During the next OFFSHC the USPS will be discussing the challenges of implementing an OSHA Voluntary Protection Program on a shoestring (government) budget.

involvement activities. Also, we will show what the program has done for USPS OKC facilities in terms of motor vehicle accident
rates, injury rates, and employee morale.The September meeting will be hosted by the USPS at the Oklahoma City Distribution Center.

2013 OFFSHC Officer Elections The election of the 2013 OFFSHC Officers will occur during the September 2012 meeting.

The OFFSHC toured the Federal Correctional Institution in El Reno during last month’s meeting.
Don Terrell and Dallas Jones, Associate Warden, provided an overview of the Federal Bureau of Prisons and FCI El Reno.
The institution currently houses about 1,300 medium security level inmates, and 230 minimum security level inmates at the satellite camp.
The OFFSHC toured several areas of the institution which included a walkthrough of the Administration Building, Compound, B Housing Unit, Food Service, and the

FCI El Reno is one of the oldest prisons within the BOP. The age of the institution presents several safety and health issues for inmates and staff alike.
Hazards associated with building maintenance, asbestos, and lead based paint are risks that have to be
considered in addition to the industrial machinery that the UNICOR factory and dairy present.
Some of the BOP’s main missions include providing a safe and healthy living and working environment and reducing recidivism.
Safety training, including OSHA 501 certification is provided to inmates not only to fulfill OSHA
