Luxembourg for Finance (LFF) is the Agency for the Development of the Financial Centre. It is a public-private partnership between the Luxembourg Government and the Luxembourg Financial Industry Federation (PROFIL). Founded in 2008, its objective is to develop Luxembourg’s financial services industry and identify new business opportunities.

LFF connects international investors to the range of financial services provided in Luxembourg, such as investment funds, wealth management, capital market operations or advisory services. In addition to being the first port of call for foreign journalists, LFF cooperates with the various professional associations and monitors global trends in finance, providing the necessary material on products and services available in Luxembourg.

Furthermore, LFF manages multiple communication channels, organises seminars in international business locations, and takes part in selected world-class trade fairs and congresses.

On 18th December 2000, His Royal Highness Prince Guillaume was officially appointed “Hereditary

Grand Duke of Luxembourg”.

The Hereditary Grand Duke has since 2001 been Honorary President of different agencies for economic

promotion and development. His assignments with the “Board of Economic Development”, as well as

with “Luxembourg for Business” and the “Luxembourg Trade and Investment Board” took the Hereditary

Grand Duke to different countries in Europe, America, Asia and Africa, in order to promote the Grand

Duchy of Luxembourg as a country for investment and business opportunities. It was also in this

intention that Prince Guillaume accompanied His parents on the State visits to Slovakia in 2005 and to

Germany in 2012.

Convinced of the necessity for developing new economic models, the Hereditary Grand Duke focuses on

the concept of “social business” and developments linked to microfinance activities. His focus also lies

on Luxembourg’s craft industry and he is involved in numerous initiatives supporting young citizens.

After his studies in international politics in the United Kingdom, Prince Guillaume continued his studies

of these subjects in France, all while witnessing significant geopolitical events. Thus, in 2005, he was

able to participate in the “Millennium Conference” at the headquarters of the United Nations in New

York. The Hereditary Grand Duke obtained his bachelor degree – with distinction – in Humanities and

Languages, with a specialisation in Political Science at the University of Angers (France). From 2003-

2005, His Royal Highness completed traineeships at Union Chimique Belge in Brussels and at Deutsche

Bank in London – enabling him to gain substantial experience in international finance – and at the

Spanish branch of the steel company Arcelor Mittal.

As a member of the State Council (since 24th June 2005), the Hereditary Grand Duke regularly

participates in plenary sessions and he is a member of several boards, making him fully versed in the

particularities of national law making and regulation.

A career diplomat, Pierre Gramegna joined the Ministry of Foreign Affairs in 1983. He was subsequently appointed political and economic affairs advisor to the Luxembourg embassy in Paris in 1988, an office he held for four years before being appointed consul general and director of the Board of Economic Development in San Francisco.

From 1996 to 2002, Pierre Gramegna was Luxembourg’s ambassador to Japan and South Korea.

He was subsequently responsible for the Directorate of International Economic Relations at the Ministry of Foreign Affairs.

In 2003, Pierre Gramegna took up the position of director general of the Chamber of Commerce, an office he held until his appointment to the government in December 2013. Prior to joining the government, Pierre Gramegna was a member of the executive board of several companies, including in particular Cargolux Airlines International (as chairman from 2004 to 2008), the Luxembourg Stock Exchange (Bourse de Luxembourg), the National Promotional Bank (Société Nationale de Crédit et d’Investissement), the National export financing agency (Office du Ducroire Luxembourg), LuxExpo Luxembourg and BGL BNP Paribas Luxembourg.

He has also been a member of numerous advisory committees, such as the Tripartite Coordination Committee (Comité de coordination tripartite), the Economic and Social Committee of the Greater Region (Comité économique et social de la Grande Région), the Advisory Committee on Foreign Trade (Comité consultatif du commerce extérieur), the Economic Development Committee (Comité de développement économique) and the National Committee for the Promotion of Entrepreneurship (Comité national pour la promotion de l’esprit d’entreprise).

