2012 / 2013 SAILING SEASON – POLICY CLUB PARTICIPATION RULES

1. Following participation in any three (3) Royal Queensland Yacht Squadron Ltd. (RQYS) races other than invitation events, any owner, skipper or crew of a participating boat is required to become a member, in the appropriate category, of RQYS.

2. It is the responsibility of the owner/skipper to ensure that all crew competing on the boat holds a current membership of YA or equivalent membership of a yachting authority recognised by ISAF.

3. All participants intending to race shall pre-pay and register with a Season Entry or Casual Entry prior to racing. Failure to pay the outlined fee and/or register will result in positions not being recorded. Participants who continue to race without paying or registering will be disciplined by Sailing and General Committee’s.

4. Only current financial members of the Royal Queensland Yacht Squadron are eligible for a Season Entry. ONSHORE RACE ABANDONMENT 1. Any decision to race, postpone or abandon racing will be made by the Race Committee. 2. A decision to race on any given day does not relieve any competitor of his/her obligation under RRS

Fundamental Rule 4. 3. For regular Saturday Northern and Southern Course racing the decision to race, postpone or abandon will not

be made before 1100 hours on the day of the race unless circumstances dictate that an earlier decision would be appropriate noting: a. Racing will not be started if there is a current Gale (or higher), Tsunami or other severe weather warning

that will impact the race area. b. Racing may be started if there is a Strong Wind Warning in the race area. c. Races will only be abandoned after careful consideration of all weather conditions and their likely impact

on the course area(s). DIVISIONS Northern and Southern Course: A minimum of five (5) season entries are required to constitute a division. 1 RULES

1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing.

1.2 The Prescriptions and Special Regulations of Yachting Australia.

1.3 Off-The-Beach classes shall comply with YA Specials Regulations Part 2

1.4 Etchells shall comply with YA Special Regulations Part 1, Category 7

1.5 Where lifelines complying with YA Special Regulations Part 1 Section 3 Rule 3.12 have not been fitted, all crew while racing shall wear a visible personal floatation device as per YA Special Regulation Part 1 Section 5.

1.6 Division Yachts competing during daylight hours shall comply with YA Special Regulations Part 1, Category 5. A current YA Category 5 form shall be lodged with the sailing office prior to racing.

1.7 Class rules shall apply.

2 NOTICES TO COMPETITORS

Notices to competitors will be posted on the official notice board(s) located outside the RQYS Sailing Office and at sailing.rqys.com.au.

3 CHANGES TO SAILING INSTRUCTIONS

Any change to the sailing instructions will be posted two hours prior to the first warning signal for the races on the day it will take effect, except that any change to the schedule of races will be posted by 1600 on the day before it will take effect.

4 SIGNALS MADE ASHORE

4.1 Signals made ashore will be displayed on the flagstaff flying an RQYS Burgee located adjacent to the main rigging lawn.

4.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 45 minutes’ in the race signal AP.

4.3 When a visual signal is displayed over a course flag or class flag, it applies to that course area/class only.

5 SCHEDULE OF RACES AND WARNING SIGNAL TIME

5.1 The schedule of races will be as detailed in Attachment A

5.2 The first warning signal for racing covered by these sailing instructions shall be as follows:

5.3 To alert boats that a race or sequence of races will begin soon, the orange flag on the staff designating the startling line will be displayed (with one sound) at least four minutes before a warning signal is displayed.

7 RACING AREAS

Attachment B shows the location of racing areas for Northern and Southern Courses. Refer to 2012/2013 Division Yacht course book for Division Yachts.

Optimists & Sabots: At the discretion of the race committee, Optimists and Sabot may be sailed on a separate course area. This change will be posted two hours prior to the first warning signal for the races on the day it will take effect.

8 THE COURSES

8.1 Northern and Southern Courses: The diagrams in Attachment C, D and E shows the courses used, including, the order in which marks are to be passed, and the side on which each mark is to be left. On racing days, the course to be sailed on each racing area will be posted on the official notice board before 1000 hours

8.2 Division Yachts Around the Cans Series: The diagrams in Attachment C, D, and E shows the courses used, including, the order in which marks are to be passed, and the side on which each mark is to be left.

8.3 Division Yachts Long/Short Around the Bay Series: The diagrams in the 2012/2013 Division Yacht Course Booklet shows the course for the division yachts, including, the order in which marks are to be passed, and the side on which each mark is to be left.

8.3 No later than the warning signal, the race committee signal boat will display designation of the course for each class or division and the appropriate compass bearing of the first leg.

8.4 When boats are sailing courses W1 & W2 found in Attachment E, he/she shall not be permitted to sail through the start or finish line (as defined in SI 10 &12), unless he/she is starting or finishing. For courses W1 and W2 after starting, boats are not permitted to sail through the start and/or finish line (as defined in SI 10 &12) unless finishing.

