    BY-LAWS1. The business of the association shall be managed by a board of directors consisting of fi fteen (15) members representing the whole county, and the president, vice-president, secretary and treasurer shall

    be ex-offi cio members of the board. Five members shall constitute a quorum for the transaction of business. A life membership in the Allamakee County Agricultural Association shall not be required of any person serving as an offi cer or a director in the corporation.

    2. The annual meeting for the election of offi cers shall be held at 7:00 p.m. on the third Monday of October.3. The president or the secretary shall have power to call the meeting of the directors whenever he/she may deem it for the interest of the society.4. Five members shall constitute an executive committee and shall have the power to do all business for the interest of the society in the intervals between the meetings of the board of directors.5. The offi cers shall be elected annually. The directors shall hold offi ce for two years, ten directors being elected every year.6. Vacancies occurring in any offi ce may be fi lled by the executive committee.7. It shall be the duty of the secretary to keep carefully the record of the society and all papers relating thereto; to respond promptly to all letters and circulars of the society and of the state society; to make

    annually before the fi rst of November, a report to the secretary of the state of society embracing such items of information concerning the county society and such statistics and information as may be desired by the state board. The secretary shall keep records of the receipts and expenditures of the society, and shall have control of the tickets charging the treasurer with those delivered to him/her, and given him/her credit for those returned. He/she shall perform all other duties, under the direction of the executive committee as may be necessary for the welfare of the society.

    8. It shall be the duty of the treasurer to receive all monies of the society and pay them on order of the secretary, and he/she shall make a full statement of the fi nancial condition of the society, embracing receipts and expenditures at the annual meeting and he/she shall give bonds in the sum of 2,000 for the faithful performance of his duties and said bonds shall be approved by president and secretary.

    9. The society shall hold an annual fair at such time and place as the board of directors may designate.10. An awarding committee shall be appointed by the executive committee for judging the different classes and awarding premiums on same.11. All awarded premiums uncalled for within 60 days after the close of the fair will be considered donated to the society.12. Premiums shall not in any case be awarded by the judges on an unworthy article whether there be competition or not.13. Awarding committees are authorized to make honorable mention of articles of merit not enumerated in the premium list, but shall not award premiums on the same.14. All entries close Wednesday night, July 15, 2015 at 8:00 p.m., except for livestock, the entries close at 9:00 p.m.15. The fair association committee will take every possible precaution for safekeeping of articles and livestock after the arrival on the grounds, but the association will not in any case be liable for any

    loss or damage for any accident or injuries that may happen to them or other property while attending the fair or the fairgrounds. It is particularly desired that all people be cautious of danger, that all exhibitors give their personal attention to property exhibited and at the close of the fair take charge of same.

    16. The chief marshal shall have charge of the grounds under the control of the executive committee and command the force of police during the fair, and it shall be his duty to preserve order throughout; and it shall be his duty to make himself familiar with the program and to execute same without further orders unless the same be changed by the executive committee, and he shall have power to eject any person from the grounds for disorderly conduct.

    17. The Allamakee County Fair Board has the right to remove and exclude from premises any individuals deemed to be a hazard or threat indefi nitely.18. The secretary shall employ gatekeepers, and if necessity requires, it shall be their duty to make arrests.19. Superintendents are expected to have charge of matters in their respective department, receive and attend to the prior arrangements of everything entered; to attend the judges in their examinations,

    furnish them with prize badges or ribbons, make the proper entries of awards in books furnished by the secretary, and see that the program as far as their classes are concerned, is faithfully carried out.20. The secretary shall have power to sell space for concessions and refreshment stands, etc.21. The president shall appoint an auditing committee to audit the books of the secretary and treasurer, and submit a report at the annual meeting,22. No more than one premium shall be paid on any article unless there is competition, the judges shall place awards on meritorious articles, according to their merits.23. All exhibitors of livestock must notify the secretary the number of stalls and of pens they want reserved and at the same time deposit the required stall and pen fees with the secretary.24. These by-laws may be amended, repealed, or new ones added at any regular or special meeting of the board of directors by a majority vote of the board.CLAIMS25. All persons having claims against the society must fi le them with the secretary within 10 days after the closing of the fair, otherwise same will not be paid until the close of the next annual fair and all

    bills should be certifi ed by the claimant. In case of a defi cit, all premiums and bills will be paid on a pro rata basis.26. NO SMOKING ALLOWED IN FAIR BUILDINGS.27. The association will not be liable for any errors of committee or clerks in placing premium cards. All premiums will be paid as shown by the committee book.28. The decision of every judge shall be fi nal in all cases, except where error, fraud, misrepresentation or collusion, not discovered at the time of the award, is obvious. The superintendent may decide such

    cases or refer such cases to the executive committee, whose decision shall be fi nal.29. NO ELECTRICAL POWER WASHERS ALLOWED ON THE GROUNDS.

