Our beautiful Run-Walk is along the scenic shore of Lake Elsinore on the levee adjacent to the Diamond Stadium on sand, gravel and dirt, making this a challenging course but accessible to all. Pre-registration is recommended with a deadline of April 1, 2014. You can download the form from the city website or pick up an entry form at local LEUSD schools, City Hall o�ces, Lake Community Center or the EVMWD o�ces.

We Spell BINGO P-A-R-KParks Make Life Better and 2014 is your year to visit one or more of the many parks in Lake Elsinore. Many improvements are planned in our older parks but we also have some great new parks too!

We want to encourage families to explore each park and beginning May 1st through Sept 1st your family can play PARK BINGO! Pick up your Bingo Card at the Lake Community Center and for every activity you accomplish on your own you can self stamp. For those events and programs hosted by the Recreation Division, get your Bingo Card stamped at the park event or program. Bingo prizes while supplies last ,so be sure to bring your completed Bingo Cards in. After you pick up your prize, get another card and start all over!

Participants must be 18 years or older to pick up a card but all family members can play! All rules and restrictions will be listed on the Bingo Cards. Look for the “We Stamp for Bingo” on events and programs.

Spring and summer are fast-approaching. This is always the best time of year in the City of Lake Elsinore as the weekends �ll with family fun events and boaters and �shermen once again �ock to our beautiful lake.

Boating season o�cially begins each year in April. The City Council plans to look closely at our lake use fees this year to make sure they align with other top recreational destinations on behalf of our residents and visitors. While we look forward to another busy summer, the drought raises some serious concerns for our community and our precious lake. We are facing one of the driest years on record. As a result, our lake level has fallen below the ideal operating range of 1240’ above mean sea level (aMSL). Without much needed rain, our lake level will continue to drop due to evaporation. Historically, Lake Elsinore has done relatively well during drought conditions compared to some other lakes and reservoirs. We remain optimistic that once again we can survive this drought until, hopefully next year.

As you read this guide, we encourage you to take a look at the many recreational programs available for you and your family. From swimming lessons, to dance to art, the City aims to provide our residents with quality recreational programs for all ages. Recently the City was awarded a grant to start o�ering aquatic programs on our lake. Until now, we have not had the opportunity to o�er fun activities on the water such as kayaking or paddleboarding. Stay tuned for more information about these programs as they become available.

Finally, several annual and new events are coming to the community. Once again, the City will package up thousands of eggs for the Children's Fair and Egg Hunt, residents will �ood our parks each month for Summer Nights and Movies in the Park, volunteers will join forces for Clean Extreme and we will celebrate 4th of July on and around our lake.

Each month the City of Lake Elsinore partners with the County of Riverside to o�er hazardous waste and e-waste disposal at no cost to Lake Elsinore residents. Collections are held on the �rst Saturday of each

month from 9:00 a.m. - 2:00 p.m. in front of the Public Works Yard located at 521 N. Langsta�. Restrictions apply. No business waste accepted. All paints, bleaches, cleaners, pesticides etc., are accepted. Liquid waste must be in sealed marked containers. Computer towers, computer monitors, microwaves, TV's, radios, �uorescent lighting, light bulbs, and batteries are all accepted e-waste products. For more information, please call (951) 674-3124 ext. 245.

This clean up is for Lake Elsinore city residents only. Please bring the pink �ier you received in your CR & R bill. If you do not have the �ier, you may obtain one at City Hall. Proof of residency is required. Flier is required for entry, and good for the whole event. Multiple loads are encouraged! RIMS must be removed from tires. Please no commercial tires.

Items that can be disposed of include appliances, furniture, green waste and household debris (please no HHW items).

Volunteers are needed to assist with special events and regular activities around our city. If you’d like to become a volunteer to earn community service hours or want to lend a hand in a more meaningful way; contact our volunteer coordinator and we’ll match the volunteer to the right assignment. The Southwest C o m m u n i t i e s Animal Shelter is o�ering complete shelter services to the City of Lake Elsinore. This facility, located at 33751 Mission Trail in Wildomar, o�ers services that include pet licensing , housing strays, reuniting lost pets with owners, low cost vaccinations and pet adoptions. Did you know, next to the lake, streams, wetlands, and channels in the City are natural bene�cial low-lying areas known as �oodplains and �oodways. The City and other local agencies work to maintain and preserve these areas; they are used to discharge and contain �ood waters and have a one-in-100 chance of becoming �ooded in any year. It is hard to imagine �ooding during a drought, but all it takes is a week or more of heavy rain to cause �ooding.

Community Emergency Response Team training is now available to Lake Elsinore residents. You’ll receive 20 hours of hands on emergency training to include basic management of disaster situations, assisting in

our neighborhood and how to make a positive di�erence when a crisis strikes. You’ll learn �re suppression techniques, search and rescue and basic medical training to help save lives. Please bring lunch, snacks and plan to dress comfortably.

