Director’s MessageWelcome to Oregon bird hunting! This year we are offering some new, expanded hunting opportunities for you to enjoy.

First, we have extended bird seasons to include more time and area for mountain quail and forest grouse. Mountain quail season will be open

in eight eastern Oregon counties (including Crook County after a decades-long closure) and will close later to coincide with chukar and California quail seasons. Forest grouse hunters in eastern Oregon will get an extra month to hunt (through Dec. 31).

Second, waterfowl opportunities will be good again this year. Waterfowl bag limits and seasons are once again in the federal liberal mode—for ducks generally, seven birds and 107 days. And goose numbers are high. We have increased bag limits for Tillamook County and late season Klamath County hunting, plus a new late season hunt for white geese in Malheur County.

Not only is goose production strong up north, but more and more of these birds are wintering in the Willamette Valley rather than in California. Recent estimates on wintering Canada geese now exceed 250,000, and crop damage issues for landowners are escalating. ODFW was part of a Goose Control Task Force that recently put forth recommendations on reducing crop depredation due to increasing goose numbers. Hunters will continue to play an important role in helping to reduce agricultural losses. It is not too early to start building landowner relationships that will allow hunting access later in the fall and winter.

Third, in addition to more birds and some longer seasons, there will also be more youth opportunities to bird hunt, including a new Oregon Hunter Association (OHA) youth chukar hunt in Klamath County. If you can’t get your child, grandchild or family friend to a youth hunt, don’t forget about the Mentor Youth Hunter Program (MYHP) which allows kids from ages 9 to 13 to hunt without first passing hunter education. So far, nearly 6,500 kids have used this program. You can now register for the MYHP online or at any license sales agent.

In other game bird issues this year, the department will be proposing new regulations making it easier for dog owners to train their hunting dogs (and falconers their falcons). These regulations will be up for consideration this winter.

The U.S. Fish and Wildlife Service recently listed greater sage-grouse as a candidate species for the federal Endangered Species Act this year because it has been hard hit by habitat fragmentation and loss—hunting of sage-grouse was not considered a primary threat. We continue to closely track sage-grouse populations, and because of the great cooperation we’ve received from hunters who sent in wings and blood samples, Oregon will continue to have a season.

We all need to do our part to preserve the family tradition of hunting. Try not to pass up any opportunities to make a first-time memory . . whether that first turkey, goose or chukar…or the first flush or retrieve by your new dog. Opportunities to enjoy those “firsts” are out there for both new and experienced hunters.

As always, we appreciate all you do as hunters to help maintain the hunting heritage of Oregon. Thank you for being part of our country’s greatest conservation community.

REGULATION INFORMATION GUIDELINESThis booklet contains information about Oregon's statewide game bird hunting regulations. Always review all regulations before you hunt. Because season dates and hunting regulations change annually, significant changes from last year’s season dates and hunting regulations are highlighted in red type. Significant regulations and information also are highlighted in red type.

To make your outdoor adventures more enjoyable, refer to the following guidelines:

■All hunters must obtain a hunting or combination license and participate in HIP. See pages 8-10 for requirements and information. A mail order application is provided on page 43.

■Season dates and bag limits for game birds are listed on pages 14-17. A shooting hours table is located on page 13. Season dates and bag limits can change from year to year.

■Oregon has a Northwest Permit Goose Season with special regulations. Information about this season is located on pages 18-20.

■State wildlife areas are listed on pages 31-34. State and federal refuge special regula-tions are listed on pages 28-30, including telephone numbers.

■Oregon offers hunts to introduce youths and women to hunting and the outdoors. Oregon also offers some public access programs on private lands. You can read about these special opportunities on pages 22-23, 31, 33 and 41.

HUNTERS: RETAIN YOUR 2010 HUNTING LICENSEFOR YOUR HUNTER/ANGLER ID NUMBER

License agents can no longer lookup customers on the POS system by social security number. A Hunter/Angler ID Number is printed on all licenses, tags and permits. This permanent ID number is the primary identifier for individual hunters and anglers in ODFW’s licensing system. Accumulated preference points for big game controlled hunts will be tracked using the Hunter/Angler ID Number.

ALL HUNTERS ■Every hunter must have in his or her possession a valid hunting license (See below for specific category types). (See exceptions for youths participating in the Mentored Youth Hunter Program on page 7.) ■No hunter may possess more than one valid Oregon hunting license. However, for the purpose of acquiring preference points under the controlled hunts system and hunting big game, a youth between the ages of 9 and 13 may hold both a free youth license and a juvenile hunting license. ■Annual hunting licenses are valid through Dec. 31 of each year. Hunts extending into the following calendar year require a new hunting license. ■Any hunter with a valid Oregon or Idaho license may hunt in the waters or on the islands of the Snake River, where the river forms the boundary between Oregon and Idaho. All laws and rules of the respective states apply. ■To hunt either the Oregon side or the Washington side of the Columbia River, a hunter must have a valid hunting license for the state in which he or she is hunting. All laws and rules of the respective state apply. ■Game bird hunters must obtain a FREE HIP (Harvest Information Program) validation. See page 9-10 for requirements, detailed HIP information and how to become HIP validated.

» To obtain a HIP validation, hunters may go to any license agent, obtain online or mail the game bird application order form to ODFW (page 43). » A separate validation is needed on game bird licenses to hunt crow.

■Depending on the species of bird you are hunting, you must have a federal waterfowl stamp and/or state game bird validations to hunt (page 9). » Federal stamps and state validations are in effect from Jul. 1 - Jun. 30 of the following year. » Any person 16 years of age or older must have a signed (in ink across the face), valid federal waterfowl stamp in his or her possession to hunt ducks and geese. » No federal waterfowl stamp is required for pigeon, dove, crow, coot or snipe hunting.

■To hunt band-tailed pigeons, black brant, sea ducks or NW Oregon geese, a separate permit for each is required (page 9 and 18).

OREGON RESIDENTS ■Oregon residents must obtain a resident hunting, combination or Sports Pac license to hunt in Oregon.

» Oregon Administrative Rule (OAR) 635-010-0015(4)(a) provides the legal standard for purchasing a resident license: “A resident is one who has physically dwelled in Oregon continuously for the six months prior to applying for a license. Temporary absences from Oregon during that time period do not defeat a person’s residency so long as such absences were not for the purpose of establishing residency outside Oregon." The legal requirement is implemented by this certification that a license applicant must sign: “I, the undersigned, hereby certify and declare that the information I have provided to obtain this license is true. To acquire an Oregon resident license/tag I certify that I have resided continuously within Oregon no less than 6 months immediately prior to applying for this license/tag. I have resided in Oregon for ___ Years ___ Months. I acknowledge this license was issued as requested and understand that no refund will be made.” » These requirements are waived for certain active members of the armed forces and for some foreign exchange students (see OAR 635-010-0015(4) for details). Submitting a false application is a crime. » Resident hunters 9-17 years of age can buy a juvenile license at a reduced fee. All others (18 years of age or older) must pur-chase a regular hunting license. » For hunters 13 years of age and younger, please refer to Youth section below.

■Oregon residents must obtain appropriate validations to hunt in Oregon. » SPORTS PAC LICENSE HOLDERS MUST OBTAIN CURRENT GAME BIRD AND HIP VALIDATIONS ON JULY 1 OR LATER. » Residents 14 years of age or older must have a state waterfowl validation included on their hunting license and in their posses-sion to hunt ducks, mergansers, geese and coots. See information on federal stamp requirements above. » Residents 14 years of age or older must have a state upland game bird validation included on their hunting license and in their possession to hunt pheasant, grouse, quail and partridge.

YOUTH (RESIDENT AND NONRESIDENT) ■Obtain a hunting license.

» All hunters 13 years of age and under must obtain a FREE youth license (to hunt game birds and small game only). This youth license is required for participation in HIP. » Youths 13 years of age and under while hunting on property other than their own must be accompanied by an adult 21 years of age or older. » Hunters 9 -17 years of age can buy a juvenile license at a reduced fee. All others need to purchase a regular hunting license.

■Tag and application requirements » Youths 13 years of age and under are required to obtain a FREE license or purchase a juvenile license in order to purchase a black brant permit, band-tailed pigeon permit, sea duck permit, turkey tags or apply for sage grouse permits and waterfowl reservation hunts.

■All youths 17 years of age and younger must have a Hunter Education Certificate or a department issued document (ex. hunting li-cense) which includes their Hunter Education Certificate Number in their possession to hunt anywhere except on their own land or land owned by their parent or legal guardian. For Hunter Education class information or to obtain a replacement copy of a hunter safety card, call the Hunter Education office in Salem at 503-947-6028. ■See exceptions for the Mentored Youth Hunter Program on page 7.

GAME BIRD HUNTING LICENSE REQUIREMENTSLicenses, permits, validations, tags and controlled hunt applications can be obtained at license agents throughout the state, online or through ODFW’s Salem headquarters office by mail, fax, or in person.

NONRESIDENTS ■All nonresidents who want to hunt in Oregon must obtain a nonresident hunting license if they are 18 years of age or older. ■For hunters 17 years of age and younger, please refer to Youth section on the previous page. ■A 3-Day Nonresident Hunting License for migratory waterfowl and upland birds is valid for three consecutive days.

» A nonresident game bird stamp validation is required along with this hunting license. » Crows, doves, band-tailed pigeons, snipe and turkeys are not covered by this license. This license is not valid to apply for controlled bird hunts. To apply for controlled bird hunts, a regular nonresident hunting license is required.

■Nonresidents 14 years of age or older must have a game bird validation included on their hunting license and in their possession to hunt ducks, mergansers, geese, coots, pheasants, grouse, quail and partridge.

LANDOWNERS ■Obtain a hunting license.

» Resident landowners can obtain a FREE landowner license to hunt game birds on their own property, except for black brant, band-tailed pigeon, sea duck, sage grouse and turkey (spring and fall). For these hunt types, a regular hunting license is required for landowners hunting on their own property.

Hunters - please carefully note the following information:1. State validations (waterfowl, upland game bird, or nonresident game bird) can be obtained at license agent outlets, online or through mail order

Be HIP When You Hunt In Oregon! What is HIP? HIP stands for Harvest Information Program. Do you hunt doves, crows, snipe, ducks, geese, coot, pheasant, quail, chukar, Hungarian (Gray) partridge, blue grouse, or ruffed grouse in Oregon? If so, you must be HIP validated on your license before you go hunting. When buying a hunting license, you will be asked if you intend to hunt any game birds during the upcoming hunting seasons. When answered, “Yes”, you will then be asked a few simple questions about your hunting success last year. When this process is completed your license will indicate that you are “HIP Validated”. To legally hunt for crow you must answer, “Yes” to the question pertaining to those species and a separate validation for those species must appear on your license. Refer to the HIP worksheet on page 44. That’s it! There is no cost to you.

