A Message from the Board Chair

Dear Friends,

2014 was a remarkable year for Family Service Association and our accomplishments were due to the combined efforts of our talented staff, referring agencies, generous donors, volunteers, Board members, supporting communities and friends like you.

Family Service Association’s mission is to strengthen individuals and families. Our footprint is extensive and expanding throughout Southern New Jersey. We are continually striving to improve access for our clients while maintaining our quality service.

Finances have been a focus with public funding on the decline. Family Service Association continues to develop and implement innovative strategies and creative delivery systems, all the while remaining fiscally transparent.

Family Service Association’s annual events have been a great source of revenue and also a place to showcase our services. This year we hosted our 10th Annual Golf Tournament, our 1st Tee by the Sea, a family miniature golf tournament, Sweet Dreams – a wine and beer event paired with chocolates, and our 3rd Touch-A-Truck, where over 3,500 children and families had the opportunity to actually touch their favorite type of truck.

Family Service Association is deeply grateful for your continued support and promises to continue to make a difference in the lives of all the individuals and families we touch.

Hello Friends,

This year proved to be filled with success for Family Service Association. I’m so very grateful to have had this opportunity to serve such a great constituency.

The work that Family Service Association provides is crucial to the needs of the greater community. Our programs are relevant, timely, and high quality. Each staff member is committed to serving our clients at the highest standard. We remain culturally sensitive and aware of our client base and value an individual’s respective differences. In this year’s Annual Report, I hope you will embrace how the Agency continues to serve the most vulnerable with premier services.

This report demonstrates an ongoing effort to not only assist children and families but strengthen our interaction with them. The Agency continues its journey serving more children and families and increasing its delivery of services regionally. Family Service Association boasts a wide array of accredited services to children and families in need. These services are the Agency’s blueprint, they define us, they guide us, and they impact who we are and where we are going. Family Service Association is strengthening children and families for today and tomorrow.

Family Service Association Family Service Association is a private, community based multi-service United Way partner that provides a wide range of services to more than 8,500 children, youth, families and seniors each year. Family Service Association was founded in 1909 in order to provide relief services to families living in the local community. This goal lives on today in more than 20 programs geared to make people’s lives easier and more stable. Family Service Association is divided into four non-profit entities, each of which is designed to enhance the services and programs of the organization. Family Service Association is a non-profit (501(c)3) agency that provides direct care services to children, youth, individual adults, families and senior citizens. Family Service Enterprise (FSE) provides creative and inventive human service programs. Family Service Development (FSD) raises funds and public awareness and coordinates volunteer services for the entire association, and Family Service Operation (FSO) manages the assets of the association and provides management services to the three other structures.

Community Impact for Fiscal Year 2014

Outpatient Counseling: Since 1953, Family Service Association has been Atlantic County’s community mental health center. Fully licensed by the State of New Jersey, the Outpatient Counseling program provides behavioral health counseling and psychiatry services for individuals, couples and families. In 2014, Outpatient served 1,410 consumers. 85% reported positive outcomes such as no re-hospitalizations, improved relationships, and enhanced vocational/educational performance. In total, 70% positive discharges related to completing all treatment goals.

First Day: Family Service Association provides psychiatric adult partial care services in the First Day program where over 90 individuals diagnosed with a severe and persistent mental illness participate in different therapeutic and life skill groups designed to support their wellness and recovery. First Day is a psychiatric rehabilitation program for individuals who have been hospitalized for emotional problems or are at risk of being hospitalized. In 2014, First Day served 85 clients. 90% of consumers remained safe and stable in the community with no re-hospitalizations or incarcerations.

Children’s Partial Care: Rainbow Place and Safe Harbor: Rainbow Place, a partial care program for children aged 6-12 and Safe Harbor, a partial care program for adolescents aged 13-17 are structured programs, using evidence based curriculums, designed to support and encourage youth experiencing emotional and behavioral challenges and their families. Rainbow Place and Safe Harbor provide community based structured and intensive group treatment to youth who are at risk of psychaitric hospitalization. In 2014, Rainbow Place provided services to 33 children with 22 achieving positive results. Safe Harbor provided services to 27 youth with 21 achieving positive results.