9 MARKS

9.1 Northern Course

9.4 Division Yachts- Short and Long Round the Bay Series Course:

Fixed marks are as described in the 2012/2013 Division Yacht Course Booklet

Mark X will be a purple inflatable buoy.

Laid marks will be orange inflatable buoys

The Start/Finish marks will be orange teardrop buoys.

9.5 Navigation Marks- When a navigation mark is nominated as a mark of the course it shall be rounded in the manner as described in the course booklet, otherwise all navigation marks shall be observed in the correct manner.

9.6 Mark X- For courses that include Mark X, the race committee vessel will display prior to the warning signal a green (starboard) or red flag (port) to signal the side on which boats shall leave the mark on the first leg of the race.

10 THE START

10.1 The starting line will be between a staff displaying an orange flag on the starting mark at the starboard end and the port-end starting mark.

10.2 Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races.

10.3 Southern & Northern Course: A boat starting later than 4 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rules A4 and A5.

10.4 Division Yachts: A boat starting later than 10 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rules A4 and A5.

11 CHANGE OF THE NEXT LEG OF THE COURSE

11.1 To change the next leg of the course, the race committee will move the original mark (or the finishing line) to a new position.

12 THE FINISH

12.1 The finishing line will be between a staff displaying an orange flag on the finishing mark at the starboard end and the port-end finishing mark.

12.2 Division Yachts “Round the Cans”: The finishing line will be between a staff displaying an orange flag on the finishing mark at the port end and the starboard-end finishing mark.

12.3 Division Yachts: Except for Round the Can’s racing; the finish line will be between a staff displaying an orange flag on the start boat at the starboard end and an orange buoy at the port end approximately 300m from the outer Manly Harbour Leads.

12.4 Division Yachts: When there is no race committee vessel on station at the finish the alternate finish line will be an extension of the Eastern Port and Starboard Lateral Beacons to the south and within 100m. In this case, yachts are required to complete a declaration form which will be available from the sailing office. Finish declaration forms shall be lodged with the sailing office or RQYS reception within 24 hours

following the completion of the race and shall include the name of the yacht, skipper and finish time to Eastern Standard Time.

13 PENALTY SYSTEM

For the Hobie 16 and Northern All Boat class(es) rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

14 TIME LIMITS 14.1 For classes sailing on the Northern and Southern Courses the time limit will be 80 minutes. Boats failing

to finish within 15 minutes of the first boat in their class that sailed the course and finished will be scored

Did Not Finish without a hearing. This changes Rule 35 and A5

14.2 For Division Yachts the time limits will be:

Around the Cans Series - 90 minutes. Boats failing to finish within 30 minutes of the first boat in their

division will be scored Did Not Finish without a hearing. This changes Rule 35, A4 and A5.

Short & Long Round the Bay Series – The time limit for the first boat to finish is 1600 on the day of the

race. Boats failing to finish by 1700 on the day of the race will be scored Did Not Finish without a

hearing. This changes Rule 35, A4 and A5

15 PROTESTS AND REQUESTS FOR REDRESS

15.1 Protest forms are available at RQYS Sailing Office. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit.

15.2 For each course, the protest time limit is 60 minutes after the last boat has finished the last race of the day.

15.3 Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room, located in the RQYS Olympic Room.

15.4 Notices of protests by the race committee will be posted to inform boats under rule 61.1(b).

15.5 Breaches of instructions 10.2, 17, 18, 21 and 25 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides. The scoring abbreviation for a discretionary penalty imposed under this instruction will be DPI.

16 SCORING

16.1 The Low Point System of Appendix A will apply. 16.2 Northern and Southern Courses: The maximum number of discards allowed shall be as follows: Squadron Championship – 4 Races (1 discard per 5 completed races) Season Points – 8 Races (1 discard per 5 completed races)

Spring Series – 2 races (1 discard after 4 completed races, additional discard if more than 8 races completed)

Summer Series – 2 races (1 discard after 4 completed races, additional discard if more than 8 races completed

16.3 Division Yachts- Discards shall be as follows: Spring Series – 2 Races Summer Series – 2 Races In both these series, 1 discard we be applied after 4 completed races, with an additional discard if more

than 5 races completed Squadron Championship, Season Points, Short/Long Round the Bay and Round the Cans

(a) When fewer than 4 races have been completed, a boat’s series score will be the total of her race scores.

(b) When from 5 to 7 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

(c) When 8 or more races have been completed, a boat’s series score will be the total of her race scores excluding her two worst scores.

17 SAFETY REGULATIONS

17.1 Northern and Southern Course- All skippers shall SIGN ON before leaving shore each day and SIGN OFF at the earliest possible time after completion of racing but no later than the end of protest time. Forms will be available outside the RQYS Sailing Office from 1100 on the day of racing.