Why collect harvest information? Your participation in this program means that important information will be available to wildlife professionals to better manage Oregon’s wildlife resources. Hunter participation levels for all species of game birds are needed to assist in setting regulations and justify future hunting seasons.

How does HIP work? Of the total group of HIP certified waterfowl and other migratory game bird hunters, the USFWS will select necessary samples of hunters to participate in providing harvest information. Selected hunters will receive hunter record cards prior to hunting seasons or soon thereafter. Hunters will be asked to record their daily harvest of birds and return the completed record card at the end of the hunting season. For upland game bird hunters, ODFW personnel select samples of hunters to survey. These surveys will provide much more accurate harvest information than previous surveys and will make it possible to more accurately determine the status and needs of all our game bird resources.

HARVEST INFORMATION PROGRAM HIP

DEFINITIONS ■Eastern Oregon: All cos east of the summit of the Cascades, including all of Klamath and Hood Rvr cos. ■Western Oregon: All cos west of the summit of the Cascades, except Klamath and Hood Rvr cos. ■Cackling Canada Goose: Any Canada goose with a bill length less than 32 millimeters. ■White Geese: Snow and Ross’ geese. ■Dark Geese: All other geese except black brant, snow and Ross’ geese. ■Game Birds: Any waterfowl, snipe, band-tailed pigeon, dove, pheasant, quail, partridge, grouse, or wild turkey. ■Waterfowl: Ducks, mergansers, geese and coots. ■Sea Ducks: Harlequin, scoters, long-tailed and eider ducks. ■Forest Grouse: Blue and Ruffed Grouse.

PROTECTED BIRDSAll birds except starling, house sparrow and rock pigeon are protected by federal and/or state laws. Federal regulations provide that no permit is needed to control crows, blackbirds, cowbirds and magpies when found committing or about to commit depredations upon ornamental or shade trees, agricultural crops, livestock, wildlife, or when concentrated in such numbers and manner as to constitute a health hazard or other nuisance. Federal regulations allowing such control, however, are complex and restrictive. Contact the law enforcement branch of the USFWS for advice at 503-521-5300.

DECOYS AND CALLSNo person shall:

■ Hunt game birds or crows by the use or aid of any live birds for decoys.

■ Hunt game birds (except for crows) by the use of records or tapes of bird calls or sounds, or electrically amplified imitations of bird calls or sounds. ■ Hunt game birds with the use of decoys powered by motor, battery, or other self powered methods. Quiver magnets are also illegal. Decoys with parts that are moved solely by human actions (for example, via a cable or pull-string) or the wind are allowed. FIREARMS/SHOT RESTRICTIONS

Shotgun - a smooth bore firearm, designed for firing birdshot and intended to be fired from the shoulder, with a barrel length of 18 inches or more, with an overall length of 26 inches or more.

One may hunt game birds or crows: ■ With shotguns no larger than 10 gauge. ■ With recurve, long and compound bows; hawk or falcon.

It is prohibited to hunt game birds or crows:

■ With rifles or handguns. EXCEPTION: Forest grouse can be hunted with any rimfire firearm. ■ With a shotgun that can hold more than three shells. ■ With any shot larger than BB except for steel shot no larger than F. Exception: No shot larger than No. 2 or smaller than No. 6 may be used for wild turkey. Tracer shells may not be used to hunt game birds.

Toxic shot restrictions are listed where appropriate under federal refuges, state refuges, state WAs and regulated hunt areas. In addition, the possession and use of shot other than federally-approved nontoxic shot is always prohibited while hunting waterfowl.

SHOOTING HOURSBetween Sept. 1 and Mar. 10, all game birds must be hunted during times specified in the shooting hours table on page 13, except as noted.

TRESPASSNo person shall:

■ Hunt on the enclosed or cultivated land of another without permission. Enclosed land may be indicated by fence, ditch, rd, hedge, railroad right-of-way, or any distinctive boundary. ■ Hunt on private property without prior approval from the landowner.BOATS AND MOTOR VEHICLES

No person shall: ■ Hunt or shoot game birds from a motor driven land conveyance or aircraft of any kind. ■ Hunt or shoot game birds with use of a sink box or any other type of low floating device having a depression affording the hunter a means of concealment beneath the surface of the water. ■ Drive, rally, or chase any game bird from any motor driven land, water, or air conveyance or sailboat. ■ Shoot game birds from or with the help of any motorboat or sailboat unless the motor has been shut off and/or sail furled and movement has stopped. Sail and motor-propelled craft may be used only to pick up dead or crippled birds. Crippled birds may not be shot from such craft under power. ■ It is unlawful for any person to operate a snowmobile or all-terrain

vehicle while carrying a loaded firearm (includes shells in the magazine), or bow, unless all arrows are in a quiver. Note: A loaded firearm is one having live ammunition in a magazine, clip, or chamber. (Violation of ORS 821.240 is a class B traffic violation)

BAITINGNo person shall hunt game birds by aid of baiting, or on, or over a baited area where a person knows or reasonably should know that the area has been baited. A baited area is considered to be baited for 10 days after complete removal of any bait. Baiting includes placing, exposing, depositing, distributing, or scattering of salt, grain, or other feed that could serve as a lure or attraction for game birds to, on, or over areas where hunters are attempting to take them.

DISGUISING SEXNo person shall disguise the sex or kind of any game bird. The feathered head must be left attached to all upland game birds in the field or while in transit. The head or one fully feathered wing must be left attached to all waterfowl, snipe, doves and pigeons in the field or while in transit.

Note: Private hunting preserves are excluded from this regulation. Further restrictions apply to the NW Oregon Permit Goose Zone. See page 19: Reporting Harvested Geese.

RETRIEVAL/WASTEAll game birds killed or crippled must be retrieved immediately, if possible, and kept by the hunter in the field. All crippled birds reduced to possession must be immediately killed. Waste means to allow any edible portion of any game bird to be rendered unfit for human consumption, or to fail to retrieve edible portions except internal organs of such game birds from the field.

POSSESSION AND TRANSPORTMaximum number of birds that a person may lawfully possess (includes fresh, frozen, or otherwise processed) in the field or in transit to place of permanent residence (see pages 14-16, 18 and 21 for possession limits). Game birds shipped or given to another person for transport during the season or within 48 hours after the season closes must be accompanied by a written note listing the number and

kinds; date killed; name and address of possessor; and signature, address and hunting license number of the hunter. Birds transported more than 48 hours after the season closes must bear a shipping permit or metal seal of ODFW. Shipping permits or metal seals are available at any ODFW regional or district office and any Oregon State Police office.

Field Possession Limit: No person may possess, have in custody, or transport more than the daily bag limit or aggregate daily bag limit, whichever applies, of migratory game birds, tagged or not tagged, at or between the place where taken and either (a) automobile or principal means of land transportation; or (b) personal abode or temporary or transient place of lodging; (c) migratory bird preservation facility; (d) Post Office; or (e) common carrier facility.

OTHER RESTRICTIONSNo person shall:

■ Hunt in areas closed by the state or federal government, within city limits (unless otherwise authorized), or on school grounds, public parks, national monuments (unless otherwise authorized), cemeteries, public rd or rd right-of-way or railroad right-of-way. ■ Shoot from or across a public rd, posted safety zone, or railroad right-of-way. ■ Take fur animals, except in compliance with furbearing mammal regulations. ■ Disturb or remove the traps of any licensed trapper from public lands. ■ Use an artificial light for hunting any wildlife, except raccoon, bobcat and opossum provided the light is not cast from or attached to a motor vehicle. This includes laser sights or any other sights which project a beam to the target. This does not include battery operated sights which only light the reticle. ■ Hunt or take game birds with trap or snare. ■ Sell, trade, barter, exchange, or offer for sale, trade, barter, or exchange any game bird parts, or game bird feathers thereof EXCEPT as identified in OAR 635, Division 200. If you have any questions relative to the sale and purchase of game bird feathers or would like a copy of Division 200 please call your local ODFW office. ■ Hunt in any safety zones created and posted by ODFW.

■ Disturb, damage, remove, alter, or possess any official ODFW sign. ■ No person shall take any wild bird without a permit or destroy the eggs or nests of wild birds. For exceptions for the destruction of nests or eggs of resident Canada geese see OAR 635-051-0048(7a). ■ Release any species of bird in the state without a permit from ODFW. ■ Permit dogs to run at large or train dogs in game bird nesting habitat during the months of Apr.-Jul., except as authorized by the Fish & Wildlife Commission. Note: New dog training rules are being proposed. Please visit our Web site at www.dfw.state.or.us for more information. ■ Refuse inspection of any license, tag, or permit by an employee of ODFW, any person authorized to enforce wildlife laws, or a landowner or agent of the landowner on their land.

STATE WILDLIFE AREA EVICTIONThe department may evict any person from a state wildlife area for violation of any department rules or regulations or when continued presence of that person could cause a threat to the rights and safety of others or property.

COLUMBIA AND SNAKERIVER BOUNDARY

■ To hunt either the Oregon side or the Washington side of the Columbia Rvr, a hunter must have a valid hunting license appropriate for that state in which one is hunting. ■ Any hunter with a valid Oregon or Idaho license may hunt in the waters or on the islands of the Snake Rvr, where the rvr forms the boundary between the two states. All laws and rules of the respective states apply.

FEDERAL REGULATIONSViolation of state migratory game bird hunting regulations is a violation of federal regulations. Each hunter should consult the actual federal regulations in Title 50 Code of Federal Regulations, Part 20. Also, more restrictive regulations may apply to NWRs open to public hunting. LEGAL HUNTING METHODS

FIELD DRESSING OF GAME BIRDS WHAT'S LEGAL?

Hunters understand the importance to care for meat while in the field to protect it from spoiling. However, what is not understood by many is the legal requirements necessary to transport dressed birds from the field. Some hunters commonly practice “breasting” birds out and discarding the rest of the carcass while still in the field. This is not legal and hunters need to note the following:

■ For upland game birds the feathered head must be left attached to all birds while in the field or traveling home. ■ For waterfowl, doves and pigeons a feathered head or wing must be left attached to all birds while in the field or traveling home. Further restrictions apply to the NW Oregon Permit Goose Zone, see page 19.

So why is this necessary? There are many restrictions on sex and species of birds that can be included in your daily bag. Leaving a head or wing attached allows law enforcement personnel to identify the birds taken by a hunter. You can be cited if it is not possible to determine the types of birds taken.

Also, it is important to note that the hunter must retain all edible portions of the carcass. The practice of taking only portions of the meat of a game bird (such as breasting birds out) is illegal. Pages 10-11 of this booklet outlines the important regulations for hunting game birds in Oregon. Please familiarize yourself with all these regulations.

Be safe, be responsible and be legal.

WILDLIFE VIOLATORS COMPACTHunters: Be aware that under the Interstate Wildlife Violators Compact (Compact), you can have your Oregon hunting licenses and tags revoked or suspended if you violate the wildlife laws of other states. This means if your license or tag privileges which come under the scope of the Compact are suspended or revoked in one member state, they are subject to suspension or revocation in all member states. Daily Bag Limit: Two rooster pheasants per day.

