  • 2012 – 2013 Resource Management Annual Report Executive Summary

    Prescribed Burning and Wildfires

FPS burned 56,881 acres – 6,417 acres fewer than the minimum ecological target and 83% of the acres planned The number fire-type acres in rotation (not backlogged) increased by 3% FPS conducted 374 prescribed burns, 57 more than the previous year Prescribed burns were conducted on 200 days during the fiscal year, well above the 10-year average of 140 35 wildfires accounted for 1,505 acres (2.6%) of the total acres burned 88% of parks with acres planned conducted at least one prescribed burn, 11% more than the previous year 38 parks exceeded the minimum ecological target, five more than the previous year Two districts achieved 100% of their planned goals, with District Two reaching an all-time high of 6,202 acres 1,159 acres were mechanically treated in 33 parks for habitat improvement or fuel reduction

The division was fully prepared for a strike team request from The Florida Forest Service but received no requests as heavy rains eliminated much of the early spring drought. However, one of the strike teams was deployed by DRP in May to assist with mop-up of fires at St. Sebastian River and Paynes Prairie to ensure that no smoke impacted Interstate 95 or Interstate 75/US Hwy 441. Thesame team also traveled to Kissimmee Prairie and assisted with burning critical dry prairie to benefit the federally endangered Florida grasshopper sparrow. Strike teams deployments continue to provide excellent opportunities for fire staff to gain experience and hone their skills in unique and often complicated fire-management situations.

    Exotic Plant Removal

Development and expansion of the Invasive Exotic Plant Database has allowed for the mapping of exotic plant data through FDEP’s MapDirect tool, adding a special component and providing another helpful tool for database users.

Staff logged 2,922 additional infestations into the database during FY 12-13, indicating a firm commitment by field staff to the mapping effort which began in FY 09-10 and which serves as the foundation of the database. The magnitude of the task is tremendous given that there are more than 150 exotic species occupying more than 340,000 infested acres.

While the number of infested acres treated (5,982) was slightly fewer than the previous year, slightly more (22,974) gross acres were “worked,” reflecting an increased amount of effort required to treat the infested acres.

A total of 141 parks reported treating exotics. During FY 12-13, the number of acres considered to be in “maintenance” dropped by only about 1.5%, a substantial

improvement over last fiscal year’s 10% decrease in maintenance condition and represents a positive step towards the ultimate goal of increasing the number of acres in maintenance condition.

Staff prepared and submitted 36 proposals to their local invasive plant working groups for review and ranking along with otherpublic lands projects. Twenty-seven FPS projects, valued at more than $900,000, were chosen for funding.

  • Exotic and Nuisance Animal Removal

5,130 feral hogs were removed in FY 12-13, only five fewer than the highest year on record District Four removed the most hogs for FY 2012-2013 with a near-record-high of 2,427, continuing to maintain the highest

average in hog removal statewide (more than 1,400 per year for the past 21 years). When analyzed by vertebrate class, herpetofaunal (amphibians and reptiles) species consistently represent the greatest variety

of species, while mammals make up the greatest number of individuals removed.

In FY 2012-13, the division began experimenting with a new type of feral hog trap controlled by a remote camera. The new technology sends a live picture to an employee’s phone allowing them to then remotely trigger and close the trap door. It is hoped that the use of this technology will enable managers to spend less time checking empty traps and improve the capture of entire feral hog groups thereby leaving no trap-shy animals behind. The upcoming fiscal year will see an expansion of this pilot project. Increasing trapping success while reducing staff time and wear and tear of park vehicles would represent two program improvements.

    Marine Turtle Nesting

6,531 total nests were reported, the highest number on record for the second year in a row

An all-time high number of Green turtle nests were recorded (2,172), more than double 2007’s previous all-time high

Roughly 104 miles of state park beaches were surveyed in 39 parks

Only 178 nests were damaged by erosion from tropical weather systems, the fewest since 2010

Nest depredation decreased from 9% in 2012 to 7% for 2013

The presence of a coyote on Little Talbot Island was documented for the first time via tracks and photographs. Park staff will be moving quickly to remove this dangerous nest predator prior to the next nesting season. For the fourth year in a row, the Sea Turtle Conservancy generously funded predator control work in two state parks. Educational ‘turtle walks’ continue to be conducted onmany state parks nesting beaches and, although tightly regulated by FWC, provide unique opportunities for park visitors to observe nesting marine turtles. At Sebastian Inlet alone, more than 800 visitors participated, with turtles spotted 73% of the time.

