A Letter from the President

When the kids at Emma’s Place were asked to illustrate the an-

swer to the question “what does ‘home’ mean to you?”, powerful

images of family, happiness, and an enriched life emerged. A

special thank you to the youth at Emma’s Place for reminding us

that, as it is for all children, ‘home’ means so much more than

four walls and a front door.

Dear Friends and Supporters,

Emma Norton Services experienced a very successful 2011. Many residents at both Emma’s

Place and Emma Norton Residence completed the Getting Ahead program and felt prepared

to move to their own independent housing. Some alumnae are returning for gatherings for

fellowship and support. Executive Director, Roxanne Condon, has a clear vision for ENS. One

of her goals is to make ENS a leader in helping women and families achieve stability and self

sufficiency. In addition, several new steps were taken to insure that ENS would be financially

stable.

• A new food service program was introduced. In addition to providing food service

training to residents, it also saved around $30,000.

• Program, staff, and training opportunities were adjusted for implementation of Adult

Rehabilitative Mental Health Services (ARMHS) and access to Medicaid as a new revenue source.

• The Voices For Victory event was introduced to reach a new audience, especially corporate donors.

• Emphasis was placed on having full occupancy at Emma Norton Residence.

• Grant applications were submitted to new funding agencies.

Board policies were updated and several new program policies were approved. Key metrics and quality assurance

goals were created. After participating in the youth program, R-Rules which focuses on relationships and responsibility,

school absences dropped by fifty percent and all of the participants improved their grade point average.

ENS also had some challenges in dealing with storm damage to Emma’s Place and flooding at the Residence caused by

nearby road construction. But ENS had much more to celebrate:

• We are grateful to the Mission Team of 21 volunteers from First United Methodist Church of Moore, Okla. that

gave more than 700 hours of volunteer work as well as gifts of new pieces of furniture.

• Thanks to Hennepin Avenue United Methodist Women for the renovation of the visitors’ lounge with new furni-

ture, window treatments, lighting and a fresh coat of paint.

• The work of all volunteers is greatly appreciated.

• A special thank you to Park Square Theatre and to the Jumpin’ Jehosafats for their benefits, and for the fund-

raising event held to meet Roxanne Condon and Harriet Jane Olson, Deputy General Secretary of Women’s Divi-

sion.

• We are thankful to the more than 350 people that made the Annual Dinner and Silent Auction successful.

• We were honored to be featured in two editions of the United Methodist Women Response magazine.

• Thanks to our dedicated staff and board for the development of a three-year strategic plan.

• ENS was blessed in 2011 to receive two planned gifts. A special thank you to all our donors.

In accordance with GAAP, we have recorded depreciation and amortization expenses. These are non-cash expenses that cause our

expenses under accrual accounting to be greater than actual cash expenses. From a cash operating income perspective, we had a

net surplus rather than a net deficit.

Emma Norton Residence is a transitional housing program located in St.

Paul that specializes in serving individual women who are homeless and

dealing with either mental illness, chemical dependency recovery, or

both. Due to the large number of women with these specific needs,

Emma Norton Residence is viewed as an integral part of the social ser-

vices system in Ramsey County. Intensive chemical and mental health

services are necessary to achieve the best possible outcomes of lasting

stability in housing, employment, and financial self-sufficiency.

Emma Norton Services is a 501 (c)(3) nonprofit

organization actively combating poverty in

our communities by partnering with women,

children, and families who are homeless and

facing the added challenges of mental illness

and chemical dependency. ENS provides af-

fordable housing, basic needs, and support

services in an environment that fosters sta-

bility and encourages personal growth. ENS

has two sites, Emma Norton Residence and

Emma’s Place, and serves people from

around the world.