Requirements: To participate in these hunts, each hunter must have in possession a valid hunting license, upland game bird validation, HIP validation and $17.00 fee pheasant tag. See license requirements, page 8 for age exceptions. Each tag will allow harvest of two rooster pheasants. Multiple tags may be purchased. Upon taking a pheasant, each hunter shall immediately record such taking on the tag in ink. Shooting hours begin as shown in the shooting hours table on page 13. Hunting closes at 6 p.m. on Sauvie Island and closes at 5 p.m. on E.E. Wilson and Fern Ridge WAs. Denman WA shooting hours follow the shooting hours table on page 13. All hunters are required to check in and out of hunt areas at self-service stations located on each area and carry the permit while in the field. Hunter numbers will be limited at any one time to 150 on the E.E. Wilson WA and 75 on the Sauvie Island WA. The possession or use of any shot other than federally-approved nontoxic shot is prohibited at all times.

A parking permit is required on Sauvie Island WA.

Hunters: Did you know there are opportunities to take an additional turkey through emergency hunts? An emergency hunt is held on short notice to address acute agricultural damage. Emergency hunts may be held on private property or multiple ownerships wherein the district wildlife biologist has established a hunt area. EMERGENCY TURKEY HUNTS

ALL TURKEY HUNTERS: Shotguns no larger than 10 gauge nor smaller than 20 gauge; shot size no larger than No. 2 nor smaller than No. 6; and recurve, long, and compound bows may be used to hunt turkey. See page 12 for legal hunting methods. Dogs may be used during the fall turkey season. It is unlawful to use dogs to hunt spring turkey. See shooting hours table on page 13. NORTHWEST OREGON GOOSE PERMIT ZONEThe Northwest Oregon Permit Goose season protects the dusky Canada goose population that winters in this region, while allowing harvest of more numerous subspecies such as Taverner’s and western Canada geese. Most goose hunting is on private lands; therefore, always ask landowner permission before entering private lands.

PERMIT ZONE BOUNDARY

All lands west and north of the following boundary are open to goose hunting by permit only: Starting at the Columbia Rvr at Portland, south on I-5 to Hwy 22 at Salem; east on Hwy 22 to Cascade Hwy; south on Cascade Hwy to Stayton and straight south to the North Santiam Rvr; west (down-stream) on the north shore of the North Santiam Rvr to I-5; south on I-5 to its junc-tion with Hwy 126 at Eugene; west on Hwy 126 to Greenhill Rd; south on Greenhill Rd to the intersection with Crow Rd; west on Crow Rd to Territorial Hwy; north on Territorial Hwy to Hwy 126; west on Hwy 126 to mi post 19; north to the intersection of the Benton and Lincoln Co line; north on the western boundary of Benton and Polk cos to the southern boundary of Tillamook Co; west on the Tillamook Co boundary to the Pacific Coast. See Closed Areas sec-tion on this page.

DUSKY GOOSE STATUS UPDATEDusky Canada geese have experienced a long-tem population decline and last year’s survey in Alaska was the lowest recorded. The current population level requires the significant changes made to dusky goose harvest management last year continue throughout the flyway as agreed to in the Pacific Flyway Council’s Dusky Canada Goose Management Plan (http://www.pacificflyway.gov/Documents/Dcg_plan.pdf). Changes included implementation of a quota season in Alaska and significantly reduced quotas in Oregon and Washington.Now more than ever the department is asking hunters to refrain from purposely shooting any dusky Canada goose. Although the permit system allows hunters to harvest one dusky Canada goose per season, quotas are designed only for the accidental harvest of dusky Canada geese. Your cooperation will ensure dusky Canada goose quotas are not reached and that farmers and hunters will continue to work together to reduce agricultural depredation caused by wintering geese.

Remember to never shoot at a medium to large dark-breasted Canada goose. These are likely dusky Canada geese. Also, never shoot a goose when in doubt of identification.

more than two cackling Canada geese or Aleutian Canada geese combined. In addition, the season limit for dusky Canada geese is one. Please note: white geese are open during all hunt periods.

Possession Limit: Double the daily bag limit except for dusky Canada geese.

Dusky Canada Goose Season Limit: One dusky Canada goose is allowed per season. If you harvest a dusky Canada goose, your goose permit becomes invalid. You may obtain a new permit by retaking and passing the NW goose identification exam after the conclusion of the 2010/11 season.

SEASON QUOTAS

A hunt period dusky quota is set for each hunt area and the season for each area will close on the day its period quota is met. If a period quota is met, the season will reopen the following period. Unused quotas will be transferred from one period to the next, but not between hunt areas. If a quota is exceeded for one period, the following period quota for that area will be reduced accordingly.

DEFINITIONS

Dusky Canada Goose: Any dark-breasted (Munsell 10 YR color value 5 or less) Canada goose with a bill length between 40 and 50 millimeters.

Cackling Canada Goose: Any Canada goose with a bill length less than 32 millimeters.

White geese: Snow and Ross’ geese.

Dark geese: All geese except black brant, snow and Ross’ geese.

SPECIAL REGULATIONSOnly persons who have completed a goose identification home study course and passed an exam provided by the Oregon or Washington Departments of Fish and Wildlife from 1996 - 2010/11 may be certified to hunt geese. A mini-mum score of 80% is required to pass the exam; three attempts per season are allowed to pass the exam.

Permits and an attached harvest card may be obtained from any POS agent or online. Please note a $2 agent fee does apply. Duplicate goose hunting permits and harvest cards may only be obtained at ODFW's headquarter's office, region offices and some district offices. Washington state hunters who successfully complete an exam in Washington can call 360-902-2515 and get information needed to show proof of receiving a Washington permit. Mail or fax (503-947-6330) proof of receiving a Washington permit and an Oregon permit will be processed. If you do not have an Oregon hunting license please also include your social security number and date of birth. This process can take up to 10 work-days after which time your permit will be made available at any Oregon license agent or online. Hunters must possess a valid Oregon permit and daily harvest report form authorizing participation in the 2010/11 Northwest Oregon Permit Goose Season while hunting geese. The permit will be valid until the permit holder has taken the season limit of one dusky Canada goose or has committed one of the following violations:

■ Hunting geese on closed days. ■ Failure to have a valid daily harvest report form in possession while hunting. ■ Failure to immediately record goose harvest while in the field. ■ Failure to check harvested geese at the appropriate check station(s).

NOTE: Hunters who have their permit invalidated for taking a dusky Canada goose or committing one of the first three violations above may obtain a new permit by retaking and passing the NW goose identification exam after the conclusion of the 2010/11 season. Hunters failing to properly check harvested geese at the appropriate check station(s) will have their permit invalidated for the remainder of the 2010/11 season and will not be eligible to participate in the NW Oregon Permit Goose zone hunt during the 2011/12 season. A new permit can be obtained by retaking and passing the NW goose iden-tification exam after the 2011/12 season. The Department's decisions concerning invalidation and participation can be ap-pealed through a contested case hearing if requested within 10 days after notice.

REPORTING HARVESTED GEESEUpon taking a goose, a hunter must immediately record the date, time of the harvest and initial the daily harvest report form with ink in the space provided. Daily harvest report forms on which geese are recorded must be turned in at the appropriate check station on the same day that the geese were harvested. All successful hunters may not check out of an area until check stations open at 9:30 a.m. and must check out daily by 4:30 p.m. at the appropriate check station(s). Successful hunters must proceed to check stations immediately upon leaving the field. All geese shall be presented intact and fully feathered at the check station and must be inspected and tagged by authorized ODFW personnel. A replacement harvest form will then be given to the hunter during checkout.

NORTHWEST OREGON GOOSE TESTTo take the Northwest Oregon Goose Test, please visit our Web site at: www.dfw.state.or.us/resources/hunting/waterfowl/goose-permits to take an online exam. If you have previously passed the exam and your permit has not been invalidated you do not retake this exam. Hunters must have a Hunter/Angler ID number prior to taking the exam. If you have never had a number assigned to you by purchasing an Oregon hunting or fishing license, please email [email protected] or call 503-947-6100. When emailing, please include your full name, gender, date of birth, resident and mailing address, telephone number and note if you are a resident or nonresident. Any hunter wishing to review training materials to prepare for the exam may download them from the department’s goose testing Web site at the above address. A text only version of the study guide may be requested by calling 503-947-6301 and the video (or a DVD), “Pacific Northwest Goose Management,” is available for $10 plus $2 shipping and handling by calling 1-800-845-9448 (Visa and Mastercard only...no checks or cash). The training materials will greatly enhance your chance of success in passing the examination. Persons who do not have the ability to take an online test should call 503-947-6324 to arrange an appointment to take an in person exam. Exams for the 2010/11 season will not be given after Mar. 8, 2011.

All goose hunters in the Northwest General Zone, in addition to the Northwest Permit Zone, are required to take the Northwest Oregon Goose Test. Goose hunters in the Northwest General Zone must carry their Northwest Goose hunting permit while hunting. General Zone hunters do not need to carry a goose harvest card and do not need to check geese at check stations. Northwest General Zone hunters need to observe the shooting hours on page 13 and should avoid shooting dusky geese.

You will receive notification of your test results within five days by mail. If you successfully pass the exam, you may obtain your permit from any POS agent. Please allow sufficient time to process tests and mail letters. You have up to three chances per season to pass the exam with 80% correct or better. Individual test scores will not be made available.

The Department encourages hunters to not purposefully target

collared geese. In most cases these birds are part of important flyway research or population assessments that are used to set hunting regulations. In addition, hunters are encouraged to refrain from looking for leg bands on landing or standing geese and then shooting those individual birds. Purposeful targeting of marked birds will lead to:

Increased uncertainty about population size by removing collared birds. Collars are commonly placed on birds as a way of estimating population size.

Over estimation of harvest and under estimation of survival rates will occur by purposefully harvesting individuals

wearing leg bands. If a bird is marked with a leg band only, the bird is likely part of a study to determine the harvest rate or a survival estimate for population. This can also have impacts on duck harvest estimations.

Both of these have the potential to reduce hunter oppor-tunity through reduced bag limits and or season length because of uncertainties of population status and harvest rates. In very limited cases, managers may ask hunters to take collared birds to increase harvest. Further informa-tion can be obtained at any department hunter check station or on our website.

The Department realizes most bands and some collars are not observed before a hunter takes a bird, and it is perfectly acceptable to take a marked bird in this way. If you do take a marked bird please be sure to report the band and or collar information to the United States Geological Survey’s Bird Banding Lab by calling 1-800-327-BAND (2263) or by reporting it via the internet at www.reportband.gov

YOUTH WATERFOWL HUNTS

General Requirements: Hunters may take ducks (including scaup), mergansers, coots and geese at the established bag limits (see page 16 and reminder below). All hunters must be accompanied by an adult, 21 years of age or older, who may not hunt. On ODFW managed lands, shooting glasses (eye protection) must be worn by all participants, including adults. No one over the age restrictions indicated below may apply with a youth in a party application. Each hunter must have in possession:

■ A Hunter Education Certificate (or a deparment issued document (ex. hunting license) which includes their Hunter Education Certificate Number. ■ Permit for the hunt area and HIP validation. ■ Hunters must have a valid hunting license in possession. ■ Hunters 14 years of age or older must have a state waterfowl validation in possession. ■ Hunters 16 years of age or older must have a valid federal waterfowl stamp in possession.

