Our Masters representatives won Men’s and Women’s Eights and placed close seconds in the Quad Sculls, showing the depth of our talent across genders and age groups. These results would not be as good if it were not for our coaches and selectors. We are fortunate to have Paul McGann as our Chairman of Selectors and he has supporting him senior selectors Ion Popa and Peter Sommerville, Youth selectors Annabelle Eaton and Ross Henderson and masters selectors Paul Guest, Stuart McShane and Neville Smith. Administration The biggest administrative change was that the National Centre for Rowing Excellence took over elite development from the Association. This has resulted in a reduction of staff numbers and the Board has taken the opportunity to focus more thoroughly on our core responsibilities of competition, representation, member services and selection of Victorian teams. I will leave further details on administration for our CEO in his report. Finance I am pleased to advise that the finances of the Association have reverted to surplus after two years of deficit. Whilst the recorded surplus is $67,684, $32, 054 of this arises from a restructuring of the investment portfolio during the year. The trading position was a surplus of $35,630. The result was partly as a result of the scaling back of our activities

President’s Report

Before I get into the detail of the report, let us celebrate our champions. The 2010 World Championships produced good results for Victorians. In the men’s eight, Victorians Will Lockwood, Cameron McKenzie-McHarg, James Marburg and Joshua Dunkley-Smith won bronze. In the men’s lightweight eight, Victorians Angus Tyers, Nick Baker, Tom Bertrand and David Webster (cox) won silver. David Webster also coxed the winning men’s coxed pair. Victorians Karsten Forsterling and David Crawshay also won bronze in the quad scull. In the women’s events, Victorians excelled in the pair with Kim Crow winning silver, and Sarah Heard and Pauline Frasca taking silver in the four. In the 2010 Under 23 Championships, Victorians Joshua Dunkley Smith and Will Lockwood won bronze in the four. At the time of writing this report, Victorian Stuart Sim coxed the winning junior four at the 2011 World Junior Championships and Katrina Bateman won bronze at the 2011 Under 23 World Championships in the quad. On West Lakes at the Interstate Championships, Victoria was yet again the most successful State but missed out on the King’s Cup to a determined NSW crew to whom we extend our congratulations. Congratulations to our Victorian team who performed so well and in particular to our winning women’s eight and men’s youth eight. We thank our Head Coach Chris O’Brien and Team Manager Alex Law.


and the savings arising from that change. We are budgeting for another surplus next year although there are many variables in our activities which could alter this result. Venues The Association could not operate as effectively without the support of venue operators. Our key 2000m course during the year continued to be Nagambie and we thank the Shire of Strathbogie for their continued support. Next year the Ballarat course will come back on board after many years of drought. We are assured that the Lake is now drought proof and is being excavated to make the course an even depth. We will therefore have the luxury of two good 2000m courses going forward. The Dimboola course on the Wimmera River is currently being remedied after years of drought with repairs being made to the weir. This should enable their regatta to recommence later this year. The State’s main training venue the Yarra River is suffering from silt and is becoming a serious concern. This has become a focus of attention of the Yarra clubs and the Association. 2014 FISA Masters Bid Your Association and Rowing Australia, with the full support of Victorian Events and the City of Ballarat, have bid for the FISA Masters Championships for 2014 in Ballarat. Should this bid be successful, the facilities at Ballarat will be improved immeasurably to the great benefit of the sport. This is an important opportunity which will receive strong support of the Association if successful. Victorian Institute of Sport I am pleased to report that the VIS continues to serve our Victorian rowing community well. Under head coach Chris O’Brien and head women’s coach Bill Tait, our elite athletes are well served. The co-operation between RV and VIS is admirable and we look forward to the continued development of our elite athletes under their care. Life Memberships The Board, on the recommendation of the RV Awards Committee, is recommending to members the bestowing of life memberships on three of our great members, Peter Antonie, Michael McKay and James Tomkins. These three members have clearly demonstrated their quality of service both to RV and the sport through their efforts over a long period of time. All three have been awarded the highest honour in World rowing, the Keller Medal. It is fitting that their Association should bestow our highest on them also.

