Subject: Appearance by Verizon Wireless Representatives

Representatives from Verizon Wireless have requested to meet with the Planning Commission in

a work session on September 7 (Tuesday meeting at 5pm). In the future, they will be bringing in

several special use permit requests for new cell towers and for co-locations on existing towers.

The representatives met with Frank Rogers, Jordan Mitchell and me last week to discuss the

tower options and their long-term plan for meeting gaps in their coverage. They would like to

discuss new technologies and what the Commission would prefer to see in new towers related to

that technology. I asked them to speak about technology in general and not individual sites that

may be coming for your review and consideration in the future.

Attached please find a packet of information they would like you to have for review prior to that

meeting. I anticipate George Condyles being present that night as well. Please call or email me or

Jordan if you have any questions.

Re: Verizon Wireless Bedford County Network Plan

Ladies and Gentlemen:

Cellco Partnership, d/b/a Verizon Wireless, is licensed by the Federal Communications

Commission (FCC) to provide state-of-the-art wireless communications services within Bedford

County. Recently, Verizon Wireless merged with Alltel and is evaluating its newly acquired

resources and integrating them into network designs, while identifying areas that require

improved coverage. In Bedford County, Verizon Wireless has identified areas of inadequate

coverage where new Wireless Communication Facilities are required or where existing facilities'

signals are blocked by trees that have grown around them. Further, as the importance of data

transmission increases, and Verizon Wireless' Long Term Evolution (LTE) 4G Network is

launched and grows, existing wireless facilities need to be extended or replaced to provide the

physical space on the structures for three different types of antennas required to provide PCS

(1900 MHz -Personal Communication Service), Cellular Service (850 MHz), and LTE data

technologies (700 MHz. Verizon Wireless' goal is to provide seamless in-building, in-car and

on-street coverage and the full range of voice and data services to existing and future customers.

When searching for suitable candidates for wireless facilities, it is Verizon Wireless' policy first

to identify all existing collocation opportunities before considering any new structure. Verizon

Wireless does this to abide by jurisdictional non-proliferation policies, to mitigate any adverse

visual effects, and to minimize costs. Antenna mounting height requirements are dependent on

local topography, proximity to neighboring sites and other factors such as vegetation, population

density and the technologies to be deployed. The Bedford County Zoning Ordinance and

Comprehensive Plan express the County's preference for collocation over new facilities. We

would like to balance, in a way most acceptable to the County, the benefit of collocation (which

requires heights necessary for space above treetops) with minimally intrusive visual impact at

each proposed site. Different antenna mounting designs can be used to achieve the same signal

propagation for multiple technologies. We would like to present to you some of those options so

that you can guide our design decisions before we submit applications for new facilities and

facility extensions.

on September 7, 2010. At the work session, Verizon Wireless would like to present our plan to

expand and improve the Verizon Wireless network in the county and to request your input as to

certain generic design and siting questions that have arisen during our site planning so that we

can expand the network and implement the new technologies in the way most acceptable to theCounty.
