Government College, Rajahmundry started functioning as a Zilla school in 1853 and was upgraded as a Provin-cial school of Madras presidency in 1868. This was the beginning of the unbroken story of Government College,Rajahmundry which completed 160 years of its mammoth service in the field of Higher Education. It is the first and theoldest college in Andhra Pradesh. The high school classes were discontinued in 1885 and since then the college hasremained exclusively as college for University classes. The College was affiliated to University of Madras in 1891.

At the commencement of 19th century, the Government College at Rajahmundry was one of the only threegraded Colleges maintained by Government in Madras Presidency, and the other two being the Presidency College atChennai and the Kumbakonam College at Kumbakonam. Having been started by the British, the college impartedHigher Education of European Standards under the masterly guidance of academic luminaries from Oxford andCambridge Universities and produced personae par excellence in all fields of life and learning.

STALWARTS OF ARTS COLLEGE :

The great people who served this institution include Dr. Sarvepalli Radhakrishnan who worked as a facultymember in the Department of Philosophy (1916-1919). He was the first Vice-President of India (1952-1962), and alsoserved as second President (1962-1967) of India and is considered as the most influential scholar of comparativereligion and philosophy. Another stalwart Sri. Kandukuri veeresalingam Pantulu who was a social reformer of AndhraPradesh worked in this college as a faculty member in Telugu Department during the year 1876-77. He is widelyconsidered as the man who first brought about the renaissance in Telugu people and Telugu literature. He fought for theemancipation and empowerment of women way back in 1910.

Some of the students of this Alma mater, who later turned into giants in various spheres were Sri K.V. ReddyNaidu, Acting Governor in 1936 in Madras Presidency, Sri Tanguturi Prakasam Panthulu, known as Andhra Kesari(literally, the Lion of Andhra) and the first Chief Minister of the erstwhile Madras province that was to become AndhraState, Sri Varahagiri Jogiah Panthulu (illustrious father of V.V. Giri former President of India), Sri V.K. Krishna Menon(former Defence Minister of India) and Sri P.S. Rao, Chairman, Damodar Valley Corporation, former Governor of Keralaand an awardee of Padmabhushan. The college also produced some outstanding literary and artistic stalwarts likeSri Damerla Rama Rao and freedom fighters like Sri Gadicherla Harisarvottama Rao who took active part inVandematharam Movement in pre-independence era and Sri Koka Subba Rao, the former Chief Justice of Supremecourt.

The college was affiliated to Andhra University in 1926. From 2012-13, the first year Degree courses are affili-ated to Adikavi Nannaya University, Rajahmundry. The Centenary celebrations of the College were held in February1960, with Sri C.D.Deshmukh, the then Chairman of U.G.C, as President. Undergraduate courses were started in thecollege from 1930. PUC and Intermediate courses were withdrawn in 1971-72 and Vocational course in B.Com (Com-puters) was introduced during the academic year 2007. B.A with Economics, Statistics and Computer Applications, wasstarted in 2007-08 and B.Sc with combinations of Mathematics, Economics, Statistics and Geography, Geology andComputer Science were started in 2008. The college has started restructured courses in B.Sc on self finance basis withcombinations of Mathematics, Physics, Computer Science; Mathematics, Statistics, Computer Science; Biotechnology,Botany, Chemistry and Microbiology, Zoology, Chemistry. Post graduate courses in Mathematics, Physics and Chem-istry were started during the academic year 1971-72 and the college has the distinction of being the first College inGovernment sector to introduce the Post Graduate courses in Science subjects. M.A. (Telugu) and M.Com. Courseswere introduced from 1982 and 1987 respectively. M.Sc (Zoology) was started during 2001-02 and M.Sc (Botany) in2009 on self finance basis. At present, the college offers instruction in 21 UG programmes and 7 PG programmes. TheDepartment of Chemistry has been recognized by Andhra University as Research center and it is offering M.Phil andPh.D courses in Chemistry and the Department has produced 2 Ph.D’s and 5 M.Phil’s so far. The Department ofPhysics has also been recognized as a Research Centre by Andhra University, Visakhapatnam. Some scholars arecarrying out research in the Departments of Chemistry, Physics and Mathematics for M.Phil and Ph.D degrees.

Metcalfe Boys Hostel, attached to the college was started in July 1950. It is under the control of the Principal assisted by acommittee consisting of a Deputy warden and other staff members of the college. A new girls hostel was built in the college campuswith UGC funds and it was opened in August, 2011 and can accommodate a strength of 100 girls.

