR 901.29). Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

16. RAIN: In the event of rain prior to the show, it is the responsibility of the exhibitor to contact show management to determine if the show is cancelled or rescheduled.

17. THE STATE OF CALIFORNIA & USEF DRUG TESTING RULES APPLY: For a copy contact the show office.

18. PRIZES: All classes will receive an award. Ribbons will be awarded as follows: 1st–5th place; Classes with two entries or fewer may be cancelled. All Prize money will be paid within 30 days of the show’s conclusion. NO PRIZE MONEY WILL BE MAILED UNLESS APPROPRIATE SOCIAL SECURITY NUMBERS OR TAX ID NUMBERS ARE LISTED ON THE ENTRY BLANK. For tax purposes, recipients will be reported and Federal Tax Form 1099 sent as required. Out of state residents may have CA state taxes deducted. Tax Forms and schedules may be requested prior to the show and will be available in the Horse Show Office. Prize money is paid: 1st (30%); 2nd (25%); 3rd (20%); 4th (15%); 5th (10%). Prize money will be paid to the owner.

IMPORTANT TAX INFORMATION: Federal tax law requires a W-9 from US winners and a W-8 from foreign winners claiming prize money totaling $600 or more. W-9 information must match the payee. California tax law requires all non-California winners whose earnings are $1,500 or greater throughout the show must have 8% state tax deducted from their prize winnings. 19. ARRIVAL & DEPARTURE: Horses and exhibitors MAY NOT arrive on the grounds before 9:00 a.m. Tuesday, April 21, 2015. NO set-up may begin before 3:00 p.m. Monday, April 20, 2015. All horses must vacate the stable area by 8:00 p.m. Sunday, April 26, 2015. If you need to arrive early or stay over Sunday night, SPECIAL REQUESTS IN WRITING MUST ACCOMPANY YOUR ENTRY AND ARE GRANTED ONLY WHEN CONFIRMED IN WRITING by the Dressage Coordinator. QUESTIONS MAY BE DIRECTED TO (805) 306-1885. Extra nights are $50 and apply to all stalls/tack rooms. Sunday night layovers must vacate by 7:00 a.m. If not out, a $250 per stall penalty will apply. All exhibitors will enter the STABLE GATE on Jimmy Durante Blvd. and proceed to the Stable Manager’s Office for Barn Assignments. Exhibitor packets with numbers, passes and additional information will be issued in the Horse Show Office. Stalls and tack rooms are $175 if reserved by April 1; $225 if reserved April 2–18; an additional charge of $50 per stall may be incurred for stalls ordered after April 21. Special forms will be needed for late departures.

20. CREDENTIALS: A maximum of four (4) per exhibitor will be issued. Bearer is entitled to show seating in bleachers only on a space-available basis. Exhibitors must purchase a ticket to attend Saturday night performance. See Ticket Order Form for reserved seating information.

21. STABLING: All stalls are 12 x 12 permanent with Dutch doors and are available for $180. No first bedding included. NO STRAW BEDDING WILL BE PERMITTED — ONLY SHAVINGS. It is strictly forbidden to remove stall doors, hammer nails, or attach anything directly onto concrete blocks. Exhibitors will be fined $100 per violation, and will be billed for any damage to property. Water buckets and hoses with nozzles must be provided by exhibitors. Horses not requiring a stall will be charged a $50 per day grounds fee.

22. FEED & BEDDING: Feed orders must be made by 1:00 p.m. each day for same-day delivery. For advanced orders, call the Fairgrounds Feed Store Office at (858) 509-5245.

23. STALL CLEANING: Please deposit all manure in designated bins and NOT in the middle or in front of the stalls.

24. MEDICAL WASTE: Please deposit all needles and syringes in appropriate containers or give to the show’s veterinarian.

25. WASHING HORSES: In an effort to keep the stable area clean, all horses must be washed in designated areas. To help conserve our water supply, nozzles are required on all hoses. Hoses without nozzles will be confiscated. Violators will be fined $50 for each violation.

26. LIGHTS: Shed row lights must be turned off during daylight hours.

27. SAFETY REGULATIONS: Unauthorized use of the light fixtures will result in removal of your appliance. Smoking or open-flame devices are not permitted within the stables. Keep flammable decorations to a minimum. Electrical outlets have been provided.

28. SCHOOLING HORSES: No non-competition, schooling or sale horses will be allowed at the Del Mar National Horse Show during Dressage Week due to extremely limited and restricted space in warm-up arenas. Horses stabling must be showing at least two days and have a minimum of $125 in class fees. Possible exceptions may be made for horses accompanying competition mounts when traveling from great distances. Special permission must be obtained by calling (805) 306-1885 prior to closing date of entries. Owners and/or trainers of horses found on the grounds not registered with the Horse Show Office will be fined $500 and may be withdrawn from further competition.

29. SCORED TESTS: Tests will be given ONLY TO RIDERS or their agents and only after the results are finalized and the class is placed. Any disputes concerning scores or placings must be brought to the attention of the Horse Show Secretary within one hour of the end of the show day. Scores and placings will become final at that time.

