SUMMARY & GENERAL TRENDS
All across the country, American cities are being revitalized by a trend toward downtown living. Young professionals, students, and wealthy retirees, attracted by a dense, vibrant and walkable
environment, are moving back into urban cores. Seeing market opportunity, real estate developers are
creating cool loft spaces with architectural character, unparalleled views and modern amenities.
In Rochester, a legitimate downtown housing boom has been taking place since 2000. From 2000-
2010, downtown’s residential population grew by 11.5% while overall city population shrunk by 4.2%.
Since 2000, 37 buildings have been converted from under-performing commercial uses to trendy lofts
and apartments. RDDC estimates that more than 6,000 people are now living downtown.
KEY SURVEY FINDINGS
Rochester’s downtown housing market is dominated by rental housing, which comprises 96% of all
units. Owner-occupied (“for sale”) housing makes up the remaining 4%. Each year, RDDC surveys
downtown rental property owners and managers to collect information on vacancy rates, rental rates, and
overall market demand. Detailed results of RDDC’s 2013 Downtown Rental Housing Survey are
contained in this report beginning on page 6. Key findings include:
The market-rate rental vacancy rate dropped to 4.9%, a 2.3% decrease from figures reported
in August 2012. Notably, when the four buildings with the highest vacancy of the 66 buildings
surveyed are removed, the vacancy rate drops to 1.9%.
The subsidized rental vacancy rate dropped to 4.0%, a 2.8% decrease from figures reported in
August 2012.
The wide variety of housing options downtown is reflected in a market-rate rent range that
spans from $360 to $3,100 per month.
Property managers indicate that market demand remains strong: 75% reported that vacant
units are filled in less than one month; 58% report there are more applicants than units available;
and 65% believe the demand for downtown rental housing is higher than three years ago.
According to property managers, demand for 1 bedroom units remains the strongest, an
opinion that is supported by the low vacancy rates for both market-rate and subsidized 1
bedroom units.
Property managers identify young professionals and students as the groups with the strongest
leasing interest.
Property managers indicate that the top three most requested amenities are parking (off-
street/on-site), laundry (in-unit/on-site) and utilities (included in the rent).
NEW DEVELOPMENT PROJECTS
New residential projects already completed in 2013 (as of 10/1/13) include the Bridge Square Lofts,
Academy Building, and Windsor Gate Townhomes. In addition, more housing was added to existing
units in the Knowlton Building. Read more about these projects on pages 11-12. RDDC is tracking a

total of 14 residential projects that are planned or under construction as of September 2013. It is
estimated that these projects will add 667 new and 325 substantially rehabilitated housing units to
downtown’s inventory, and another 1,200 new residents to the downtown population. More information

HOUSING DEVELOPMENT IMPACTS
A strong downtown housing market is having a significant, positive effect on the whole marketplace.
New housing projects and residential conversions are helping to grow and stabilize the center city, and
continued conversion of marginal commercial buildings is helping to rightsize the office space market.
National experts advise that “retail follows rooftops”. The retail and services markets will respond
positively to a center city with increased demand generated by a growing residential base. More shops,
restaurants, and nightlife will create greater street vitality. RDDC is tracking $743 million in downtown
development investment in 2013, including transformative public and private projects planned and
underway. These investments, combined with a growing residential housing market, create a brighter
picture for downtown Rochester than has been seen in a long time.
SPECIAL FEATURES IN 2013 REPORT
A Building by Building Map & Guide for residential housing has been added as a new feature in the
2013 report. The listing includes the following information for each rental property with more than four
units: building address, building name (if applicable), photo, neighborhood, leasing contact information,
number of units, unit types & size, and 2013 vacancy & rent rates (if available). Each property is
assigned a “Map ID” number to help locate it geographically.

RESIDENTIAL MARKET OVERVIEW
RDDC tracks the downtown housing market, which now includes the area within the Inner Loop plus
High Falls, Upper East End, Alexander Park, and part of Corn Hill. The map below shows the
geographic boundary of downtown, and the aerial map in the Building by Building Map & Guide
addendum shows the locations of residential properties that are included in RDDC’s market tracking.
The chart below provides the overall market figures for the downtown housing market, including the
current estimate of the number of people living downtown. This figure is based upon the vacancy rates
gained through the 2013 Downtown Rental Housing Survey, as well as an estimate of 1.8 persons per
household.

2013 DOWNTOWN RENTAL HOUSING SURVEY RESULTS
RDDC surveys downtown residential property owners and managers on an annual basis to collect
information on vacancy and rental rates, as well as overall market demand. The 2013 Downtown Rental
Housing Survey reflects data and vacancy rates collected in July 2013. A total of 70 buildings
participated, which represents 82% of the total units in the downtown rental market.

