Powhatan’s Festival of the Grape has be-

come much more than just a Chamber of Commerce or economic development event. Th e festival has be-come an opportunity for residents and visitors alike to gather and celebrate com-munity – the community of Powhatan

Th e genesis for a wine festival in Powhatan County came at the suggestion of Bobby Wilcox in the spring of 2002. Th is was followed shortly thereaft er by an ex-ploratory gathering hosted by Bobby at what was then Luckard’s Virginia Pantry.

It was concluded at the initial meeting that Powhat-an County had a great many factors to showcase with several budding vineyard

growers, a desire to promote tourism and the travel trade industry within the County, a pleasing story to share with the outside community, and the existence of a noticeable void to be fi lled in the Rich-mond and Central Virginia event market. Initial lead-ership and sponsorship re-sided within the Powhatan Chamber of Commerce and the Powhatan Department of Economic Development. Key players from the onset were Kathy Budner as the Chamber Executive Director and Susan Ash as Chamber President. A later addition to the sponsorship team was the Powhatan Cooperative Ex-tension offi ce led by Robert Harper. Other initial plan-ning committee participants included Robert Blanken-

ship, Sandy Duncan, Shir-ley Boelt, Ruth Boatwright, Kathy Grasty, Michael Pot-ter, Dee Smith, Janie Dean and Dan Jones.

With a formal planning committee in place, addi-tional team members and community leaders were recruited; an offi cial event name was adopted – Pow-hatan’s Festival of the Grape; an event date was identifi ed – July 26th, 2003; and a logo was created by local artist, Susan Ash. We moved for-ward with rapid speed and great determination – never looking back.

Th e fi rst event brought typical hot and sunny July weather, a highly organized production, great national and regional music, 12 Vir-ginia wineries, 100 craft ers/

vendors, 10 food vendors, generous sponsorships, and an estimated 3,000 people. A well-deserved reputation for excellence was born.

Th e early Festival events were tremendous success by every measure, drawing more than 5,000 people by year two. As a fundraiser for the Chamber, the Festival continues to exceed all ex-pectations. As an economic development initiative, the Festival serves as a very positive and visible means of generating tax revenue and promoting County tour-ism. Plus it gives us the op-portunity to share the Pow-hatan story not only with the Richmond region and the rest of the state, but, also

with visitors from around the country. Attracting ad-ditional business growth to the County remains one of the many benefi ts.

Many vendors report that they have never attend-ed a more organized festi-val and numerous wineries have reported historic sales fi gures. Business commu-nity involvement continues to be positive, generous and highly visible. As in the early years, the success of the Fes-tival would not be possible without substantial support from the Powhatan commu-nity, local businesses, Coun-ty Staff , elected offi cials, and numerous volunteers and supporters.

With a growing reputa-tion for excellence, encour-

agement from patrons, and support from the wine com-munity, the Festival was moved to late October in 2006. Th is move, allowing us to take advantage of Vir-ginia’s beautiful fall weather, has proven to be highly suc-cessful.

From its early begin-nings in 2002, the Festival has grown annually in both number of attendees and reputation. Because of our reputation, other wine fes-tivals in the region have in part modeled their events aft er our winning formula. Attendance last year was estimated at 7,500 and, with another beautiful fall day anticipated, this year’s at-tendance could reach 8,500. Plans are already underway for the Festival’s 10th anni-versary in 2012.

As the much-awaited Festival of the Grape

nears, the planning committee recently announced that Fran-cisEmma, Inc. was selected as the recipient of the 2011 Susan Ash award. Th is will mark the second year the event has given back to the community in this manner.

“I think it’s a wonderful blessing,” said Sister Maureen T. Carroll, executive director of the 501C3 nonprofi t orga-nization. St. Francis/St. Emma is situated on a 2,265-acre property on the James River and is owned by the Sisters of the Blessed Sacrament of Bensalem, Pennsylvania. Sis-ter Maureen explained this property is “a unique African American history site.” Ap-proximately 15,000 African American children were edu-

cated in these schools between 1895 and 1972. St. Francis was the site of the high school for girls. St. Emma, also referred to as Belmead, was the site of the school for boys.

“We want the Powhatan community to feel at home here and see what kind of trea-sure we have,” she said. In June 2011, the unique antebellum manor house was recognized as one of the most critical “11 Most Endangered Sites” in the nation. Sister Maureen said the site needs a lot of work and that Belmead Mansion is the priority at the present time – in particular the mansion’s roof. Th ey are working hard to stabilize the mansion so it can be opened up to the public, but the roof and chimney suff ered major damages from the re-

cent earth quake. “Th is is such a commu-

nity treasure,” said India Cox, chairperson of Powhatan’s Festival of the Grape planning committee. “We want to sup-port their eff orts in rebuilding this historic site.” Th e commit-tee voted unanimously to sup-port FrancisEmma through the 2011 Susan Ash Award.

