    I am Rafayel Zakaryan. I was born in 1986. In 2008 I have graduated from the Armenia State University of

    Economics faculty of Macroeconomics. I am working at Ministry of Finance of Armenia, State Revenue Policy

    and Administration Methodology Department: Tax policy Division as Leading Specialist. My responsibilities are

    elaboration of fiscal policy and analyzing of its influence on the macroeconomic indicators, analyzing the state

    budget revenues and estimating the impacts of tax reforms on budget revenues, participation on medium term

    and long term budgeting processes, and analyzing of international taxation and methods of its regulations.

    I have joined the Bangladesh Civil Service (Police) Cadre in 2008. I served as an Assistant Superintendent of

    Police (ASP) in a Southern district of Bangladesh and also worked as an Instructor at Bangladesh Police

    Academy. I served as Police Liaison Officer at Bangabhaban, the official residence and office of the President of

    Bangladesh.

    Now I am working as a Senior ASP at Narayanganj district. It is my responsibility to ensure enforcement of

    different laws in Bangladesh including Tobacco Control Law. Now Im trying to sensitize the police force for

    enforcing the law through community policing and also by mobile courts.

    Coordinator of UBINIG (Policy Research for Development Alternative), a policy and action research organization

    in Bangladesh engaged in research, campaign and advocacy and action programmes in the field of social

    development. Since 1990, has been actively involved in the national level womens movement and is an active

    member of various international networks. Coordinator of Anti-Tobacco Womens Alliance (TABINAJ) and

    Women and Biodiversity network active in over 48 districts. Coordinator of Community based biodiversity

    management activity in 7 districts. Carried out research on health, environment, agriculture, social and women

    rights issues.

    Mahmuda Akther; [email protected]

    After completion of my masters degree from University of Dhaka, I have joined the Bangladesh Civil Service

    (Administration) Cadre in 1988. Presently working as a joint secretary Ministry of Health & Family Welfare. In

    my last 25 years of govt. service, I have served in different discipline of govt. sectors.

    At the beginning as a member of Bangladesh Civil Service administration cadre. I have worked at sub-district

    and district level administrative units as an Assistant Commissioner and Magistrate. I have also worked in

    different Ministries and Divisions in different capacities .

    I have attended training program/workshop/seminar in different countries and have visited Sweden,

    Philippines, Singapore, Thailand, Indonesia, Malaysia, Vietnam, China and South Africa.

    As Member (VAT) and Chief Coordinator of the Tobacco Tax Cell (TTC) of NBR, I have been monitoring VAT

    collection on domestically produced goods and rendered services, special emphasis on Smoking and

    Smokeless Tobacco Products (SSTP); coordinating activities like collection, compilation and analysis of

    production, supply, VAT collection etc. information of SSTP and using the same in preparing simulations for

    fixing taxable values and tax rates of SSTP as well as in formulating an effective Tobacco Tax Policy for

    Bangladesh.

    Participation in the Tobacco Control Leadership Program will be immensely helpful for me to discharge my

    official responsibilities more efficiently.

    Mohammed Al-Amin, completed BSc & MSc and LLB, born in 1975. I joined Bangladesh Civil Service

    (Administration) in 2005. Currently working as Law Officer and Magistrate of Rapid Action Battalion (RAB) -4

    Forces, Dhaka.

    I am proud of being a non-smoker. I have been playing a vital role for eight years in anti-smoking and tobacco

    control. I was Chairperson of smoking & tobacco control task force in Dohar, Dhaka. I convicted more than

    hundreds of offender and removed many display boards of cigarette under the Smoking & Tobacco Products

    Usage (Control) Act-2005. I participated many anti-smoking seminars & workshops.

    Currently, I am working at The Daily Star, the leading English language daily in Bangladesh, as a senior reporter.

    I started career after completion of Bachelor of Arts in Mass Communications and Journalism at the University

    As a campus reporter I wrote on campus violence, how it hampered academic atmosphere and sorry state of

    research. After becoming a full-time reporter, I started covering national politics, environmental issues and

    natural disasters.

