HARVEY W. WILEY AWARD PRESENTED TO:

JOE O. BOISON, Senior Research Scientist, Canadian Food Inspection Agency (CFIA), Saskatoon, Canada

This year’s recipient of the 2015 Harvey W. Wiley Award is JOE O. BOISON. Since graduating from McMaster University in 1986 with a Ph.D. in Analytical Chemistry and specialization in mass spectrometry, Boison has held progressively increasing positions in the public Service of Canada. He is currently a senior research scientist at CFIA and a research coordinator at the Center for Veterinary Drug Residues (CVDR) Laboratory in Saskatoon. In addition, he is an Adjunct Professor of Chemistry,

School of Graduate Studies, University of Saskatchewan, and an Adjunct Professor of Veterinary Biomedical Sciences at the Western College of Veterinary Medicine at the University of Saskatchewan.

Boison supervises a research and method development team in an internationally recognized and accredited residue laboratory, and was part of the team that led the first Government Laboratory in Canada to receive ISO 17025:2005 accreditation for both its diagnostic and research (test method development) programs. His research interests cover the specialty areas of separations analysis and orthogonal detection techniques and, since his entry into the public service, his research has been focused on the development of sensitive analytical methods for veterinary drugs.

Boison was appointed as an AOAC expert reviewer in 1991 and helped to develop guidelines for the AOAC Performance Tested MethodsSM (PTM) Program. He serves on several AOAC stakeholder panels and expert review panels (ERPs). He is currently a member of the AOAC Research Institute Board of Directors, Official Methods Board (OMB), and Editorial Board. He is the Section Editor for Veterinary Drugs for the Journal of AOAC INTERNATIONAL. Boison is a member of the Canadian Delegation to the Codex Committee on Residues of Veterinary Drugs in Foods (CCRVDF), Joint (WHO/FAO) Expert Committee on Food Additives and Contaminants (JECFA) for veterinary drugs, and a WHO Short-Term Consultant.

He received the 2011 AOAC Process Expert/General Referee Award, 2012 Fellow of AOAC INTERNATIONAL Award, 2013 ERP (Veterinary Drug Residues) of the Year Award, and 2013 Achievement in Technical and Scientific Excellence Award. In 2003, he was appointed a Fellow of the World Innovation Foundation and was awarded the CFIA President’s National Award for Leadership Excellence in 2010. He has published over 70 manuscripts in peer-reviewed journals, eight textbook chapters and reviews, and presented 93 invited keynote addresses and oral presentations.

The Harvey W. Wiley Award is presented each year to a scientist or group of scientists who have made an outstanding contribution to analytical methodology in an area of interest to AOAC INTERNATIONAL. The award consists of US$5,000, an award plaque, and reimbursement of travel expenses incident to attending the AOAC INTERNATIONAL Annual Meeting and Exposition.

HARVEY W. WILEY SCHOLARSHIP AWARD PRESENTED TO:

CHEN XUE, University of Saskatchewan, Saskatoon, Canada

CHEN XUE, winner of the 2015 Harvey W. Wiley Scholarship, is a current graduate student at the University of Saskatchewan. After he finished high school in China, he seized the opportunity to study abroad in Canada and entered the University of Saskatchewan for his undergraduate study. After completing his B.Sc., the mystery of carbohydrates attracted his interest, and he decided to devote his studies to chemistry. He worked in Lee Wilson’s laboratory at the University of Saskatchewan to explore the physicochemical properties of carbohydrate polymers. After 2 years, he received his master’s degree in Chemistry in 2014. Now he continues his research on carbohydrate polymers and their electrospun fibers. Besides chemistry, he likes to read and believes that it will open one’s mind to thinking in different directions.

The Harvey W. Wiley Scholarship (US$1000) is awarded to an upper-level undergraduate or graduate student to encourage and assist studies in the analytical sciences. A college chosen by the current year’s Harvey W. Wiley Award recipient makes the scholarship selection based on criteria established by AOAC.

FELLOW OF AOAC INTERNATIONAL PRESENTED TO:

CHRISTOPHER J. BLAKE, Nestec Ltd. - Nestlé Research Center, Ves-chez-les-Blanc, Lausanne, Switzerland

CHRISTOPHER J. BLAKE is presented with a Fellow Award for his many contributions to the Association. He is currently a scientific expert working in the Food Safety and Quality Pillar at Nestlé Research Center, where he has been working for the past 25 years. He focused his studies on Food Science and Analytical Chemistry at London University, United Kingdom. Blake has been active in quality related analytical work for over 30 years and is the author of numerous scientific publications, reviews, and book chapters in the area of food analysis.