BRIEF HISTORY OF THE COLLEGE

The UGC granted Autonomous status to this college during the academic year 2000-2001 and it is extended till2018. The college is one of the very few Government Colleges in Andhra Pradesh which were granted autonomy. Underthe Autonomous set up, the college introduced Semester System. The college was accredited with grade ‘A’ by NAACin 2004 and again the College has been re-accredited with NAAC “A” grade in November, 2011 and the grade isapplicable upto November, 2016 and it is the only Govt. College in East Godavari to get NAAC ‘A’ grade.

Some of the prominent British Principals who worked in this institution were E.P.Metcalfe (1877-1896),E.W.Middlemast (1896-1903), Mark Hunter (1903-1909), O.J.Couldrey (1909-1919), and C.J.Wilkinson (1919-1921),.The college has grown from strength to strength over the past 160 years and is forging ahead as a Global EducationalInstitution under the able leadership of Principals in succession.

The college now caters to the educational needs of more than 3500 students with various groups and combina-tions of study at UG and PG levels. The college withstood the onslaught of social, political and economic changes andemerged as a towering champion of education for the upliftment of the poor and the downtrodden sections of society.

FEE STRUCTURE FOR FIRST YEAR DEGREE COURSES

S.C., S.T., & B.C. Canditates whose parental income is belowRs. 1,00,000/- (per annum) are eligible for Fee reimbursementand should pay Rs. 985/- only at the time of Admission. Suchstudents should produce the recent Caste Certificate and In-come Certificate issued by M.R.O. for claiming fee concession.

GENERAL RULES OF ADMISSION

1. The filled in application for admission into the College should be submitted to the Principal with copies of the relevantcertificates as mentioned in the admission application. The provisionally selected list of candiates and waiting lists

are displayed in the Notice Board. And SMS will be sent to the Student2. The candidates selected for admission should bring their Parent/Guardian at the time of interview without fail.3. At the time of Interview extension of time will not be given to the candidates selected under merit list to

produce any type of certificates and payment of fee.4. The students must abide by rules and regulations of the Autonomous college. Uniform is compulsory for UG and PG

students.5. The College reserves the right to alter the fee structure and other conditions mentioned in the prospectus when

there is a change in the rules from time to time by the Government and University.6. Admission will not be made if sufficient number of applications in any group combination are not received

and the applicants may be accommodated in the combination in which the seats are vacant subject to theireligibility and willingness.

7. The candidates are informed to keep the required Number of Photostat copies of the documents which theysubmit along with application form. The original documents once submitted will not be returned.

SPECIAL FEATURESLIBRARY :

The college has wonderful library with around 85000 text books with separate Reference section accessible forstudents. The book collection consists of very old books of 100 years old to latest versions. It has also Reading Roomfacility with a wide variety of Journals and magazines of varied subjects. The library is kept open for the staff andstudents during the working hours of the college.

UNIFORM :

The College has made it compulsory for every student to come in Uniform from Monday to Friday, to promoteequality and to establish identity for the students of the College.

N.C.C. :

In order to encourage extension activity and to give scope for all round development of the students two SeniorArmy wings of NCC, one for Boys and one for Girls are functioning in the College.

N.S.S. :

To give opportunity for the students, both boys and girls, in Community Development and Social Service, 5units with a volunteer capacity of 100 each are actively functioning in the college undertaking a variety of social serviceactivities including Blood Donation Camps in association with the RED RIBBON Club of the College.

HOSTEL FACILITY :

Hostel facility is available in the campus for both boys and Girls. Age old and renowned Metacalfe Hostel withGym facility for Boys and a new building with a capacity to accommodate 100 Girl students give ample scope for thestudents to make use of their time in the College Library and Laboratories with out wasting their time.

JKC :

Jawahar Knowledge Centre has been functioning in the college since 2005 to provide employable skills to thestudents. Every Year students are trained in batches and Campus Drives are being arranged inviting Human Resourcewings from reputed companies. There is no fee for SC & ST students and for others it is meager. Free and compulsorytraining in JKC is available to all Students belonging to SC & ST Communities. So far, nearly 13,250 students gotplacements in reputed national and multinational companies. For its relentless efforts, this was made Nodal JKC forthe East Godavari District and received Best JKC award from the Department.

