What is Milford’s History?On February 1, 1639, the area then known as “Wepawaug”

was purchased from Ansantawae Chief Sachem of the Paugus-set Tribe for six coats, ten blankets, one kettle, twelve hatchets, twelve hoes, two dozen knives and a dozen small mirrors. Forty-four free Planters settled the town and named it Milford.

Charles Island, an island offshore originally called “Poqua-haug” by the native people is said to hold the buried treasure of the famous pirate Captain William Kidd. The 14-acre island is connected to the shore by a tombolo, or sandbar, which can be crossed safely twice a day during low tide. The sandbar is pass-able for only about an hour - so be sure to keep an eye on your watch.

Over the centuries, Milford had been primarily an agrarian economy, though other industries have made their mark on Mil-ford: Shipbuilding, oystering, hat making, carriage making and the making of leather goods such as boots, hats and shoes.

The Revolutionary War saw Milfordites stepping up for lib-erty. Joseph Plum Martin’s diary is a remarkable account of his service as a private with the Continental Army during the con-flict, the only such diary known to exist. Captain Stephen Stow cared for soldiers stricken with small pox, callously dumped on shore by a British Man O War, and lost his life as a result. George Washington spent some time in Milford during the war, and the steps from the Clark Tavern which he tread upon can be walked upon by visitors to the Milford Historical Society. The Milford Historical Society cares for three 18th century homes at its Wharf Lane Complex. Among their possessions is one of the finest collections of Native American artifacts in the United States.

Where does the name come from?The Old Fowler Mill was located on the Wepawaug River

near what is now the Memorial Bridge and tower. The Mill that forded the river, Milford.

Who were some of Milford’s founders?According to History of Milford, Connecticut, during the

reign of Charles I, increasing numbers of people were migrating to New England because they were no longer willing to accept the tenets of the Church of England, and had been persecuted by the church for their non-conformity. In May, 1637, the Hector sailed from London to Boston, carrying a company gathered by John Davenport and Theophilus Easton of London. Five weeks later another ship arrived with a group headed by Peter Prudden, a native of Hertfordshire. Among the original Milford settlers known to be of this company were Edmund Tapp, James Prud-den, William Fowler, Thomas and Hannah Buckingham, Thom-as Welch, Richard Platt, Henry Stonehill and William East, all from Hertfordshire.

What are some historic points of interest?The Milford Green is the second longest green in New Eng-

land, and for centuries has hosted gatherings of citizens for cel-ebrations. The Memorial Bridge and Tower was dedicated in 1889 to mark the 250th Anniversary of Milford’s founding. The Old Taylor Library building built in 1894 now houses the Mil-

ford Chamber of Commerce. The Eells Stow House is believed to be the oldest house in Milford; it is open for tours seasonally at the Milford Historical Society.

What are the distinct sections of the City?Milford Center, Devon, Morningside, Walnut Beach and

Woodmont are all distinct areas of the city. Residents who have lived here many years can be even more specific, adding Wilde-mere Beach, Bayview Beach, Rivercliff, Anchor Beach and other sections.

Where is the Milford Green?The Milford Green, located on Broad Street downtown, has

monuments dedicated over the centuries to honor those who have served Milford and our country. It is the second longest green in New England. Once used for grazing sheep, it is now the focal point of town gatherings. The Gazebo is a focal point for local events, music and weddings.

Are there any Historic Districts?There are two historic districts in Milford; The Milford His-

toric District, on North Street and The Milford Historic District 2 - the south of the Green Historic District. At the time of this writing, a committee is studying formation of a third historic district on Gulf Street.

Are there any recent City Histories?History of Milford Connecticut, published in 1989. Milford

Lost & Found, and An Historical Account of Charles Island by Michael Dooling. Only in Milford - An Illustrated History by DeForest W. Smith. Milford - A Brief History by Frank Juliano. Sand in Our Shoes, A Narrative and Pictorial History of Walnut Beach - Myrtle Beach Milford, Connecticut, published in 2004. The Milford Chamber of Commerce and the Milford Historical Society has some of these books on sale.

Is there a City Historian?Richard Platt Jr. is the official Milford Historian.

Is there a Milford Historical Society?The Milford Historical Society was established in 1930. It is

a non-profit organization staffed by volunteers. There are three historic homes on the property which are open for tours sea-sonally or by appointment. The grounds are lovely and have a historic herb garden. There is also a general store which offers a variety of unique items and gifts. It is located at 34 High Street. Where are property deeds recorded?The City Clerk’s office has property deeds. They are located in

the Parsons Complex, 70 West River Street. 203-783-3210.

Are birth, marriage and death records public?The City Clerk’s office offers access to marriage and death re-

cords. Birth certificates are confidential and may only be obtained by the individuals, with exception of parents obtaining certificates for minor children.

Who can officiate at weddings?Aside from clergy, a justice of the peace may perform a mar-

riage ceremony. The City Clerk has a list available of certified Justices of the Peace. Judges may also preside over marriages.

Where may I get a marriage license?A marriage license may be obtained at the City Clerk’s office

for a $30 fee. Both parties must be present, offer identification and take an oath. Marriage licenses are valid for 60 days from the date they are issued.

Where may I get a civil union license?A civil union license may be obtained at the City Clerk’s of-

fice for a $30 fee. A civil union is a legal union of two people of the same sex, granting them the same benefits, rights and protec-tions as spouses in a marriage. The State of Connecticut recog-nizes civil unions. There is no residency requirement or waiting period.

Is it okay to feed the ducks and geese at the duck pond?

It’s okay to feed them, perfectly legal, but health officials would rather you didn’t. The health department has started steps to re-duce the number of Canada geese at the downtown duck ponds. Not only have the geese become a nuisance, they also create some health concerns. The program is called a “Geese Peace Initiative,” and aims to reduce the number of geese without destroying them.

There are ducks, Canada geese and farm geese at the ponds. It’s the Canada geese, with the black markings and long necks, that are causing problems.

