Executive Summary

The 2010 Progress Report on the monitoring data from 2009 has showed that there have been no exceedence of the NO2 annual mean objective level, benzene nor SO2 within the monitoring sites. There were no exceedences of the hourly NO2 objective observed at the automatic monitoring station.

1 Introduction

1.1 Description of Local Authority Area

The district of Tendring is a predomiantantly rural, coastal district with Clacton-on-Sea as its main administrative centre. The district also conatins the coastal towns of Frinton-on-Sea and Harwich. The main source of air pollution in the area is road traiffic emissions from the major roads in the district, namely the A133 and A120 trunk roads.

1.2 Purpose of Progress Report

Progress Reports are required in the intervening years between the three-yearly Updating and Screening Assessment reports. Their purpose is to maintain continuity in the Local Air Quality Management process. They are not intended to be as detailed as Updating and Screening Assessment Reports, or to require as much effort. However, if the Progress Report identifies the risk of exceedence of an Air Quality Objective, the Local Authority (LA) should undertake a Detailed Assessment immediately, and not wait until the next round of Review and Assessment.

1.3 Air Quality Objectives

The air quality objectives applicable to Local Air Quality Management (LAQM) in England are set out in the Air Quality (England) Regulations 2000 (SI 928), and the Air Quality (England) (Amendment) Regulations 2002 (SI 3043). They are shown in Table

1.1. This table shows the objectives in units of microgrammes per cubic metre g/m3 (for carbon monoxide the units used are milligrammes per cubic metre, mg/m3). Table 1.1. includes the number of permitted exceedences in any given year (where applicable).

1.4 Summary of Previous Review and Assessments

Tendring District Council undertook their First Round of review and assessment, including Stage 1 and 2 reports, between 1999 – 2000. The main air quality issues were found to be emissions of NO2 and PM10 from vehicles on the A120. It was predicted that all of the AQS objectives would be achieved and that it was therefore not necessary to declare an AQMA for any pollutant. The second round of Review and Assessment was undertaken between 2003 and 2005. The 2003 USA considered the seven LAQM pollutants and found that the AQS objectives would be met by the target dates. The 2005 Annual Progress Report (APR) showed that the Council was still meeting the aqs objectives. The third round USA was completed in 2006 and revisited the results of previous assessments to determine whether there were any areas of concern for air quality within Tendring District. The USA concluded that there was still no risk of exceedances of the AQS objectives, therefore a Detailed Assessment is not required at this stage. The 2008 APR concluded that the AQS objectives are being met in Tendring and there was no requirement to proceed to a Detailed Assessment. The 2009 USA review identified one exceedance of the NO2 annual mean objective in 2008, at Harwich Train Station (Site 10). It was recommended that the Council relocate this diffusion tube site to a nearby receptor façade where potential exceedances of the AQS annual mean objective maybe better assessed.

2 New Monitoring Data

2.1 Summary of Monitoring Undertaken

2.1.1 Automatic Monitoring Sites

Tendring District Council measures air quality in the District using two automatic air quality monitoring stations as shown in figure 2.1.and 2.2. One of the automatic monitoring stations is located in St Osyth and has been operating since May 2002. The site is classified as rural and measures concentrations of ozone, oxides of nitrogen and carbon monoxide. This site is part of the UK Automatic Urban and Rural Network, which is operated on behalf of DEFRA.

Site is located next to a water pumping station in marshland near Clacton-on-Sea. Nearest road is approx 2km north of site, St Osyth village is approx 3km north. 5m above sea level, inlet 4m above ground

The second automatic monitor in Tendring is located at the Town Hall in Clacton and has been measuring concentrations of oxides of nitrogen and PM10 since late 2001.

2.1.2 Non-Automatic Monitoring

Tendring District Council undertook monitoring at 7 NO2 diffusion tubes sites in 2009.

The diffusion tubes are supplied and analysed by Gradko International Ltd

Preparation method : 50% TEA in acetone

United Kingdom Accreditation Services (Testing Laboratory number 2187).

WASP – Annual Performance Criteria for NO2 Diffusion Tubes used in Local Air Quality Management (LAQM), 2008 onwards, and Summary of Laboratory Performance in Rounds 103 -107. Prepared by AEA on behalf of Defra and the Devolved Administrations.

Gradko International Good Good

With regard to the application of a bias adjustment factor for the diffusion tubes, the technical guidance LAQM.TG (09) and Review and Assessment Helpdesk recommends use of a local bias adjustment factor where available and relevant to diffusion tube sites. However data capture at the Town Hall site was insufficient. A bias adjustment factor was calculated using the co-located tubes at the St Osyth ARUN site. Due to the exceptionally low ratio generated the bias adjustment factor supplied by R& A support for Gradko 50% in Acetone Overall Factor (7 Studies) has been used : 0.92

4 Local Transport Plans and Strategies

Tendring is covered by the Essex County Council Local Transport Plan 2 (LTP2). There are a number of general measures in the Essex LTP2 which are aimed at reducing the impact of road transport on air quality across the County. In the LTP Tendring was identified as a potential hotspot for Air Quality. This is due to the fact that the Bathside Bay development will increase freight traffic in the area and particularly on the A120 leading to concern that NO2 will exceed its limit in the future. The local transport plan identifies the need to reduce congestion and improve the junctions to improve the flow of traffic and allow the roads to cope with the potential increase in traffic flow. There are other general measures that will impact positively on the air quality in the area via the local transport plan. The District Council is working in partnership with the Development, Highways and Transportation department of Essex County Council to ensure that new traffic management schemes consider the potential impact on air quality.

5 Conclusions and Proposed Actions

5.1 Conclusions from New Monitoring Data

The Progress Report shows that Tendring District is currently meeting the air quality objectives and is not at risk of exceeding the objectives by the relevant target dates. The District Council is working in partnership with key stakeholders to ensure that the air quality in Tendring remains below objective limits and continues to improve. The District Council is currently working to improve the data capture of the monitoring equipment it uses.

5.2 Proposed Actions

The District Council does not need to carry out any detailed assessment as a result of any findings of the Progress Report. The next air quality report to be prepared and submitted to DeFRA will be the 2011 Progress report.

Appendix 3: QA:QC Data Discussion of Choice of Factor to Use With regard to the application of a bias adjustment factor for the diffusion tubes, the technical guidance LAQM.TG (09) and Review and Assessment Helpdesk recommends use of a local bias adjustment factor where available and relevant to diffusion tube sites. However data capture at the Town Hall site was insufficient to calculate a factor from. A bias adjustment factor has been calculated using the bias adjustment factor supplied by R& A support for Gradko 50% in Acetone Overall Factor (7 Studies) : 0.92 QA/QC of automatic monitoring ARUN Standard QA/QC QA/QC of diffusion tube monitoring