Please Note: There are age requirement differences between some of the youth waterfowl hunts. The statewide youth waterfowl hunt is a special hunt authorized under federal guidelines. However, federal criteria only allows hunters 15 years of age and younger to participate. See specific hunter age requirements and dates in each of the hunt areas above.STATEWIDE SEASON

■ Sept. 25- 26. Open only to hunters 15 years of age and younger. Reminder: All goose hunting is closed in Clatsop, Tillamook, Lane, Benton, Linn, Polk, Marion, Yamhill, Clackamas, Washington, Multnomah and Columbia cos. In Lake Co only, no more than one white fronted goose daily or two in possession are allowed. Some public lands are not open for hunting during this season, please check with the appropriate management agency for allowance of youth hunting. All ODFW Wildlife areas allow youth hunting. (Note: only the Westside Unit of Sauvie Island WA is open).

ADDITIONAL WILDLIFE AREA / REFUGE SEASONS ■ Fern Ridge WA (East and West Coyote Units only): Nov. 27 and Dec. 27. Open to hunters 17 years of age and younger. ■ Klamath WA: Oct. 24. Open to hunters 17 years of age and younger.

SPECIFIC REGULATIONS/APPLICATION: ■ Fern Ridge WA: The East and West Coyote units are open to youth hunters only and are closed to all goose hunting. Hunters must apply for a hunt (see page 35 for application procedures). Successful applicants must purchase their reservation permit before arriving at the WA. Note: The remainder of the WA is open to all hunters according to unit regulations. ■ Klamath WA: The Miller Island Unit (subunits A and B) will be open to youth hunters only. Hunters must apply for a hunt (see page 35 for application procedures). Successful applicants must purchase their reservation permit before arriving at the WA. ■ Sauvie Island WA: The Mudhen, Hunt and Racetrack units will be open on the youth hunt dates during general waterfowl season. These units are closed to all goose hunting. Youth hunting only until noon and then adults accompanied by youth may hunt. Hunters may apply for hunts (see page 35 for application procedures). Hunters with reservations will have first opportunities at selecting hunting blinds. Successful applicants must purchase their reservation permit before arriving at the WA. Exception: On Sept. 25-26, the entire Westside Unit only is open to youth hunters 15 years old or younger. A hunt reservation is not required. This youth hunt will be conducted in the same manner as the Westside Units during general waterfowl season. All vehicles parking on the WA are required to display a current Sauvie Island WA parking permit. ■ Umatilla NWR: To apply for the Youth Hunt Day (Nov. 13), send a postcard with the name and address of the youth hunter and include "Umatilla Refuge Youth Hunt Day" in the address or on the card. Duplicate applications will not be accepted. Youths must be 10-17 years old to participate in this hunt, must have a hunter safety card, and must be accompanied by an adult companion at least 18 years old (two companions per youth hunter will be allowed). For additional supervision, if there are two youth hunters per blind, an additional adult will be allowed, for a maximum of two youths and two adult mentors.

Because the purpose of the Youth Hunt Day is to provide young hunters the opportunity to receive guidance from experienced hunters, adults are not allowed to hunt. Reservation and blind fees are waived for the Youth Hunt Day. Applications for the Youth Hunt Day will be accepted through Oct. 1. For more information visit www.fws.gov/umatilla.

YOUTH WATERFOWL CLINIC This two day clinic will be held near Baker City on Sept. 25-26. Day one will consist of a waterfowl clinic where hunters will learn basics of waterfowl hunting and waterfowl identification. On day two hunters will hunt waterfowl from a hunting blind. This clinic is open to hunters age 15 and younger who have completed a hunter education class and is limited to 20 youth hunters. All license requirements and season regulations apply. YOUTH CHUKAR HUNT

The Klamath Chapter of the Oregon Hunters Association, in cooperation with ODFW, will offer a new youth hunting opportunity for chukar in the Lower Klamath Hills regulated hunt area on Oct. 9-10. The bag limit is two chukar. Each youth must be accompanied by one adult age 21 years or older. The adult will be asked to refrain from hunting and will be required to wear hunter orange. The youth mentor program will apply to this hunt since it is within the general season dates for chukar. Youth hunters will be required to wear hunter orange and safety glasses. Safety glasses and orange apparel will not be provided. Hunting is available by reservation. Please reserve a hunt day by calling, Rick Viera, Klamath Chapter OHA at 541-591-2452 prior to the hunt. The number of participants for this youth hunt will be limited.

YOUTH SHOTGUN SKILLS CLINICS

The ODFW Hunter Education Program will sponsor free shotgun skills clinics in conjunction with some Sept. Youth Hunts. Clinics are open to anyone 17 years of age and younger. Participants will be taught basic shotgun skills and many will be given the opportunity to shoot sporting clays. Clay targets and shotshells will be provided. The clinics will be from 9:00 a.m. to 3:30 p.m. and individuals can come and leave at any time.

LEAD IN AMMUNITIONLead is a toxin which can affect wildlife health and can be fatal at higher levels. Ingestion of lead shot by birds and subsequent death from lead poisoning was identified as early as the 1870’s and eventually resulted in federal bans on the use of lead shot for waterfowl hunting in the United States (1991) and Canada (1999). It is estimated that this action saved 1.4 million ducks from fatal lead poisoning in 1997 alone.Ingestion of lead shot has also been documented in 40 non-waterfowl species, including chukars and doves. Predatory and scavenging birds and mammals may ingest lead shot or bullet fragments when they feed on animals or gut piles containing lead. The consumption of game meat containing lead fragments may have human health effects for some segments of the population, such as small children and pregnant or nursing women. The use of lead bullets and shot for hunting and lead sinkers and lures for fishing is coming under increased scrutiny and regulations are being considered in other states and by some federal agencies. ODFW has been tracking this issue closely. It has been working with other fish and wildlife agencies around the country to better understand the impact of lead on wildlife, to learn more about alternatives that may be available, and to understand the potential impact on hunters, anglers and wildlife management from a ban on lead in ammunition and fishing tackle. The goal is to protect wildlife populations while minimizing the impact on legal hunting and fishing.

HOW CAN YOU HELP? Oregon hunters have a long tradition of wildlife conservation. ODFW urges you to consider reducing your use of lead while hunting by using “unleaded” alternatives. If you choose to use lead ammunition or shot while hunting, remove or bury all shot animals and gut piles from the field. We can reduce accidental exposure rates for all wildlife here in Oregon through voluntary efforts with your help.

MAP AVAILABILITY

Currently there is only a very small chance of bird hunters encountering a wolf in Oregon. However, wolves are by nature extremely territorial and guard their territory from other canids, including coyotes and domestic dogs. Hunters who use dogs should take steps to limit potential conflicts between their dog(s) and a wild wolf. Upland game bird hunters can reduce the chances for conflict by keeping dogs within view, placing a bell or beeping collar on wider ranging dogs, talking loudly to the dog or other hunters, using whistles, and otherwise controlling the dog so that it stays close to you so that wolves nearby would be able to associate the dog with a human. Place the dog on a leash if wolves or fresh signs are seen. Wolves are unlikely to be found in areas frequented by waterfowl hunters. Wolves in Oregon are protected by both the state and federal Endangered Species Acts.

A range of viruses, parasites and bacteria naturally reside in wild and domestic bird populations. Most of the nearly 144 known kinds of avian influenza (“bird flu”) cause little or no disease in birds. However, one particular type of avian influenza, “highly pathogenic” (HPAI) H5N1, causes severe disease and death in poultry and some species of wild birds. Under very specific conditions, it can be transmitted to humans, leading to severe and even fatal illness, but such cases are very rare and mostly associated with domestic poultry not wild birds. As of early August 2010, HPAI H5N1 has not been detected in wild birds or domestic poultry in North America. ODFW, the U.S. Fish and Wildlife Service and USDA-APHIS Wildlife Services are part of a nationwide effort aimed at the early detection of HPAI H5N1 in North America. During hunting season, bird hunters at several Oregon wildlife areas or refuges may be asked to participate in this national program by allowing staff to quickly sample their birds when they check out of wildlife areas. We thank Oregon bird hunters for their assistance in this important project.Numerous diseases (not related to avian influenza) and accidents cause death in birds everyday in Oregon and the Pacific Flyway. However, biologists are interested in knowing about unusual or large numbers of birds dying. HYGIENE PRECAUTIONSHunters are reminded to use the following routine hygiene precautions whenever dressing or preparing game birds as they will help provide protection from any viruses the bird may be carrying. • Do not handle or eat sick game.• Wear rubber or disposable latex gloves while handling and cleaning game birds.• Do not eat, drink, smoke or touch your face with the gloves while you are handling or cleaning game birds.• Keep the game bird and its juices away from other foods.• Thoroughly clean knives and all other equipment and surfaces that come in contact with the bird. Sanitize cutting boards and other utensils by using a solution of 1/3 cup chlorine bleach in 1 gallon of water. • Wash your hands with soap and water for at least 20 seconds (or with alcohol-based hand products if your hands are not visibly soiled) after handling the bird.• Cook all game meat thoroughly (up to at least 165°F) to kill disease organisms and parasites. Use a food thermometer to ensure the inside of the bird has reached at least 165°F.

HUNTER ADVISORIES FOR SUMMER LAKE ANDKLAMATH WILDLIFE AREAS

SUMMER LAKE WA – Management programs on Summer Lake Wildlife Area may impact hunting opportunities during waterfowl hunting seasons. Efforts to rehabilitate portions of the wetlands, to improve long term habitat benefits to a multitude of waterfowl and other waterbirds, have required dewatering of certain areas and actively controlling overgrown vegetation. Water was withdrawn from portions of Gold Dike Impoundment, South of Gold Dike and Between the Dikes units this summer. Active vegetation control occurs once wetlands are dry. While efforts are underway to bring water back to all areas as soon as possible some portions of the wildlife area may be dry and not provide good hunting opportunities early in the season.Unanticipated construction delays will result in Gold Dike Impoundment and South of Gold Dike in the southwest portion of the hunt area remaining dry or with very little water during the entire 2010/11 hunting season; similar to what occurred last year. Hunters need to be aware that over-water and pond hunting opportunities will be affected in this 2300 acre area and portions of the northwest shore of Summer Lake proper.In addition, construction activities may occur during the hunting season in northern portions of the Gold Dike Impoundment unit during October and November, 2010.To compensate for the diminished size of flooded hunting areas, the northern portion of Bullgate Refuge (620 acres) will remain open to hunting during the entire 2010/11 hunting season. Additionally, Between the Dikes unit will be flooded-up prior to hunting season.Access to hunting areas south of Thousand Springs Lane (Lake Co. Rd 4-17), except the Foster Place unit will be prohibited seven (7) days prior to opening day of the 2010/11 waterfowl season to reduce disturbance to staging waterfowl and improve hunter success. Campgrounds and open roads will remain available for use.