Blake has been active in AOAC INTERNATIONAL for over 15 years. In 2000 he became a member of the Methods Committee on Food Nutrition and was General Referee for Fat-Soluble Vitamins. Since 2010 he has served on the AOAC Research Institute Board of Directors. He is currently a member of the AOAC Stakeholder Panel on Infant Formula and Adult Nutritionals (SPIFAN) and is a working group chair for chloride and fluoride.

BRENDON D. GILL, Fonterra Co-Operative Group Ltd., Waitoa, New Zealand

A recipient of the 2015 Fellow Award, BRENDON GILL is currently employed as a Senior Research Scientist for Fonterra based at the Nutritionals Laboratory in Waitoa. He is responsible for the development and implementation of analytical methods for the analysis of micronutrients in dairy products for routine laboratory use, as well as providing scientific support to both the laboratory and product teams.

Gill has been a member of AOAC since 2006 and continues to be active, particularly in the AOAC SPIFAN community. He has served as a voting member of AOAC stakeholder panels, including SPIFAN and the Stakeholder Panel on Strategic Food Analytical Methods (SPSFAM), and as a subject matter expert on SPIFAN expert

review panels (ERPs) and working groups. He was a member of the AOAC 2011–2012 ERP of the Year. As chair of the Nucleotides Working Group, Gill facilitated the development of the Standard Method Performance Requirement (SMPR®) and the selection of methods for further evaluation. He has served as Study Director for the collaborative study “Analysis of Nucleotide 5Monophosphates in Infant Formulas by HPLC–UV,” which was recently designated as Official Final Action Method 2011.20. Gill is currently a member of the Editorial Board of the Journal of AOAC INTERNATIONAL and regularly publishes results from his various research projects in peer-reviewed journals. He received a B.Sc. in 1998, M.Sc. (hons) and GradDipT in 2000, and a Ph.D. in 2013.

TOM PHILLIPS, State Chemist Section, Maryland Department of Agriculture (MDA), Annapolis, MD, USA

TOM PHILLIPS is presented with a Fellow Award for his many contributions to the Association. He is currently a Chemist Supervisor of the Pesticide Residue and Formulation and the Proximate and Drug Analysis Groups. He manages the day-to-day operation of the groups, as well as handling special projects that come to the Section. The special projects can be internal to the Agency or external. A graduate of the University of Pikeville with a Bachelor of Science in

biology, chemistry and mathematics, Phillips joined MDA in 2002 as a contractual chemist. His responsibilities ranged widely from analysis to technical management of special projects. He has developed and validated a wide range of formulation and residue methods, both for veterinary drug and pesticides. He also worked within the Section’s quality system, supporting activities pursuant to achieving ISO 17025 accreditation.

Phillips joined AOAC in 2005 and has been highly active within the methods committees, ERPs and stakeholder panels. He is currently a member of the Official Method Board and several ERPs within the Stakeholder Panel on Dietary Supplements (SPDS), International Stakeholder Panel on Alternative Methods (ISPAM), Stakeholder Panel on Agent Detection Assays (SPADA), and SPSFAM. He was chair of the ERP on Polycyclic Aromatic Hydrocarbons (PAH) in Seafood, as well as a member of the ERPs on Starch and Compound 1080. He is also an active member of the Chemistry Subgroup of the AOAC Analytical Laboratory Accreditation Criteria Committee (ALACC).

The Fellow of AOAC INTERNATIONAL Award recognizes the dedication of the volunteers who serve the Association.

TECHNICAL SERVICE AWARD PRESENTED TO:

MICHELLE BRISCOE, Brooks Rand Labs, Seattle, WA, USACORY J. MURPHY, Canadian Food Inspection Agency (CFIA), Dartmouth, Canada

Contaminants Community Subgroup on Heavy Metals

MICHELLE BRISCOE is the President/CEO of Brooks Rand Labs. In this role, she is responsible for all business operations, including laboratory services, research and development, quality assurance, customer service, and business development. For over 20 years, Briscoe has been involved in the analysis and method development for trace metals and metals speciation. She is a graduate of Western Oregon University, where she earned a BS degree in Chemistry and Physics.

