Programme Overview

• £25m capital funding from DH (outside London)

• Available from April 2015 to 31st March 2017

• Funding is split into 2 elements: Homelessness Change and Platform for Life

Rough Sleepers and Young People

The main aims are:

• To improve physical and mental health outcomes for rough sleepers, and support them towards independent living

• To provide stable transitional accommodation for young people from which they can engage with work, training and education and to progress towards full independence

Homelessness Change

• Tailored hostel accommodation and improved facilities for the provision of healthcare, training or education for rough sleepers

• Aim is to improve physical and mental health outcomes for this group, and support them towards independent living

• Focus on refurbishment or conversion of existing provision

• New build is eligible where deliverable and of sufficient vfm

• Standalone non-accommodation projects (e.g. daycentres) not eligible; but proposals which seek to improve facilities within a hostel, without upgrading the bed spaces, would be.

Platform for Life

• Shared transitional accommodation for young people (18 to 24) who are homeless or insecurely housed and who are in housing need

• Aim is to provide a stable environment from which they can engage in work, training and education, and progress towards full independence.

• Not intended as supported housing

• Focus on refurbishment or conversion of suitable existing properties (e.g. sheltered accommodation, HMOs, family hostels etc)

• New build eligible (inc. modular construction where appropriate)

Platform for Life contd.• Affordable Rent tenancies (80% of market rent)

• Tenancies expected to be time limited and linked to residents participation in work, further education or vocational training

• Possible referral routes could include: FE colleges, JCP, NSNO, Housing Option teams, move on from supported housing etc

Bidding Timelines

• Bidding is open to all organisations:– Need to be an HCA investment partner to receive

funding– Landlord of accommodation would need to be a

Registered Provider

• Bid round closes at noon on 12th June 2015

• Allocations announced late October 2015

How to bid for HC and PfL

• Bidding is through HCA’s online IMS system– captures info on: costs, no. of units, tenure type etc

• Additional supporting statements also need to be submitted in IMS, including:– Scheme outline, inc details of revenue funding – Details of engagement with local authority and relevant commissioning

groups – Design statement

• Scheme design plans should be sent via email to:

Assessment of Bids

Assessment will be carried out on a scheme by scheme basis against the following key criteria :

• Deliverability within the timescales of the programme• Value for money• Fit with the aims of the programme• Fit with local strategic priorities• Sustainability
