Dear Friends and Partners:As NeighborWorks® Dakota Home Resources (NWDHR) goes into it’s 20th year, we continue to focus on our mission to assist in providing safe, decent, and affordable housing and revitalizing neighborhoods to improve the quality of life in our communities. The mission continues to be accomplished through a sustained increase in visibility and accessibility which has resulted in expanded home ownership opportunities throughout Western South Dakota. This success was demonstrated in 2011 by celebrating with our 900th home buyer in Box Elder.

In May 2011, NeighborWorks® relocated and expanded the Box Elder office to meet the growing needs of the communities of Box Elder and Rapid City. The new office generated more visibility and allowed for increased opportunities for homebuyers’ education, community meetings and counseling services. Additionally, Executive director, Joy McCracken, participated in NeighborWorks® America Achieving Excellence in Community Development program in collaboration with Harvard University’s Kennedy School of Government. This resulted in NeighborWorks® Dakota Home Resources designating Box Elder as a “Community of Choice”. A “Community of Choice” is a place where people choose to live and engage in their community. In conjunction with this designation, a new resident block club has been formed to help with the betterment of the Box Elder community.

Another sustained success is Rapid City’s Lemmon Avenue “Neighborhood of Choice” which has grown to be a model for the City of Rapid City. The strong partnership between NeighborWorks® Dakota Home Resources and the Rapid City Police Department continues to bring about great achievements. NeighborWorks® Dakota Home Resources and residents of Lemmon Avenue were proud when RCPD Senior Officer Ron Terviel received the NeighborWorks® America Government Service Award in Washington D.C. This recognition acknowledges the ongoing work and commitment to NeighborWorks’ mission to revitalize neighborhoods and communities. Through the Lemmon Avenue Block Club and community garden, residents have demonstrated leadership and ownership in their community. NeighborWorks® looks forward to continued success in the Rapid City and Box Elder area.

In July 2011, over 400 Christian high-school youth and adults descended on Sturgis with the mission to assist elderly, disabled and low income families with minor home repairs. Fifty-seven homes, from North Rapid to Belle Fourche, received fresh paint, new stairs and other minor repairs. Major funding came from the

City of Sturgis, Meade and Lawrence counties, and local groups and individuals. NeighborWorks® looks forward to once again sponsoring this great event in 2013. Partnerships are vital to the success NWDHR has had.

NeighborWorks®Dakota Home Resources’ partnership with South Dakota Housing Development Authority (Neighborhood Stabilization Program) has provided resources to continue to revitalize neighborhoods by purchasing foreclosed and blighted properties. The Neighborhood Stabilization Program (NSP) was established for the purpose of stabilizing communities that have suffered from foreclosures and abandonment.

Through the purchase and redevelopment of foreclosed and abandoned homes and residential properties, the goal of the program is being realized. NeighborWorks® partnered with Dakota Land Trust to preserve the affordability of our NSP projects by placing the land underneath the homes into Dakota Land Trust (DLT). The partnership between NeighborWorks® and Dakota Land Trust has allowed DLT to have a successful three years. Currently Dakota Land Trust has 17 families in homes.

Thank you to all who contributed to NWDHR‘s ongoing campaign for homeownership. In 2011, our campaign for homeownership annual fundraiser brought in over $16,000.00. For every dollar NeighborWorks® receives, we are able to leverage $36 additional dollars for our programs and services. Thanks to great partners like you, whether through volunteering or capital contributions, we are able to maximize local and federal funds to achieve our mission. We look forward to seeing you at our fourth Annual Casino Royale event on November 8th, 2012. Eric Linn was able to purchase a newly constructed 2000-square foot, three bedroom home that would fit his family’s needs and budget thanks to USDA Rural Development and NeighborWorks® Dakota Home Resources. “I looked into getting a loan from a bank, and going that route, I simply could not get into a home based upon what I could afford,” Linn said. Thanks to USDA Rural Development and NeighborWorks® down payment and closing cost assistance, Eric Linn was able to move his 6-year-old twin girls and 9-year-old boy into their new Box Elder home before Thanksgiving. “My dream was to be in our new home by Christmas, but we were able to move in even earlier,” he said. “Two months ago, the foundation was there but there was no roof. It went up really fast -- what a great Christmas present.”

Linn participated in the NeighborWorks® Dakota Home Resources homebuyer education program, and utilized NeighborWorks® Dakota Home Resources’ down payment and closing cost assistance, making him NeighborWorks’® 900th homebuyer.

Money For Life and Budgeting Classes: provides credit counseling and educates families on the importance of budgeting, saving and maintaining a good credit score.

Community Revitalization Since 1994, NeighborWorks® has organized volunteers to clean up neighborhoods, paint houses and beautify the communities of Western South Dakota. In 2011, NWDHR partnered with Black Hills Power and organized the seventh annual Warm and Safe. Volunteers winterized over 30 homes throughout 11 communities in Western South Dakota.