    Dylan Scott is a relative newcomer to the country music scene, himself, but has the drive and desire to be on stage ingrained in his blood. His father played guitar and sang harmony in the 1970s and 1980s with country artists Freddy Fender and Freddy Hart.With early in uence by Merle Haggard and George Strait, and claiming the late Keith Whitley as his musical role model, Scott got an early start on keyboard and acoustic guitar before hitting the stage during his high school years with the southern gospel trio 11th Hour.     Cletus was born March

    28, 1927 to John and Ellen

    (Conway) Hawes at their family home in Gods H

    oly

    Wexford Valley, as it has

    been described by Trappist

    monks. He was baptized

    the same day at Immaculate

    Conception Church, Wexford.

    Donald was born December

    22, 1928. In addition to being

    baptized at Immaculate

    Conception, Wexford, he

    noted he later received

    the Sacraments of First

    Communion, Reconciliation

    and Con rmation there as

    well. It was there he offered

    his First Solemn Mass, the

    day after he was ordained in

    1953.

    Monsignor Cletus Hawes and

    Reverend Donald Hawes will

    assume the responsibilities as

    sacramental priests for several

    of the countys churches later

    this month. The brothers, who wi

    move into the St. Patrick

    Church rectory in Waukon,

    will say weekend and daily

    masses at St. Patrick's in

    Waukon as well as weekend

    masses at St. Marys in

    Hanover and Dorchester.We look at coming

    to

    Waukon as an opportunity for

    service of the Lord as priests

    in Word and Sacrament, said

    to him. He set an example by

    being himself, he added.The men said the

    education began at home and

    continued in the Wexford

    one-room country school,

    Waukon's Tiffany Riehm and "Pony" win pair of

    World Championships

    every weekend, she said.

    Riehm added that while

    she worked hard on her own,

    she never hesitated to ask oth-

    ers for help with her showing.

    To be the best, I think you

    have to learn from the best,

    she said.She recounted a sayin

    that she said has guided her

    along the way: Practice is

    important, but you have to

    practice correctly. If you go

    out and practice it wrong ev-

    ery day, its still going to be

    wrong no matter how many

    times you do it.

    GETTING READYThis spring, Riehm decid

    -

    ed she would take Pony, also

    known as "Tys Cool Angel,"

    to the World show in Oklaho-

    ma.Starting at the beginnin

    g

    of March, Riehm began that

    preparation slowly with a

    small workout routine, about

    15 minutes a day to get the

    horse in shape and about 15

    minutes of working on show-

    manship, which includes

    practicing things like setting

    her feet up, practicing pivots

    (turning with her right hind foot planted while execu

    ting

    a turn), backing straight lines, and walking and trottin

    g in

    sync with each other.

    Pony, that practice paid off

    in mid-June when the duo

    earned two world champi-

    onships at the Pinto World

    Championship Horse Show

    in Tulsa, OK. Riehm won

    both her halter class (where the horse is judged on its conformation) and her show-manship class (where judges evaluate how the exhi

    bitor

    handles the horse).Riehm, a 2009 gradua

    te

    of Waukon High School, has

    been riding horses since she

    was about three years old.

    She started showing Ponys

    mom when she was about

    10 years old and advanced to

    national competition by the

    time she was about 16.Riehm said from a youn

    age, she knew that surround-

    ing herself with the right

    team, which included top

    trainers, was important.When I was in hig

    h

    school, I moved my horse to

    a trainer and would go there

    on weekends and get lessons

    with my horses. I was either

    at the trainers getting lessons

    or at a horse show just about

    structural correctness, breed

    and sex characteristics and

    degree of muscling.Riehm said in tting

    knew she had to be careful

    not to overwork her so she

    wouldn't lose weight, but

    needed to work on building

    good muscle so she could be

    at a good weight for the com-

    petition. In addition to ad-

    hering to a strict six-days-a-

    week workout schedule, she

    also worked closely with a

    Purina representative to make

    sure her horse was receiving

    the proper nutrition.I wanted to make sure he

    system was in balance and

    she felt the best she possibly

    could, she said.