Why is there a submarine at the harbor?The Explorer, completed in 1938, was the last boat built by the

pioneering submarine designer and builder, Simon Lake, who

lived in Milford. The Explorer was intended strictly for research and salvage and was linked to a mother ship for air and power. Divers could enter and leave the submarine through an escape hatch. The boat was also equipped with a mechanical arm and basket. Like Simon Lake’s first great submarine, The Argonaut, Jr. (1894), the Explorer could travel under water either by the propel-ler or along the ocean floor on drive wheels.

At low tide, you can see another of Simon Lake’s submarines sunk in the harbor, off Rogers Avenue.

What is the name of the bridge that spans the harbor near the library?

The beautiful black bridge, with the hanging flower baskets, is called the Hotchkiss Bridge. The Hotchkiss Bridge was dedicated in August of 1998 to A.K. (Al) Hotchkiss with gratitude for a life-time of dedication to Milford Harbor.

What is the history of the bridge in front of the library?

The Memorial Bridge is a city landmark. In 1888, Milford cel-ebrated the 250th anniversary of the founding of the First Church. To celebrate this important date, the City built the bridge. The bridge bears a commemorative stone for each of the founding fathers of Milford. At each end of the bridge are large quarter-circle stones commemorating some of the most influential of the founding fathers. City officials back then voted to spend $3,000 to build the bridge. It is built of large, rough blocks of Leete’s Island granite, and dominated by a 40-foot turret tower topped with red Spanish tile.

Do the duck ponds ever freeze for ice skating in the winter?

The duck ponds used to freeze more often than they do these days. There are black and white photographs of people skating on the North Street pond years ago. These days, the ponds freeze occasionally, and when they do, it’s a happy occasion for local families, who put on their skates and venture out.

Is there a downtown business organization?The Downtown Milford Business Association is quite active,

organizing a host of activities throughout the year to attract people to the city’s local stores. Events are posted on the organization’s Web site, downtownmilfordct.com. The DMBA represents 60 businesses.

Why do I sometimes hear fife and drum music down-town?

The Milford Volunteers Ancient Fife and Drum Corps has long practiced from 6 to 8 p.m. each Tuesday behind the Fowler Me-morial Building downtown. The group dates back to 1951, when it was known as the West Main Street School Fife, Drum and Bugle Corps. Organized by then Principal Stuart Sears as an after school project, it became a success. In 1964 the Corps became Ancient and changed to the revolutionary style clothing you see today. The corps is comprised of families dedicated to the perpetuation and preservation of the Ancient Art of Fifing and Drumming. Always looking for new members, the corps provides free music lessons, free use of uniforms and equipment at practice and performances, and friendship. How many miles of roads are there in Milford?Milford has approximately 240 miles of roads; almost 1,200

streets, which include 33 private, 28 in Woodmont, 8 on State roads, 35 paper streets, and eleven bridges.

Speeding tickets for cars range from $123 to $211. Fines are higher for infractions near construction, utility and school zones.

Speeding tickets may also be issued when drivers exceed speeding limits regarding weather; snow, fog, rain, ice. Speed limits are generally reduced during hazardous weather.

Where can I park in Milford?Parking is free on city streets. Parking is available along

At what age may a person begin driving?You must be 16 years old to take driving lessons. Anyone

Drivers aged 16-17 are subject to graduated licensing re-garding passengers. The first six months after receiving a li-cense, a person may not have more than one passenger, who must be a parent or legal guardian, driving instructor or a per-son at least 20 years old who has had their driver’s license for four consecutive years. During the second six months after obtaining a license, the driver may have passengers that meet the above requirements or immediate family. Teens may al-ways drive alone. Are there any other restrictions of teen drivers?Teens under 18 are prohibited from driving between the

What is the law regarding driving and cell phone use?State law bans drivers from using hand held cell phones

while driving, except to call 911 or other emergency numbers.

Who must wear seat belts?Driver’s and front-seat passengers and all rear-seat passen-

gers four to sixteen years old must wear seat belts while riding in motor vehicles.

Car seats are required for children under age four or less than 40 pounds. A violation is punishable by a $75 fine. Children age four or more than 40 pounds may use seat belts, although booster seats are recommended.

What rights do pedestrians have?Pedestrians always have the right of way in crosswalks.

There are crosswalks at every intersection even if they aren’t marked. Driver’s must slow or stop and grant the right of way to a pedestrian crossing at a marked or unmarked crosswalk. If the walkway is regulated by a Walk/Don’t’ Walk light, pedes-trians must wait for the Walk signal.

What should I do if I see a vehicle with a flashing blue light?

Motorists must yield to these vehicles as they are affiliated with fire, police or emergency services.

When a road is too narrow for cars and bikes to ride side by side, the bicyclist may ride near the center of the lane. Drivers must yield to a bi-cyclist in a bicycle lane or on a sidewalk before turning across a bicyclist’s line of travel. Failure to yield the right of way may result in doubling the fine.

What should I do if a horse and rider are on the road?Motorists should treat a horse and rider the same as a bicy-

clist. Yield to the horse and rider when safety demands it. Us-ing your horn is discouraged as it may startle the horse.

Is there a drawbridge in Milford?The Washington Bridge carries U.S. Route 1 over the Hou-

satonic River, connecting the city of Milford to the town of Stratford. It is the longest drawbridge on the Boston Post Road, according to online sources. It is a steel trunnion-bearing bas-cule drawbridge, 859 feet in length by 43 feet in width, featur-ing two lanes in each direction for automotive traffic and a sidewalk for pedestrians. The clear channel for shipping is 125 feet wide. Every now and then the bridge gets stuck in the open position and traffic backs up. But it doesn’t happen too often. The bridge was built in 1921 at a cost of $1.5 million.

People who rent homes here and have their cars registered elsewhere can get a sticker by providing a letter from their landlord stating they lease within the City of Milford.

Residents wishing to receive their sticker by mail must in-clude all the required information listed above. Send copies; do not send originals, and include a stamped, self-addressed envelope to the City of Milford Tax Collector’s Office, 70 W. River Street, Milford CT 06460.

Resident stickers are good for City parks and beaches as well as the City Transfer Station and City of Milford commut-er lots, where it is posted that resident stickers are required. City of Milford Resident/Taxpayer Stickers are not required to park at Silver Sands State Park.