CORY MURPHY is manager of the Chemistry Section of CFIA Dartmouth Chemistry Laboratory. He is responsible for method development/validation and regulatory testing related to veterinary drug residues in fish and shellfish toxins, as well as trace metals and speciated metals in food and fish products.

Prior to joining the CFIA in June 2002, Murphy worked at the Nova Scotia Agricultural College (Dalhousie University) conducting research on soil amendments and their effect on soil and plant nutrition, as well as the accumulation and uptake of metals. He has been actively involved in AOAC INTERNATIONAL since 2007 and has served as the chair of the Metals Subgroup since 2010. As of 2012, he has co-chaired the Metals Subgroup with Michelle Briscoe, Brooks Rand Labs. He has also served as a voting member of SPFSAM, ERP for Veterinary Drugs, and ERP for Heavy Metals in Foods, as well as working groups to establish SMPRs® for heavy metals and speciated arsenic in food. He has also helped organize and chair sessions at AOAC meetings for metals and metals speciation testing in food in an effort to encourage researchers to the Annual Meeting to discuss hot topics in these areas.

Murphy received the CFIA President’s National Award in 2010 for Innovation and Best Practices for the Dartmouth Laboratory’s work on developing and validating a method for the Determination of Paralytic Shellfish Toxins Using Post-Column Oxidation (AOAC Method 2011.02). He also received recognition from AOAC INTERNATIONAL in 2013 for participating on the 2012-2013 ERP of the Year on Veterinary Drugs.

Murphy obtained a B.Sc. degree in Agricultural Chemistry in 1999 and an M.Sc. degree in Agricultural Chemistry in 2001 with an emphasis on metals in food, both from the Nova Scotia Agricultural College (Dalhousie University).

The Technical Service Award recognizes the dedication and excellence on the part of a volunteer who significantly contributes to AOAC INTERNATIONAL’s analytical and technical communities with noted accomplishments relating to his or her area of expertise.

AWARD IN RECOGNITION OF TECHNICAL AND SCIENTIFIC EXCELLENCE PRESENTED TO:

NANCY THIEX, Thiex Laboratory Solutions LLC, Brookings, SD, USA

Sampling for Food and Feed Material

NANCY THIEX retired in 2011 after 35 years of service to South Dakota State University, where she managed an Analytical Services Laboratory. Thiex is the AAFCO Lead Investigator for the three association cooperative agreement, “Building an Integrated Laboratory System to Advance the Safety of Food and Animal Feed,” funded by the U.S. Food and Drug Administration (FDA). As Cooperative Agreement administrator for AAFCO, she chairs the Sampling and Sample Handling Working Group charged with drafting national guidelines for sampling food and feed. The ultimate purpose of the sampling guidelines is to achieve interagency data equivalency and acceptability, which cannot be accomplished without equivalent samples. Thiex is now a technical consultant for the AOAC Research Institute.

Revising the ALACC Guidelines

AOAC has published the revised Guidelines for Laboratories Performing Microbiological and Chemical Analyses of Food, Dietary Supplements, and Pharmaceuticals – An Aid to the Interpretation of ISO/IEC 17025:2005 in August 2015.

The guideline revisions are the result of much effort and the leadership of DAVID J. FALL, chair, and Heidi Phillips, Michael Brodsky, Yan-Bo Yang and Sumit Sen, the subcommittee chairs for Chemistry, Microbiology, Dietary Supplements, and Pharmaceuticals, respectively. The chair and subcommittee chairs spent many hours with the subcommittees revising the ALACC Guidelines to be consistent with today’s requirements. The subcommittee chairs successfully managed large numbers of subcommittee members, carefully considered their diverse opinions, and brought forward major revision recommendations. Creating an effective document such as this revision was only possible through the active participation of the subcommittees under the leadership of the chairs.

The revision of the guidelines was initiated and finalized by the ALACC Committee. Members include Brad Stawick, Dawn Mettler, Jim Agin, M. Jane Weitzel, Matt Turner, Jasmine Thompson, and Debra Orozco.

The Award in Recognition of Technical and Scientific Excellence recognizes a team, stakeholder panel, or working group that has published a major document or other body of work that demonstrates a unique or particularly noteworthy level of technical and scientific expertise.