    A SCARY SETBACKAlthough Riehm did a

    ll

    she could to prepare Pony,

    her show aspirations were

    threatened when Pony start-

    ed to exhibit symptoms of

    Lyme disease in late spring.

    In horses, Lyme disease can

    result in lameness, arthri-

    tis, neurological problems,

    moon blindness and dermati-

    tis. Luckily, Riehm knew her

    horse well enough to know

    something was off.After diagnosis, Dr. Ro

    Clinic came to Riehms barn

    every day for a week to ad-

    minister I.V. antibiotic treat-

    ments. I have to say a big

    thank you to Waukon Vet

    Clinic. They were awesome

    to work with, said Riehm.

    Although this setback

    could have ended Riehms

    World Show prospects, she

    and Pony didnt let it end

    there. As the show got

    closer, I pushed her during

    her workouts just a little bit harder, and we were pra

    ctic-

    ing our showmanship twice a

    day, she said.Riehm explained th

    During its regular meet-

    ing Monday, June 29, the

    Allamakee County Board of

    Supervisors approved a per-

    mit application from Harpers

    Ferry Boosters, Inc. to host

    an all-terrain vehicle (ATV) ride that will include the

    use

    of both private land and sec-

    tions of Allamakee County

    roads.Dennis Blocker of the A

    l-

    lamakee Off-Road Associa-

    tion said that the $500 permit

    fee that the Harpers Ferry

    Boosters agreed to pay seems

    like a lot of money for a one-

    day ride and encouraged the

    Board to move towards al-

    lowing ATV use on all Coun-

    ty roads. Chairman Larry

    Schellhammer responded

    that the $500 permit fee only

    covers the Countys cost

    for additional insurance for

    the ride, adding that no one

    wants to expose the County

    to additional liability by mak-

    ing ATV use legal on County

    roads but the problem is that

    the machines themselves are

    labeled by their manufactur-

    ers as for off-road use only.

    Blocker presented the

    Board with an ordinance ad-

    opted by Buchanan County

    which allows ATV use on

    County roads, saying that

    with the passage of the ordi-

    nance, theyre off the hook

    with regard to liability issues.

    He added that he wishes the

    State would pass a law to al-

    low ATVs on public roads and

    that by not doing so, the State

    is missing out on millions of

    dollars in tourist revenues

    currently being enjoyed by Minnesota and Wiscon

    sin,

    where ATV use is allowed on

    public roads.Winneshiek County S

    pervisor John Beard, who

    was in attendance for an-

    other agenda item, told the

    Board that while Winneshiek

    County had given permission

    for an ATV ride to utilize its

    County roads, after receiving

    input from law enforcement,

    public safety of cials and

    recommendations from ATV

    manufacturers, the Board will

    not be permitting any future

    leaning towards allowing

    ATV use on County roads,

    the Sheriff, County Attorney

    and County Engineer are

    all leaning away from it,

    work to do before we can go

    electricity, milking cows by

    hand, using horses for eld

    work, haying with a dump

    rake and pitching the hay,

    and neighborhood gatherings

    for tasks like threshing and

    corn shredding.They also recount

    Sunday afternoon baseball

    games between the families

    at the rural parishes. Each

    church had a different team.

    The county was full of farms

    with big families, said

    Donald, noting some of the

    people he and his brother will

    be serving are some of the

    same people they played ball

    with.When Cletus was just

    eight and Donald was seven,

    their father died suddenly,

    leaving their mother a widow

    with six children to care for.

    Our mother kept the family

    together and was a good farm

    manager and worker. She

    was always concerned with

    our education and religious

    practice, remembered

    Cletus.

    in philosophy. Cletus said it

    was around seventh or eighth

    come until he was midway

    through college.After each broth

    graduated from Loras

    College, they went on to St.

    Mary Seminary in Baltimore,

    MD. Father Cletus Hawes

    was ordained April 26, 1952

    at Christ the King Chapel at

    Loras College. Father Donald

    Hawes was ordained just ayear later, May 16, 1953

    , in

    the same chapel at Loras.
