    The 5th World Kata Championships will be held in Kyoto on 19th and 20thOctober 2013. Kyoto city is very amous or its historic sights which are

    registered as World Heritage.

    I am more than pleased that we can host this event or the rst time inJapan, and it is our great honor to welcome competitors, ocials, and the IJFmembers rom around the world.

    KANO Jigoro Shihan taught us the importance o Kata as with Randori in Judotraining and to train both Kata and Randori equally in order to master theessence o Judo.

    Nowadays, Kata has been spread in the world.

    Each continent has Kata Competitions and seminars, and also since 2011,Kodokan has been organizing the Kata Seminar in Europe under the EuropeanJudo Union and nearly 200 participants rom 20 countries have taken part inthe seminar with high motivation.

    Last year, the 4th World Kata Championships was held in Italy and 133 pairsrom 28 countries participated in the championships.This is the proo that Kata is spreading in many countries.

    I will be very happy i this World Kata Championships greatly contribute to theurther development and diusion o Kata.

    I hope all participants will show the result o their daily training anddemonstrate their best perormance ever.

    This is the th time that the International Judo Federation is organizing theKata World Championship. At each edition o this international event, the levelhas increased and the athletes, who are taking part, are better prepared. The

    show is and will be, once again, o very good quality.

    This th edition will also have a special dimension because it will takeplace in the birthplace o our sport: Japan. The medallists on one hand, andmore generally all the participants, on the other hand, will return home withindelible memories.

    Kata are an integral part o the history o our sport, but it is not just history.They also correspond to the aspiration o many judoka who, more than 130years ater the inception o judo, continue to perpetuate its spirit. Judoconveys strong values that are well illustrated by the practice o kata.

    I would like to thank the All Japan Judo Federation or all the hard workundertaken so ar to organize this event and to all the eorts that are stillto be made to assure it is a great success. I also wish th best o luck to allparticipants.

    8. ACCREDITATION CENTER AND ACCREDITATIONThe control o entries and issuing o accreditation cards will take place at the Kyoto Budo Center.

    At least one team ocial must attend in time to conrm the entries o all athletes and ocialswith his/her signature. A delayed appearance or no-show at control o entries may result in theexclusion o all participants rom the draw and the event.In case o unoreseen delay o arrival the Federation must contact immediately the organizerAn accreditation card will be issued to competitors, ocials, judges and media. This accreditationcard should be carried at all times. Passports or photocopy o passports rom all competitors mustbe available on request.

    9. PARTICIPATION FEESParticipation ee is 100 US$ per competitor.Please pay the ee by cash during registration at Kyoto Budo Center.

    10. NUMBER OF PARTICIPANTSEach Nation can enter a maximum o 7 pairs with maximum 2 pairs or each Kata: thecompetitors can only participate in one Kata.The competitors must be o the same nationality as the country, which enters them.Competitors who have double nationality can only represent only 1 participating Nation.When a competitor changes nationality, he must wait 3 years beore he can represent the newcountry, unless the two countries concerned (the old country and the new country) agree toauthorize his entry or the new nationality and this is accepted by the IJF (According to theOlympic charter Art. 42).Competitors are to be 18 years o age on 1ST January 2013 (born on or beore 1994) and aminimum o 1st Dan.Couples can be composed o either 2 males, 2 emales, or a male and a emale.

    11. COMPETITION RULESThe ocial Kata competition recognised or these championships, will be ve:

    Nage-no-kata; Kime-no-kata; Katame-no-kata; Kodokan-Goshin Jutsu;

    Ju-no-kata

    The IJF Kata Competition Rules will be used to judge the Kata with reerence also to theocial Kodokan Kata video.

    COMPETITION FORMULA

    Each Kata will be divided in two groups: the top three couples with the maximum points romeach group (that is 6 pairs or each Kata) will compete in the nals.Three or Four mats (TBD) will be used or the preliminary round and three mats or the nal.

    group will compete in the nal. For each Kata the couple with the maximum points will beawarded the gold medal, the couple with the second least points will be awarded the silvermedal; and the third, the Bronze medal.In each o the ve Kata the couple with the highest score will be awarded the gold medal, thecouple with the next highest score will be awarded the silver medal and nally the couple with

    the next lowest score will be awarded the bronze medal.Special awards can be assigned by the organizer.