In 2011, at Emma’s Place:

Thanks to a generous grant from the Sauer Children’s Renew Founda-

tion, ENS implemented the R-Rules program for youth, aged 13-18, at

Emma’s Place. R-Rules is curriculum that embraces the idea that “you

can’t change where you come from, but you can change where you’re

going.” This ideology has been applied and adapted specifically for the

youth at Emma’s Place. The main focus of this program is to provide

informative and applicable information about how, when and where

to utilize resources. The program is also centered around building rela-

tionship skills and taking responsibility for one’s own actions.

New Program, Great Success

Emma's Place, located in Maplewood, has thirteen townhouse units and pro-

vides permanent affordable supportive housing for single-parent families

with three or more children who were formerly homeless. All of the families

include one or more members who are in recovery from either drug or alco-

hol addiction, mental illness or both. Typically, there are about 60 children,

ages newborn to 18, living at Emma’s Place. Emma’s Place is one of the few

organizations in Minnesota to support single-parent families with three or

more children.

� Missed days of school went from 16% of the semester to 8% of the semester

� R-Rules had a 93% attendance rate in the summer

� 100% of the youth who participated in R-Rules improved their grades

� Behavioral incidents were reduced by 66%

� Aggregate GPA increased from 2.2 to 2.8

long childhood friend, Sharon’s passion for child ad-

vocacy and interest in psychology aligned well with

the mission of ENS. In her passing, her husband Bill

and her family gave to ENS the gifts given in her

Thank You Volunteers Volunteers are the lifeblood of any organization and we have some of the very best. We give great thanks and

have admiration for our volunteers who gave generously of their time and talents.

In 2011 alone, volunteers gave more than 4,757 hours of their time to mentor

families, tutor children, teach life skills, lead activities such as arts and crafts, coor-

dinate social events and holiday parties, cook and serve meals, beautify and main-

tain the grounds, clean and paint facilities, assist with fundraising events, and many

other invaluable acts of kindness for which we are very grateful. Thank you for your

2012-2014

Strategic

Plan

���� ENS is financially stable. Diversifying funding and ensuring the success of our initiative to access Medicaid

funding will support robust services into the future. In 2011, ENS staff worked hard on achieving certification

from the Department of Human Services to provide Medicaid-billable mental health services, and ENS was

certified in early 2012. This capacity will provide a new ongoing revenue stream and position ENS to access

Medicaid funding for other services in the future.

���� ENS provides effective services that enable women and families to overcome homelessness and financial

dependence. We will provide services that address the specific needs of women in recovery from mental illness

and drug and alcohol addiction, and evaluate outcomes to ensure that ENS women and families achieve stability

in permanent housing, and increase income and employment.

���� ENS facilities provide a safe, healthy, and well-maintained physical environment for residents and staff. Emma

Norton Residence and Emma’s Place will provide women and families with surroundings that are conducive to

health and hope in support of their recovery and growth. As our physical plant ages, we will invest in

maintenance and upgrades to meet community standards. Our goal is to provide the kind of home we would

want for ourselves, our sisters, daughters, mothers, friends, and for our own children and grandchildren.

���� ENS recruits, hires, develops, and retains qualified, high-performing staff. As the needs of women and children

evolve and funder requirements change, we will ensure that we can attract and keep effective staff. We will in-

vest in staff so they want to invest in ENS.

���� Children and youth living at Emma’s Place succeed socially and academically. We will help children who have

experienced homelessness gain the skills and confidence to pursue and achieve education and career goals to

break the cycle of intergenerational poverty.

���� The ENS board of directors is informed, engaged, and effective. Directors will provide effective governance and

focus on achieving our strategic goals.

Achieving each goal is critical in maintaining the vitality of ENS, providing responsible stewardship of our valuable

housing and program assets to meet community needs, and preserving our special spirit of faith, hope and love in ac-

tion.

Looking Ahead The Emma Norton Services board, staff and residents brainstormed, contemplated, researched, envisioned and evalu-

ated the future to produce an ambitious 2012-2014 strategic plan with six goals to fulfill ENS’ mission.
