Robert said that he and his wife Beth try to help our community in as many ways as needed because “this is our home”. Robert Styers and his wife Beth have owned property on Red Wing at the lake since 2000. Since he retired, they finally decided to move here full time and are in the planning stages of building a cottage. In that short time he has served as a member of Community Emergency Response Team (CERT) and has attended training sessions both here and at Bunn Rescue. He also is a member of the By- laws and Covenants Committee (BLCC) helping with items concerning the covenants and by-laws. This year he helped prepare ballots for mailing and also with the ballot count. Since Beth is on the Recreation Committee Robert states, “I, like other spouses, am enlisted to help with various events throughout the year.” If you have played mini golf this year, you have probably noticed the updating Robert has added with the help of Missy Atkins and Cathy Peters. They applied wood preservative and repainted the cards and obstacles at the end of each hole using supplies provided by the POA. Dorothy “Dot” Hudson and her husband Ed also volunteer extensively in our community. Since they moved here in 2007 Dot has drawn attention to healthy lifestyle choices by leading and expanding the video aerobics classes and initiating Yoga practice in which she shares her expertise as a Chair Yoga Instructor. Her passion for gardening is evident in the tireless hands on efforts of Dot and Ed as part of the Beautification Committee. She also plans and helps organize the monthly Out to Lunch Bunch trips. Her volunteerism North Carolina Wildlife Boasts Top Magazine RALEIGH, N.C. When Wildlife in North Carolina, the magazine published by the N.C. Wildlife Resources Commission, was named recently as the nation’s best in its category, it reflected more than accolades as a quality publication. The award also reflected the determination of a dedicated staff to find business sustainability in a rapidly changing marketplace. As the magazine was presented the first-place plaque by the Association for Conservation Information (ACI) on July 10 in Nebraska City, Neb., editorial staff recognized the achievement both professionally and personally. “Beginning about four years ago, the magazine began to move toward self- sufficiency,” said Jim Wilson, editor. “We had to operate differently and market ourselves creatively. We had to — and must continue to — do so without losing the high standards of quality our readers expect.” Wildlife in North Carolina began circulation in 1937, pre- dating the formation of the Wildlife Commission by a decade. Response Team (CERT). Theyare trained in various aspects ofemergency response, but on thisday, they took the time to ensurethat traffic, parking and generalflow was well taken care of.Without this group, we wouldnot have had the orderly,smooth celebration here at LakeRoyale. Thank you!

Boating and Trash – We have previously asked

that boaters take their trash withthem when they leave the lake.That was the nice approach.The trash has increased and wehave to ask for the help ofothers. If you see someonetossing beer/water bottles, cans,paper debris, etc. overboard,please note the hull number(typically starts with NC-followed by numbers) andcontact the office. This is ahuge safety hazard for boatersand beachgoers and alsothreatens the health of our lake.Your help is appreciated.

Toilet Paper Thieves –Yes, can you believe it?

We have an individual orindividuals who are helpingthemselves to the industrial sizerolls of toilet paper in thecomfort centers and clubhouse.These rolls are typically 14” indiameter. They are installed bymaintenance and it seems to bea regular occurrence that theydisappear. Since the toilet paperroll itself is missing and notoilet paper is found in the area,one can only assume that theseare making their way tosomeone’s home. If you see theculprit, please let the office orpolice department know. It iscosting you, the property owner,quite a bit of money to furnishtoilet paper to an individual.Thank you.

BOA Chairman speaks at Annual Meeting

Ray Creek, Chairman ofthe Board of Adjustment(BOA), addressed attendees atthe Annual Meeting of theAssociation on July 19.Following is a transcript of hisreport.

The BOA is a quasi-judicial body provided for inthe Lake Royale Covenants,Section 14 whose members areappointed by the Lake RoyaleBoard of Directors. Thefunctions of the Board ofAdjustment are three fold:

1) To hear and deciderequests for variance fromthe covenants, by-laws,and rules and regulation.

2) To hear and rule onappeals of decisions ofany committee or officialcharged with enforcement

of the covenants, by-laws,and rules and regulations.

3) To hear and rule on com-pliance cases broughtbefore it by the Covenants,Conditions and Regula-tions (CC&R) Inspectorthrough the POA.

Any decision of the Boardof Adjustment may beappealed to the Lake RoyaleBoard of Directors withinthirty days. Meetings of theBoard of Adjustment are opento the public. All presentationsof evidence are held in opensession. Deliberations onvariances and appeals are heldin closed session. You areinvited to attend any of theopen sessions. The meetingsare held at 7:00PM on the thirdThursday of each month at thePOA Rental Complex.

This is your board,established by the covenants towhich you agreed when youpurchased property here at thelake. The members are allvolunteers who not only attendthe meetings, but normally visitthe properties that are thesubject of variance requests orare cited for non-compliance.

There are five regularmembers and five alternatemember positions authorized.Currently there are nine seatsfilled. This is a serious job asthe BOA deals with propertyowner’s most valuablepossession, his property. Themembers of this board areresponsible for ensuring thecovenants, by-laws, and rulesand regulations are compliedwith to give the most pleasantexperience for everyone hereat the lake and protect our

property value. The membersdo not go out looking forviolations. That is theresponsibility of the CC&RInspector. The Board ofAdjustment is similar to acourt of first resort.

During the last year (April1, 2013 through Mar 31,2014), The Board ofAdjustment considered a totalof 83 cases, which is downfrom the previous year. Fourwere requests for variance,there were no appeals, andseventy nine were non-compliance cases. The non-compliance cases included six

that were withdrawn and fourthat were deferred to a latermeeting.