Tina Bustos, executive di-rector of the Powhatan Cham-ber of Commerce which spon-sors the event, explained that “ten percent of the Festival’s net proceeds [up to $5,000] will go to a nonprofi t of the committee’s choice.” Since last year was the fi rst time the award was presented, the award’s namesake was given the opportunity to select the 2010 recipients – the Perform-ing Arts Foundation of Pow-hatan and Lonesome Dove Equestrian Center.

Cost?Tickets are $20 (prior to day of

event) for those with a valid ID and are over 21 yrs old who wish to sample the wines. You will re-ceive a wine glass as part of your Tasting Ticket Purchase and this will give you the opportunity to get free samples of wine from the wineries.

NON Tasting tickets are $15 (prior to day of event) for those under age or not wishing to drink.

Ticket prices do go up the day of the event $25 for Tasting tickets and $20 for non-Tasting tickets

Of course if you fi nd some wine you just love and need to purchase, we have a “Wine Check” where

you can leave your purchases until it’s time for you to leave.

What to Bring?Well good walking shoes are

recommended! Camp chairs are a good idea but we do have seating in front of stages. Money, because you’re not going to be able to re-sist the amazing art work, wine and delicious foods!

What NOT to bring?No cooler, tents, or pets.

with lots of port a potty’s includ-ing handicap and a baby chang-ing station.

Powhatan’s Festival of the Grape got its start on July 26, 2003, with local resident and business owner Susan Ash at the helm of the Festival com-mittee. She stepped down as chairperson in March 2010 aft er seven years in the role. Last year’s event proved a suc-cess for incoming chair India Cox as record numbers were in attendance – close to 8,000 participants.

As a gesture of thanks, the Festival committee created an award in Ash’s name to ben-efi t local nonprofi t organiza-tions. Th e Susan Ash Award is “in recognition of Susan’s years of dedicated work, talent and leadership of the Festival,” said Cox. “It’s people like Su-san Ash who make Powhatan the fi ne community that it is.”

Powhatan’s Festival of the Grape takes place on Satur-day, October 22, from 11 a.m. to 6 p.m. on the courthouse square. Th ere will be 26 Vir-ginia wineries featured, along with more than 100 juried arts and craft s vendors. Two major musical groups will headline again this year, the ever-popu-lar Casper and Steve Bassett & Ammon Th arp with the Mys-tic Soul Bubbas. Bill Bevins, Lite98 Morning Show host will serve as master of cer-emonies.

It’s been a good year for grapes – at least for

David and Mimi Ziletti. Th e Zilettis own and op-

erate Fine Creek Vineyards in Powhatan. All the grapes grown on the farm are used in making table wines pro-duced by James River Cel-lars in Hanover. Aft er a year of hard work, they anticipate their eff orts will produce a quality harvest. “We’ve got a good shot at being their [James River’s] reserve Mer-lot this year,” David Ziletti said. A reserve wine is cre-ated using the best grapes, usually from only one site. He said they are hopeful that James River’s reserve Merlot for 2011 will be 100 percent from Fine Creek Vineyard

grapes. “We will have to wait and see how the winemak-ing progresses.”

Th e local couple has approximately 1-1/2 acres planted in Merlot and Cab-ernet Franc grapes, both produce red Vinifera vari-etals. Th ree years ago they experimented and added Petit Manseng and Petit Verdot grapes. Th is year was the fi rst harvest for the Pe-tit Manseng, which is their only white grape. “Th ey did really well,” David said. He is thrilled with this particular varietal as it grows in looser clumps with small berries allowing the bunches to stay dryer, particularly important when dealing with Virginia’s

got into the grape-growing business aft er honeymoon-ing in Napa Valley and So-noma, California, in the late ‘90s. David took several grape growing classes at Vir-ginia Tech and soon found their property on Route 711 would be a good potential site for a vineyard. Th e ini-tial plantings back in 2003 involved the purchase of the French Vinifera varietals of Merlot and Cab Franc from Sonoma, California. “Folks may not know this, but all Vinifera varietals in the US are European-originated vines graft ed on American grape root stock,” he said.