17.2 Division Yachts- All skippers are to SIGN ON when leaving the Manly Boat Harbour prior to the warning

signal with their race committee boat on VHF Channel 72 with the following: Boat Name, Sail Number,

and Persons on Board. A Division Yacht shall be deemed SIGNED OFF upon finishing.

17.3 Any boat retiring from a race shall, when possible, notify a race committee vessel before leaving the

racing area.

17.4 Northern and Southern Course- Boats failing to sign on before leaving shore will be penalised without a

hearing by the addition of five (5) places, to their score in the first race for which they should have

signed-on. Boats failing to sign off before the end of protest time shall be penalised without a hearing by

the addition of five (5) places, to their score in the last race for which they should have signed off.

Penalties under this SI shall not be excluded. This changes rules 63.1, A4 and A5.

17.5 Competitors shall comply with with the following harbour bylaws: All sailing vessels shall give way to powered vessels at all times whilst inside the Manly Boat Harbour. Once outside the Manly Boat Harbour, competitors are to as soon as possible stay outside of the main channel, keeping clear of powered vessels.

17.6 No Spinnakers are to be flown in the Manly Harbour 6-knot area. 17.7 Unless in use no part of an anchor may project forward of the bow at any time whilst racing. 17.8 Boats failing to comply with SI17.6 and/or 17.7 may be penalised without a hearing by the addition of

five (5) places, but not worse than DNF, to their score in the first race they competed in for the day. This changes rules 63.1, A4 and A5. Penalties under this SI shall not be excluded

18 REPLACEMENT OF CREW OR EQUIPMENT

18.1 Skippers may change boats, sails and equipment throughout the season and retain points if they remain in the same class.

18.2 If a skipper changes classes then points for their season entry, will remain with their class they entered with. Note Laser 4.7, Radial and Standard are classified as different classes.

18.3 Etchells- Points will stay with the boat as requested and approved by the Etchells Class Association.

18.4 Boats intending to race with a sail number other than that stipulated on their entry shall advise the RQYS Sailing Office in writing prior to racing. Failure to comply will result in the boat being scored DNC for all races on that day.

19 EQUIPMENT AND MEASUREMENT CHECKS

A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee equipment inspector or measurer to proceed immediately to a designated area for inspection.

20 OFFICIAL BOATS

Official boats will be marked with a white flag displaying ‘RC’ in black lettering.

21 TRASH DISPOSAL

Boats shall not put trash in the water. Trash may be placed aboard support and race committee boats.

22 RADIO COMMUNICATION

Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

23 PRIZES

23.1 2012/2013 Season Presentation of Trophies for Squadron Championships and other events will take place in the RQYS Flags Function Room. Major Squadron Sailing Awards will be awarded these nights with award descriptions found further below.

Junior Presentation: 17th May 2013

Senior Presentation: 7th June 2013

23.2 Only SEASON ENTIRIES are eligible for prizes at the Junior and/or Senior Presentation of Trophies.

23.3 Other prizes may be awarded at the discretion of the organising authority.

23.4 Off the Beach Classes Spring and Summer Presentations will take place on the following days as soon as possible after racing

Spring – 15th December 2012

Summer – 16th March 2013

24 DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

25 INSURANCE

Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $5,000,000AUD per event or the equivalent.

26 HANDICAPS

26.1 IRC CERTIFICATES – Yachts racing in the IRC Division will not receive IRC results unless a valid certificate is on file with the RQYS Sailing Office. Back dated results will not be processed. If a new IRC Certificate is issued to a boat, a copy of the certificate must be submitted to the RQYS Sailing Office for the rating to be adjusted.

26.2 PBH Handicaps – Handicaps will be allocated by the RQYS Sailing Committee. Changes to a boat’s sailing configuration, equipment shall be advised to the RQYS Sailing Office prior to the next race in which it intends to compete.

26.3 OMR CERTIFICATES – Yachts racing in the Multihull Division will not receive OMR results unless a valid certificate is on file with the RQYS Sailing Office. Back dated results will not be processed. If a new OMR rating is issued to a boat, a copy of the certificate must be submitted to the RQYS Sailing Office for rating to be adjusted.

26.4 SMS Handicaps – Sports Boats racing in the Sports boat division will not receive SMS results unless a valid certificate is on file with the RQYS Sailing Office. Back dated results will not be processed. If a new SMS rating is issued to a boat, a copy of the certificate must be submitted to the RQYS Sailing Office for rating to be adjusted.

27 RESULTS

Results will be posted on the dedicated results website: http://results.rqys.com.au

These instructions may be used for any other event at the discretion of the Sailing Office in conjunction with Sailing Committee.