    Nowadays I write more on civil bureaucracy and government policies. I also write stories regularly to control

    growing tobacco production and sale of tobacco products in Bangladesh.

    After completion of my honors and master degree from the department of Political studies & Public

    administration of Shahjalal University of Science & Technology, Sylhet, I was starting my professional career

    through a banking sector and finally I joined in NGO sector.

    Recently I have completed a degree on law (2 years LLB). I have also done IELTS language courses in 2007.

    From very earlier of my student life, I engaged with cultural organization for my own interest. Now I am

    working with SHIMANTIK (A National Non-government Organization) for tobacco control program as my job

    satisfaction.

    Md. Motaherul Haque; [email protected]

    Md. Motaherul Haque has long experience in behavior change communication (BCC) strategic planning, BCC

    program conceptualization, designing and implementation. He has expertise in making liaison with high level

    officials and other stakeholders, including partnership building, that promotes program interventions. Also has

    expertise in dealing with corporate affairs, including organizational management. Has a track record of playing

    role in the IEC Technical Committee of the Health Ministry that facilitates clearance of BCC messages and

    materials. Has been playing active role in implementing tobacco control initiatives in Bangladesh including

    creating advocates among the high level policymakers, program managers and influential personalities.

    Dr. Nazrul Haque, a life-time non-smoker, is a Public Health Expertt (MPH) with specialty in Health

    Communication & Promotion. Dr. Nazrul is currently working as the Team Leader of Bangladesh Tobacco

    Control Program of JHBSPH-BCCP. He is also the General Secretary of Bangladesh Tobacco Control Research

    Network. He worked for IGTC as the Focal Person in Tobacco Packaging Surveillance System in Bangladesh. Dr.

    Nazrul attended the Certificate in Tobacco Control course offered by JHBSPH in 2011. He also volunteered to

    World Lung Foundation in Bangladesh in launching three anti-smoking mass-media multi-channel hard-hitting

    campaign and conducting a post campaign evaluation.

    Md. Mostafa Kamal; [email protected]

    As a member of Bangladesh Civil Service (Administration) cadre I have to serve in different discipline of

    government sectors since the joining in the service. At the very beginning of my service career I had to serve as

    Magistrate, Assistant Commissioner (Land), Upazila Nirbahi Officer, Additional Deputy Commissioner in District

    and Upazila level for quite a good period which led to gather knowledge on different social problems in socio-

    economic aspects of the common people.

    I attended the Intercountry Consultation on Tobacco and Trade WHO/SEARO 3-4 October, 2012. That

    consultation meeting has enriched my knowledge on better management of human resource in health related

    issue.

    This program will help me a lot to be skilled in discharging my duties related to Tobacco Control Program.

    Dr. Mohammad Mohiuddin is a government officer and holds a position as a Deputy Secretary in the

    Legislative and Parliamentary Affairs Division, Ministry of Law, Justice and Parliamentary Affairs, Government of

    Bangladesh since 2009. He also delivering lectures in different Private Universities and Law Colleges on part

    time basis.

    He actively took part in drafting the Tobacco Control Legislation (Principal and Sub-ordinate). He worked as

    legal expert in the Working Committee to Draft Tobacco Control Rules under Tobacco Control Law constituted

    under the Ministry of Health. He also participated various Workshops on Tobacco Control.

    Md. Abdul Moktader comes from a respectable family in 1970. He was born and bred in Bangladesh. He did his

    B.A. (Hons) M.A. in Public Administration from Dhaka University.

    After completing his study, he joined in Bangladesh Civil Service as Assistant Commissioner in 2001. He served

    in various capacities. He was Magistrate, Sub-District Executive Officer in various districts in Bangladesh. He

    worked as Senior Assistant Secretary, and Private Secretary to the Minister of Disaster Management and Relief.

    Now he has been working as Senior Assistant Secretary and Private Secretary to the Minister of Foreign Affairs,

    Government of Bangladesh.