Mr Dühr was born in Luxembourg in 1956. After completing his secondary education at the Athénée grand-ducal in Luxembourg and in the United States, he received a Master’s degree in private law from the University of Aix-Marseille III before being admitted to the Luxembourg bar association.

He started his diplomatic career in February 1985 in the Ministry of Foreign Affairs in Luxembourg as legation Attaché in the Directorate for Political Affairs, before being appointed Deputy Permanent Representative of Luxembourg to the Council of Europe from 1986 to 1989. In 1989, Mr Dühr also served as European correspondent. From 1990 to 1998, he served as Deputy Permanent Representative of Luxembourg to the United Nations, the World Trade Organisation and International Organisations in Geneva. In 1998, Mr Dühr was appointed Ambassador of Luxembourg to Portugal, where he stayed until 2003 before becoming Ambassador, Permanent Representative of Luxembourg to the Western European Union, and Representative to the European Union’s Political and Security Committee. In 2007, he became Minister Plenipotentiary in ordinary service and Secretary General of the Ministry for Foreign Affairs and Immigration. He was also accredited as non-resident Ambassador to the Holy See. In 2012 he was appointed Ambassador of Luxembourg to France, Permanent Representative to the OECD and Permanent Delegate to the UNESCO.

Ambassador Paul Dühr took up his duties as Ambassador Extraordinary and Plenipotentiary of the Grand Duchy of Luxembourg to Italy on 21st September 2017. He has also been appointed as Permanent Representative of Luxembourg to the UN International Organisations based in Rome (FAO, IFAD, and WFP).

Nicolas Mackel is CEO of Luxembourg for Finance, the Agency for the Development of the Financial Centre, since July 2013.

Nicolas is a career diplomat. He has graduated with a law degree from the University of Aix-en-Provence, and holds two post-graduate diplomas in European law from the Sorbonne University, respectively the College of Europe in Bruges where he then also served as a teaching assistant in the Law Department. He worked as a legal clerk at the European Court of Justice before joining the Ministry of Foreign Affairs in 1999. His assignments focused on the successive EU Treaty negotiations (Amsterdam, Nice, Constitution, Lisbon).

Nicolas was consecutively posted at Luxembourg’s Permanent Representation to the EU (2002-07), as Deputy Chief of Mission at Luxembourg’s Embassy in Washington DC (2007-11) and as Consul General in Shanghai (2011-13) where he was in charge of promoting Luxembourg’s economic interests throughout China as the Executive Director of the Luxembourg Trade and Investment Office.

Marcello Belfiore Market Facing Director, Assurance, Luxembourg

Marcello graduated in business administration at Bocconi University, where he specialised in corporate finance. He started his career in KPMG Italy (oil & gas) and joined EY Luxembourg in 2007. After a two years secondment in EY Australia (Sydney), he returned to Luxembourg, where is currently a director in the Real Estate practice.

He serves a number of international alternative investment managers (both regulated and unregulated structures), focusing on real estate and private equity. He gained an in-depth knowledge of the alternative investment industry and, among others, of the Italian renewable energy sector, real estate and vending industry.

Marcello is ACCA qualified and regularly provides training on IFRS. He also assisted a number of funds in AIFM related advisory projects and IFRS adoption.

Eduardo Gramuglia Head of Asset Managers Sector, State Street Bank Luxembourg

Eduardo Gramuglia Pallavicino is responsible for business development and is a member of the State Street Bank Luxembourg management board.

Previously, Mr Gramuglia held several senior management roles at ABN Amro Mellon and Brown Brothers Harriman in Luxembourg, where he was head of sales and relationship management. Mr Gramuglia has 18 years of experience in the asset servicing and capital markets industry, including experience within custody client services, securities lending and foreign exchange, relationship management and operations management. He also had general management responsibilities, including oversight of central administration for Luxembourg funds.

Emmanuel combines a legal and finance education background. He joined Linklaters’ Investment Management Group in 1999 and became Partner in 2005.