What do you call the sandbar that connects Charles Island to Silver Sands Beach?

It is called a tombolo, which is a narrow piece of land that connects an island to the mainland. Once attached, the island is then known as a tied island. Many people walk to Charles Island across the tombolo, but people have to be very care-ful to study the tides first and plan to return to shore around the peak of low tide to avoid the danger of being caught or stranded in a fast tidal flow. Directions about safe crossing are posted at the lifeguard station.

Who owns Charles Island and the sandbar?Even though Charles Island and the sandbar are located in

the City of Milford, they are the properties of the State of Connecticut. The state also owns Silver Sands State Park, and therefore oversees and maintains that property.

What is the history of Charles Island?Charles Island is a 14-acre island located roughly 0.5 mile

off the coast of Milford. According to early local histories, the Sachem Ansantawae lived there during the summer months.

After the Milford area was settled by the English in 1639, the island was referred to as Milford Island. After Charles Deal bought the island in 1657 it became known as Charles Island. Deal made a failed attempt to raise tobacco on the is-land – one of the first such efforts in Connecticut.

Local records indicate that Captain William Kidd visited Milford in 1699 when he was en route to Boston (where he was subsequently arrested for piracy and murder). Before Kidd’s arrival in Boston, he off-loaded and buried treasure on Gardiners Island off the eastern tip of Long Island. The treasure was retrieved after his arrest but questions remain as to whether all the treasure was buried there and whether he may have buried more of it along Long Island Sound. Since it is known he visited Milford on his last voyage, many people have speculated that he may have buried some of his treasure on the mainland or on Charles Island. Plenty of people have gone looking for it, but no one admits to finding any gold.

In 1835, the first permanent residence was constructed on the island by John Harris. After his death the island was owned by several different people, and in 1852 it was purchased by Elizur Pritchard of Waterbury, Connecticut, who turned the large house into a summer resort known originally as Charles Island House and later as Ansantawae House. After the Civil War the resort closed and the island was leased to the George Miles Company as a base for their fish fertilizer operations. After the Miles Company left the island it was relatively un-used until the 1930s when the Dominican Order opened a re-ligious retreat on the island. The Aquinas Retreat consisted

of a chapel, small cabins for the retreatants, a central dining hall and religious shrines located along paths throughout the island. The retreat closed in the late 1930s and some remnants of it remain on the island.

The State of Connecticut now owns the island and it is part of Silver Sands State Park. It is designated a Natural Area Preserve for the local bird population of herons and egrets. White-tail deer are common as well. The waters around the island have bluefish, snapper blues, sand sharks and horse-shoe crabs.

How long is the boardwalk that runs from Silver Sands to Walnut Beach and when was it built?

Construction on the second half of the Silver Sands/Walnut Beach boardwalk began in January 2010. The Silver Sands half of the boardwalk was built in 1999.

The extension was completed at a cost of $2.4 million, in-cluding state and federal dollars.

The expanded boardwalk is 3,430-feet long.The existing Silver Sands boardwalk consisted of 600 feet,

which brings the total length of the new boardwalk to 4,030 feet, or about three quarters of a mile.

Who was Doris Gagnon?You can’t talk about Silver Sands Beach without mention-

ing Doris Gagnon. In the 1970s, before there was a state park at Silver Sands, there were houses and people who lived along the water. When redevelopment came along, the government bought up houses under eminent domain, with the intention of clearing the land for a state park. Doris, who has since died, told the story numerous times that she refused to sell and that her house was knocked down against her will one day when she wasn’t there. Not long after, she bought a camper and lived for years at Silver Sands Beach.

Some people called her “the last holdout.” Others called her a “squatter” and still others called her “the chicken lady,” not out of disrespect but because she had chickens at her ram-shackle beach trailer. Some say the chickens produced eggs of varying colors.

The state park was eventually built, but not until after Doris had passed away.

What kind of shells can I find at the beach?According to Tim Chaucer, who runs the local Milford Ma-

rine Institute, there are a number of different shells people will find as they meander along the shoreline. Typical Mil-ford gastropods are the Oyster drill, Channelled whelk, Moon snail, Common periwinkle, smooth periwinkle, Nassarius tri-vatatus (New England dog whelk), Mud Dog whelk, melam-pus (coffee bean snail found in salt marshes), crepidula forni-cata (Boat shell) and slipper shell (crepidula plana).

Typical bi-valves are the oyster, hard shell clam, soft shell,

razor clam, surf clam, blue mussel, ribbed mussel (found in salt marshes) freshwater mussel (found in the Wepawaug Riv-er) pandora, jingle, false angel wing, arks, etc.

Is there a food stand at any of Milford’s beaches?There is a food stand at Gulf Beach in Milford, which is

operated by Goodies, an establishment with another location on Cherry Street. The beach stand is open May to September from 11 a.m. to 8 p.m., selling hot dogs, hamburgers, French fries, chicken sandwiches, ice cream and more. There are out-door picnic tables so you can eat and enjoy the scenery.

Is there a swim team in Milford?The Aqua Jets Swim Club Inc. (203-878-1914) based out of

the McCann Natatorium, is a popular and competitive swim team.

Who offers youth sports?The Milford Recreation Department offers a variety of youth

Does Milford offer adult sports?Yes! The Milford Recreation Department offers a variety

of adult sports. Aside from the usual sports, they offer bocce, kickball, dodge ball and badminton. 203-783-3280.