    Mrs. Gaous Pearee is working with Work for a Better Bangladesh (WBB) Trust from July 2000. She is currently

    holding position Director (Admin & Finance) from January 2012. Previously she worked as Manager (September

    2006-December 2011) and Officer (July 2000-August 2006) for Admin and Finance.

    She provided technical & managerial support to program team for organizing events, workshop & research,

    especially tobacco control team.

    She completed Masters on Political Science under National University and attended Diploma of Youth

    Development (DYD) courses under Bangladesh Open University. She also attended numerous workshop and

    trainings on tobacco control as participant, organizer and facilitator.

    I am a health economist by trained and have six years of experience in health economics and public health

    area. I did my first degree in Economics followed by masters in Health Economics. My area of expertise includes

    program implementing, monitoring and evaluation and human resource assessment. Currently, I am working in

    Campaign For Tobacco Free Kids as a Program Manager. Here I am involved in maintaining liaison with the

    grantees on a regular basis and providing them with technical support. I have the experience of working as a

    consultant in various international organization like WHO, ICDDR,B and RTM.

    I am Sharmeen Rahman, aged 28 years. I am a B.S.S (Hons) and M.S.S in Economics. At Present I am working

    with Dhaka Ahsania Mission as Program Officer with its Tobacco Control project support by Campaign for

    Tobacco Free Kids. As a tobacco control activist I have gathered experience on organize advocacy meetings,

    seminars, workshops etc with different stakeholders. Before this I was a senior teacher of an English medium

    school named Magnolia International School in Dhaka. Beside my professional carrier I am cultural organizer as

    well. I am the Organizing Secretary of Bangladesh Children Theatre Federation.

    Now I am working in Shaheed Suhrawardy Medical College as Vice Principal and Professor of Physical Medical

    since February 2009. Before that I worked as Associate Professor and Assistant Professor and Medical Officer in

    different Medical Institute of Bangladesh. I am engaged in various social and professional organizations like

    Bangladesh Medical Association, Association of Physician of Bangladesh, Bangladesh Association of Physical

    Medical Medicine & Rehabilitation and United Forum against Tobacco etc. I was a Rotaractor for 12 years. I

    visited & joint many National & International Scientific Seminar and Conference in home & abroad like- India,

    Pakistan , Singapore, Thailand, Malaysia, Egypt, Jordan, China, Nepal etc.

    Mr. Satya Brata Saha comes of a respectable family in 1962. He was born and brought up in Bangladesh. He

    was graduated from the University of Dhaka and then did his Masters from The World University of

    Bangaldesh.

    After completing his study he joined the Bangladesh Civil Service as Assistant Commissioner in 1988. He served

    in various capacities such as Magistrate 1st class, Assistant commissioner, Upazila Nirbahi Officer in field

    service. During his field service he participated in many campaign against tobacco use in Bangladesh. He also

    worked as Senior Assistant Secretary, Deputy Secretary in Economic Relations Division, Ministry of Finance. He

    worked as Director BCS Academy while he imparted training to the officers of civil service regarding tobacco

    control policy and issues in Bangladesh. He performed the duty as the private secretary to the Minister,

    Ministry of Land while he played significant role in formulating policies that discouraged to allocate land to the

    tobacco producers in Bangladesh. Presently he is working as joint secretary and National Project Director of a

    project of Ministry of Land.

    Kazi Mustafa Sarwar; [email protected]

    Dr. Kazi Mustafa Sarwar joined Bangladesh Civil Service in 1988. He is a Medical graduate with vast experience

    in dealing with TB and various tobacco related chest diseases. He passed MBBS in 1983 and received post

    graduate diploma on tubercular and chest diseases (DTCD) from Dhaka university in 1986. He worked in district

    chest clinic as junior consultant and dealt with tobacco related chest diseases and tuberculosis. He was

    Assistant Professor of National institute of the diseases of the chest & hospital (NIDCH), Dhaka, where he

    managed numerous tobacco related COPD patients and delivered lectures on the topic of health hazard of

    smoking to the students. He joined as Deputy Secretary in the Ministry of health & family welfare in 2009. Now,

    he has been working as Joint Secretary in the Ministry of Health & family welfare and responsible for hospital

    management activities as well as formulating health policy.