Based on their collective judgment of methods that demonstrated both performance characteristics and reproducibility in alignment with the AOAC SPIFAN SMPRs®, the AOAC ERP for SPIFAN Nutrient Methods, chaired by DARRYL SULLIVAN of Covance Laboratories, adopted two methods as First Action Official Methods of AnalysisSM: AOAC 2014.02 (Vitamin B12 in Infant Formula and Adult Pediatric Formulas by UHPLC) and AOAC 2014.04 (Free and Total Carnitine and Choline in Infant Formula and Adult Nutritional Products.

Additionally, the ERP recommended six First Action methods to the AOAC Official Methods Board (OMB) for Final Action status: AOAC 2011.10 (Vitamin B12 in Infant Formula and Adult/Pediatric Nutritional Formula by HPLC), AOAC 2011.18 [Myo-Inositol (Free and Bound as Phosphotidylinositol) in Infant and Pediatric Formula and Adult Nutritionals], AOAC 2011.19 (Chromium, Selenium, and Molybdenum in Infant Formula and Adult Nutritional Products), AOAC 2011.20 (Nucleotides in Infant Formula), AOAC 2012.10 (Vitamins A and E in Infant Formula and Adult Nutritionals), and AOAC 2012.13 (Labeled Fatty Acids Content in Infant Formula and Adult Nutritionals). The OMB approved these methods for Final Action status.

The Expert Review Panel (ERP) of the Year award recognizes an ERP for achieving and completing significant milestone(s) (e.g., final report, First Action Method, Final Action Method), highlighted by some unique or particularly noteworthy aspect of a review panel report, such as innovative technology or application, breadth of applicability, critical need, difficult analysis, or timeliness. The report demonstrates significant merit as to the scope of the project, diversity of the panel, or an innovative approach to difficult analytical challenges. The report must have been submitted within the last 3 years.

AOAC 2014.08 Polycyclic Aromatic Hydrocarbons (PAHs) in Seafood Using Gas Chromatography-Mass Spectrometry

The method is applicable for the determination of the following PAHs in mussel, oyster, and shrimp: 1,7-dimethylphenanthrene, 1-methylnaphthalene, 1-methylphenanthrene, 2,6-dimethylnaphthalene, 3-methylchrysene, anthracene (Ant), benz[a]anthracene, benzo[a]pyrene (BaP), benzo[b]fluoranthene, benzo[g,h,i]perylene, benzo[k]fluoranthene, chrysene, dibenz[a,h]anthracene, fluoranthene, fluorene, indeno[1,2,3-cd]pyrene, naphthalene, phenanthrene, and pyrene. These were representative PAH analytes selected for the collaborative study. The method was validated in a single laboratory for 32 PAHs in fish and shrimp, and, therefore, was expected to be applicable to other GC-amenable PAHs and seafood matrices.

Reproducibility for the method was assessed by a collaborative study with laboratories from various countries. Mean recoveries of all tested analytes at the five different concentration levels were all in the range of 70-120%: 83.8-115% in shrimp, 77.3-107% in mussel, and 71.6-94.6% in oyster, except for a slightly lower mean recovery of 68.6% for benzo[a]anthracene fortified at 25 μg/kg in oyster (RSDr: 5.84%, RSDR: 21.1%) and lower mean recoveries for Ant and BaP in oyster at all three fortification levels (50.3-56.5 and 48.2-49.7%, respectively). However, the repeatability was good (RSDr of 8.78-9.96% for Ant and 6.43-11.9% for BaP) and the HorRat values were acceptable (1.56-1.94 for Ant and 1.10-1.45 for BaP). In all other cases, repeatability, reproducibility and HorRat

values were as follows: shrimp: RSDr 1.40–26.9%, RSDR 5.41–29.4%, HorRat: 0.22–1.34; mussel: RSDr 2.52–17.1%, RSDR 4.19–32.5%, HorRat: 0.17–1.13; and oyster: RSDr 3.12–22.7%, RSDR 8.41–31.8%, HorRat: 0.34–1.39. Results demonstrated that the method is robust and reproducible to determine PAHs and their alkyl homologues in seafood samples.

fenchlorphos, picoxystrobin, pirimicarb, pirimiphos-methyl, procymidone, propyzamide, pyrimethanil, quinoxyfen, tefluthrin, tolclofos-methyl, and trifluralin by GC-MS and GC-MS/MS; acetochlor, benalaxyl, bensulide, butralin, chlorpyrifos, clomazone, diazinon, ethoprophos, flutolanil, imidacloprid, indoxacarb, kresoximmethyl, monolinuron, picoxystrobin, pirimiphos-methyl, propoxur, quinoxyfen, tebufenpyrad, triadimefon, and trifloxystrobin by LC-MS/MS.