Is there Ice Skating in Milford?The Milford Ice Pavilion at 291 Bic Drive offers a great

place to cool off in the summer, and a great way to spend a couple of hours getting some exercise any time of the year. The pavilion really caters to hockey groups, so public skating times are somewhat limited. But even the short block of time is a perfect recreational opportunity. Public skating is offered Monday through Saturday from 11:15 a.m. to 12:45 p.m. and Sundays from 1 to 2:30 p.m. Cost is $7 for adults or children. Free skate rentals. Is there a public golf course in Milford?The nine-hole executive Orchards golf course is located

on Kozlowski Road, across from Eisenhower Park. The golf course opened in 1997: The city built it with money it got when the Iroquois Pipeline was run through the city. This was formerly an apple orchard, and trees line the course. There are bunkers to avoid, and while water does run by the course, there are no water hazards to be aware of. However, there is a big walnut tree in the middle of the course, and it’s commonly referred to as the “Fred Lisman Tree,” because the late mayor loved it. The cost for residents during the week is $10.80. Weekend and holiday costs are $12.10. Senior residents or juniors pay $9.45 weekdays and $10.80 weekends or holi-days. Non-residents pay $16.70 during the week; weekends

Is there a Nature Center in Milford?The Connecticut Audubon Coastal Center, 1 Milford Point

vironment through science-based education and advocacy fo-cused on the state’s bird populations and habitats. Founded in 1898, Connecticut Audubon Society operates nature facilities in Fairfield, Milford, Glastonbury and Pomfret as well as an EcoTravel office in Essex and an Environmental Advocacy program in Hartford. Connecticut Audubon Society manages 19 wildlife sanctuaries around the state, preserves over 2,600 acres of open space in Connecticut and educates over 200,000 children and adults annually. ctaudubon.org.

Does Milford have open space where I can go hiking?

Yes, in fact there is a publication called “Milford Favorite Walks,” which we at the Milford Mirror got from environ-mentalist Ann Berman. It lists and describes trails and walks in the city, including the following:

Beaver Brook and Mondo Ponds: Parking is available at the west end of West Avenue, on Naugatuck Avenue at the north of Mondo Ponds and at Kennedy School, to the south of Mondo Ponds, when school is not in session.

Head south from the West Avenue parking area to the Bea-ver Brook Wetlands footbridge where the Beaver Brook me-anders through a large stand of white pines.

Continue back to West Avenue, then westerly under I-95 to Kennedy School, to the entrance of the Mondo Ponds Trails. Follow the gravel path along three of the smaller of the Mon-do Ponds and then walk counter clockwise on a loop around the larger of the two ponds.

Walkers Pond: The pond is located near downtown, with two entrances, one on Cricklewood Road, next to the pump-ing station, and the other at the corner of Meadowside and Robert Treat Parkway, which has a kiosk with information about its namesake, the Rev. Charles Walker. There is a trail that is approximately a one-half mile walk around the pond. When the water is very low, you can walk the pond’s full circumference. But when the water is high, you can’t. You’ll often find neighborhood kids fishing along the bank. You may also spot some interesting birds, perhaps a green heron, black crowned night heron, snowy egret or a great egret.

Solomon Property: This walk begins at 810 West River Street and is approximately one mile. Blue rectangles are painted on the trees above eye level and to the right of the path. Keep the rectangles to your right as you walk. There are many bedrock ridges that overlook the surrounding land-scape. The high ridge that overlooks the large central wetland and hillsides is beautiful.

Eisenhower Park: There are a number of trails to be found at Eisenhower Park on North Street. Drive in past the Bodie’s Place playground to the lowel level lot and you can access a number of paths that lead to the river and through the woods.

Red Root Nature Trail: The trail is a half mile long on a forested area of 21 acres. There is street parking at the end of Oljay Terrace, which is off Red Root Lane.

Wilcox Park: The park is located roughly behind the Mil-ford Public Library and accessed from the boat launch parking lot, beyond the library. There is a trail, and a viewing platform overlooking the harbor.

Is there a community garden in Milford?The Benson Crump Memorial Community Gardens is locat-

ed at Eisenhower Park and offers residents a great opportunity to acquire a good-sized garden plot for growing vegetables and flowers. The large expanse of community garden land, which is segmented into individual plots for Milford residents who sign up to use them, is located off North Street inside the park. The cost is very inexpensive, but you may have to wait for a spot to open up to acquire your garden. For information, call Director Linda Ball at 203-783-3280, extension 8.

Is there a skate park in Milford?Yes, the city owns a skate park on Washington Street adja-

cent to the ballfield.Admission is free, and the hours are as follows: September

1 to June 30, Monday through Friday, 2:30 p.m. to dusk (or 10 p.m. when softball is being played). On Saturday and Sunday the park is open 8:30 a.m. to dusk. From July 1 to Aug. 31 the park is open Monday through Friday, 8:30 a.m. to dusk (or 10 p.m. when softball is being played), and then Saturday and Sunday from 8:30 a.m. to dusk.

The facility is used by both experienced and inexperienced skateboarders, in-line skaters and BMXers. All patrons under 18 must wear a helmet. Knee pads and elbow pads are not required but strongly suggested.

Skateboarders have the right of way. All skateboards, in-line skates, and bikes must be in good repair.

Is there a city marina?Milford Lisman Landing Marina is a city-owned marina

located just steps from beautiful historic downtown Milford. It is a transient marina with 35 slips, which can accommo-date vessels up to 65 feet. Available amenities include trained dock staff to assist in tie-up, complimentary morning coffee and newspaper, free pump out with an overnight stay, 30 amp and 50 amp electrical service, ice and water, a laundromat, handicap accessible shower and restroom facilities, barbecue/picnic area, car rental, bicycle rental, nearby tennis courts and concierge service. Reservations are a must for weekends dur-ing the season. Contact them for fees and information, 203-874-1610.

Where can I launch my boat?A public boat launch facility, available to residents and non-

residents alike, is located at the Head of the Harbor behind Milford Public Library and is a short distance to Long Island Sound. The concrete paved ramp is approximately 100 feet wide, divided into three bays by two 80-foot long guide floats. In addition there are floats at the northern and southern sides of the ramp for temporary tie-up, loading and unloading.

Do I need a permit to use the boat launch?A ramp permit is required to launch any kind of boat, ca-

noe, kayak or personal watercraft from the ramp area. The re-quirement applies to launching from a trailer, cartop, dinghy rack, or in any other way.

A launch ramp permit is included in the fee for usage of the dinghy storage rack in the ramp area. A permit is also required to park any vehicle in designated places in the ramp area. A City of Milford beach parking sticker is not sufficient.

What is the cost and where can boat launch permits be obtained?

