A Message From President And Ceo

The Youth Service Bureau’s story began in 1981 with just one program providing case management and supervision for juvenile offenders who needed to complete community service hours or make restitution to their victims. It was also the year

that IBM introduced the first personal computer, Ronald Reagan became president, and MTV was launched. It seems that the challenges our youth and families face have

been growing and changing at a whirlwind pace ever since. How can we keep up? Are the services we provide still relevant? Over the years we’ve expanded our programs to meet the needs of at-risk youth in a rapidly changing world. This year, we celebrated 35 years of service to at-risk youth in St. Tammany and Washington Parishes, and in addition to juvenile delinquency intervention, we now provide advocacy, counseling, and education so that at-risk youth and families can reach their full potential.

Not too long ago, one of our case managers was shopping when she was approached by a man who exclaimed, “Ms. Sheila – I can’t believe it’s you! You saved my life.” She didn’t immediately remember him, but as they chatted she recalled a troubled teen who was referred to our Families In Need of Services (FINS) program many years ago due to truancy and ungovernable behavior. He reminded her that the YSB’s intervention got him back on track to successfully complete high school and he later joined the military. He had traveled the world, and learned skills to begin a successful career. He introduced Sheila to his wife and children and explained that they had recently moved back to the area to be closer to his parents. He told Sheila that before their involvement with FINS, his relationship with his family was “awful.” But all of that changed, and he’s happy that his own children enjoy a close, loving relationship with their grandparents.

Intervention for delinquency, truancy, and ungovernable behavior … advocacy for abused and neglected children … counseling and education to prevent substance abuse … all are still relevant, still vital. Strong youth and families are the cornerstone of a strong community. Thank you for your interest in the Youth Service Bureau and for your support of our programs to strengthen youth and families.

Court Appointed Special Advocate (CASA) volunteers are trained volunteers who help judges find safe and permanent homes for abused and neglected children in state custody. CASA volunteers focus on one child or sibling group at a time and make recommendations in the best interest of the child. Volunteer advocates offer judges critical information to help them make decisions so that children live in safe and permanent homes. Abused and neglected children rely on CASA Volunteers as advocates for their right to live in safe and permanent homes.

100% of children responding to our survey report that they like their CASA Volunteer, their CASA knows how they’re doing in school, and their CASA talks to them about their family.

It has been so rewarding to see the positive changes for children and the superb care they receive from their foster parents.

Crossroads is a juvenile delinquency intervention program that offers non-violent offenders the opportunity to choose a new direction while holding them accountable for their actions. Case Managers implement the Balanced and Restorative Justice Model to encourage responsibility while maintaining a focus on victims and families. Clients are supported through group classes that teach internet safety, law related education, anger management, and drivers improvement. Clients are further supported through parental training and referrals for counseling when appropriate. When youth are offered a second chance through the Crossroads program and learn to refrain from law-breaking behavior, our community is safer.

I think the law class we attended was most helpful. We were both informed about laws of which we were previously unaware. I can’t think of any part of the (Crossroads) program that wasn’t helpful.

Families in Need of Services (FINS) is a delinquency prevention program that focuses on helping youth and families to remedy self destructive behavior through education and family counseling. FINS Case Managers encourage positive parental involvement and improves skills to counter ungovernable behavior. Clients are supported through educational classes and are monitored for adherence to school guidelines, including attendance criteria. By participating in FINS, hundreds of individuals each year are provided helpful services, and their families are strengthened in the process.

This program has helped my son’s motivation and outlook on education. I am pleased with his mental changes and progress.

Options is a substance abuse treatment program that provide family focused licensed outpatient treatment for adolescents who are experiencing problems with alcohol and / or drugs. Power of Choice is an outpatient program that provides mental health counseling for adolescents. YSB counselors work with youth to help them cope with the challenges of life in the 21st century and adapt skills that keep them sober and healthy.

I feel that learning the facts about what I was doing was most helpful, and really changed my mind about it. My family and I benefited from this program because they were glad that I was happy in school and not doing drugs.

Truancy Assessment and Service Program (TASC) is a truancy reduction program that provides resources and support to children and their families for children from the grades of Kindergarten through 5th grade. We align our clients with local providers that alleviate the families’ stressors, allowing the children to attend school daily and on time. Regular school attendance is essential to academic success. TASC helps children succeed in school.