Efforts to rehabilitate portions of the marshlands around the Miller Island Unit, to improve long-term habitat benefits to a multitude of waterfowl species will require dewatering certain wetlands and actively controlling overgrown vegetation. While efforts will be to bring water back to all areas as soon as feasible, some portions of the unit may be dry and will not provide good hunting opportunities throughout the season.Emergent vegetation on the smaller Gorr Island may be burned either late fall of 2010 or early winter of 2011 to enhance green forage production for spring migrating geese.About 80 acres in the southern portion of Subunit B, south of the boat ramp, will be dry potentially for the duration of the 2010/11 hunting season. About 70 acres in the north end of Subunit A, north of the check station in the Miller Slough area, will be dry potentially for the duration of the 2010/11 hunting season. Over-water hunting will be impacted in the portion of the hunt units which have been dewatered. Field hunting activities will not be impacted. The vast majority of the Miller Island Unit will still provide adequate water habitats for attracting birds. NOXIOUS WEEDS HURT WILDLIFE HABITAT: PREVENT THEIR SPREAD

Noxious weeds can destroy wildlife habitat. Many are toxic to foraging wildlife. They can quickly overtake native plants and create a monoculture inhospitable to wildlife. Some weeds have been proven to increase runoff and erosion, threatening the water quality for wildlife, fish and other aquatic species.A survey of only ten Oregon counties found it would cost $22 million to control noxious weed infestations. New infestations start every year, many spread along roads by vehicles. Seeds cling to clothing and may be transported across Oregon, or even from state to state. Wildlife needs the help of us all to control this problem. Here are some tips:

■ Learn to identify noxious weeds. Check references at libraries or look on the internet. Consult with your local county extension office. ■ Remove weed seed from your clothing. Dispose of seeds by burning in a campfire or bagging in a sealed plastic bag for trash pick-up. ■ Contain soiled clothes in a laundry bag or other appropriate container until seeds can be removed. ■ Before traveling home, check your vehicle for plants or seeds in the vehicle bed, grill, undercarriage and doors. ACCESS AND HABITAT PROGRAM

In 1993, the Oregon Legislature created the Access and Habitat (A&H) Program to improve public hunting access and wildlife habitat on private lands in Oregon.

The basic mission of the A&H Program is to foster partnerships between landowners and hunters for the benefit of the fish and wildlife they value. The program also seeks to recognize and encourage the important contributions made by landowners to the state’s fish and wildlife resources.The A&H Program provides grants to private landowners, timber and agriculture corporations, sports groups, natural resource agencies, and others for projects designed to improve wildlife

habitat and/or increase public hunting access to private lands. Since the program’s inception, public hunting access has been provided on over 7 million acres of private land in Oregon. Hunting Access to Private Lands Funded by the Access and Habitat Program

UPLAND GAME BIRD EMERGENCY CLOSURE PROCEDURESIrregularly, severe winter conditions can negatively impact seg-ments of upland game bird populations. There is little that can be done to alleviate the effects when these conditions occur, including stopping hunting. In fact, a hunting closure may have the opposite affect by allowing more birds to compete for what little food may be accessible. However, when these conditions occur, the stage is set for undesirable social situations. For example, severe weather may concentrate birds along roads in valley floors allowing unethical hunters to harvest birds illegally by shooting from vehicles or from the road. In addition, in some parts of eastern Oregon, chukar range coincides with important, high-density winter ranges for deer, bighorn sheep and elk. Under harsh winter weather conditions, disturbance to big game by bird hunters late in the winter can be a concern.

ODFW recognizes the need to consider localized, early closure of certain game bird seasons during unusually severe winter conditions. In an effort to provide consistency and more certainty for hunters and businesses that depend on upland game bird seasons, if the department implements emergency closures they will take effect on the 15th or last day of the month. For example, if winter conditions do not warrant the closure of chukar season on December 31st, the season will extend through at least January 14th. Similarly, if the season is not closed on January 15th, hunters will know the season will extend through January 31st. ■ Columbia Rvr Refuge from the railroad bridge at Celilo in Wasco Co to Arlington is closed to all hunting. The Columbia Rvr Refuge from Arlington to 4.3 mi west of Boardman is open to pheasant, quail, partridge, waterfowl, snipe and rabbit hunting with shotgun and bow with flu-flu arrows only. ■ John Day Rvr Wildlife Refuge (Sherman and Gilliam cos.) – Includes all public and private land and water within 1/4 mi of the John Day Rvr mean high water line from the Columbia Rvr upstream to Thirtymile Cr. Within this area, from the Columbia Rvr upstream to Rock Cr, the hunting of upland game birds during authorized seasons only between Sept. 1 and Oct. 31, but closed to all waterfowl hunting. The remaining area from Rock Cr upstream to Thirtymile Cr is open to hunting of all game birds during authorized seasons. Hunting of big game is allowed during authorized seasons. Hunting on private lands within this refuge requires landowner permission.

Point at the north end of Hwy 101 Bridge across Coos Bay in Coos Co; west ap-proximately 3/4 of a mi on Parallel 43°26´ to the Southern Pacific Railway to a point due north of the northeast point of the North Bend airport; south to the northeast point of the North Bend airport; southerly on the west bank of Pony Slough to the Charleston-North Bend Hwy; east on the Charleston-North Bend Hwy to the east bank of Pony Slough; northerly on the east bank of Pony Slough and Coos Bay to the south end of the Hwy 101 Bridge; northerly on the Hwy 101 Bridge to the point of beginning. ■ Crater Lk National Park (Klamath Co): Hunting is prohibited within the boundaries of Crater Lk National Park. Also, other lands located with in the following boundary are closed to hunting during all elk and deer seasons that pertain to this area: beginning at the intersection of Schofield Rd. and Hwy. 38, south on Schofield Rd. to it’s intersection with Hakki Ridge Rd., East on Hakki Ridge Rd. to the crest of Hakki Ridge, east along the crest of Hakki Ridge to it’s intersection with the BLM boundary located in T22S, R11W Section 4, easterly along the BLM boundary to Hwy. 38, Hwy. 38 to point of beginning. ■ Devils Lk (Lincoln Co): Closed to all game bird hunting. ■ Eckman Lk (Lincoln Co): A Co ordinance prohibits the firing or discharge of any bow and arrow, air rifle, or firearm on or within 150 feet of the lake. ■ Gold Island (Malheur Co): An island in the Snake Rvr, three mi south of Nyssa. Pheasant season begins at 10 a.m. on October 16. ■ John Day Fossil Beds National Monument (Grant/Wheeler cos): Hunting is prohibited within the boundaries of the John Day Fossil Beds National Monument. Weapons possession within the Monument is prohibited. Unloaded weapons may be possessed in a temporary lodging or mechanical mode of conveyance when such implements are rendered temporarily inoperable, or

Dis-charge of any weapon is prohibited with the exception of shotguns and bows used while hunting during autho-rized game seasons. ■ Plat I Reservoir (Douglas Co): The reservoir and adjacent posted lands are closed to the hunting of game birds except on Tuesdays, Thursdays and Saturdays between Oct. 16, 2010 and Jan. 30, 2011. ■ Rimrock Springs WA (Jefferson Co): Closed to all hunting and trapping. ■ Sandy Rvr Delta (Multnomah Co): This area, bounded by the Sandy Rvr on the west, I-84 on the south and the Columbia Rvr on the north is owned and managed by USFS. The area is closed to all hunting except the portion of the area north and east of the BPA Powerline is open to waterfowl hunting with shotgun only during authorized waterfowl seasons. Lands below the mean high water line of the Columbia and Sandy rvrs are not affected by this regulation. Phone: 541-308-1700 ■ Siletz Bay (Lincoln Co): Hunting is prohibited at Siletz Bay within 200 yards of the shoreline in the following described areas:1. Beginning at a posted point near Hwy

101 on the southeast shore of Siletz Bay, west and north the length of Sal-ishan Spit to the mouth of Siletz Bay.

2. Beginning at a posted point south of Drift Cr bridge on Hwy 101, west and north to the mouth of Siletz Bay.

■ South Slough National Estuarine Reserve (Coos Co): Specific areas are closed to hunting. Contact the reserve headquarters at 541-888-5558 ext 21 for specific closure details. ■ Starkey Experimental Forest Enclosure (Union Co): Approximately 20,500 acres within the research enclosure are open to game bird hunting, except from Nov. 15 - May 1. The 1,500 -acre Campbell Flat Pasture, 3,600-acre intensive timber management area and 900-acre winter feed ground are closed to all game bird hunting.

■ St. Louis Ponds (Marion Co): Open for game bird hunting between the beginning of pheasant season and the end of waterfowl season. The discharge of rifles and pistols is prohibited. The use of floating crafts for hunting and overnight camping (use of the area for any purpose between one hour after sunset to one hour before sunrise) is prohibited. ■ Upper Deschutes Rvr (Deschutes Co): Most of the Deschutes Rvr between the southwest boundary of LaPine State Park and the north end of Sunriver is closed to the discharge of firearms by Co ordinance, Oregon State Parks regulation and Deschutes NF order. For more information contact the Deschutes Co Sheriff’s office at 541-388-6655. ■ Wanaket WA (Umatilla Co): Game birdhunting is permitted through the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) Hunt Program. The Wanaket WA is located on Hwy 730 between Hat Rock and McNary.

» Hunting is in accordance with applicable state and federal regulations. In addition to state and federal regulations, several area regulations apply. Only geese, ducks, coot, pheasant, quail and partridge may be hunted during authorized state seasons.

» Hunting is permitted on Wednesdays and Saturdays only. Upland bird hunting begins at noon. Contact the CTUIR Wildlife Program for specific information on hunt days and entry requirements. All waterfowl hunters must possess a CTUIR Daily Hunt Permit for Wanaket WA. All hunters must return the Daily Hunt Permit. Only shotgun, bow and flu-flu arrow hunting is permitted. » Only federally-approved nontoxic shot may be possessed or used. Hunters may not possess more than 25 shells per day. » Portable blinds and construction oftemporary blinds from natural materials is permitted. Digging or using pit blinds is prohibited. Waterfowl hunters must hunt at designated ponds. » The use of boats or other watercraft is prohibited. » Other restrictions may apply. ■ Winchester Dam (Douglas Co): The still water above Winchester Dam at Rvr Mi 7 on the North Umpqua,

upstream to the lower end of the island, a distance of 1.5 mi, is closed to hunting.