The LOQs for the 653 pesticides included in the single-laboratory validation (SLV) ranged from 0.03 to 1210 μg/kg. The LODs of the GC-MS method ranged from 1.0 to 500 μg/kg, and the corresponding LOQs ranged from 2.0 to 1000 μg/kg. The LODs of the GC-MS/MS method ranged from 1.0 to 900 μg/kg, and the corresponding LOQs ranged from 2.0 to 1800 μg/kg. The LODs of the LC-MS/MS method ranged from 0.03 to 4820 μg/kg, and the corresponding LOQs ranged from 0.06 to 9640 μg/kg.

The 6638 target pesticide test data from the 29 qualified laboratories included 1977 results generated by GC-MS, 1704 results by GC-MS/MS and 2957 results by LC-MS/MS. It was determined after application of the Grubbs and Dixon tests for outliers to the data sets that there were 65 outlier results from the 1977 GC-MS results (3.3%), 65 outlier results from the 1704 GC-MS/MS results (3.8%) and 57 outlier results out of 2957 results from the LC-MS/MS results (1.9%), representing 0.98, 0.98, and 0.86%, respectively, of the 6638 results generated in the study. Statistical analysis of the generated 6638 test data confirmed that the method is rugged, and average recoveries, average concentration, RSDr, RSDR and HorRat values all meet the recovery and reproducibility criteria for use in multiple laboratories.

ALBERT E. POHLAND, AOAC INTERNATIONAL (Contractor), Laurel, MD, USA

A Special Recognition Award is presented to ALBERT E. POHLAND. He currently serves as Section Editor for Food Chemical Contaminants and Dietary Supplements for the Journal of AOAC INTERNATIONAL. Pohland was president of AOAC in 2000, and has served on many AOAC committees, including 8 years as a member of the Board of Directors.

Before joining AOAC, he spent 35 years at the U.S. Food and Drug Administration (FDA); his latest position was serving as the Strategic Manager for Research in the Center for Food Safety and Applied Nutrition. During this time he served 12 years as the chairman of the IUPAC Food Contaminants Commission, as a member of the U.S.-Japan Cooperation on the Development and Utilization of Natural Resources Program, and as a member of the International Organization for Chemical Sciences in Development. Pohland retired from FDA in 2000, taking a position at AOAC as Director of the International Affairs Office, and eventually as Chief Scientific Officer. He retired from AOAC in 2010 and is currently serving as an AOAC consultant.

ARTHUR E. WALTKING, Waltking Associates, Glen Rock, NJ, USA

After receiving his degree in chemistry from Lehigh University in 1959, ARTHUR E. WALTKING began his career with Bestfoods Division of Corn Products Co., where he spent 41 years in various technical and management positions at the Bestfoods Research Center. He retired as Principal Materials Scientist, where he was instrumental in developing a Materials Science Function at Bestfoods, which included the evaluation of the physical properties of foods utilizing the following disciplines: microscopy; thermal analysis; rheology; texture; particle

size and powder analysis. Waltking has one patent and authored numerous Official MethodsSM publications. A list of his publications can be found on the website, waltkingassociates.com.

In 1971, Waltking was the first recipient from industry to receive the Golden Peanut Award from the National Peanut Council for the method, “The Rapid Determination of Aflatoxins.” In 1993, he became a Fellow of AOAC INTERNATIONAL. In 1995 he received the AOCS American Oil Chemists Society Award of Merit during his tenure as chairman of the Hydrogenated Oils, Biochemical Methods, Aflatoxin, Mycotoxin, Flavor Nomenclature and Physical Methods Committees. For 9 years he served as an AOCS representative on the Joint AOAC, AOCS, AACC, IUPAC Committee on Mycotoxins, aiding in the coordination of the research efforts to detect and eliminate these mold metabolites from food products. He also served a 12-year appointment by the NRC as the “USA Representative” to the International Union of Pure and Applied Chemistry (IUPAC) Commission on Oils, Fats and Derivatives. He served as AOAC liaison to AOCS, AOAC Associate Referee for Oxidized Oils and a committee member of the AOAC Foods Committee. In addition, he was co-founder and past president of the AOAC New York-New Jersey Regional Section.