    My name is Shahnaz Sharmeen. I am working as Senior Reporter in ABC Radio, one of the leading FM Radios in

    Bangladesh since June 2008. I have completed my Master Degree in Social Welfare from the Department of

    Social Welfare, University of Dhaka. I have attended one year Salma Sobhan Fellowship for Women in

    Journalism. I am an active member of Anti Tobacco Media Alliance, (ATMA) in Bangladesh. I have been

    awarded for my reporting in Anti Tobacco and Anti Drug issues several times. I am fluent in English both in

    writing and speaking.

    Arif Sikder is the Executive Director of EC Bangladesh. He offers more than a decade of accomplishment laden

    experience as a Development and Behavior Change Specialist in the field of rural development, tobacco control

    and HIV/AIDS program. He has managed large-scale of development initiatives, focusing on poverty alleviation,

    advocacy campaign for TAPS Ban in the field of Tobacco control with Bloomberg Philanthropies as well as

    CTFK; ensure quality education for children with Room to Read, USA and Community Radio for social

    transformation with Embassy of Japan etc. Arif Sikder completed Master of Business Administration (MBA) from

    Darul Ihsan University, Bangladesh.

    Tshering Gyeltshen; [email protected]

    I am Tshering Gyeltshen currently working as Communication Officer in Health Promotion Division. I completed

    my Masters degree in the field of communications. I have been working in the Ministry of Health for the last

    ten years in various capacities in health communication planning and implementing at national and community

    level with an additional expert in training on Interpersonal Communication to Community Health workers

    across the country. Besides I handled number of projects funded by UNFPA, world Bank, Global Fund and

    World Health Organization over the years. I speak and write in English.

    He has held influential position in several communication programs of the National Center for Health

    departments, UNICEF, WHO, GIZ, EC, and NGOs.

    Dr. Ji Ning is a research assistant from the Department of NCD Intergrated Prevention and Control, National

    Center for Chronic and Noncommunicable Disease Control and Prevention (hereafter abbreviated as NCNCD)

    of China CDC. She is mainly engaged in research on reproductive health and tobacco control. Under the

    leadership of China CDC, NCNCD serves as a national professional institution and also as a national technical

    instruction center for NCD and injury prevention and control.

    Deliang Lyu has worked as a public health physician in Shenzhen Center for Chronic Disease Control, Shenzhen,

    Gangdong Province, China since August 2009. He has been mainly involved in the project of Promoting a

    Smokefree Environment in Shenzhen since August 2011. He was mainly involved in the prevention and control

    of tuberculosis between August 2009 and August 2011. He received his Masters Degree of Epidemiology and

    Health Statistics from Peking University, Beijing, China in 2009. He received a Bachelors Degree of Preventive

    medicine from Hebei United University, Tangshan, Hebei Province, China in 2006 .

    Aiming to improve professional journalism in China, I worked with my team to provide advanced training

    programs for Chinese reporters in diversified areas, including reporting on finance, sustainable development,

    public health (tobacco-control & transmitted disease), and etc. We Launched 20 scholarship /trainings

    /workshops to, trained over 400 editors and reporters (including over 80 chief editors and above) from nearly

    100 media outlets across 20 provinces of China. Professional journalism is nourished and grows clearer among

    our trainees through all the sessions. Regular contact with the alumnus via newsletter, online community and

    events also contributed to long term connection.

    I started to work in Chinese Association on Tobacco Control after graduating. My major duties include:

    collecting questionnaires and analyzing the data; developing project implementation plan. Also my daily work

    includes increasing public support for achieving the organizations campaigning objectives and monitoring

    tobacco industry and collecting information.

    Enchun Pan; [email protected]

    I am Pan Enchun from China, a public health practitioners. As a the Director of Department of

    Noncommunicable Chronic Disease control in Huai`an Center for Disease Control and Prevention. I am

    responsible for tobacco control in Huai`an, including smoke-free public places and workplaces, mass media

    communication, tobacco epidemic surveillance, and advocates of tobacco control legislation in public places.