2011 also marked the 17th year of NeighborWorks® Paint the Town Event, co-sponsored by South Dakota Housing Development Authority “Paint South Dakota” Program and Deadwood Historic Preservation. Seven homes throughout Lead, Deadwood, Sturgis, Box Elder, Rapid City and Edgemont received a fresh coat of paint.

One of the most successful projects of 2011 came with the sixth annual Group WorkCamp. Thanks to the generous support from NeighborWorks® partners, over 400 young adults completed home repairs on 57 homes throughout our communities.

Community involvement is vital for the success of NeighborWorks® Dakota Home Resources. NeighborWorks® would like to thank all of our volunteers and contributors that help make all of our community programs possible.

In 2010, NeighborWorks® partnered with the Rapid City Police Department and the residents of Rapid City’s Lemmon Avenue to clean up their neighborhood. In the last two years, the residents of Lemmon Avenue have seen significant improvements throughout their neighborhood. One of the major accomplishments to come out of the partnerships was the Lemmon Avenue Community Garden.

NeighborWorks® purchased the blighted property and demolished it. With help from the residents, Rapid City Police Officers and community support the property was transformed into a community garden.

“I love gardening. This is my passion,” Pam Gordan stated. Pam is a long-term resident that has seen a positive impact in the neighborhood

since the garden was built. “People are more relaxed and are willing to get out and help their neighbors” she said.

NeighborWorks® will continue to revitalize neighborhoods to improve the quality of life in our community. Each community program provides the basic building blocks for a better community.

Community Revitalization comes in many forms being apart of a block club: helping your neighbor paint their home and engaging neighbors to interact together. NeighborWorks® provides tools to help residents improve the quality of their community.

The Lemmon Avenue Community Garden in Rapid City has become a friendly gathering spot for all the residents of Lemmon Avenue.

Lead resident, Karen Vigil, has lived in her home for 13 years. Due to her income, she lived with many issues that were too costly to fix. In 2010, Karen started having plumbing issues. When the plumber came to fix the problem, he did not feel comfortable going under the home due to the lack of support under the crawl space. He referred her to NeighborWorks® Dakota Home Resources Home Rehab program.

“Without the assistance from NeighboWorks® Dakota Home Resources, I would have never been able to get my home repaired,” Karen said.

NeighborWorks® helped her replace her roof, purchase and install a new furnace, upgrade the plumbing and electrical systems, fix the structural problem by creating support under the crawl space and upgraded her kitchen.

“It is so great to have a safe space for my family and grandkids to come and visit. Before I was always telling them to stay out of the kitchen and now we can all gather together,” Karen said. “I appreciate NeighborWorks® so much. My house is now a home.”

NeighborWorks® Dakota Home Resources has low interest loans and forgivable loans available to assist homeowners with home rehab repairs.

In 2011, NeighborWorks® Dakota Home Resources completed 29 rehabs and currently has 33 in progress. NWDHR looks forward to assisting more families by improving the quality of their homes.

Helping Residents Keep Their Homes In 2011, Amy and Jason Poppe relocated their growing family from a two-bedroom home in a high-crime neighborhood to a four bedroom, two-bath home in a family-friendly neighborhood.

The family purchased their home with the assistance of NeighborWorks® Dakota Home Resources, USDA Rural Development, South Dakota Housing Development Authority and Dakota Land Trust. These partnerships created an affordable home for the Poppe family. This

project was made possible thanks to strong partnerships and the Neighborhood Stabilization Program (NSP). NSP was established through Congress’s stimulus funds to help stabilize communities and neighborhoods in the wake of the foreclosure crisis.

This home is ideal for the Poppe family because it is large enough to fit their growing needs, fits within their income and the home is next door to Amy’s parents. “ My children get to grow in a safe neighborhood next to our family. This home was perfect for us!” Amy stated.

Thanks to our strong partnerships, the Poppe family will continue to create memories in a neighborhood that is already so dear to their family

Creating Permanently Affordable Housing

Thanks to the support from organizations in the Black Hills, Dakota Land Trust (DLT) has had a successful three years.

Dakota Land Trust offers unique home-ownership opportunities for families in our communities while maintaining affordable housing for the future.

DLT has provided affordable housing for 17 families in 7 communities throughout Belle Fourche, Box Elder, Lead, Hot Springs, Rapid City, Spearfish and Sturgis.

The partnership and contributions from South Dakota Housing Development Authority (SDHA), Black Hills Vision, City of Spearfish and NeighborWorks® Dakota Home Resources has been crucial for DLT’s success.

Dakota Land Trust looks forward to creating and strengthening new and existing partnerships that will allow DLT to reach their goal of assisting at least 10 families every year.