E-CLASS ROOMS :

To encourage application of Information and Communication Technology separate e-class rooms are developedby some of the departments like Physics, Chemistry, and teaching-learning process is done with the help of LCDprojectors. Some of the Departments also offer internet facility to the students in their departments and very soon itwill be extended to all the departments also.

SPECIAL COACHING FOR COMPETITIVE EXAMINATIONS :

In the previous year Integrated coaching for Bank Probationary Officers and Combined Graduate LevelExamination was given successfully for 120 students, and another 120 Post Graduate students were given coachingfor UGC NET/ SLET, under UGC Merged Schemes. This facility will be continued in future also.

IGNOU STUDY CENTRE :

IGNOU Study Centre was started in November 2013 in the place of hitherto Convergence Centre giving ampleopportunity for the students to get Double Degree and Value Added Programmes simultaneously with out losing theacademic year. The classes will be arranged out of the College working hours enabling the students to enhance theirskills by attending the classes there.

CHOICE BASED CREDIT SYSTEM :

From this year onwards i.e., 2014-15, Choice Based Credit System is going to be introduced in all AutonomousColleges in the State. This College being Autonomous is no exception and under this system, a student will be givenchoice to select among the different specializations which are Advanced and Skill Based in the Core subjects duringthe V & VI Semester and at the same time one has to select one general elective in the III or IV Semesters. TheGeneral Elective may be from the same discipline or interdisciplinary.

GENERAL RULES TO BE FOLLOWED AFTER ADMISSION

I. RULES OF ATTENDANCE :1. 75% of Attendance is Compulsory in Theory and 90% of Attendance in Practicals in every Semester.2. The candidate who is not eligible for the examination due to the shortage of attendance i.e. less than 66% will have to

seek readmission and get the required attendance in the same Semester in the successive year.

II. READMISSION :

Students : (1) Who do not pay the Tuition Fee (2) Who do not have the required attendance (3) Who do not pay theExamination Fee, may seek readmission for continuing in the same Semester in the next academic year.

III TUITION FEE :1. Candidate must pay the Tuition Fee of the Semester with in the stipulated time.2. Defaulters of payment of Tuition Fee will not be eligible to take the examination.

IV NO WAIVING OF FEES TO DISCONTINUED STUDENTS

As per the instructions of the Asst.Registrar (CDC), Andhra University, Visakhapatnam, No. CII (Sup)/Fee/2005,dt 28.11.05. Students who discontinue their studies for various personal reasons should pay the entire fee for allthe three years. Under any circumstances no waiving of fee to discontinued student is admissible. Parents areadvised to make clear note of the fee structure as it is an Autonomous Institution. No T.C. and C.C. will be issuedif there are any dues from the students.

V EXAMINATION FEE :

1. Candidates who pay the Tuition Fee and who have minimum 75% attendance will be eligible to pay the Examination Fee.

2. The Candidates who do not pay the examination Fee will not be promoted to the next semester.

3. The defaulters of Examination Fee should pay the penal fee of Rs. 750/- along with the Examination Fee within 15 daysof the commencement of the next Semester. Otherwise, they have to forego the eligibility of continuing in theSemester. The receipt should be submitted immediately to the Examination Cell.

VI. SCHOLARSHIPS:

1. All eligible candidates will get post metric scholarships from the Govt. of Andhrapradesh and in order toavail this facility one has to apply for scholarships in the right procedure and in time, with all necessarydocuments.

2. If any candidate discontinue in the middle of the course he will not get scholarship.

3. Any candidate wants to take T.C before the completion of the course he has to pay all the dues to the College.

4. The candidates who desire to get fee concession and Scholarship have to submit the Original Caste Certificateand Income Certificate in the Office.

VII. ADMISSION ON T.C. :

There is no provision for admission on TC as the College is Autonomous and its Examination syllabusstructure is different.

VIII. PARENT-TEACHERS' MEET :

Parent or Guardian must attend the Parent-Teacher Meet without fail whenever intimated by the proctors.Each student must submit 4 self-addressed cards and two stamp-size photos to the proctors concerned.

IX. BETTERMENT OPPORTUNITIES :

1. Betterment is exclusively available for V and VI Semester Students only.

2. Students have to avail themselves of the chance with in a period of one year only.

3. Candidates who get first class are not eligible to avail themselves of their improvement opportunity as perUniversity norms.

4. Betterment cannot be Paper -wise Students have to apply for Betterment of all the V & VI Semester Papers.The college gives one chance to failed candidates to appear for the examination with the old model, in caseof a change in the syllabus and Model question Paper.