Annual ramp permits are valid from Jan. 1 through Dec. 31. They are available at the City of Milford tax collector’s office at the Parsons Government Complex. This office is open from 8:30 a.m. to 4:30 p,m. on weekdays. They are also available at the ramp on Saturday and Sunday,

n season only, from the launch ramp attendant; at Milford Lisman Landing Marina; or by postal mail. Call 203-874-1610 for hours and/or details.

An annual permit costs $30 for Milford residents and $125 for non-residents. An annual permit for senior citizens (those 65 and older) and handicapped persons costs $20 for Milford residents and $100 for non-residents.

Can I buy a one-day launch permit?Daily launch ramp permits are valid for the date of pur-

chase only. They can be purchased at the ramp Saturday and Sunday, in season only, from the launch ramp attendant or at Milford Lisman Landing Marina. Call 203-874-1610 for hours.

Daily permits are $10 for residents and $20 for non-resi-dents.

What is required to get a ramp permit?A current boat registration must be available in order to

purchase ramp permits. The address on the registration, or address on a current paid tax bill should the boat be registered out of town or out of state, will determine the residency sta-tus of the applicant. For vessels not required to be registered by the State (e.g. canoes, dinghies, etc.) the owner’s valid driver’s license, or address on a current paid tax bill, will determine residency. Can I rent space for my dinghy?Seasonal dinghy storage rack permits are available at the

boat launch area, for a fee, on a first come first served basis, by application to the Harbor Management Commission.

What is a mooring?A mooring is an anchor point in the water, as opposed to

a dock. A vessel is said to be moored when it is fastened to a fixed object such as a bollard, pier, quay or the seabed, or to a floating object such as an anchor buoy. A mooring is of-ten accomplished using thick ropes called mooring lines or hawsers.

The lines are fixed to deck fittings on the vessel at one end, and fittings on the shore, such as bollards, rings, or cleats, on the other end. While many mooring buoys are privately owned, some are available for public use.

Does Milford have public moorings?There are 130 Floating Dock Mooring Permits available in

Milford Harbor and approximately 70 Mushroom Mooring Permits available in the Housatonic River. Mooring Permit holders during the current season are given the first right of refusal. Spaces are then filled from a waiting list. Milford Harbor offerings are determined by size of vessel and the lo-cation dinghy is launched from.

Housatonic River offerings are determined by size of ves-sel. Waiting list applications are available upon request. Call 203-874-1610. Milford Harbor (City of Milford owned and maintained) Floating Dock Mooring Permits are renewable annually and cost $25 per foot + Sales Tax.

Housatonic River (mooring holder owned and maintained – specifications furnished by the Harbor Management Com-mission) are renewable annually and cost $125 + $7.50 Sales Tax.

Are there private marina’s in Milford?There are several private marinas located in Milford, where

people can rent space to store their boats. These include Spencer’s Marina 203-874-4173; Milford Boat Works 203-877-1475; Port Milford 203-877-7802, and the Milford Yacht Club 203-877-1261.

Where can I get bait and tackle?The only official bait and tackle shop in Milford is Bobby

J’s Bait and Tackle, 354 New Haven Avenue, 203-876-1495. You can also find tackle at KMart and other big stores; and of course, you can always dig for worms if you’d rather find your own bait. But Bobby J’s is the place to find both, plus a wealth of information about local fishing spots.

Where are the good salt water fishing spots in Milford?

A lot of guys and gals favor Gulf Beach and the areas around it. Then there are both sides of the harbor, Anchor Beach has some good fishing, and the Walnut Beach fishing pier (Bert Munroe Pier) is a hot spot. The bird sanctuary at the Connecticut Audubon Center has really good spring and fall fishing.

What are some good fresh water fishing spots?You can try the reservoir behind KMart and Jonathan Law,

the public access point, called The Point, behind Caswell Cove. Here, there are fresh and salt water fish because the water is brackish, locals say. You can also look for fresh wa-ter fish at Mondo Pond, behind Kennedy School.

Do I need a license to fish?Yes, you need a license for fresh and salt water fishing. You

can get your license at Bobby J’s Bait and Tackle, 354 New Haven Avenue, or you can go online to http://ct.gov/dep/cwp/browse.asp?A=3 and click on permits and licenses.

What kind of salt water fish can I catch in Milford?Blues, stripers, black fish, summer flounder, porgies, sea

robins, sand sharks, sand tiger sharks, winter flounder, snap-pers and blue crabs.

Do I need a permit to go crabbing?You don’t need a permit to crab. Spots along the Indian

River are great places to find crab.

How about clamming?Clamming is fun, and if you’re interested in clamming, you

may want to check out the rules and regulations, published by the Connecticut Department of Agriculture, at branford-ct.gov/Shellfishing%20Docs/shllfsh.pdf. You don’t need a permit, but you ought to check out the map that indicates where you can dig for clams. What does the Board of Education do?The Board of Education is an elected board that establishes

Is there a technical school in Milford?Yes, Platt Technical High School is located at 600 Orange

Avenue and offers the following trade educations: Architec-tural technologies; automotive collision repair and refinishing; automotive technology; carpentry; computer aided drafting and design; culinary arts; electrical; electronics technology; electro-mechanical; hairdressing and barbering; heating, ventilation and air conditioning; information systems technology; manufactur-ing technology, and plumbing and heating. Is there a PTA?PTA stands for Parent-Teacher Association. It is a formal,

nationally-based organization, with a definitive structure. PTO stands for Parent-Teacher Organization. While not nationally organized, there are thousands of PTO chapters throughout the country. In Milford, some schools have a PTA unit, while others have a PTO. For information about your school’s PTA or PTO, you can ask the school secretary.

Milford also has a PTA Council. The Milford Council of PTAs is a consortium of delegate-representatives from every PTA and PTO school-based group in our city. They work together on is-sues that will benefit all parent-teacher groups and focus, in a collaborative way, on the health, education, and welfare of all children in Milford. There is another such organization in Milford, too, the One Voice PTSA. One Voice combines parents, teachers and students

How can I learn if school is canceled or delayed?School delays, cancellations and closings are announced on

the following radio stations; WPLR, WICC, WELI, WEBE. In-formation is also available on local television stations; WTNH, NEWS 12, WFSB, WVIT. The best way to access the informa-tion, however, is to log onto the school Web site, milforded.org. Sometimes cancellations are even posted the night before.

