Spatial Enabling Government – How?

A Whole of Government Location Based Framework providing:• Mechanisms to spatially reference any other existing and

new non spatial information – without “GIS experts”• Spatial information access, integration and presentation

services embedded in normal business and ICT architectures

• A focus on enhanced service delivery, performance management, policy development and assessment

• A focus on information – accuracy, currency, fitness for purpose, coverage

Location Based Framework - Key Projects

• Integrated Administrative and Statistical Geography

• NT Location Addressing Framework – Address Validation

• Positioning Infrastructure

• Coverage and quality of underlying spatial information over priority areas

• Skills and industry development

• Commonwealth resources

• Spatial enabling of existing and new business processes

Location Addressing – What is it?

Location Matters - Background

• Addressing is fundamental to society• Incorrect addressing is a cost to the

community • Address types – Postal and Location • Key enabler for an NTG Information

Infrastructure

Location Addressing – What is it?

Location Matters - Background

• NAMF Compliance

• Address Validation

• Localities, Road Naming and Street Addressing

• Rural Addressing

• Remote Addressing

Location Addressing - Benefits

Spatially Enabling NTG Business

• Correct addressing is business critical• Reduces costs through shared capability• Deliver better services like policing,

emergency services, healthcare• Improved evidence-based policy• Essential for today’s mobile navigation and

service applications• Provides a logical system for navigation• Integrity in information exchange• Alignment of NT and ABS geography for 2011

onwards

What we get:8 Goulburn Street Woodleigh Gardens42 Playford Street Fannie Bay6 Wetherby Road Girraween

The real addresses are:8 Goulburn Street Leanyer real suburb42 Playford Street Parap just over the boundary14 Wetherby Road Girraween mistaken number

The correct address automatically provides:• Point on a map

• Unique Lot Number

• Geographical Coordinates

• Link to any other information referenced to these

• Ability to aggregate Information spatially for analysis

The proposed solution will:-

Provide a mechanism for validating input address data against a single source of known (validated) address data maintained by NTLIS with the following functionality.

Parse input address data in interactive and bulk mode;

Implement fuzzy logic matching algorithms to identify possible match candidates for incorrect/inaccurate addresses;

Provide latitude/longitude position for the address point of the match candidates

The Spectrum Enterprise Geocoding Module will be used with the NTLIS custom dictionary as the primary dictionary.

Address entry will be available by multiple methods such as:-• Structured address

(AddressLine1, Suburb, State, Postcode);

• Unstructured address(single or multi-line);

• Randomly ordered address data can be parsed and matched using fuzzy logic.

Match conditions can be applied to control the required quality of address entry in order to get a match.

Location Based Framework - Activities

• Build and maintain an address validation services• Renovation of Legacy systems to utilise location and

address validation services• Analysis of spatial data in agency legacy systems• Provide services for the validation and remediation of

spatial data in legacy systems• Assistance to agencies to access spatial services and

data from their legacy systems• Assistance to agencies to make their data available to

spatial services
