History of the RWC

In 2005, a Project 25, digital, 700/800 MHz trunked radio system replaced the old Phoenix VHF systemradio system replaced the old Phoenix VHF system, which was based on 1950’s technology.

Originally organized as the Phoenix Regional Wireless Network, or “PRWN”, this system was intended to support Phoenix and its fire automaticintended to support Phoenix and its fire automatic aid partners.

History of the RWC

In 2008, the Regional Wireless Cooperative was formed to meet the growing needs of the expanding network of newmeet the growing needs of the expanding network of new public safety and municipal partners.

PRWN transitioned to the RWC upon its formation, and other municipal radio networks in the Valley joined.

The RWC now oversees the administration, operation, management, maintenance, and growth of this valley-widemanagement, maintenance, and growth of this valley wide communications network.

Governance of the RWC

The RWC is a collaborative body formed under an Intergovernmental AgreementIntergovernmental Agreement.

Membership is open to all local, county, state, federal, and tribal governmental entities.

Governance provides for a Board of Directors consisting of a representative from each Member.

Governance of the RWC

The Board directs the operation, maintenance, planning design implementation and financing ofplanning, design, implementation, and financing of the RWC.

The City of Phoenix serves as the “Administrative Managing Member”, which is responsible for the administration and financial management of theadministration and financial management of the RWC.

Organizational Structureof the RWC

The RWC is governed by a Board of Directors, with all members having a seat on the Board and anall members having a seat on the Board and an equal vote.

The Executive Director, who oversees all aspects of the network, reports to the Board of Directors.

RWC System Description

The RWC is a large, Public Safety radio network based on the Project 25 Phase I Standardbased on the Project 25, Phase I Standard.

The network is an ASTRO 25™, Integrated Voice and Data, trunked radio system.

The network operates in the 700/800 MHz frequency bands.

The network uses standard Simulcast, IP Simulcast and individual site trunkingSimulcast, and individual site trunking.

The network consists of:– Seven (7) major simulcast subsystems– Ten (10) Intelligent Site Repeaters (ISRs)

History

• Prior to 2008, many agencies operated on independent radio networks

• For SBXLII the Communications Team coordinated interoperable• For SBXLII, the Communications Team coordinated interoperable communications for 66 entities involved in the 2-week operational period

• As a result of the planning, regional interoperability talk groups and channels were established to allow agencies with compatible equipment to interoperate

• Since that time, agencies have migrated to the regional network or efforts have been made to allow access for those who have not

• Grant funding also provided some agencies with patching capabilities

• Grant funding and agency donations also allow for over 400 regional cache radios for tactical deployment