Does Milford offer an adult education program?Yes. Lori Hart is the director of the adult education program

Are there before and after school programs?The Milford / Orange YMCA offers before and after school

What is the Boys and Girls Club?The Boys and Girls Club of Milford is a non-profit program

located in the West Shore Recreation building. It offers an after-school club that provides safe and supervised educational, rec-reational and social activities for children. Membership is $35 a year, and scholarships are provided for families that qualify. Children who are not members have the opportunity to “drop in” at $1 per day. The director is Megan Altomare, and the phone number is 203-713-8055.

What is the school budget?The 2011-2012 Board of Education budget is $85,459,589.00,

up from the previous year’s $83,229,005.00. The approved dol-lar amount left the school board $966,481.00 short, based on the dollar amount the board requested at the beginning of the budget season. So program and staff cuts were implemented for the 2011-12 year.

Who is the Superintendent of Schools?Milford’s new school superintendent, Dr. Elizabeth Feser,

started here in January, replacing former School Superintendent Harvey Polansky. Feser served as superintendent of the Wind-sor public schools before taking the Milford post. She also was assistant superintendent of schools in the New Canaan public school district.

Feser was hired at a salary of $185,000, which, when com-bined with an annuity and travel expenses, totals $204,800.

Do the local high schools have a Breathalyzer policy?Yes. The schools may ask students to breathe into a breath

testing device at school dances on and off school property, and school administrators maintain the right to decide if the devices should be used at other school functions on a case by case ba-sis. Officials also may use the devices during the course of the school day if they suspect students have been drinking.

Is there a dress code in the local schools?There is no uniform required at Milford public schools. Stu-

dents may dress as they like, but they do have to meet certain standards. According to school board policy, “Students’ overall appearance should fall within the generally accepted definitions of neatness and cleanliness. Generally, students are expected to dress and groom themselves for the business of school so as to neither distract other students or teachers, disrupt the education process, pose a health or safety threat to anyone or cause dam-age to the school facility. The Firehouse Gallery is located on Naugatuck Avenue near Walnut Beach. There are changing exhibits and a gallery store. The Milford Fine Arts Council and the City of Milford came to an agreement in 2000 to develop the former Walnut Beach Fire Company #3 building into a community facility to promote the arts and improve the neighborhood. Who takes care of trees on city property?The city public works department is responsible for maintain-

ing trees on city property. 203-783-3265. The city also has a Tree Commission, whose members often advise on historic trees.

What is the Board of Aldermen?The Board of Aldermen is the legislative body of the city.

Three aldermen from five districts are elected to serve. The Board of Aldermen approves the city budget and the mill rate. The board also passes ordinances, approves borrowing by the sale of municipal bonds and has the power to conduct investiga-tions concerning the city and the public interest.

What does the City Clerk do?The City Clerk’s office is the repository for all city records

and vital statistics dating back to the 1600’s. These include land records, deeds, maps and mortgages; birth, death and marriage certificates; permanent records of city boards and commissions, and election results. The office also issues dog licenses.

What is the Probate Court?The Probate Court is a separate court system, independent of

the Superior Court. It specializes in personal family matters. The Probate Court handles wills and adoptions, appoints conserva-tors for estates, and oversees the affairs of the developmentally disabled and incapacitated people. What does the Registrar of Voters do?The Registrar of Voters office records and processes all voter

registration records for the city. It hires and assigns election workers for referendums, primaries and elections. It compiles election results and reports them to the Secretary of the State’s office in Hartford. It conducts voter registrations and a yearly canvas of the city’s voters to keep voting records up to date.

Who can register to vote?To register to vote you must be at least 18 years old by Elec-

tion Day, a U.S. Citizen and a bona fide resident of Milford.

Why register with a political party?Enrollment in a party allows you to participate in primaries

and caucuses, and to serve on the local party’s town committee.

Is there municipal trash collection and recycling?Milford has a municipal trash and recycling program, sched-

uled on weekdays dependent on your district. Garbage cans must be 20-35 gallons in capacity and weigh no more than 50 pounds. Recycling is every two weeks. Materials to be picked up must be left at the curb in time for morning collection. In 2011, the city embarked on a new recycling program, called Single Stream Recycling. Each household has a large recycling cart on wheels, into which acceptable recycling items should be placed, willy nilly, not sorted.

Does the City collect bulk trash items?The City has two bulk trash pickups per year. Yard waste must

be cut in 4 foot or shorter lengths. For white goods such as appli-ances you must call the public works department to notify them about their location. Hazardous materials are not accepted for pickup. The Milford Mirror will post bulk trash schedules.

Can I bring refuse to the transfer station myself?Residents can bring refuse to the transfer station. Construc-

tion debris is not accepted. The transfer station is located at 755 Oronoque Rd., and it is open Monday - Friday from 6 a.m. to 3 p.m.; Saturday from 7 a.m. to 3 p.m. April to November, and Saturdays 7 a.m. to noon during the winter. Remember that the station closes for lunch from noon to 12:30 p.m.

Does the city pick up leaves?Yes, leaves placed in paper bags will be collected, usually

in November. The Milford Mirror will post the pickup dates. Leaves in paper bags – which are biodegradable and can be mixed with composted material, should be left at the curb away from regular weekly garbage and recycling bins. The city will not accept plastic bags, and if leaves are put out in plastic, they will be left at curbside.

City crews will pick up leaves on a weekly basis until the first snowfall. If you choose not to bag leaves for pickup, you may bring them directly to the transfer station on Oronoque Road,

What is a wetland?Wetlands are typically swampy areas or land bordering a wa-

tercourse. They are diverse and cannot always be determined by the naked eye. In Connecticut, they are determined by the chemical and physical characteristics of the top 18-24 inches of soil.

Who is responsible for clearing snow and ice on sidewalks?

Property owners are responsible for clearing snow and ice from sidewalks within 24 hours of a winter storm. Failure to clear walks may result in a fine.