PLANNING AS OF JULY 1 Fire‐Type (FT) Acres: Includes all natural communities where fire is an ecological process and any other zones being managed with fire. FT Acres in Rotation: Fire-type acres that do not exceed maximum Fire Return Interval. That is, acres that are not backlogged. Formula: Fire-Type Acres less Backlog Acres. FT Target Acres: Range of fire-type acres that need to be burned to remain in rotation. Formula: Sum of Acres by zone divided by maximum / minimum fire return interval. FT Acres Planned: Fire-type acres in the fiscal year plan for burning. Formula: Sum of Annual Planned Acres.

ACCOMPLISHMENTS ‐ ACRES BURNED (RX / WILDFIRE) Total: Acres burned during the fiscal year, showing both prescribed and wildfire. Quarterly: Acreage burned during each fiscal quarter, showing both prescribed and wildfire. Burn Count: Number of prescribed fires and wildfires during the fiscal year. Each entry with a FFS Authorization counts as a single prescribed burn.

Each entry with 'Day of 1st Report' for wildfire counts as a single wildfire burn.

EVALUATION (Figures are performance indicators during the year and statistically valid on June 30.) FT Acres in Rotation: Acreage that would be considered in rotation if no further burning for the fiscal year is done. Formula: Acres in Rotation (as of July 1) less acres that would become

backlogged on June 30, plus acres burned during the fiscal year. % of Plan Met: Percent of planned acres that were treated with fire. Formula: Annual Acres Treated Total divided by Acres Planned with a maximum value of 100%

Mechanical treatments such as mulching, roller-chopping, and mowing can be very effective for reducing dense understory prior to reestablishment of natural fire regimes. While recognized as a useful and important tool, thisresource management method can also be quite expensive and is therefore highly dependent upon budget allocations each fiscal year.

SUMMARY OF CURRENT CONDITIONS/PLANNING Total Park Acres: The sum of the Management Zone acreages. This acreage may differ from the Division Jurisdiction Report. Acres in Maintenance Condition: A field-based determination which should consider several factors. Generally, infestations in Maintenance Condition should: be manageable with existing

staff and resources, not be expanding in size or percent cover, not contain large numbers of mature reproducing individuals, and not pose an imminent threat to imperiled plants, animals or natural communities. Additionally, any infestation that hasn’t been surveyed within 24 months will fall out of maintenance condition.

Gross Area (acres): The general area occupied by one or more invasive exotic species. The area is estimated by imagining a line around the general perimeter of the infestation. The Gross Area may contain significant parcels of land that are not occupied by invasive exotic plants. Also interpreted as the total area that has to be worked to ensure complete treatment of the infestation.

Infested Area (acres): The approximate area of land covered by the invasive plants within a Gross Area if the invasive plants were accumulated into one area. Infested Area = Gross Area X midpoint of the Cover Class.

Treatment Goals (Inf. Area): The proposed area to treat (measured as Infested Area) established by the Park Manager as an achievable annual goal with the existing park resources or probable grants for the fiscal year.

ACCOMPLISHMENTS / INFESTED AREA TREATED Infested Area Treated: Infested Area Treated (in acres) within each fiscal quarter (acres are not cumulative). Total Treated: Sums, to date, the individual fiscal quarters for Infested Area Treated (in acres). % of Goal Met: The percentage of the Treatment Goals accomplished at the time the report was generated. Gross Area Worked: A running total of the Gross Area (in acres) that have been worked or traversed to treat the Infested Area.

"Gross Area" is the general area occupied by one or more species and may contain significant areas not occupied by invasives. However, in order to treat the invasives, the entire gross area must be traversed. By comparing the two figures, we see a more complete picture of the amount ofeffort required to treat invasive plants on state park lands.