    I have organized mass media communication via posters in communities and LEDs in medical services using

    anti-tobacco posters and advertisements provided by Jiangsu Provincial Center for Disease Control and

    Prevention. In addition, I provide professional information to local newspapers and television regularly. A pity is

    that I was failing to air anti-tobacco advertisements on television due to shortage of budget.

    I was one of the drafters of the Huaian Smoking Control Ordinance which has been enacted by the local

    government in 2011. As the Jiangsu Provincial Regulation on tobacco control has been enacted in 2014, I have

    been organizing activities for policy promotion and participating surveillance on policy evaluation.

    Ms. Shi Qi currently serves as the Director of the Office on Health Promotion in the Department of

    Communication, National Health and Family Planning Commission, China. She is tasked with developing

    national policies on health promotion and education, tobacco control, health science communication,

    coordinating the implementation of the WHO FCTC in the Commission, and facilitating FCTC implementation

    among other government sectors. Prior to this position, she served as the Director of Office of Health

    Promotion and Education, Chief of ART Management Working Group, and Chief of the General Administration

    Office and project officer of Office of Womens Health in the Department of Maternal and Child Health and

    Community Health since 1997. She was involved in developing policies on Chinas health system reform,

    particularly policies on promoting equitable access to basic public health services.

    Ms. Shi Qi obtained a PhD in Demography and Economics in China Peoples University; a Master of Public

    Health in the University of New South Wales of Australian; and a Bachelor of Law in China Youth University of

    Political Science.

    Dai Shideng began in 1987 by learning theory and practice of maternal and child health care professional

    knowledge, covering the protection from exposure to tobacco smoke. He worked at Maternal and Child Health

    Hospital of Zhuhai City from 1993 to 1998, carrying out work on preschool children health, to protect kids from

    the serious health risk caused by exposure to tobacco smoke. He worked at Zhuhai Municipal Health Bureau in

    Supervision Department from 1994 to 2001, where he was mainly in charge of the promotion of the

    propaganda and education work and law popularization works as well, including the publicity and

    implementation of tobacco control laws and regulations. From 2001 to 2008, He worked in Supervision

    Department to organize the public health supervision work, to execute and specific implement the relevant

    regulations and policies of non-smoking ban. He worked in Medical politics branch of Zhuhai Municipal Health

    Bureau from 2008 to 2012, totally to be in charge of investigation and research of the smoking-related illnesses

    clinical pathways. He is currently responsible for the whole city Tobacco-Control work.

    Jiani Sun; [email protected]

    Ms. Jiani Sun joined World Health Organization (WHO) China Country Office as a National Professional Officer

    of Tobacco Free Initiative (TFI) in November 2013. She is mainly in charge of government and organization

    liaison and programme management to implement TFI projects and policies in China. Before joining WHO, Jiani

    had over two years health policy research experience in leading global organizations as R&D-based

    Pharmaceutical Association Committee and the Boston Consulting Group, and one year behavior change

    All of my working experiences overseas were related to the health promotion and chronic disease prevention in

    community. When I was working in Japan, I was involved in both carrying out and evaluating for national wide

    programs of Health Japan in 21 Century to promote tobacco control, physical activity, balanced diet, prevent

    and reduce excessive alcohol use, total 9 projects were done or still ongoing. During 2000 and 2004, I was

    awarded the Rotary Yoneyama fellow by the Ohshima cohort study. Between 2004 and 2008, being a project

    manager, I was in charge of one project from Ministry of health and three project from Akita government

    developed a community of practice model for chronic disease prevention; Investigation on the status of

    nutrition and health of urban and rural residents in Japan, epidemiological study on measles vaccine in

    children, the results were used to issue new policies for disease prevention and control. In 2008, coordinated

    with health department in different levels, I was involved in the spreading and implementation of national

    action for central obesity related metabolic syndrome prevention. After I came back to China, I was in charge of

    the National Demonstration Districts for Integrated NCD Prevention and Control program at National Center

    for Chronic and Non-communicable Diseases Control and Prevention. The program is about to actively conduct

    Non-communicable and chronic disease (NCD) prevention and control to curb the trend of rapidly growing

    prevalence of NCDs in China.

