Program DescriptionPrerequisites, Enrollment Management, CCC Assess, SB1440 & developing new degrees: funding is gone but new ideas to better serve our students are on the increase.  Big changes are (perhaps) on the horizon for prerequisites; declining budgets are making enrollment management decisions increasingly crucial; activity in the legislature is increasing the pressure to develop new local degrees focused on the need of prospective transfer students. Come be part of the conversation.

Enrollment Management(planning and budget processes)

• Budgets are declining…

• Focus on primary missions: basic skills, CTE, transfer

• Where does noncredit fit?

• PE & local planning process?

• Are fine & performing arts next?

CCC Assess (student preparation & success)

• A longstanding concern of the Board of Governors (July 2007 mandate)

• Colleges want local control… and they pay for tests locally (and tests are expensive and the matriculation funding that paid for them has been slashed…)

• The Chancellor’s Office is willing to provide a common assessment tool to colleges at no charge

• Opportunities: local cost savings, test portability

• Challenges: validation and alignment of cut score with local curriculum

Prerequisite Reform (curriculum and prerequisites; student preparation & success)

• Changing Title 5 §55003 (BoG info session in July, 2nd reading in September?)

• Opposition concerns: validation, training, disproportionate impact, multiple measures

Prerequisites: Content Review (curriculum and prerequisites; student preparation & success)

i. Involvement of faculty with appropriate expertise

ii. Consideration of course objectives set by relevant department(s) (the curriculum review process should be conducted in a manner that is in accordance with Title 5 and accreditation standards)

iii. Be based on a detailed course outline of record, including detailed methods of instruction and methods of evaluation

Content Review cont.iv. Specification of the body of knowledge and/or

skills which are deemed necessary at entry and/or concurrent with enrollment

v. Identification and review of the prerequisite or corequisite which develops the body of knowledge and/or measures skills identified under iv.

vi. Matching of the knowledge and skills in the targeted course (identified under iv.) and those developed in or measured by the prerequisite or corequisite (i.e., the course or assessment identified under v.)…

SB 1440 & Transfer Degrees(educational program development; student preparation and success)

• Seems to be proceeding through legislature with broad support

• Requires 60 units, transfer GE package (IGETC/CSU Breadth) and 18 units major prep as determined by CCC

• Requires CSU to admit students & graduate them with no more than 60 additional required units

• Does NOT guarantee admission to a campus or program

• ICAS conversations include UC, which is interested but not required by legislation to participate

Affirm the Role of Local Senates(1) curriculum, including establishing prerequisites and placing courses

within disciplines;(2) degree and certificate requirements;(3) grading policies;(4) educational program development;(5) standards or policies regarding student preparation and success;(6) district and college governance structures, as related to faculty

roles;(7) faculty roles and involvement in accreditation processes, including

self-study and annual reports;(8) policies for faculty professional development activities;(9) processes for program review;(10) processes for institutional planning and budget development; and(11) other academic and professional matters as are mutually agreed

upon between the governing board and the academic senate.