What is the purpose of legal notices?Legal notices are notifications concerning meetings and ac-

tions of local commissions and boards; important government information such as city budgets, ordinances and invitations to bid on projects or services for the city. Legal notices are required by law to be published in local newspapers with circulation in the city.

Does the city government have a Web site?The city’s Web site, at ci.milford.ct.us, lists departments,

commissions and scheduled meetings. There is a wealth of in-formation that can be found on the site by clicking into various departments, including meeting minutes and agendas, budget decisions and more.

How do I know if a meeting is scheduled?The state Freedom of Information Act requires that meetings

of all city commissions and boards must be open to the public and that public notice of those meetings must be available to the public in advance and published in advance of legal notice. Are there farmers markets in Milford?There are two farmers markets in Milford throughout the sum-

mer and fall. The downtown market is held in the Agro parking lot Satur-

days from 9 a.m. to 1 p.m., offering fresh produce, goat milk soaps, and more. The market even offers Bobette’s soups, which are some of the best around.

A second farmers market takes place Wednesdays at Treat Farm, 1338 New Haven Avenue, from 3:30 to 6:30 p.m., featur-ing a host of fresh produce and baked goods.

longer open, there are efforts underway to preserve it as a city landmark.

A group of volunteers is working to restore the 1946 Silk City Diner, in its present location, and maintain it as a Milford informa-tion and cultural center benefiting all of Milford.

Initial engineering and construction reports estimate the cost of full restoration to be $80,000. All work on The Milford Diner will be undertaken by local companies and with the financial support of individuals, local businesses, City agencies, and through City, State and Federal Grants. Is there a dog park in Milford?There is a dog park located in Eisenhower Park. Access the

park from West River Street, and close to the entrance you will find a fenced-in area that measures about an acre for your dog to romp and play.

There are some rules here. Your dog has to be licensed, and you have to pick up after your dog. Some people walk their dogs in other areas of Eisenhower Park, but that can present a prob-lem.

People may walk dogs along a certain path, from the lower parking lot left toward the model airplane field. The problem is, there are no signs indicating the area where it is acceptable to walk your pet.

Dogs have to be on leash in this area of the park. If they’re not and an animal control officer sees you, you may get a $77 fine.

Is there a pooper scooper law?Yes, it is unlawful for a person in control of any dog to allow

it to defecate upon private property. Such person shall remove all feces and dispose of in a proper manner before leaving the premises. A fine not less than $25 and no more than $90 can be issued. The pooper scooper ordinance does not apply to a dog accompanying blind people.

What about other wild animals? Coyotes have been seen in Milford, and there was recently a

photograph taken of a bobcat in the northern part of the city. And let’s not forget the mountain lion that was hit and killed by a car on the Parkway earlier this year.

Coyotes are generally afraid of humans, but have been known to attack pets. They are usually shooed away by yelling or loud noises. Coyotes feed on rodents, birds, fruits and berries. They can be attracted by household garbage so be sure to keep gar-bage in cans with secure lids. Keeping your garbage in check will also discourage other nuisance animals such as skunks, opossums and raccoons. Was there really a mountain lion killed in Milford?Yes, A mountain lion was hit by a car on the Merritt Parkway

June 11, 2011. The Connecticut Department of Energy and En-vironmental Protection (DEEP) said the mountain lion made its way to the state from the Black Hills region of South Dakota and is an animal whose movements were actually tracked and recorded as it made its way through Minnesota and Wisconsin. State officials said mountain lions don’t usually travel that far, and referred to the travels of this particular animal as an “in-credible journey.” Even though some people insist they’ve seen mountain lions in Milford before, the state says they don’t live in the wild here.

Does Milford have a summer playground program?The city’s Recreation Department runs an awesome summer

playground for children, at a cost of $40 per week. The Sum-mer Playground Program is not a licensed/ certified child care provider, but it offers children a place to go and have fun during the summer months.

The program is for Milford residents or taxpayers entering first grade through seventh grade. Five-year-olds are only permitted provided he/she has completed Kindergarten (proof of current enrollment must be submitted with registration form). Those en-tering eighth grade are not permitted. The Woodruff Family YMCA on Orange Avenue offers sev-eral summer programs for children, and while they are more

Does the library use volunteers?Yes, The Friends of the Milford Library is an active group that

works with the library and helps in various aspects.

Does the library have any book sales?Yes, there are books available for sale in the lower lobby. They

are reasonably priced and proceeds help to support the library.

Why is the library closed on Saturdays in the summer?The 2010-11 city budget saw a number of spending cuts, in-

cluding cuts at the library. The Library Board voted to close Saturdays in the summer to save money and meet their budget obligations.

Is there another library in Milford?Yes. The Woodmont Library is located at 16 Dixon Street and

is open Monday through Friday from 10:00 AM to Noon and

3:00 to 5:00 PM. The phone number is 203-874-5675.

What is the story of the Woodmont Library?The Woodmont Library is the only all-volunteer library in the

state. It came to be when the city announced plans to close the borough library, which had been housed in a white chapel on the corner of Chapel and Merwin streets. Woodmont Borough members came to the rescue and said they would fund it and man it with volunteers.

The library is located in the old Fannie Beach Center on Dixon Street, in a space that housed the school library when the build-ing was the Fannie Beach School. It’s small and quaint, and a great escape from the hustle and bustle of a busy world.

The Woodmont Library will be renamed the Ellen Aftamonow Woodmont Volunteer Library, after a long-time director who re-cently passed away.

Susan Kopsco is the new library director along with her co-director, Katherine Patrick.

What kinds of calls should be made to 911?Only emergency calls should be made to 911, such as to report

a fire, medical crisis, or police emergencies like a home intruder or other life-threatening situation. For routine police calls, 203-878-6551.

Where is the nearest emergency room?The nearest emergency room is at Milford Hospital, which is

located at 300 Seaside Avenue. Phone is 203-876-4000.

The Urgent Care Center, which is located at 831 Boston Post Rd., less than two miles from the Milford Hospital main campus, is for patients who have injuries or illnesses that do not require the intensive, services of the Emergency Center. The center is open 8-7:30 PM weekdays and 8- 5:30 PM weekends. The Cen-ter can be reached at 203-876-4101.