    POINT SYSTEM

    The Judges are ve and will award points on the ocial IJF scoring sheet. The Maximumscore and the Minimum score are cancelled. The Total score o the three remaining judgeswill get totally get the nal score. Each technique and open and closing ceremonies areevaluated with a maximum positive score o 10 points. The positive score is decreased bythe mistakes. The evaluation o every technique o Kata has to consider the principle and theopportunity o execution: the evaluation (included the open and close ceremony) has to becomprehensive.

    Defnition o mistakes

    Forgotten technique: An omitted technique will score zero and in addition the total nal scoreo the Kata couple will be halved. I more than one technique are orgotten the score or thattechnique will also be zero but the total nal score or the couple will not be halved again.Finally, i the halved total nal score is not a whole number then the score will be rounded up.

    Big mistake: When the execution o the principle is incorrect (5 points are deducted and themaximum number o crosses is 1)

    Medium Mistake: When one or more elements o the principle are not applied in the correctway (3 points are deducted and the maximum number o crosses is 1).

    Small mistake: Imperection in the application o the technique (1 point is deducted and themaximum number o crosses is 2).

    For every technique without a big mistake, the minimum score has to be 5. the evaluation ofuidity, course and rhythm represents the global vision o the whole Kata (included the bow): If there is no big mistake in the Kata, the minimum result will be 5 and the maximum 10.

    If there is a big mistake in the Kata (including the bow), the score must not be more than 5.

    In case of a forgotten technique, the score or uidity, course and rhythm is zero.

    In the Nage no Kata, right and let techniques will be evaluated comprehensively (only one

    score). The couple enters and leaves the competition area at the opposite side o shomen: theStart and end o Kata (opening and closing ceremony) is at 8 m or 10 m distance dependingon the dimensions o the mat (bow to the mat). Any behaviour o Tori or Uke inside theCompetition area that is contrary to the spirit o Kata will reduce the score o the ceremony.In case o equal score between pairs, the ollowing criteria will be applied considering thescoring sheets o ve Judges: Total value of big mistakes - wins who makes less mistakes;

    If still equal, total value of medium mistakes will be considered. - wins the pair who makes

    less mistakes; If still equal, total value of small mistakes will be considered wins the pair who makes less

    mistakes;

    If still equal, the score of uidity will decide. Wins the pair who has a better score.I two pairs, both placing 3rd in the eliminatory (or 6th place in case o only 1group) are still equal ater all the above mentioned criteria, both pairs will qualiyor the nal.

    I two pairs placing 1st, 2nd or 3rd during the nal are still equal ater the abovementioned criteria, the Kata will be repeated so that the medal can be assigned.

    SYSTEM OF JUDGING

    Each Kata shall be evaluated by ve judges under the supervision o the IJF KataCommission. The ve judges will be positioned on the Shomen side and they will seat atabout 1 m distance apart rom. The rule o neutrality will be applied: cannot be judged a pairo the same Nation.The position o the ve judges will be the same or all the competition. I one judge istemporary replaced, he will take place in the same original position when he re-enters thecompetition. A Judge cannot be a competitor.The judges shall always be in their position beore the arrival o the couple in the competitionarea. The couple enters the competition area at the opposite side o shomen in the centre,then they reach their corner. The judge in the centre at shomen side gets up and, with tensearms and palms o the hands turned upward, invites the couple to enter the competition area.

    COMPETITION AREAThe Competition area has dimensions Minimum 8 x 8 and Maximum 10 x 10 metres andshall be covered by Tatami or similar acceptable material. The Competition area must be xedto a resilient foor. When more adjoining competition areas are used, a common saety areao minimum 1 meter is necessary. A strip o visible colour adhesive tape, approximately 10cm. wide and 50 cm. long, shall be xed on the centre o the competition area 6 m. apart,to indicate the starting position o Tori and Uke. The centre o the Competition area shall beindicated with a strip adhesive tape o the same color.

    12. JUDGESThe contests will be judged by IJF qualied Kata Judges. Kata rules to be ollowed are aspublished by the IJF. The number o judges per ederation is limited to:Participating countries may enter 4 Judges.Non participating countries may enter 2 Judges.