OWNER-OCCUPIED HOUSING MARKET
Owner-occupied (“for sale”) housing represents approximately 4% of the downtown housing market.
The availability of owner-occupied housing has been slowly creeping upward over the last decade,
beginning with Sagamore on East (2005) and continuing more recently with the addition of Capron
Street Lofts (2011), North Plymouth Terrace (2012), and Windsor Gate Townhomes (2013). Still, the
growth in rental housing units has far outpaced the growth of owner-occupied housing, and so it remains
a small segment of the market.
Whether there is strong demand for more owner-occupied housing downtown is not clear. The two most
recent owner-occupied projects to come online, both “custom build” new construction projects, have
experienced mixed success. The following question that was asked of property managers on the 2013
Downtown Rental Housing Survey also showed mixed results:

Interestingly, public demand for owner-occupied housing made an appearance in the results of the City
of Rochester’s recent Center City Master Plan Survey. When asked about downtown, “What should be
the priority focus for the City, in partnership with the development community?”, owner-occupied
housing options came in fourth:

RESIDENTIAL PROJECTS COMPLETED IN 2013 (as of 10/1/13)
Bridge Square Lofts, $6.7 M., conversion of a former school
building in the Cascade District to 24 loft-style units and Passero
Associates headquarters. The units began leasing in January 2013,
quickly filled, and by July 2013, the property manager reported no
vacancies.
Academy Building, $6 M., conversion of historic building in the Four
Corners area to 21 loft-style apartments and commercial restaurant space on
the first floor. The rent rates for these high end luxury apartments range from
$1,300-$3,100 per month.

Windsor Gate Townhomes, new construction of five 2,300 square
foot “custom build” townhomes in the historic Grove Place
Neighborhood. The units quickly sold for asking prices beginning at
$379,000.
Knowlton Building, six additional loft apartments added (bringing
the total number to 20) to a previously converted building in the
Cascade District. Rent rates for the high end lofts range from
$1,550 – 2,200 per month.
RESIDENTIAL PROJECTS PLANNED OR UNDERWAY
CONVERSION PROJECTS:
The Tower at Midtown, $54.5 M., Buckingham Properties and Morgan
Management plan to convert the 17-story Midtown Tower to mixed-use with
182 market-rate apartments and100,000 square feet of commercial space on
the lower floors.
250 East Avenue, $1.6 M., conversion to two residential units in the East End
neighborhood.

Temple Building, $2.6 M., conversion of an additional four floors of office space
to 31 loft apartments in the Midtown and East End neighborhoods.
350 State Street, $517,000, conversion of former commercial building
to 3 apartment units and three storefronts in the High Falls
neighborhood.
Mills at High Falls, Phase III, conversion of the former Rochester
Plumbing Supply building to 14 apartments in the High Falls
neighborhood.
The Hive @ 155, conversion of a former commercial building to 20
artist work/live units in the St. Paul Quarter neighborhood.

Sibley Building, $150 – 200 M., Winn Companies purchased the 1
million square foot building in 2012 and plans to develop into multi-
use property including high-end luxury as well as senior living
apartments.
Cox Building, $18 M., developer in the process of purchasing the building in
the St. Paul Quarter, with plans to rehab for multi-use, including 70 loft
apartments.
YWCA Apartments, $4.9 M., Plan to convert office and clinic space
to 14 new apartments that will offer permanent supportive housing to
women and children.
NEW CONSTRUCTION PROJECTS:
Alexander Park (Phase III), ($100 M. for Phases I - III), new
construction lifestyle center including 250+ housing units in growing
Alexander Park neighborhood.

Riverfront Luxury Housing, $20 M., Morgan
Management announced that it plans to purchase a parcel
of land along South Avenue to build a 100-unit luxury
apartment complex that overlooks the Genesee River.
North Plymouth Terrace, $7 M., two-phased construction of 24
new for sale townhomes and a commercial building in the Cascade
District. 10 townhomes were built in 2012, and the remaining 14 will
be added in Phase II.
MAJOR REHABILITATION PROJECTS:
One Eleven on East, $8.9 M., DVD Ventures purchased this East End
building in 2012 and is in the process of renovating the entire building,
including all of its 245 apartment units.
Alexandrian Apartments, $5.5 M., East End building purchased by
Mark IV Enterprises in 2012. A gut renovation of the building and its
76 apartments has just begun and is expected to take a year.