FEDERAL REFUGESNote: ODFW is not responsible for any information in this section. This information is provided by the federal refuges and printed as a courtesy. Portions of the following NWRs posted as public hunting areas will be open for hunting specified game animals during authorized seasons. Only federally-approved nontoxic shot may be used or be in possession while hunting on any refuge, unless otherwise noted.

■ Bandon Marsh Refuge: That portion of the refuge west of US Hwy 101 and outside the Bandon city limits is open for goose, duck, coot and snipe hunting during authorized seasons. Only portable blinds or blinds constructed of on-site dead vegetation or driftwood may be used. All blinds, decoys, shotshell hulls and other personal equipment must be removed from the refuge at the end of the day. For more information, please visit: www.fws.gov/oregoncoast/bandonmarsh. Entry is prohibited between 1-1/2 hours after shooting hours and 1-1/2 hours before shooting hours. ONLINE applications for advance waterfowl hunting reservations on the McCormack Unit are available at www.fws.gov/umatilla. A single application is necessary for the entire waterfowl season. Applications and application fee must be submitted or received no later than Sept. 10. Permit fees for successful applicants are $10 per hunter and are payable at the time of the hunt. Advance upland game bird hunting reservations are required for the first two weekends (beginning Oct. 16) on the McCormack Unit. To apply, send a postcard with your name, address and one requested hunt day. Application postcards must be received by Sept. 10. There is an upland bird hunt fee of $10 during the first two weekends to be paid at the Hunter Check Station between 11:30 am - 12:30 pm. After the second weekend, a free daily permit (available from the Hunter Check Station) is required to hunt upland birds. Each permit holder may be accompanied by one guest. A daily maximum of 15 permits (allowing a potential of up to 30 hunters) will be issued. All of the above Columbia Basin wildlife areas are open seven days-a-week, and no entry permit is required for wildlife-oriented public use unless otherwise excluded or restricted by the following rules:

» All dogs must be on a leash except during authorized game bird hunting seasons, or by permit. » Camping is permitted only in the designated parking area on Willow Creek WA and Pleasant View Rd (Irrigon WA). Camping more than seven days in any consecutive 14-day period is prohibited. » Open fires between April 1 and November 30 are prohibited. » Discharging a shotgun is prohibited except as authorized during game bird and game mammal seasons. » Trapping may occur during authorized seasons (permit required at Irrigon WA).

DENMANLocated six mi north of Medford, just west of White City. Phone: 541-826-8774. Big game and game bird hunting is allowed during authorized hunting seasons according to the restrictions described below for specific units. All hunters must check in and out each day at self-service check stations located throughout the WA. In addition to general state and federal laws the following are prohibited:

» Discharging rifles or handguns. » Possession or use of shot other than federally-approved nontoxic shot for all game bird hunting. » Hunting within posted safety zones surrounding Whetstone Lk and a posted area north of Tou Velle Rd.

■ Hall Tract Unit: ODFW land north and west of East Gregory Rd, east of Table Rock Rd, south of Ave A and west of Agate Rd. Beginning Nov. 1 through the end of waterfowl season, hunting is allowed on Wednesdays, Saturdays, Sundays, Thanksgiving Day and Christmas Day only.

■ Military Slough Unit: ODFW land west of Agate Rd, north of Ave G, east of Table Rock Rd, south and east of the Rogue Rvr and south of Tou Velle Rd.

■ Little Butte Cr Unit: ODFW land east and west of Agate Rd, north of Tou Velle Rd, east of the Rogue Rvr and south of Nick Young Rd.

■ Modoc Unit: ODFW land north and west of the Rogue Rvr and east of Tou Velle Rd.

2010 Becoming an Outdoors Woman Pheasant Hunting Clinic: This two-day clinic will be held on the Denman Wildlife Area on Sept. 11-12. This pheasant hunt is designed for new hunters who want help developing the skills necessary to learn to hunt on their own. Day one will consist of gun handling instructions, safety talks, skeet shooting, and an afternoon pheasant hunt using dogs. Day two will consist of a morning pheasant hunt and lunch. E.E. WILSONLocated on Hwy 99W, approximately 10 mi north of Corvallis. Big game and game bird hunting is allowed by permit only during authorized seasons (Aug. 28, 2010-Feb. 28, 2011), except closed to hunting when upland youth hunts are in progress. Free permits are available at self-service check stations located at area parking lots. Hunters must check in and out daily. The use of rifles and handguns is prohibited. The possession or use of shot other than federally-approved nontoxic shot is prohibited while hunting, except for big game. Federally-approved nontoxic shot

is also required in the trap shooting area. Horses and other domestic livestock use are restricted to established roads only. Public use is prohibited between the hours of 10 p.m. and 4 a.m. A wildlife area special use permit is required to hunt or trap furbearers. From Oct. 1-31, all game bird hunters are required to have in possession a fee pheasant tag, HIP validation and an upland game bird stamp validation to hunt on the area. See page 9. A rabbit hunt for people with disabilities will be held on Feb. 5, 2011. All hunters with an Oregon Disabilities Hunting and Fishing Permit and valid hunting license or disabled hunter’s license are eligible to participate. Members of the Marys Peak Hound Club will have dogs and dog handlers available to assist hunters. Pre-registration is requested with a maximum number of hunters limited to 50. Start time is 8:00 a.m. Only shotguns and federally-approved nontoxic shot may be used. Phone: 541-745-5334.2010 Adult Pheasant Hunting Clinic: This one-day clinic will be held on the E.E. Wilson Wildlife Area on Sept. 24. This is an introductory pheasant hunting clinic designed for adults who would like to learn about pheasant hunting. Topics will include safe gun handling, improving shooting skills and an afternoon pheasant hunt. This clinic is limited to 24 individuals. General season regulations will apply. FERN RIDGELocated west of Eugene on Hwy 126. All lands owned or controlled by ODFW and U.S. Army Corps of Engineers in and around Fern Ridge Reservoir are open to hunting during all authorized game bird and game mammal seasons according to the restrictions described below for specific units. The area is closed to all goose hunting after Sept. 20. Phone: 541-935-2591.No person shall possess or use any shot other than federally-approved nontoxic shot at any time, except for deer hunters using slugs or buckshot. Discharging firearms is prohibited except as authorized during game bird and game mammal seasons, or by permit. Target and clay pigeon shooting and “plinking” are prohibited. The use of air guns, BB guns and paintball guns is prohibited. Discharging rifles and handguns is

Free daily permits are available at self-service check stations located in parking lots off Hwy 126, (West 11th Avenue), Cantrell Rd, Nielson Rd, Royal Ave and east Kirk Park on Clear Lake Rd. ■ East and West Coyote Units: Located south of Hwy 126 (West 11th Avenue) and north of Cantrell Rd on the east and west side of Coyote Cr. Marked trail to viewing platform accessible from Nielson Rd parking lot remains open daily year-round. Access is by designated trail only during periods of unit closures.May 1 - Oct. 10: Open to public use daily; open to hunting during authorized game bird and game mammal seasons. A free daily hunting permit is required. Sept. 11 and 12 are designated for Youth Upland Bird Hunt program (see page 22). A Western Oregon Fee Pheasant Hunt Permit is required for pheasant hunting from Sept. 13 - Oct. 10 (see page 14).

Oct. 11 - Nov. 19: Closed to all entry.Nov. 20 - Jan. 29: Open only for waterfowl hunting by reservation permit on Mondays, Wednesdays and Saturdays, excluding Christmas Day and New Year's Day until 1:00 p.m. Closed to all public access at 2:00 p.m. Reminder: Successful applicants must purchase their reservation permit before arriving at the WA. Licensing documents are not available at the WA. Permit holders must have in their possession a valid reservation permit to check into the area. Check-in and blind selection will be held 1-1/2 hours before shooting time (see page 13). Permit holders not present at check-in time forfeit their permit for the day. A free drawing for stand-by hunters will be held at the same time to fill blinds left vacant by permit holders who do not arrive for the hunt. Hunters must check in and out at a check station trailer located at Nielson Rd parking lot. Permit holder may be accompanied by one guest. ■ Fisher Butte and Royal Amazon Units and Royal Avenue: Located north of Hwy 126 (West 11th Avenue) and south of the Amazon creek channel. Royal Avenue and the marked trails to viewing platforms accessible from the Royal Ave and Hwy 126 parking lots will remain open to public use daily, year-round. Designated road and trail use only during periods of unit closures. Hunting is allowed during the dates and time specified below.May 1 – Oct. 10: Open to public use daily; open to hunting during authorized game bird and game mammal seasons. A free daily hunting permit is required. Sept. 11 and 12 are designated for Youth Upland Bird Hunt program (see page 22). Jan. 31 – Oct. 15: Open to public use daily and open to hunting during authorized game bird and game mammal seasons.Oct. 16 – Jan. 30: Open to public use daily. Open to hunting during duck season only on Saturdays, Sundays, Wednesdays and holidays including Thanksgiving Day, Christmas Day, New Year’s Day, Veterans’ Day and Martin Luther King, Jr. Day. ■ All Other Units at Fern Ridge WA including Fern Ridge Lake: Open to public use daily and open to hunting dur-ing authorized game bird and game mam-mal seasons. Reminder: Area is closed to all goose hunting except for Sept. Canada goose season. Lane Co. and U.S. Army Corps of Engineers parks are closed to hunting and the discharge of firearms.

KLAMATHLocated six mi south of Klamath Falls between Hwy 97 and the Klamath Rvr which forms the western boundary. The area contains 2,400 acres in the Miller

Island Unit. In addition to this area, there are 3 outlying units: Gorr Island, Shoal- water Bay and Sesti Tgawaals, which contain an additional 990 acres. For hunter advisory information, please see page 26.Gorr Island is located four mi south of the Miller Island Unit in the Klamath Rvr and is only accessible by boat. Shoalwater Bay and Sesti Tgawaals are both located on the west side of Upper Klamath Lk approximately 10 mi to the north and west of Klamath Falls. ■ Safety Zones are closed to hunting. ■ Gorr Island, Shoalwater Bay and Sesti Tgawaals: Open for public use daily. No permit required and open for hunting daily during authorized hunting seasons.

■ Miller Island Unit: Open for public use from May 1 – Jan. 31. From February 1 – Apr. 30 public use is restricted to public roads and parking lots to minimize disturbance to migrating waterfowl. Open for hunting during authorized game bird seasons.