    Ms. Lu Zhao completed her bachelor degree in Human Resources Management & Industrial Relationsat

    Victoria University of Wellington, New Zealand in 2005. From 2005 to 2011, she worked as program office at

    Beijing AIZHIXING Institute, in charge of HIV/AIDS prevention programs among MSM/LGBT, female sex worker,

    druguser, and truck driver communities. From 2011 till now, she worked at ThinkTank Research Center for

    Health Development, in charge of the Tobacco Free City-Gates China Tobacco Control Program, the China Red

    Cross Tobacco Free Environment Program and the Bloomberg Tobacco Control Media advocacy Program.

    territories. Prior to her role with WHO, she served as a U.S. Peace Corps volunteer (2006-08) and was a

    Aamir Ali Mir had a diverse upbringing, spending most of his formative years in Nyeri, Kenya (East Africa),

    returning back eventually to his motherland Kashmir (India) for higher studies and completing his Bachelors of

    Engineering. The time he spent in Kenya greatly influenced the way he perceived things and also influenced

    him to do something for the betterment of the society. He was also greatly affected by the rampant tobacco

    addiction that was prevalent in the African society, affecting not just the adults but also very young children.

    Being a restless and affected young soul, during his early college days Aamir participated in a lot of social

    activities and endeavoured at the local level to do his bit to make the world a better place to live in.

    Subsequently, it was no surprise for anyone in the family to see Aamir put his career on the backseat to help

    the earthquake affected people of Uri and Tangdar areas rebuild their lives from scratch.

    Aamir worked extensively in the reform sector of the state dealing extensively with disaster management,

    mitigation and preparedness, Red Cross, Trans LOC trade, liaison with all government agencies and defence

    forces, including contributing to the development of the Ladakh region.

    Aamir was a part of the team that spearheaded the anti-tobacco campaign in the state and was responsible for

    implementation of Anti-Tobacco Activities in 12 districts of Kashmir division. He is authorised to compound

    offences under COTPA (Anti-Tobacco Act) and he constituted a special anti-tobacco squad, for conducting

    random checks in various public places, including Government offices. He has been actively involved in the

    campaign against tobacco use in the state and has managed to achieve marvellous results, with a vast section

    Non-Communicable Disease, Nutrition, NIDDCP, NPHCE, National Mental Health Programme, Fluorosis,

    Deworming and National Oral Health Programmes. The tobacco control programmes have been improving day

    by day and taking lead in the state under my supervision and commitment.

    This leadership programme exposure in global tobacco control will help me in strengthening the state

    government's hands and furnish with better tools and strategies in battling the tobacco epidemic in the state

    both at policy and community level. Bihar is also one of the largest producers of Tobacco. It also has cigarette

    factories & number of Bidi (Rolled Kendu leaves with tobacco) producers in different districts of the state. Still

    we have to cover a long way under the Tobacco control programme. Sensitization of different Government

    Departments and stake holders, increasing taxation on Tobacco & Tobacco Products, establishing fine

    mechanism against the law violators are the issues, me, as a Nodal Officer has to take care of. It would be my

    The National Tobacco Control programme was launched by the Government of India in the year 2007-08 with

    the aim to create awareness about the harmful effects of tobacco consumption, to reduce the production and

    supply, to help people quit tobacco use through Tobacco Cessation Centers.

    A number of schemes related with tobacco control have been launched by Government of India through

    Audio-Visual communications and print media to control the harmful effect of tobacco products like Gutka and

    Cigarettes and the diseases caused by tobacco. On assessment of this programme it has been found that cases

    are being reduced due to the mass publicity of the harmful effect of tobacco. Government of India has also

    started Swasth Bharat Programme from regional Kendras of Doordarshan and All India Radio to highlight the

    harmful effects of tobacco. This programme is being watched by 90% of the people. Celebrities have also

    been involved to create awareness through their songs like Life se Panga Mat Lo Yaar and Audio-Visual spots.