This training is free to anyone that is 18 years and older; certi�cate of completion is given if you take the entire 20 hours of training. We encourage local churches, businesses, and organizations to get trained, or gather a group and take our challenge together. Will you be ready to help your neighbor when disaster strikes?

Many City residents are unaware of the storm water pollution problem (polluted runo�) and don’t realize that storm drains connect to the local waterways, so whatever ends up in the storm drains �ows directly – untreated- to our rivers, lakes,

and streams, which includes Lake Elsinore. What can you do? Throughout the dry part of the year, pollutants such as motor oil, antifreeze, trash, pet waste, and grease accumulate on streets and parking lots. When rain �nally does fall, the rain water carries these pollutants into the storm drain. Even common activities such as over watering lawns and landscaped areas, car washing and hosing down driveways or pet waste droppings cause pollutants to make their way into the storm drain. Before you throw something away or clean outside areas, ask yourself, will the waste end up in the storm drain? If the answer is yes, we recommend you;• Use dry cleanup methods on motor oil, grease, antifreeze etc. (absorbents, sweep, vacuum, rags)• Wash over or direct water runoff to landscape/grassy areas, including pool �ushing and �lter cleaning• Use biodegradable cleaners, and • Dispose of cleaners, paints, yard care products, household chemicals at the City Household Hazardous Waste drop-o�, call 951-674-3124 Ext. 245 for the schedule or visit www.lake-elsinore.org/ Engineering Division web page for dates.

FEMA conducted mapping to help identify the areas in the City prone to �ooding; these areas are known as Special Flood Hazard Areas (SFHA’s) and are shown on the map.

The City, United States Army Corps of Engineers and other local agencies teamed together to construct improvements to the lake designed to conserve water, improve water quality, and reduce �ood risk.

The City adopted Zoning and Regulatory Ordinances that require review of development projects for compliance with City, State and Federal �oodplain regulations prior to issuing a grading or building permit. These regulations include enforcement of FEMA’s requirements for construction in SFHA’s, City Ordinances to safeguard the �ood storage capacity of the lake area, requiring minimum ground �oor elevation of 1267 feet for structures in the area around the lake and ground �oor elevation of 2 feet above the �ood elevation for all other properties in FEMA mapped SFHA's.

Did you know, the City will help in determining if your property is in a FEMA Special Flood Hazard Area, as well as provide information on Mandatory Flood Insurance Requirements, FEMA’s construction requirements, information on �ood zones/�ooding including levee or dam failure inundation zones, has your property �ooded before, Elevation Certi�cates, and revising a FEMA Flood Insurance Rate Map. HOW TO REGISTER FOR CLASSES - NOW ACCEPTING ONLINE REGISTRATION!

. Walk in registration is taken at the Lake Community Center during our regular hours of operation, and we accept cash, check or money orders.

. To mail in registration and payment, you can download the registration form by visiting our website. On the home page, click the top menu item “Documents” and click on “Recreation Center”. The Class registration form may be printed and sent in with check or money order, madee payable to “City of Lake Elsinore”.

. To register online, go to the web site and visit the Recreation Page. There you will �nd a link to ACTIVE, our online service provider. You will need to create an account and each online transaction is charged an additional convenience fee; please note that not all classes are available for online registration. Form of payment is by credit or debit card.

. Many classes require pre-registration and may cancel if a minimum number of students do not sign up. Popular classes may require walk in registration and the date registration begins for that class will be listed.

. NON-RESIDENT FEE is $5 per session per student and applies to all students who do not reside in Lake Elsinore for all classes o�ered. This fee will be added on to the class fee at the time of registration. Class fees listed are the rate for residents; non-residents add $5 to the cost.

REFUND POLICY∙ A handling fee of $5 is charged for all refunds. Refunds must be requested in person at the Lake Community Center with original receipt within 30 days of class start date.. Refunds may not be issued to participants who have taken 2 or more classes; any classes attended will be subtracted from the refunded amount.. Refunds less than $10 will be credited to family account.. For activities that are noted as “No Refunds” there will be no monies refunded.

The Lake Community Center is now available for private rentals, including: birthdays, anniversaries, receptions, banquets and special events. Fees and restrictions apply and a minimum of 60 days is required for all private use as available.

The Recreation Division located at the Community Center may issue Park Permits for use of Lake Elsinore parks to Lake Elsinore residents; Monday through Friday during our regular hours of operation. Park Permits are required if you plan to have 20 or more in attendance or want to use a jumper and permits require a minimum of 3 days notice. Restrictions may apply; parties of 60 or more may be considered a special event requiring 60 days notice.