This area is divided into three subunits: A, B and C. Check in is required daily during all authorized seasons beginning Sept. 1. Entry permits shall be in possession while in the field; checkout is required. The check station is located under the area light on Miller Island Rd. The check station is staffed by ODFW personnel in the mornings from Oct. 9 - Nov. 30, and is a self-service station in the afternoons and all day after Nov. 30.Hunting dates for Miller Island will be all days in Sept. except Sept. 11-12, which are reserved for youth upland hunters and Sept. 25-26 which are reserved for youth waterfowl hunters (see page 22), Oct. 9*, 10*, 12, 14, 16*, 18, 20, 22, 24*, 26, 28, 30, odd-numbered days in Nov. and Dec. and even-numbered days in Jan.*Reservation hunting is in effect. All hunters must have in their possession a valid reservation permit to check into the area. See Reservation Application Procedures on page 35. Oct. 24 is reserved for youth hunters in subunits A and B only. Subunit C is open to all hunters on a first come, first served basis. See page 39. The check station opens 1-1/2 hours before shooting time (see page 13).Reservation holders must check in at least 1/2 hour before shooting time. Upland game bird shooting hours are from 8 a.m. until the close of waterfowl shooting hours.Reminder: Successful applicants must purchase their reservation permit before arriving at the WA. Licensing documents are not available at the WA.No person shall use or possess any shot other than federally-approved nontoxic shot while in the Miller Island Unit. Throughout the pheasant season a

LADD MARSHLocated five mi south of La Grande in Union Co, big game and game bird hunting is allowed according to specific regulations listed below. Phone: 541-963-4954.Area is closed between 10 p.m. and 4 a.m. Leaving decoys set out overnight is prohibited (10 p.m. - 4 a.m.). Non-motorized boats are permitted.An ADA hunting blind is now available for waterfowl hunters at Ladd Marsh. For reservations or info call 541-963-4954. Possession or use of shot other than federally-approved nontoxic shot is prohibited at all times, except for authorized big game hunting (See Big Game Regulations for details).An entry permit is required at all times except during authorized hunting seasons. All portions of the area are open to hunting on Wednesdays, Saturdays, Sundays and all state-observed holidays, including Veteran’s Day, Thanksgiving Day, Christmas, New Year’s Day and Martin Luther King Day, during the pheasant, quail, partridge and waterfowl seasons with the following exceptions:East of Foothill Rd:

2010 Becoming an Outdoors Woman Pheasant Hunting Clinic: This two-day clinic will be held on the Ladd Marsh Wildlife Area on Oct. 2-3. This pheasant hunt is designed for new hunters who want help developing the skills necessary to learn to hunt on their own. Day one will consist of gun handling instructions, safety talks, skeet shooting, and an afternoon pheasant hunt using dogs. Day two will consist of a morning pheasant hunt and lunch. SAUVIE ISLAND Located 20 mi north of Portland off Hwy 30. The area provides waterfowl and upland bird hunting. The WA includes Westside, Eastside, Oak Island and North units and the Columbia Rvr Beach area. Maps are available at check stations and the WA Headquarters (18330 NW Sauvie Island Rd). Willow Bar parking lot is located at the Multnomah-Columbia Co line on Reeder Rd. Portions of Sauvie Island WA are closed to all entry during waterfowl season except when in possession of a valid hunting permit from Oct. 1 - Apr. 30. Phone: 503-621-3488.In addition to general state and federal laws, the following regulations also apply to all ODFW lands on Sauvie Island, including Gilbert Rvr and Sturgeon Lk.

» The WA is closed from 10 p.m. to 4 a.m. daily. » All vehicles entering and parking on the area are required to display a valid Sauvie Island WA parking permit. » Use of rifles and handguns is prohibited at all times. » No person shall possess any shot other than federally-approved nontoxic shot at any time. » Operation of boats in Sturgeon Lk Refuge is prohibited from Oct. 1- Apr.

30. Operating boats over 5 mi per hour is prohibited on all area lks. Sturgeon Lk Refuge is closed to all hunting year-round. » The Columbia Rvr Drainage District Dike is closed to all hunting. » Closed to hunting of furbearers, predators, unprotected and protected wildlife (except black-tailed deer, rabbit, and game birds).

HUNTING PROGRAM ■ Youth Hunting: See page 22 for youth hunting opportunities.

■ Fee Pheasant Hunt: Check in and out at Willow Bar and Eastside self-service check stations. See page 14 for details. From Sept. 13 - 26 all game bird hunters are required to have in possession a fee pheasant tag, HIP validation and an up-land game bird stamp validation to hunt in the area. All bird hunting ends at 6 p.m.ODFW dated permits available at Willow Bar and Eastside self-service check stations only.

■ Dove Hunting: Hunting is permitted during the statewide season. Hunters must check in and out daily at self-ser-vice check stations located at the WA Headquarters, the Willow Bar parking lot off Reeder Rd, or the North Unit parking lot. No hunting is allowed in posted refuge areas including Sturgeon Lk and North Oak Island.

■ Goose Hunting: The WA, with exception of North Oak Island Refuge and Sturgeon Lk Refuge, is open during Sept. Canada goose season (page 16 for details). Hunters must check in and out daily at self-service check stations located at the WA Headquarters, the Willow Bar parking lot off Reeder Rd and North Unit parking lot. The area is closed to all other goose hunting.

Duck, Pheasant, Snipe, Quail, Crow, and Rabbit Hunting: Specific regulations are as follows:

■ Pheasant: In the Eastside, Oak Island and Westside Hunt Areas, pheasant hunting is closed Oct. 9 - 15. For the period of Oct. 16 – Dec. 31, shooting dates are listed under waterfowl reser-vation hunts (pages 36 - 39). Pheasant hunters in these hunt areas must check in and out at the Eastside/Oak Island check station or the Westside check station on specified hunt days. The North Unit is open to pheasant hunting everyday of the authorized season.

■ Quail: For the period of Sept. 1-30, hunters must follow the procedures as described in the dove hunting section. During the Fee Pheasant Hunt, hunters must follow that season’s procedures. Quail hunting is closed from Oct. 1 until the opening of General Waterfowl Season in the Westside Units and in the Eastside Units from the end of the Western Oregon Fee Pheasant Hunt until the opening of General Waterfowl Season. For the period of Oct. 16-Jan. 31, shooting dates are listed under

waterfowl reservation hunts (pages 36-39). Persons wishing to hunt quail must check in and out at the Eastside/Oak Island check station or the Westside check station on specific hunt days.

■ Rabbit: For the period of Sept. 1-Jan. 31, 2011, rabbit hunting is allowed in the North Unit. Voluntary check in and out at the North Unit parking lot is encouraged.

■ North Unit and Columbia Rvr Beaches: These areas are open to hunting every day of the authorized seasons for dove, snipe, pheasant, quail, duck, coot, crow, rabbit (North Unit only) and Sept. Canada Goose (pages 14 and 16). Voluntary check in and out at the North Unit parking lot is encouraged.

■ Eastside and Oak Island Permit Hunt Areas: A daily hunting permit is required in these areas. Reservations are available through a drawing (see pages 36-39). A reservation permit must be exchanged for a daily hunting permit at the Eastside/Oak Island check station. Unfilled reservations are available to hunters without reservations on a first-come, first-served basis at the check station. Separate vehicle lines are designated for reservation and nonreservation hunters. The Eastside/Oak Island check station is located at the intersection of Reeder and Rentenaar rds. See Reservation Application Procedures on page 35. Reminder: Successful applicants must purchase their reservation permit before arriving at the WA. License documents are not available at the check stations. Note: In the Oak Island Unit, water is not available until Columbia Rvr levels at Vancouver reach 15 feet.

■ Westside Permit Hunt Area: Hunting permits are required and will be issued on a random basis to provide increased hunter opportunities. Hunters wishing to participate in the drawing for permit selection must be in line 1-1/2 hours before shooting time (page 13). Hunters should listen to AM Radio Station 1580 for results of the random drawing. The Westside check station is located at the north end of Sauvie Island Rd.General Rules for Eastside, Westside and Oak Island Areas:

» A daily valid unit hunting permit is required. » Shooting hours in these areas end at 4 p.m. All hunters must check out by 6 p.m.

» Check stations open 1-1/2 hours before shooting time on hunt days. Reservation hunters must be in line at least one hour before shooting time. » Hunters in check station lines must check through in the vehicles in which they arrive.

» All waterfowl hunting in units with

designated shooting locations will be from the assigned blinds/sites, unless otherwise authorized. No more than four persons (one reservation hunter may bring up to three guest hunters) will be allowed at designated shooting sites in Mud Lk, Steelman, Holman Point, Mudhen, Racetrack, Hunt, Reeder Tract, Oak Island, Seal and Johnson units. In a nondesignated shooting site (roam unit), only one nonhunting person may accompany a permit holder, unless otherwise authorized. » Duck, coot, crow and snipe shooting dates during authorized seasons for Eastside, Oak Island and Westside areas are listed under waterfowl reservation hunts on pages 36-39. Please note youth hunts and permit goose hunting days.

SUMMER LAKELocated adjacent to Hwy 31 in north Lake Co, 100 mi southeast of Bend. Over 60 percent of the area’s 18,900 acres are open to big game and game bird hunting during authorized seasons (except as indicated below). Hunting is permitted seven days-a-week. Overnight camping is permitted at four designated sites on the area. Hunters must obtain a daily hunting permit and check out at the end of the day. Hunting permits and area maps are available at Area Headquarters, 1.3 mi south of the town of Summer Lake. For hunter advisory information, please see page 26. » Entering any portion of the Wildlife Area south of Thousand Springs Lane (Lake Co Rd 4-17), except the Foster Place unit and open rds and campgrounds, between Oct. 1 through 4 a.m. on Oct. 9, is prohibited. » Operating boats with gas-powered motors (electric trolling-type motors permissible).

How the controlled hunt drawing works for game birds:

The computer assigns each application a 10-digit number. A 10-digit number is picked at random for each hunt series. Those random starting numbers are used by the computer to select successful ap-plicants.Hunting parties are maintained by the computer and only the party leader’s 10-digit number is used in the drawing.Tags/Permits/Reservations are awarded beginning with the applicant whose 10-digit number matches (or is closest to and above) the start number.The selection continues with the appli-cant having the next higher number and continues until all available Tags/Permits/Reservations are awarded.Tags/Permits/Reservations are assigned to first choice applicants as above until all tags are assigned or all first choices are filled. Tags/Permits/Reservations are only assigned to second choice applicants after all first choices have been filled. This sequence is followed for 3rd, 4th and 5th choices.TO APPLY IN PERSON

Water Sources and

Animal UsePlease be sensitive to the needs of wildlife and livestock and minimize activities around water sources that can have impacts on wildlife and livestock, especially during hot and dry weather conditions. For example, avoid camping at or near waterholes, springs, guzzlers, and other sources of water that could disrupt animal use for extended periods of time. Remember that in many cases, livestock are constrained by fences and do not have the option of moving to alterative water sources. Many bird species are dependent on localized water sources also.

What is the Upland Cooperative Access Program (UCAP)?UCAP is an incentive-based program designed to provide quality public hunting opportunities for upland game birds on private lands in Wasco, Sherman, Gilliam and Morrow counties in the Columbia Basin.