He also has experience as Senior Family Officer in a Family Office. He has gained extensive knowledge of complex tax structures. He is Luxembourger native and speaks Italian, French, German, English and Luxembourgish.

Fabio graduated from Università L. Bocconi in Milan with a major in economics.

He spent 10 years in capital markets and investment banking with JPM, BNP and WestLB. He then stepped into institutional asset management with WestAM and WestLB-Mellon, as Country Manager Italy (operational start up and business development). From 2007 in Italease (then the 10th Italian banking group, listed on Milan stock exchange) where, as group CFO, he has been asked to act in distress conditions post a major derivatives scandal. He is in Luxembourg since 2012: as General Manager of former Banco Popolare Luxembourg, he oversaw the business model reconversion into institutional banking and the bank’s sale to Banque Havilland in 2016.

Fabio Morvilli Chairman, Camera di Commercio Italo-Lussemburghese

Fabio Morvilli is the Chairman of the Camera di Commercio Italo-Lussemburghese. He has dual nationality, Italian and Luxembourgish.

He graduated in Economics and Commerce and, subsequently, in Political Sciences from the University La Sapienza of Rome. Fabio has spent the last 35 years of his life in Luxembourg, 20 of which at the head of the most important Italian telecommunications company and the last 10 leading Polcevera, the second largest shareholder of Erg S.P.A.

Moreover, he has been and still is Director of banks, investment funds and Luxembourgish companies operating in the financial, commercial and in the real estate business. Fabio is also the Chairman of the Belgian-Italian Chamber of Commerce in Bruxelles and Honorary Consul of the Republic of San Marino in Luxembourg.

Enrico Turchi Managing Director, Pioneer Asset Management (Amundi Group), Luxembourg

Enrico Turchi is Managing Director of Pioneer Asset Management, a company of the Amundi Group, since December 2006.

He has 35 years of international experience in the financial industry of which the last 14 spent in asset management in Luxembourg. Before then he covered COO/CFO positions in UniCredit branches in London and Hong Kong. He holds an INSEAD Certificate in Corporate Governance and he is an ILA Certified Director since 2015. He is active in a number of ALFI working groups and other industry forums.

Amundi is the largest European asset manager by AuM and ranks in the top 10th globally. Thanks to the integration of Pioneer Investments, it manages as of 30.06.2017, 1.342 trillion Euros. Amundi is the 1st asset manager in Europe by market capitalisation and the 5th globally.

Jane Wilkinson Head of Sustainable Finance, Luxembourg Stock Exchange

Jane’s professional experience spans 25 years, mostly in Luxembourg, where she has “grown up” with the investment management and financial sectors. Over the last decade her particular focus has been on sustainable finance. At the Luxembourg Stock Exchange, Jane is leading and managing the company’s developments in sustainable finance, including the Luxembourg Green Exchange. She is a regular contributor to and member of a number of national and international sustainability-focused working groups including Luxembourg’s Climate Finance Task Force; she has chaired the Luxembourg fund association’s Responsible Investing Market Intelligence working group.

Previously, Jane was a KPMG partner. She built KPMG Luxembourg’s Sustainability Services team responsible for sustainability client engagements and led KPMG’s internal CSR programme. She was also responsible for audits and reporting to boards and audit committees of a number of international groups with Luxembourg investment vehicles.

Jane is a board member of Friendship, an award winning international NGO working to create lasting solutions to the challenges faced by the poor and marginalised communities in Bangladesh.

Eric Winter Deputy CEO, WEALINS (Foyer Group), Luxembourg

After graduating in commercial and marketing studies from WIBS - Weller International Business school (France and USA), Eric successively held the position of Marketing and Commercial Director at Swiss Life Luxembourg and Halifax Bank of Scotland (HBOS) and Foyer International.

Since August 2017, he is Deputy CEO of WEALINS (Foyer Group), the entity resulting from the merger of Foyer International with IWI - International Wealth Insurer, a Luxembourgish life insurance company active in 11 European jurisdictions under the Freedom to Provide Services legislation with innovative and long-lasting solutions.