    I am sure that the 9th Annual Global Tobacco Control Leadership programme of Johns Hopkins Bloomberg

    School of Public Health will create a new chapter in the health communication and advocacy.

    communication materials for policymakers, media and general public. She has conducted field visits to bidi

    program - having a financial outlay of more than 280 Million USD - in 29 states across India. Earlier, during my

    The government is ambiguous in the face of Tobacco RPP because of political pressure from the powerful

    tobacco industry. This is feared to make RPP Tobacco may be hampered in the process of ratification and

    implementation. While the effects of smoking will be the burden of health care costs in the long run.

    Is foreign exchange earned from the tobacco industry was comparable to the burden of health care costs

    incurred by the government??

    This policy involves a variety of actors such as central and local government, health care, insurance agencies,

    tobacco farmers, cigarette industry and society, NGOs up to the health professions. Various actors to consider

    its role in the process of ratification of this RPP.

    Various obstacles encountered in the central enable RPP decision is running slow. With decentralization, each

    local government to make tobacco control policies at the local level. Some areas that have made policy related

    to tobacco control is Jakarta, Bogor, Bandung, Surabaya, and Yogyakarta.

    University Queensland Australia, He has been appointed as the head of sub division for Health Promotion

    Program Planning and Evaluation at Center for Health Promotion, Ministry of Health. He assisted in

    formulating the Center for Heallth Promotion to develop National Health Promotion Program Planning,

    including to support Smoke Free Areas. He hope the JHSPH leadership program will improve his capacity for

    My name is Idawati Muas. I am a Medical Doctor and Researcher at the National Institute of Health Research

    and Development (NIHRD), Ministry of Health Republic of Indonesia.

    I was involved in various tobacco control research; among others is the Global Adult Tobacco Survey 2011 in

    Indonesia is a nationally representative household survey of all non-institutionalized men and women aged 15

    years and above reported the prevalence of smoking in Indonesia is 67.0% (57.6 million) among men and 2.7%

    (2.3 million) among women. The prevalence of daily smoking is highest in 45-64 years age group (33.5%).

    Nearly 50% of current smokers plan or are thinking about quitting, only 10% plan to quit within 12 months.

    Among all adult, 51.3% were exposed to tobacco smoke at the workplace, at home 78.4%, in the restaurants

    85.4% and in public transport 70%. Overall, 86.0% of respondents believe that smoking causes serious illness

    such as heart attack (81.5%) and lung cancer (94.7%).

    The GATS was conducted by BPS-Statistics Indonesia and the NIHRD, Ministry of Health. GYTS (Global Youth

    Tobacco Survey) is a system of monitoring to see an increase of in tobacco use among children and

    adolescents throughout the world reported a survey in 2009. Another Survey, Baseline Health Research

    (RISKESDAS) conducted in 2007, 2010 and 2013, the results describe the sub national level (province and

    district/city). The results include the prevalence of smoker by age, sex, education, type of residence (urban or

    rural), and level of income. Since 2009 Indonesia has the new Health Law (No. 36/2009). In the legislation article

    115 the first paragraph states about smoke free area covers seven areas: health facilities, educational facilities,

    places of worship, children playground, public transport, public places and working places. And the second

    paragraph states that local government must set the smoke free area through local regulation (PERDA). The

    government stakeholders of tobacco controll includes Ministry of Finance, Ministry of Trade, Ministry of

    Industry, Ministry of Manpower, Ministry of Agriculture, Ministry of Health and Ministry of Education.

    I hope to learn more at the Johns Hopkins Bloomberg School of Public Health (JHSPH) Global Tobacco Control

    Leadership Program 2014 and contribute to the Tobacco Control Activities in Indonesia.

    My name is Retno Widyastuti. I am a medical doctor and researcher at National Institute Health Research and

    Development, Ministry of Health, Indonesia.

