Lecciones aprendidas tras la 1ª convocatoria (I)

� Valoración de las propuestas “tal cual”, sin tener en cuenta su potencial si se introdujeran algunas mejoras.

� Se identifican puntos negativos, pero no se ofrecen recomendaciones de mejora (socios o actividades adicionales, recortes en presupuesto…)

� En ocasiones, los costes presentados han influido en la nota de manera un tanto arbitraria, penalizando a propuestas con costes sobreestimados.

� Los contratos se preparan en base a las propuestas tal cual se enviaron.

El principio de «no negociación» («5+3»: 5 meses para la evaluación + 3 meses para la preparación del contrato) ha impactado

en el proceso de evaluación

• Se espera innovación no sólo en las “Acciones de Innovación” (IA), sinotambién en las Acciones de Investigación e Innovación” (RIA):

� Will establish new knowledge ("that has innovation potential") and/or

� Will explore the feasibility of a new or improved technology, product, process, service or solution.

� May include basic and applied research, technology development and integration, testing and validation on a small-scale prototype in a laboratory or simulated environment.

� May contain closely connected but limited demonstration or pilot activities aiming to show technical feasibility in a near to operational environment.

El concepto de «Innovación» ha sido confuso tanto para los proponentes como para los

evaluadores

• Está incluida en todos los criterios de evaluación, iguales para RIA e IA (ponderado por un factor de 1,5):

� 'Excellence' criterion (excerpt)Extent that proposed work is ambitious, has innovation potential, and is beyond the state of the art

� 'Impact' criterion (excerpt)Enhancing innovation capacity and integration of new knowledge;…developing innovations meeting the needs of European and global markets; and, where relevant, by delivering such innovations to themarkets

� 'Quality & efficiency of the implementation' (excerpt)Appropriateness of the management structures and procedures, including risk and innovation management.

El concepto de «Innovación» ha sido confuso tanto para los proponentes como para los

evaluadores

Lecciones aprendidas tras la 1ª convocatoria (IV)

� Programa extremadamente competitivo: hay que perfilar muy bien qué se presenta y a qué línea se presentan las propuestas -> si no encajan esprobable que se declaren inelegibles.

� No existe posibilidad de mejora en una negociación posterior: lasinconsistencias (técnicas, administrativas o financiaras) penalizan aún más.

� La “innovación” es fundamental en las propuestas, por descontado en lasIA, pero también en las RIA, especialmente en áreas donde hay una PPP o explícitamente mencionan “industry-driven objectives”. En estos casos: fase de investigación y generación de nuevas tecnologías seguida de pruebas en un entorno de validación claro. Los planes de comunicación y explotación de resultados demuestran el compromiso de la industria de cara a alcanzar los objetivos

� La “innovación” no está relacionada únicamente con el criterio de “Impacto”, también se valora en las secciones de “excelencia” y de “implementación”.