    The IJF KATA COMMISSION may decide on the number o Judges according to the entries.Each participating Federation having IJF Judges has to enter at least one judge. Only thejudges entered by their Federation can judge.

    All Judges are to arrive three days beore the World Kata championships and attend a oneday technical meeting organised on Friday 18th o October at Kyoto Sports Center to conrmthe participation as judges in these Championships. Only judges are to attend this seminar.The costs or travelling, board and lodging o the judges are at the costs o the memberFederation.

    Inscriptions o the Judges have to be sent to the Organizer until the 27th September. Aninscription orm is enclosed as Form 2.

    13. DRAWThe draw to establish the groups and the sort o each group will be done the day beore theCompetition at the Kyoto Sports Center on Oct. 18th rom 5pm: the pairs medallist o the WorldChampionship 2012 will be considered head o series and will be shared in the two groups. The pair

    that is head o series will be the last pair o the group that shows the Kata.The draw or sort o the nal will be done in the Sport Hall ater the eliminatory.

    14. JUDOGI CONTROLThe competitions will be held in white judogi and black belt.

    Approved judogi: Competitors should wear an IJF approved judogi supplied by one o the ollowingmanuacturers: Greenhill, SFJAM NORIS, DANRHO, MIZUNO, Double D Adidas, HAYAKAWA, FightingFilm, Budo Sport AG, ESSIMO, MATSURU B.V.Judogi must have an IJF Ocial Label APPROVED JUDOGI with an optical code which cannot bealsied. The label will be controlled with an optical lamp. Each o the competition clothing articles(jacket, trousers and belt) must have an IJF ocial label.

    Backnumber: Each competitor is obliged to have sewn on the back o his judogi a backnumber bearing hissurname and his National Olympic Committee abbreviation. The backnumbers must be xed horizontallyand centered on the back o the judogi. They must be placed at a distance o 3cm rom the bottom othe collar. The backnumber can be ordered rom www.mybacknumber.com The delivery can take up to 4weeks.

    Advertising: Competitors should carry on the back o their jacket the IJF and organizer dedicated sponsorso the event. Advertising on the judogi must be in compliance with the IJF regulations. Reer to Guidanceo Judogi Control Document.

    National Emblem: Athletes can have their national emblem on the let ront part o the jacket within aspace o 100cm2.

    The Judogi Control will be done at the Registration o the Participants.

    N.B It is the responsibility o the judoka to comply with the IJF regulation rules.

    15. PARTICULAR RULES FOR WOMENFemale contestants shall wear under the jacket either, a plain white or o-white tee-shirt, with shortsleeves, rather strong, long enough to be worn inside the trousers, or a plain white or o-white leotard withshort sleeves. All other regulations must be adhered to.

    16. COACHINGNo coach admitted.

    17. VISAThe All Japan Judo ederation is happy to help any country with obtaining visa or athletes andocials. For nations, who need VISA to enter JAPAN, please send the Organizer as soon aspossible (latest 18th September) list o participants according to visa application orm withull names, passport numbers, date o birth, and positions (MUST send together with scannedPassport Copies according to the relevant updated requirement o JAPAN Government).Please send the request to the ollowing address o the All Japan Judo Federation ( see Form 3)

    18. FUNDAMENTAL PRINCIPLEAll National Federations, ocials, coaches and athletes participating in the World KataChampionship have to respect and accept the authority o the IJF ocials, the Statutes, the Sportsand Organization Rules, the Reereeing Rules o the International Judo Federation, according to theIJF Rules and SOR Provisions (point 23.8), individuals deemed to have acted against the IJF, itsprinciples or purposes shall be subject to suspension or expulsion rom the event and/or cancellationo their accreditation cards.

    19. ATTENTION VERY IMPORTANTThe competitors wearing their white judogi (no shoes) will stand behind the podium according to the ollowingorder 2,1,3. Every competitor having won a medal has to attend the ceremony and receive his medal in person.I a competitor is absent during the awarding ceremony or no valid reasons he will lose the right or the medal.It is strictly orbidden or competitors on the podium to bring national fags or the similar identication other

    than the one represented in the regular manner on their equipment. Any demonstration o religious, political,personal or commercial sign is prohibited and so is wearing a cap or any other head cover.
