Caracole started 2011 as a very different agency. After an unforeseen expansion starting in April, Caracole increased the number of clients served by 330%. We expanded our reach beyond Hamilton County into seven additional counties in southwest Ohio. To accommodate this influx of clients, 11 additional Client Services staff members were hired. And throughout this transition, Caracole’s clients, staff, Board members and volunteers embraced the challenges and the exciting new opportunities we were given to improve the lives of people living with HIV/AIDS.

The meaning behind our name and logo, Caracole, continues to be particularly poignant. The Spanish word for shell, a Caracole represents a living, growing shelter. Like a shell, Caracole provides a home that grows to meet the changing needs of our clients —and is now doing so for hundreds of individuals and families living with HIV/AIDS through an array of housing programs and supportive services.

In addition to increasing the number of clients we serve, in 2011 we started a new homelessness prevention program to assist HIV+ individuals and families with housing costs and support during HIV-related financial crises. Caracole also provides case management services to those newly diagnosed as HIV+. While our programs may have changed and expanded, our mission remains the same—to provide safe, affordable housing and supportive services to individuals and families living with HIV/AIDS.

As “supportive services” has taken on a new meaning since this expansion, we have been continually amazed and grateful for the outpouring of support from our friends in the community. We are so thankful to the many foundations and donors who stepped forward

as we increased our capacity. Thanks to the community, we were able to make this transition with no disruption in services for our clients.

As we begin 2012, we are excited about our upcoming move to our new office space, growing our base of volunteer support, our 25th anniversary celebration and our expanded role in HIV/AIDS services and care. Please join us in celebrating our continued commitment to providing quality services to all living with HIV/AIDS.

PROGRAMS WE OFFERCaracole’s mission is to provide safe, affordable housing and supportive services to individuals and families living with HIV/AIDS.We accomplish this mission through the following programs:

MEDICAL CASE MANAGEMENT

As part of our service-enriched programming, intensive case management services are provided to clients in all of Caracole’s programs. The goal is to eliminate barriers to accessing medical care, stabilize and improve health and empower clients to live independently. Medical Case Management is available to anyone living with HIV/AIDS in the following eight southwest Ohio counties: Adams, Brown, Butler, Clermont, Clinton, Hamilton, Highland and Warren.

CARACOLE HOUSE

Since 1988, Caracole House has been offering transitional housing and case management services for homeless, low-income adults living with HIV/AIDS. The House is a four-unit apartment building that accommodates up to 11 individuals, each with a private bedroom within a three-bedroom suite. Food, linens and supplies are provided. Clients at Caracole House receive intensive case management and referral services.

CARACOLE RECOVERY COMMUNITY

Opened in 2000, the Recovery Community provides transitional housing for HIV+, homeless and chemically dependent adults working a recovery program. The Recovery Community is a four-unit apartment building that can accommodate 11 individuals, each with a private bedroom within a three-bedroom suite. In addition to providing case management, the Recovery Community offers the same 24-hour supportive environment as Caracole House, allowing residents to gain independence and recover from addiction.

SHELTER PLUS CARE

Serving more than 150 clients, caregivers and children, Shelter Plus Care is Caracole’s largest housing program. It is a rent subsidy program offering a permanent housing solution for homeless individuals and families with an adult member living with HIV/AIDS. Caracole provides case management and supportive services to help these individuals and families find and maintain safe housing, stay together and live as independently as possible. Clients living in Hamilton County are eligible for this program.

PERMANENT SUPPORTIVE HOUSING

Started in 2011, Permanent Supportive Housing is a rent subsidy program that serves HIV+ individuals who are considered by the U.S. Department of Housing and Urban Development (HUD) to be ‘unstably housed.’ Clients living in Hamilton, Brown, Butler, Clermont and Warren Counties are eligible for this program.

SHORT-TERM RENT, MORTGAGE AND UTILITY ASSISTANCE (STRMU)

Started in 2011, this program is a short-term, needs-based intervention to prevent homelessness and promote housing stability for individuals living with HIV/AIDS in our region. The objective is to assist HIV+ individuals with housing costs and support during HIV-related financial crises for those that are living in Hamilton, Brown, Butler, Clermont and Warren Counties.

2011: A CHANGING CLIENT POPULATION

We now serve clients in a much larger geographic area. In 2010, Caracole served only Hamilton County. In 2011, 12% of our clients lived in the seven counties we serve outside of Hamilton County. We now serve areas that are more than 75 miles from our offices.

The clients in our Shelter Plus Care program are retaining stable housing for a longer period of time. In 2011, there was a 13% increase in the average length of stay in Caracole’s Shelter Plus Care program. The average length of stay in 2011 was 5.1 years while in 2010 it was 4.5 years.

We serve a greater number of younger clients, as well as a greater number of older clients. In 2011, 17% of our clients were under the age of 30 whereas 47% were over the age of 45.

The racial makeup of our clients has changed. In 2011, the racial makeup of our clients included 55% African American and 41% White/Caucasian.

2011: GROWTH AND EXPANSION FOR CARACOLE

330% increase in the number of clients served by Caracole in 2011. Caracole served 881 people living with HIV/AIDS in 2011 and served 205 clients in 2010. In addition, we also served more than 94 children, spouses and partners of clients.

92% increase in the number of Client Services employees in 2011. To accommodate our new clients, Caracole hired 11 new Client Services employees in 2011.

26% increase in expenditures for 2011. With so many new clients and employees that started with Caracole on April 1, 2011, an additional $506,522 in expenditures were necessary.

Seven new counties were served in 2011, compared to 2010. Caracole now serves Adams, Brown, Butler, Clermont, Clinton, Hamilton Highland, and Warren Counties.
