General comments

The 56th edition of the IATA DGR incorporates all amendments made by the Dangerous Goods Board in developing the 2015-2016 edition of the ICAO Technical Instructions as well as changes adopted by the IATA Dangerous Goods Board.

Additionally, on January 8th, 2015 the first addendum to the 56th edition of the DGR was posted.

There are changes in all sections.

Appendices A, B, D, E and F have been updated.

1. Applicability

1.2.11. Exception for lamps. The following

lamps are not subject to IATA-DGR, provided that they do not contain radioactive material. o Lamps containing no more than 1 g. of

dangerous goods and packaged so that there is not more than 30 g of dangerous goods per package, provided that: They are certified to a manufacturer’s

quality management system (e.g. ISO 9001:2008).

They are either individually packed in inner packagings, separated by dividers, or sorrounded with cushioning material, and packed into strong outer packagings.

2.3. Dangerous Goods Carried by Passengers or Crew. All provisions concerning portable electronic devices have been restructured:

1. Spare lithium batteries (in carry-on baggage only) are permitted with the aproval of the operator if: o Lithium content > 2 g but ≤ 8 g

(lithium metal or lithium alloy batteries)

o Watt-hour rating > 100 Wh but ≤ 160 Wh (lithium ion batteries)

2.4. Transport of Dangerous Goods by Post. The allowance for radioactive material in the post has been revised to limit the excepted packages to UN 2910 and UN 2911 only. The radioactive material must not have a subsidiary risk and the packages must be marked and labelled as specified.

3.0.3.3. A statement has been added to assert that articles are not assigned packing groups. Instead, requirements for specific packaging performance levels are addressed within the applicable packing instruction. 3.2.1.2. Class 2. A new definition has been added for adsorbed gases.

A gas which when packaged for transport is adsorbe onto a solid porous material resulting in an internal receptacle pressure of less than 101.3 kPa at 20 ºC and less than 300 kPa at 50 ºC.

5.0.2.12.3 Supplementary packagings The use of supplementary packagings within an outer packaging, additional to what is required in the packing instructions, is now allowed as long as all relevant requirements are met. If necessary, suitable cushioning to prevent movement within the package will be used.

Packing instructions PI 968: Updated to reflect that lithium metal batteries

are not allowed on passenger aircraft. Packages prepared in accordance with sections IB and II of this PI must bear a Cargo Aircraft Only label, in addition to the lithium battery handling label. Packages and overpaks prepared in accordance with section II must be offered to the operator separately from the goods in the consolidation that are not subject to DGR before being loaded.

9.1.3.1 Acceptance Checklist

o The acceptance check is only mandatory when the dangerous goods are first accepted for carriage by air. However, on transfers between aircraft or different operators, the operator concerned should still verify that the packages meet the requirements of the Regulations.

o An inventory of dangerous goods that are not subject to acceptance check requirements has been added (9.1.3.2).

o Deleted: loading restrictions for toxic and infectious substances with animals, foodstuffs and feed (9.1.3.2 and 9.1.3.2).