How Do Hunters Locate UCAP Properties?Hunters must take the initiative to locate UCAP properties. Gen-eral directions to UCAP properties, but NOT landowner phone numbers, are available at the district offices listed on this page. After hunters locate a UCAP property, they can use the name on the UCAP sign and the local phone book to contact the landown-er and schedule a hunt. This extra effort ensures landowners that only responsible hunters are guests on their land.All participating lands are clearly marked by one of the follow-ing signs. UCAP signs are posted all year to allow hunters the opportunity for pre-season scouting. Eighty-three percent of landowners provide “HUNTING WITH WRITTEN PERMISSION,” while seventeen percent of landowners opt for “WELCOME TO HUNT”. It is unlawful to hunt or enter any posted area without a valid permission slip unless the area is posted as “WELCOME TO HUNT”.

This Program Involves TrustODFW trusts landowners to provide a reasonable amount of public access. Landowners trust hunters to remember they are guests on the land, follow the written restrictions, and abide by the spirit of respect and cooperation required to make this program successful. Hunters repay that trust by leaving gates as they found them and picking up any litter, including shotgun shells.

■Use a motorized vehicle on fields, trails and posted roads. ■Hunt any posted safety zone or enter any “NO PUBLIC ACCESS” area. ■Build or use open fires without landowner permission. ■Use rifles, handguns or shotguns with slugs on any hunt area unless specific authorization has been given by the landowner.

REGULATED HUNT AREAS IN THE COLUMBIA BASIN

UPLAND COOPERATIVE ACCESS PROGRAM

The Regulated Hunt Area (RHA) is a cooperative program between ODFW and landowners to allow regulated hunting on private lands. Heppner RHA – This RHA provides access for big game and upland bird hunting opportunities. Open fires and camping prohibited in posted areas. Closed to motor vehicle use year-round unless posted otherwise. Approximately 63 sq mi in T2, 3, and 5S and R25, 26, 27, and 28E.The Columbia Rvr and Port of Morrow RHA near Boardman in Morrow Co provide opportunities for public access and hunting for upland game birds and waterfowl. These areas are also subject to year-round rd closures. The following are prohibited:

■ Driving or being transported on other than open rds shown on the RHA map. ■ Hunting, entering, or shooting across closed areas and safety zones.

■ Camping (use between 10 p.m. and 4 a.m.). ■ Discharging rifles, handguns, or shotguns with slugs, except by specific ODFW authorization. ■ Placing waterfowl hunting sites closer than 200 yards apart. ■ Leaving decoys set out overnight (10 p.m. to 4 a.m.). ■ Digging pit blinds

Because of landowner concerns for safety and maintenance of agricultural operations, some areas may be temporarily closed. Hunter numbers will be limited if crowding occurs. Columbia Rvr RHA – No entry permit required and open seven days-a-week. Hunt area boundary: Beginning at the eastern city limits of Arlington; east on I-84 to Threemile Canyon (mi post 151); north to the north side of the Union Pacific Railroad right-of-way; east on the railroad right-of-way to the boundary of

the Umatilla NWR Boardman Unit; north to the Oregon/Washington state line; west on the Oregon/Washington state line to a point due north of the eastern city limits of Arlington; due south to the point of beginning.Area is open only for game bird and rabbit hunting. It is unlawful to use or possess shot other than federally-approved nontoxic shot for all game bird hunting. Camping is allowed only at Quesnel Park (Threemile Canyon, mi post 151) within the posted safety zone; not to exceed 7 days in any consecutive 14-day period.Port of Morrow RHA – Maps available at RHA entrance located by traveling north on Laurel Rd from exit 165 off I-84, 0.5 mi east on Columbia Ave and 0.3 mi southeast on Rippee Rd.No entry permit required and open 7 days per week Oct. 9 – Jan. 30. Area is open only for game bird hunting. It is unlawful to use or possess shot other than federally-approved nontoxic shot.

Blue-green algae produce a toxin that has caused mortalities in bighorn sheep, elk, deer, and upland birds. The same toxins can also affect domestic animals including hunting dogs and livestock. When water sources become stagnant and water temperatures rise, blue-green algae blooms can occur with devastating consequences. Algal blooms and toxins may not be visible or they may form a bloom so dense the surface of the water appears blue-green. As a precaution against blue-green algae poisoning and other pathogens like giardia, hunters and their dogs should never drinking untreated, standing water. Hunters should carry water for their dogs if they will be spending extended time afield. Hunters that find large numbers of dead animals near water sources are asked to report the incident to the nearest ODFW office.

In order to be considered a person with a disability under the wildlife laws, a person shall provide either:

(1) Written certification from a licensed physician, physician assistant or certified nurse practitioner, that states that the applicant:

a. Is permanently unable to walk without the use of, or assistance from, a brace, cane, crutch, prosthetic device, wheelchair, scooter, or walker;

b. Is restricted by lung disease to the extent that the person’s forced expiratory volume for one second, when measured by a spirometer, is less than 35% predicted, or arterial oxygen tension is less than 55 mm/Hg on room air at rest;

c. Has a cardiac condition to the extent that the person’s functional limitations are classified in severity as Class III or Class IV, according to standards established by the American Heart Association.

d. Has a permanent, physical impairment that prevent the person from holding or shooting a firearm or bow or from holding a fishing rod in hand; or

e. Has central visual acuity that permanently does not exceed 20/200 in the better eye with corrective lenses, or the widest diameter of the visual field is no greater than 20 degrees; or

(2) Written proof that the last official certification of record by the United States Department of Veterans Affairs or any branch of the Armed Forces of the United States shows the person to be at least 65% disabled (ORS 496. 018).

The Oregon Disabilities Hunting and Fishing Permit is not a license or tag. Hunters must still obtain a hunting license and apply for and/or purchase appropriate tags/permits/reservations prior to specified tag sale deadlines to hunt in game bird and big game seasons. You must be in possession of your Oregon Disabilities Hunting and Fishing Permit, license and tags/permits/reservations while you are hunting.

An able-bodied companion may accompany a person with this permit and kill any animal wounded by the permit holder. The companion must immediately attach the permit holder’s tag to the carcass of the animal. The companion is not required

to possess a hunting license or tag, except that a person accompanying a visually impaired hunter is required to possess a valid hunting license.[(OAR 635-065-0090(3)].

The following applies for persons defined in 1(e): “A person who is not visually impaired and who accompanies a hunter who possesses an Oregon Disabilities Hunting and Fishing Permit may: assist the hunter in selecting a game animal or bird; assist the aiming or sighting of a firearm; advise the hunter when to fire a firearm; shoot a game animal or bird on behalf of the hunter while in the immediate presence of the hunter; and tag and retrieve game animals and birds on behalf of the hunter.”

The person accompanying a hunter who is visually impaired is required to possess a valid hunting license. The person accompanying a visually impaired hunter may also hunt game animals or birds if the person possesses the appropriate tags, permits, reservations and stamps for the area and time period. A visually impaired hunter must comply with all other tag, permit, reservation and stamp requirements of the State Fish and Wildlife Commission and applicable hunting laws (ORS 498.170).

AN OREGON DISABILITIES HUNTING AND FISHING PERMIT HOLDER MAY:

■ Hunt from a parked motor-propelled vehicle except on any public rd or hwy. A public rd is the entire right of way of any rd over which the public has a right of use. Public rds include, but are not limited to, rd related structures that are in the right of way such as tunnels, bridges, or similar structures. Rds on federal, state, or local government lands are public rds. Hunting from a parked motor vehicle is allowed on private land with the landowner’s permission and on public land where off-road travel is permitted.

Note: FEDERAL MIGRATORY GAME BIRD EXCEPTION: No persons shall take migratory game birds from or by means, aid, or use of any motor vehicle, motor driven land conveyance, or aircraft of any kind, except that paraplegics and persons missing one or both legs may take from any stationary motor vehicle or stationary motor-driven land conveyance.

Sports Pac license holders need to return after Jul. 1 of each year to any license agent to receive current state upland game bird and waterfowl validations. Validations for this hunting season are valid from Jul. 1, 2010 to Jun. 30, 2011. If you purchased a validation before Jul. 1, 2010, you do not have the current validations to legally hunt during the seasons outlined in this booklet. Check your license and make sure you have the current validations before you travel to the field.

OREGON GAME BIRD STAMPS

Game bird stamps will not automatically be mailed to hunters. To receive game bird stamps, hunters with game bird validations on their license will need to use the mail order form at the bottom of this page.

Game bird validations are printed on the hunting license, so it is no longer required that state hunting stamps be carried in the field. As a courtesy for several years ODFW had continued to mail the stamps to hunters each spring. However, some hunters are not interested in receiving the stamps. This, coupled with increasing production and mailing costs and mandates for all state agencies to reduce operational costs, prompted ODFW to begin a program where hunters with game bird validations can request stamps at no additional charge. This program saves a substantial amount of money which is used for programs such as game bird population surveys and habitat development. To request your game bird stamp(s), please use the mail order form below.Please note: Because of the completion of the original artwork and stamp production schedules the 2010/11 waterfowl stamp may not be ready for distribution until Jan. 2011. Hunters requesting both upland and waterfowl stamps prior to Jan. will only be mailed their upland stamp and the waterfowl stamp will be mailed separately as soon as it becomes available. Jon Ren’s passion for drawing and painting began as a young boy. He was greatly influenced by his father, Chuck Ren, and driven by his own natural ability. After graduating from the Art Institute of Colorado in 1990, Jon began his career as an artist creating team posters for the NFL. Jon’s works include a variety of subject matter which has been featured on collector plate series and limited edition prints. His father’s influence is evident in Jon’s Native American pieces. Oregon game bird stamps have been providing funds to maintain healthy game bird popula-tions in the state for more than 20 years. The Oregon migratory waterfowl stamp began in 1984 and the upland bird stamp followed in 1990. The stamps (now called license validations) are purchased by game bird hunters in conjunction with the general hunting license. Collectively, sales of game bird stamps and related artwork generate nearly $1 million each year. Funds are used to accomplish a variety of program-related activities, such as game bird research and banding, equipment purchases and habitat improvement and conservation projects.

YOUR OREGON GAME BIRD STAMP DOLLARS AT WORK

Owners of both domestic and hunting dogs should be aware of other lawful users enjoying the same area, including regulated trappers during legal trapping seasons. Traps set for some animals such as coyotes, bobcats and raccoons, can also catch dogs.

Trapping is a highly regulated activity in Oregon. Only wildlife that are abundant are trapped. However, there are very few traps in relation to the expanse of land so dog-owners are unlikely to encounter traps routinely. Most trapping activity occurs in the winter because pelts are more valuable at that time.

Hunters should remain in close contact with their birding dogs and carry the tools and knowledge necessary to free their dog

from a trap in the unlikely event that their dog is caught. Carry a pair of wire cutter pliers to free your dog in the unlikely event that it is snared when hunting. Oregon regulations designed to ensure humane treatment of furbearers and other animals make it illegal to use certain traps or certain types of bait associated with traps. Please remember that it is unlawful to disturb or remove the traps or snares of any licensed trapper while that person is trapping on public lands or on other land by landowner permission. If you believe a trap or snare has been illegally set, contact Oregon State Police.