30. JUDGES: It is the purpose of the management to run the horse show at the highest possible level of sportsmanship. The Management used the utmost care to select judges with broad experience and knowledge. The judges’ decisions in the show ring are their own responsibility and the Management accepts no responsibility for those decisions.

31. PROTESTS: Any exhibitor lodging a protest must first deposit $200 with the secretary of the show, and that sum will be forfeited to the horse show if not sustained. All protests must be filed in writing, signed by the protester, and filed with the show secretary within 48 hours of the occurrence of the alleged violation.

32. PARKING: Parking is allowed in designated areas only. Vehicles improperly parked, including NO PARKING ZONES AND FIRE LANES, will be issued citations and/or towed from premises at the vehicle owner’s expense. There are Handicap Parking areas in the stable area and the public parking lot. Parking permits are required in the stable area.

33. RV PARKING: Reservations for RV parking must be made through the Feed Store only. All RVs must be self-contained. Campers will be charged the same rate whether hooked-up or not. RV parking allowed in designated areas only. Feed Store phone number: (858) 509-5245.w

34. DOGS: All dogs must be restrained at all times while on the show grounds. DOGS WILL NOT BE PERMITTED FOR EXTENDED TIMES AT THE WARM-UP ARENAS — WHETHER ON LEASH OR OFF. Unrestrained dogs create a serious safety hazard to exhibitors and their horses. Therefore, NON-COMPLIANCE WITH THE RESTRAINT RULE WILL NOT BE TOLERATED. Loose dogs will be picked up and detained until the owner has paid a fine of $100. A second offense may cause the owner to be barred from showing and expelled from the show grounds. Refusal to pay the fine will bar the owner from further participation in the horse show and the owner will not be entitled to any refund of entry or stabling fees paid or due. Management reserves the right to call Animal Control to have an animal removed from the premises. No dogs allowed in seating area.

35. FOOD: Food is available on the grounds.

36. 37. PROTECTIVE HEADGEAR RULE: Effective March 1, 2011: For Dressage, anyone mounted on a horse must wear protective headgear — except those riders age 18 and over—while on horses that are competing only in FEI levels and tests at the Prix St. Georges level and above (including FEI Young Rider Tests, the USEF Developing Prix St. Georges Test and the USEF Brentina Cup Test). Additional details regarding the changes to the rules for Protective Headgear for Dressage (DR120.5).

NOTE: The Del Mar National/CDI 3*, CDI 1*, U25 YH Y/J will follow the newest helmet rules as mandated by USEF and FEI. The latest information will be sent with ride times and posted inside the horse show office.

USDF/DOVER SADDLERY MEDAL RECIPIENTThe eligible rider with the highest score of 60% or better in the designated Second Level Test Three Class or applicable test of choice USDF/Dover Saddlery Adult Medal class at a participating competition will receive a handcrafted USDF/Dover Saddlery pewter medal and neck ribbon. Winners will receive a $20 Dover Saddlery Gift Certificate for the first three (3) USDF/Dover Saddlery Medals they win during the competition season.

2. THE USDF/DOVER SADDLERY NATIONAL MERIT AWARDA USDF/Dover Saddlery National Merit Award will be awarded to riders winning three (3) USDF/Dover Saddlery Medals in the same competition year.

3. YEAR END AWARDSThe USDF/Dover Saddlery Medal National Champion and Reserve Champion are determined by the average of the top three (3) winning ride scores during the competition year. USDF Statement on Animal WelfareThe United States Dressage Federation, Inc. (USDF), a federation of 125 independent organizations throughout the United States with a membership in excess of 30,000 members, supports the concept of ethical treatment of animals.

Dressage is a classical method of training horses, based upon the horse’s natural responses, as carried out in a gradual, planned program during which the horse’s athletic abilities are improved in a systematic manner. As a result, the horse becomes capable, comfortable, and responsive in partnership with the rider without the use of force. Dressage competition at various levels of achievement is the ultimate test of the training program to determine whether the desired harmony between horse and rider has been achieved.

The rules pertaining to dressage competition prohibit the use of artificial appliances, training aids, and drugs, which would force the horse to submit. Instead, the emphasis is upon training and a cooperative partnership with the rider. Major competitions are carefully monitored to assure that there is no unnecessary force or harshness displayed.

Unlike other horse sports in which horses enter training at a relatively immature state, dressage training is usually not seriously begun until the horse is three or four. The top levels of achievement require five or more years of progressive training and it is not unusual to see horses in international competition in their late teens. This, in itself, places a premium on good care and soundness throughout the horse’s life.

While supporting the concept of animal welfare in its broadest form, the United States Dressage Federation, Inc., also recognizes that it is unrealistic to ascribe human emotions and responses to the horse which in its wild state is a creature of flight, living a hard and precarious existence. Under domes-tication, the horse is assured of ample food, water, and shelter, as well as protection against infectious diseases and damaging parasites, thus leading a longer and healthier life with a high rate of survival.

As an educational organization, USDF has numerous programs, which teach people how to pursue the accepted, humane training methods. A program of certifying instructors also emphasizes protecting the horse’s welfare in pursuit of dressage training.