Let’s get messy, gooey, muddy and sticky in the art class for kids and their parents. While we express our inner Picasso, we’ll use a variety of mediums in developing motor skills and creative thinking through our art projects. Kids will need an art apron or tee for the mess! This is an excellent class for kids who want a well rounded introduction to several dance styles including tap, jazz and ballet. Please register a minimum of 3 days prior to class start date. Class curriculum is focused on readiness for kindergarten with an emphasis on social skills development. Students must be successfully potty trained. The Learning Center has expanded class time to include sensory activities and academic enrichment classes to our curriculum. This is a beginning gymnastics program. Gymnasts will be introduced to concepts of �oor exercise, vault, bar, and balance beam. Sessions separate park users, and anyone entering the park must wear a helmet. We do not allow spectators inside the park gates. Cross use is not allowed unless indicated on the posted schedule.Participants must have a Skate Park Member ID Card to enter the park. ID Cards are issued free and require participants to sign a waiver and copy of park rules; if the participant is a minor, parent permission is required. Replacement of lost cards is $5.Participants must wear all safety equipment and follow all rules.Residents are free to play everyday and non Lake Elsinore residents pay $5 per day.The minimum age for riders is 6 years and a parent must accompany kids to park under 10 years of age.

The Senior Activity Center o�ers daily activities, services, special events and programs that provide for the health and well-being of seniors in the community. Most programs are recommended for those 60+ with some programs and services having age or income restrictions. Stop in and pick up the monthly publication SENIOR NEWS, which highlights the programs and the activities planned each month, including an activity calendar and daily meal menu.

Registration for monthly programs begin at “Co�ee Club” conducted on the �rst Monday of the month at 10:00 a.m. Registration for programs and activities are accepted until �lled and many have limits on the number of participants. The HEALTHY SENIOR newsletter is produced quarterly with health information of interest to seniors. Pick up a copy at the Center. New Seniors are always welcome!

The La Laguna Resort & Boat Launch overlooks the beautiful waters of Lake Elsinore and the picturesque Ortega Mountains. A six-lane launch, 270 parking

spaces, and two 400-foot long �oating docks have been constructed at the site, located at 32040 Riverside Drive. This boat ramp will enable boats to be launched at a wide range of lake elevations, from 1,235’ to 1,255’ above mean sea level, and will remain usable year round. In addition, the launch includes an adjacent picnic area, �sh-cleaning station, and restrooms.

The Lake is open seven days a week from sunrise to sunset, and is open for boats, personal watercraft and non-motorized vessels. All vessels must have current registration and be safe for operation.

Be water-wise by following these Lake safety tips:

1. DANGER! Sudden drop o�s, hidden underwater hazards. The low water clarity of Lake Elsinore may hide hazards.2. DANGER! No Diving. Head�rst entries into shallow water cause about 850 catastrophic neck/head/spinal injuries each year in the U.S. Most occur from diving into shallow open water areas.3. WARNING! No swimming permitted from public property! Wading waist deep is permitted at designated beaches.4. WARNING! Watch your children! All children should be accompanied by an adult at all times near the water. Keep small children within arms reach.5. CAUTION! Water & Alcohol Do Not Mix! Alcohol consumption is often linked to drowning, diving injuries, boating accidents and lack of supervision over children. Think before you drink!

Lake Elsinore is not infested with the quagga mussel and we need the public’s help to keep the lake free of this invasive species!

All boaters are required to have a Lake Use Pass when on the Lake. Daily Lake Use passes are $15 and can be purchased at all boat launch facilities. A separate fee may be charged for boat launching and day use which varies by facility.

Annual Lake Use Passes, good for the calendar year, are available only from the Cashier at City Hall during regular business hours. Current vessel registration is required to purchase an Annual Pass. Address veri�cation is required to obtain the resident rate.

CAUTION - High WIND speeds can sink a boat. Afternoon winds on Lake Elsinore can be hazardous. The pilot of a boat is

responsible for comparing weather conditions against the seaworthiness of their boat prior to launching.

It is PROHIBITED to launch a boat with less than six inches of freeboard on to Lake Elsinore when the wind speed equals or exceeds 39 mph (Gale Warning) per LEMC 9.96.180.

A specially trained team of o�cers from the Riverside County Sheri�’s Department functions as Lake Patrol on Lake Elsinore. Duties include the enforcement

of California Boating Laws, City Ordinances, Sport Fishing Regulations and Health & Safety concerns. Sergeant Nava supervises the Lake Patrol, and coordinates e�orts with the Lake Elsinore Marine Search & Rescue (LEMSAR); a group of dedicated volunteers who assist in maintaining safety on the Lake. The Sheri�’s Lake Patrol may call on LEMSAR members to help disabled boaters, aid in emergencies and help patrol the waters during busy peak periods.

Swim lesson registration will take place at the Lake Community Center on the dates listed, and all class registration is �rst come until classes are �lled. Class levels and time will vary by session and those schedules will be available at Swim Registration.

REFUNDS - Students may attend up to one class and be able to request a refund. Two or more classes attended is not refundable. Refund requests may not be made after the session end in which the student is enrolled.