    I am very interesting to follow 9th Annual Tobacco Control at John Hopkins because of tobacco is a serious

    health problem, since it is always dangerous, not just when it is used in excess or abused; its smoke contains

    thousands of chemicals that are poisonous, damage blood vessels or carcinogenic; highly addictive and may

    also harm other people exposed to their smoke. Tobacco use remains the single biggest preventable cause of

    disease, disability and premature deaths.

    The prevalence of smoking in Indonesia is alarming, about 60 million people or 34.8% of total adults were

    active smokers. Over 67% of adult males are smokers, this prevalence is the highest in ASEAN.

    Indonesian Government has signed new tobacco control regulation to implement the countrys 2009 Health

    Law. The new regulation provides guidelines for key tobacco control provisions of promotion and

    sponsorships; and sales of tobacco products. Indonesia is the only country in Southeast Asia that has yet to

    ratify the WHO Framework Convention on Tobacco Control (FCTC).

    Hopefully by following this training, I can get a lot of information and experience about tobacco control to

    adopt in my country. Great expectation after follow this training i can contribute to the tobacco control

    program in my work as researcher, clinicians and organization that I follow.

    Mrs. Wilayat is currently the Head of Bogor District Health Office, West Java, Indonesia. Holding the position

    since January 2013, she is responsible for the public health affairs of one of the most populated district of the

    province, which close to five million people living in the area.

    Mrs. Wilayat holds a Master Degree on Public Health from University of Indonesia in 2006. She was initially

    trained and educated as a General Practitioner at the Medical School of Padjadjaran University in Bandung,

    West Java, Indonesia, which was completed in 1985.

    Prior to current position, Mrs. Wilayat had numerous experiences from different levels in the Districts public

    health institutions. She started her career as a medical staff and head for two sub-districts Community Health

    Center (Puskesmas) in Bogo District. She was then appointed to be the Director for one of the Public General

    fact, the prevalence of smoking in Indonesia has increase from year to year; moreover the age of starting

    regular smoking become younger. Tobacco consumption is one of the leading causes of preventable death in

    the world today. So, I think I have to do something useful, become the part of tobacco against actively. For

    doing so, I need to explore my knowledge about tobacco control program. So, this is the great moment to

    Dorel Noroc (January 12, 1989), main consultant, Tax and Customs Policy Directorate, Tax and Customs Policy

    and Legislation General Directorate, Ministry of Finance of Republic of Moldova.

    Dorel Noroc graduated the Academy of Economic Studies of Moldova, master degree in Public Finance and

    Taxation, and have started to work at the Ministry of Finance since 2011. During this period, he participated to

    the first and second Eurasia Tobacco Tax Working Group meeting (Ankara, Turkey 26-28 June 2013, Kiev,

    Ukraine 23-27 September 2013). With World Health Organizations assistance, he successfully implemented

    WHO TaXSim simulation model in Moldova, that allows to improve efficient the tobacco tax system with

    respect to its impact on cigarette consumption and government tobacco tax revenues. So that, the system

    provides additional revenues to the budget and improves public health.

    servant in the Philippines conferred by President Benigno Aquino in 2012. Under his dynamic leadership, the

    I am working as Liaison Officer for the WHO office in the Russian Federation since 2006, being responsible for

    the coordination and management of the WHO activities in the country, facilitation of the dialogue between

    national authorities and external partners to mobilize expertise for the development of health strategies, and

    promotion of the WHO visibility through media. I am actively engaged into current policy development in

    healthy lifestyle promotion and non-communicable diseases prevention in Russia, including various tobacco

    control activities at federal and municipal levels.

    In October 2012- April 2013 I was appointed acting Head of WHO country office in Armenia.

    I hold Master and PhD degree in pediatrics. I began my career in the regional hospital in Kursk and continued

    in preparing the Arkhangelsk regional action plan according to Russian national strategy and legislation,

    focused on promotion of healthy lifestyle, smoking cessation and treatment of drug and alcohol abuse.

    Since 2013 I have been working as a leading consultant of the Arkhangelsk Region Agency for Press and Mass