Family Life Center: Family Life Center is a unique, family friendly, multi-service program designed to meet the needs of parents and children who are at risk of abuse and neglect issues. The Family Life Center provides parenting education and support to individuals who are involved with DCP&P and may have had substantiated cases of abuse and/or are at risk of abuse and neglect. In total, FLC has served 56 families, with no incidents of abuse and/or neglect. In total, FLC has served 87 children and 68 parents (52 mothers and 16 fathers).

Family Success Centers - Spruce in Egg Harbor Township and New Day in Galloway: Family Service Association Family Success Centers are community-based neighborhood gathering places where any resident can go for support, information and services. The FSC provide families and individuals with wraparound services and supports that ultimately lead them on a path towards self-sufficiency. In Egg Harbor Township, 553 families participated in FSC programming and services. In Galloway, 321 families participated in FSC programming and services.

The Network: Family Service Association leads this collaboration of the Atlantic Cape Family Support Organization, CASA of Cape Atlantic, and Literacy Volunteer Association in Cape Atlantic. The Network provides opportunities designed to strengthen family relationships, improve child and family well-being and increase self-sufficiency at home, in the workplace and in the communities of Western Atlantic County. In 2014, 61 individuals participated in employment skill building, 47 individuals secured job interviews, and 39 individuals secured full time employment.

Kinship Legal Guardianship: Family Service Association’s Kinship Legal Guardianship program promotes safety and permanency by assisting grandparents and other relations in obtaining legal guardianship for their relative children. In 2014, Kinship Legal Guardianship assisted the process of 325 cases with referrals, court procedures, and/or being granted KLG. The Kinship Wraparound Program aids caregivers,

Family Service Association | Annual Report 2014 such as grandparents, other blood relatives, and family friends who have taken on the responsibility of taking care of children until age 18 or (21 if the child is disabled), maneuver through various government networks to find formal and informal supports and services, including providing referrals for child care, support groups, medical coverage, legal services and housing assistance. In 2014, Kinship Wraparound provided client assistance to 607 Kinship families and assessed 1,004 families.

Supportive Aid to Individuals and Families (S.A.I.F): works in close partnership with county welfare authorities to assist individuals who are facing the end if their welfare eligibility. SAIF provides assistance in building their lives through the provision of intensive case management, financial literacy and employment skills. In 2014, SAIF had 504 new referrals and serviced 838 overall clients from Atlantic, Cape May, Cumberland and Salem counties. A total of 62% of SAIF clients complied and received support services in transitioning towards self-sufficiency.

Egg Harbor Township School Based Youth Services Program: Family Service Association partners with the Egg Harbor Township School District to operate the Teen Center in the Egg Harbor Township High School. The Teen Center provides positive youth development activities with the overarching goal of assisting youth in successfully navigating their adolescent years, acquire the skills needed to obtain employment or continue their education, and graduate healthy and drug-free. In 2014, there was a total of 812 core individual visits and an overall event attendance of 9,585.

HEDS Case Management Program: is the diversion of youth from detention or correctional placements by enhancing functioning and problem solving capability through in-home counseling and case management activities. In 2014, HEDS provided intensive group therapy to 37 court-referred juveniles with 70% prevention of re-offending and/or probation violation. 30 youth participated in the HEDS Innovations program, with 71% successfully completing the program and avoiding reoffending and/or violations.

Parents as Teachers: The Parents as Teachers (PAT) model is an evidenced-based home visitation program that provides in-home health and parenting education, and supportive services to at risk families, especially those overburdened by stressors that may contribute to child neglect and abuse. In 2014, PAT served 83 families. With these families, 93% were enrolled in WIC; 96% had health insurance; 96% were up to date on well visits; 69% of children were up to date on immunizations; 57% of children had been tested for lead by age one; and 96% of children had a primary care provider.