My thanks go to the othereight current members of theBOA: Bill Edwards, SueBozosi, Mike Grover, MaryLengle, Patrick Shreenan, Ed

Smith, Beth Styers, and PaulWygovsky. I also thank themembers who have left theBOA during the year and thestaff who have helped so muchwith the operation of the BOAover the last year, particularlyNicole Clift and Tracy Clay.

recognition is given to the JuniorCadets of the Franklin CountyCivil Air Patrol, who carried theflags for our ceremony; to theGirl Scouts of Post 1111, wholed us in the Pledge ofAllegiance; and to Mrs. OpiePearce, who beautifully sang ourNational Anthem. The paradewas a great way to celebrate ournation’s Independence Day.

As a community service,our Post was the primary drivingforce for refurbishing andrelocating the two 30’ flag poles,which fly the NC State andPOW/MIA flags. These flagshad been flown for the lastseveral years in an overgrownarea where they were not visible.Post members worked closelywith Lance Carlson, LakeRoyale Maintenance Supervisor,to get this job done with veryminimal expense. Check out thenewly refurbished and mountedflag poles at the entrance. We are

proud to have initiated andassisted with this communityenhancement project.

We are now collectingfaded, tattered and torn nationalflags for an upcoming fall flagdisposal ceremony. Gail Wilson has beenworking at the POA office asan Office Coordinator sinceApril. She is well qualified forthe position as herprofessional background is inaccounting and customerservice. Gail’s attitude andpersonality set a positive toneand she considers it a privilegeto meet and assist propertyowners and their families. Gailand her husband, Maurice,have been property ownerssince 2004. They refer to theirfirst visit to Lake Royale as,“love at first sight.” Aftersemi-retiring in 2011, theWilson’s relocated fromBaltimore and made living atthe lake permanent. Gail sumsup her feelings about the lakewhen she says, “it’s such apeaceful, beautiful place,

providing serenity when youneed it and lots of activitieswhen the mood suits you.” Sheand Maurice have cultivatedlifelong friendships and havecome to love the small townatmosphere of the surroundingarea outside of the lake. The Wildlife ResourcesCommission now relies onmarketing efforts such asdistributing sample magazinesand other promotions featured onthe agency’s social mediaplatforms, as well as utilizingemail, print and digitalmarketing and advertisingsources to spread the word of theaward-winning publication.

Fishing Club shares enthusiasm and knowledge at Kids’ DerbyFor the first time, the Lake Royale Fishing Club hosted the annual Kids’ Derby. Thirty kids entered the event which was held on June 21 at a new location, the Pavilion. Past derbies were hosted by the Recreation Committee who donated supplies for this year’s event.

Although cloudy for most of the day, the fishing was great. Lots of fun was had by all that participated: kids, parents and volunteers alike. Each enjoyed hotdogs cooked by “Hot Dog Mike” and cold juice boxes. There was a casting contest and prizes awarded for the largest fish in three age categories. The look on the kids’ faces as they weighed in their fish and were awarded prizes was priceless! Every child went home with something. This would not have been possible without the generosity of the sponsors: Bass Pro Shops, Tom Peters Construction, Layton Grading and Clearing, The Do It Center, N.C. Wildlife Resources Commission, Star Mart and the Lake Royale Fishing Club. The By-Laws andCovenants Committee (BLCC)is appointed by the Board ofDirectors (BOD) in accordancewith the Lake Royale By-Laws, Article VI, Section 2.The By-Laws and CovenantsCommittee is currentlyauthorized nine votingmembers, eight members fromthe property owners, one ofwhom is the BODrepresentative to the BLCC anda member ex officio, thePresident of the BOD. Thereare also two non-votingmembers from the staffappointed by the GeneralManager.

The purpose of the BLCCis to examine, evaluate, write,and recommend to the Board ofDirectors changes required forthe covenants, by-laws, therules and regulations, thegoverning documents for theProperty Owners Association.The by-laws and covenants are

intended to be broaddocuments and relativelystable. They are not intended tospell out every eventuality andpossible case. Implementationof the covenants and by-laws isintended to be covered by therules and regulationsestablished within thecommunity.

The BLCC canrecommend changes that itdeems to be required.Committees within the POAcan recommend changesdirectly to the Board ofDirectors or through theBLCC. Proposals for changescan also be recommended byproperty owners either directlyto the Board of Directors orthough the BLCC. Changesrecommended through theBLCC are formatted for theappropriate document andverified as not in conflict withother elements of the respectivedocument, North Carolina lawor other documents of theAssociation. The BLCC does

not recommend the efficacy ofa change from outside theBLCC, but that does not meanthat the property owner or thecommittee will not be advisedas to the wisdom of the change.It is recommended that allchange to the Covenants, By-laws and Rules andRegulations be processedthrough the BLCC. Therequirement is that anyproposal for the annual voting(changes for the covenants andby-laws) be submitted to theBLCC not later than Marchfirst. This will allow for therequired checks to becompleted and for the Board ofDirectors to act before themailing deadline for annualballots. Actually, the earlier thesubmission is made the better.April is normally the lastmeeting at which the BOD canconsider ballot proposals andmeet the mailing deadline forballots. Rules and regulations

Ithas become the mostanticipated event at the lake.Professional pyrotechniccompany Hale Artificier ofLexington, NC was hired toexecute the display. The showwas launched from the earthendike at the dam providing agreat view from the pavilion.Even more breathtaking is towitness the show from thewater. Many property ownersuse this unique vantage pointthat most other displays cannotoffer. The general consensuswas that this was the best showto date. The colors were brightand a lot of premium designshells were included.

It is a great undertakingto see that everyone has anenjoyable and safe experi-ence on this popular day. Alarge influx of traffic wascontrolled by the Lake

In addition, the Frank-lin County Fire Chiefinspects the firework racksand technician credentialsbefore signing the requiredpermit. Also required are tohave police, fire and emer-gency response personnel atthe launch site.