Aft er years of owning a vineyard, the Zilettis still

consider this is a hobby which family and friends help out with. However, David said it’s something that you have to stay on top of year-round if you want to get a return. “You can’t just plant the vines and watch them grow,” he said. “Th ere’s a high return for the acreage but it takes a huge amount of labor.” Although it is a highly work intensive hobby, Ziletti admits “it’s kind of exciting to grow grapes that end up as drinkable wine.”

growing grapes for the past 20 years. Bodie Vineyard is a small farm winery located near Flat Rock which fea-tures Bodie’s Michaux Blanc, a semi-dry white wine made from Cayuga grapes, and the

Rochette Rouge, a semi-dry red wine made from Buff alo grapes.

Both the Ziletti and Bodie families will have wines featuring their locally-grown grapes available at the wine festival on October 22. Plan to stop by and sample some of Powhatan’s fi nest grapes at work.

My Perception of My Future Bill-of-Work1. Do everything in my power to hold the tax rate

down while making judicious choices aboutexpenditures.

2. Recognize the hard times, economically andotherwise, that have befallen so many in ourcommunity. Constantly evaluate where we are,where we’re going, what we need, and what wecan afford…and adjust my decisions and actions asappropriate.

3. Do whatever I can to heal the rift between theBoard of Supervisors and the School Board. Ourbehavior here is, in my opinion, the most hurtfulissue siphoning off energy that could be betterspent in problem solving and collaboration towardmaintaining the excellence in schools wrought bythe School Board.

4. Continue to invest in infrastructure in order toenhance our economic development potential.We must balance:

- trying to provide adequate public services(such as water and sewer) for a growing,transitional community;

- our ability to pay, now and in the future; and- required-by-law and desired-by-residents

protection of our environment.5. Determine how best and fairly to institute road

proffers & impact fees to relieve homeowners’ &farmers’ tax burden.

6. Attract, hire, retain and reward high-professionalemployees, including supporting the School Boardin hiring and rewarding first-class teachers.

7. Balance the “reactive” job requirements(rezoning, ordinances, operations) with the needto do consequence and big-picture thinking,including long-term envisioning of our children’sfuture here.

8. Bring to bear critical thinking skills in my duediligence:

- asking questions even when some folksresent it

- using pro-con and cost-benefit analyses- questioning assumptions and asking for

Specific Issues I Will Continue to Pursue/Support1. Sewer to the Courthouse district, both to support existing

businesses and to invite appropriate economic development. Wewant to maintain the Courthouse area as a vibrant hub of ourcommunity.

2. The Courthouse Area Master Plan.3. Our own James River water intake and treatment. We will max

out the amount of water available for commercial developmentalong Route 60 in 2016-2017. If we do not plan—and act—theincreasing costs of schools and other infrastructure will continueto fall on the shoulders of homeowners and farmers. We must beserious about appropriate commercial development along Route60. I will absolutely support our Economic Development Authorityand our Director of Economic Development (who work with ourBuilding Inspection Department and our Planning and DevelopmentDepartment) to retain existing and attract new, compatiblebusinesses to our commercial corridor.

4. Unequivocal support for our Parks and Recreation Department forthese interrelated reasons:

a. We have all been saddened and outraged by the youthviolence we, and many other localities, have experiencedover the last few years; our parks and the many services/programs we support, in cooperation with non-government,civic, and church organizations, are designed, at least inpart, to give young people alternatives to road-running,boredom and mischief;

b. Parks and Recreation reaches out to the elder community toprovide socialization and safety and health programs; theseefforts get many of our older generation out of shut-in statusand reaffirm for them that this community has not forgotten,but rather cherishes, them; and

c. Parks and Recreation is building a hospitality reputationfor Powhatan up-and-down the eastern seaboard as adestination for softball and other sports conferences. Visitorscome to enjoy Powhatan; they spend money with localmerchants and their impact on infrastructure is minimal.

5. Continued and careful analysis of and support for workforcehousing: our teachers, law enforcement, fire and emergencyservice personnel, as well as our young people and down-sizingelders, deserve to be able to live in Powhatan.

6. Diverse appointments (race, age, sex, etc.) to the various standingand ad hoc committees and work teams.

7. Close attention to the good works and good heart of our staff andvolunteers in Social Services, Library Board of Trustees, CommunityAction Agency, Behavioral Health and Developmental Services(intellectual and physical disabilities, mental health and substanceabuse services), Comprehensive Services team, Domestic ViolenceTask Force, etc.; give them the leadership, support and appreciationthey deserve.

8. Revamping the Zoning Ordinances to insure they mirror the newComprehensive Plan and give the County the “enabling legislation”to manage Powhatan’s growth.

9. Support the farming & timbering communities, including land-usetaxation, Ag-Forrestal Districts, & easements.

10. Build the Transportation Facility (aka “Bus Garage”) as financesallow.

11. Listen carefully to the School Board’s assessment & prioritizationof the school system’s capital and operating needs, including whatshould be done with our existing Junior High.