What ambulance service is available in Milford?The city contracts with American Medical Response, but the

city’s fire department is the first responder for emergency calls.

Does the city have an emergency operations center?Yes, if the city has a major incident, all important emergency

officials gather at the main fire department downtown at the city’s 9-1-1 center. If residents need information about how to respond to dangerous storms, for example, these officials send out infor-mation to residents.

How do the emergency officials let us know about emergencies?

The city uses the state’s early notification system, Everbridge, which calls local phone numbers in case of emergencies. People should sign up for specific city phone notifications by going to the city Web site, clicking on the Milford alerts citywide notifica-tion system icon, and following the instructions.

Can the fire department respond to water emergencies?For water emergencies there is a 27-foot Fire Rescue Boat and

a 19-foot Inflatable Rescue Boat. The 27 Foot Fire Rescue Boat

is deployed from a slip at Milford Harbor and is equipped to fight fires on the water with a 1,000 G.P.M. fire pump. It transports members and equipment from the Department’s Dive Team and also disperses containment booms for fuel spills. The 19-foot boat is on a trailer at Fire Headquarters and is dispatched to inci-dents when appropriate.

Where are the city’s fire departments?There are five firehouses in Milford, but two will soon be re-

placed by a new East Shore Fire Department on New Haven Av-enue. The new station is slated to replace Stations 5 and 6.

What events take place in Milford?In March, residents can join the Leprechaun Leap at Walnut

Beach. People brave the cold to jump into Long Island Sound to raise money for the Literacy Center of Milford.

Also in March, one of the biggest parades in the area takes place right here in Milford: The annual St. Patrick’s Day Parade, which starts at the Parsons Complex and wends its way to the end of the Broad Street green.

April brings the Walk a Mile in Her Shoes fund-raising walk from the Parsons Complex to Lisman Landing to raise money for the Rape Crisis Center of Milford.

Milford Living Magazine’s annual Kite Fly also takes place in April. Residents and an area kite organization get together to let their kites soar at Walnut Beach.

Thousands of yellow rubber ducks float down Milford Harbor for the annual Milford Harbor Duck Race in May. For informa-tion, go to milfordduckrace.com.

Meet the Artists and Artisans takes place every Mothers Day weekend in May on the green. For information, and for those in-terested in displaying their art in the show, go to meettheartistsan-dartisans.com or ctlimner.com; or email [email protected] or [email protected].

The city holds its Memorial Day Parade as May comes to a close. There also is a wreath laying ceremony. The parade usually kicks off at 2 p.m. at the Parsons Complex, and the wreath cer-emony starts at 10 a.m. in front of City Hall.

As June begins, members of the Kids Count organization are working on an evening event called Harborlight Happening, which takes place at the Milford Yacht Club and benefits the John Peterson Memorial Preschool Scholarship fund.

Mary Taylor United Methodist Church brings crafts and food to the green in early June for its annual Craft Fair on the Green. There’s usually, in addition to artists on the green, a giant tag sale in the church basement and food, including some very delicious strawberry shortcake.

Early June also is the time for the Annual Light Up the Har-bor for Beth El at the Milford Yacht Club. The event benefits the Beth El Homeless Shelter.

If you have young children you’ll want to pay attention and make sure you don’t miss the annual Touch a Truck in early June at Eisenhower Park. The Junior Women’s Club sponsors this event, which features lots of big trucks that kids are welcome to explore. For information go to Milfordjuniors.com.

Pirates and wenches gather downtown mid-June for a very popular event called Captain Kidd’s Treasure Hunt Pirate Fes-tival.

Independence Day is celebrated at the beginning of July with fireworks at the Westfield Connecticut Post Mall.

Early in July is time for more arts and crafts on the green, this time brought together by the Milford Fine Arts Council. The An-

nual New England Arts & Crafts Festival usually includes some short plays, art and craft vendors, of course, and a sidewalk chalk art competition.

If you like lobster, you’ll want to stay alert for the date of tick-et sales for the Milford Rotary Club’s Annual Lobster Bake, which takes place at Milford Boat Works at the end of July.

In early August, beach lovers won’t want to miss a very special Milford event: The Great American Sand Sculpture Competi-tion at Walnut Beach.

Walnut Beach holds its annual Art Festival in early August, also, bringing in crafters, bands, a student art contest called the Wall of Art — all in close proximity to the beach.

Residents start getting ready for the biggest event of the year in Milford toward the end of August: It’s the Annual Milford Oyster Festival, which has been attracting thousands of people, and thousands of oysters, for many years.

The Open Doors of Milford is a newer Milford event, and defi-nitely one well worth getting in on. Downtown merchants pur-chase all different kinds of used doors, and then they secure artists to turn them into works of art.

Here’s a classic: The Antique Fire Apparatus Show and Muster. This annual event comes to Eisenhower Park early every September.

Folks on Spokes takes place every September, offering residents a chance to ride their bikes or walk to raise money for Bridges, which is the local mental health agency.

The annual Devon Rotary’s Milford Oktoberfest takes place in late September at the Walnut Beach pavilion. There’s food, beer, wine and a raffle, usually German dancers, too.

You’ll want to dig out your green clothing and put it on for the Milford Irish Heritage Festival in mid-September at Fowler Field behind the Milford Public Library.

As the leaves are turning different colors, it’s time to look for Denise Morris Curt again on the Milford green for her second Milford Meet the Artists and Artisans Show.

Santa gets ready to travel to the Milford green just after Thanks-giving for the annual Festival of Lights.

Deck the Halls with boughs of holly and bundle up and head downtown for the annual Lamplight Stroll in early December. Downtown merchants put on this holiday shopping event, and it’s quaint and folksy and reminiscent of bygone days.

Volunteers recreate a piece of history on New Year’s Eve on the shores of Gulf Beach, bringing to life the historical account of soldiers with smallpox, who were sent from a British war ship to Milford’s shores in 1777.

The last event of the year, or the first event of the new year, depending on how you look at it, is Milford Celebrates. Milford Celebrates is a First Night-type event that isn’t called First Night but has all the characteristics: Family entertainment to pass the hours leading up to midnight on New Years Eve.