Volunteer Recognition The Association could not operate without the support of volunteers, whether umpires, regatta volunteers, commission members, board members, club members and others. Our RV Awards Committee under the chairmanship of past President Peter Fraser, continues to undertake the important work of recognition. The other members of the committee are Roger Wilson OAM and the President for the time being of RV. They have recommended the following awards for the 2010-11 season: The William Waterfield Award for outstanding service to Victorian rowing. This award is named after life member William Waterfield who has been a fine example of a person who has provided outstanding service to the sport in Victoria. This year the award is going to be presented to Paul McGann for his magnificent and long contribution to the sport, most recently as Chairman of Selectors. The Kath Bennett Award for outstanding service to a rowing community in the sport in Victoria. The award is planned to capture those people who have done outstanding work in a club, regatta committee or region. Kath Bennett is a fine example of such work with reinvigorating women’s rowing prior to amalgamation with the men’s association in 1979. This year the award is going to be presented to Sean Drew, President of Barwon Rowing Club. Barwon has rebuilt their boatshed in a manner which provide continued support to not only them, but other schools. Combined with the recent renovation of the Corio Bay shed, the strengthening of Geelong rowing is anticipated. A new award was commenced in 2010, the Bob Duncan umpiring award. Bob Duncan is an Olympian but more importantly, a dedicated, long serving and excellent umpire. The 2010 recipient was Ron Mitchell from Yarra Yarra. He is one of the umpires from our first umpires panel in 1960s. He has also served on many committees of the Association and vigorous debater of issues at our meetings. The 2011 award recipient is Rene Klupacs who has demonstrated excellence in all aspects of his umpiring. In the last season he was a member of the Australian Umpires Committee, he was President of the Jury at the National Championships and umpired at the 2011 World Under 23 Championships. He is also an active Rowing Victoria Board Member, a long serving and very active umpire at all levels and performs his duties with excellence.


These awards will be presented at the AGM. The Victorian Rowing Hall of Fame was inaugurated last year on 20th November and recognises those who have brought great fame to the sport. The induction was a great success and proved the need to recognise our great Victorian athletes, coaches and administrators from throughout time. The next induction is to take place on 26th November 2011 and will recognise our Commonwealth Champions, some early World Championships Medallists and other great members from throughout time. MUBC and Barwon Rowing Club Rebuilding Projects We congratulate MUBC and Barwon on their rebuilding efforts. The new MUBC extensions were opened during the year and are a credit to the Club and the University. Barwon Rowing Club completed the building of the boat house structure and has obtained a grant of $250,000 to complete the interior. We congratulate both clubs. Commissions The work of the Association is devolved to a large extent to the Commissions. We recognise and thank all the Commission members who have given so much time and effort to the work of the Association. In particular, I would like to highlight the work of the umpires headed by Bill Webster and also the work of our field of play manager Eric Waller. Staff The staff of the Association undertake their duties with the enthusiasm of volunteers and work well beyond their responsibilities. We are extremely grateful for their continued excellent work. Next Season Our focus in the next season is improving the basics of the sport in Victoria, competition, teams representation and member services and in particular coaching and coxswain education. We also have the responsibility of undertaking the 2012 Australian Masters Championships at Ballarat, the first major event held on this course since the drought and the creation of the new course. There is much to do and we look forward to the challenges that lie ahead. Rowing Victoria has seen a very positive 10/11 year in membership with affiliations up 10% on the previous year. Excitingly this was coupled by a 12% increase in regatta seats, with some of the largest movements in the school & underage sector. The resurgence of participation in the regional regatta’s emphasises the demand for a slightly less structured event layout. This season has provided Rowing Victoria with some huge challenges in maintaining affiliation fees and levies unchanged from 2009/10 season. It is pleasing to see that Rowing in Victoria represents better value than any other state and our breadth of services has remained the leading state in the country. We are excited to advise that we will continue to keep affiliation fees at the same level for the upcoming year. State Government funding has continued to diminish due to the inability to demonstrate grass roots activity within clubs. The new Recreational Membership will not only provide members with insurance, safety and representation, but also allow the sport to identify larger numbers in the participation sector of the sport. This will allow us to apply for greater funding amounts going forward. The move of the High Performance Development role to fit under the RA banner, has allowed RV to direct our development and education activity to clubs and grass roots sustainability. This will continue to be a focus in the year to come. Another of the key focuses for the 10/11 season was to work with clubs, councils and waterways on quality of facilities. This has been a huge success for both regatta hosts and the clubs. We will continue to work on providing better waterways facilities and research new waterways in the 11/12 season. I would like to thank the RV staff for the work they have put into turning around consecutive year losses to a small profit through far tighter control of the day to day running of the business. There has been significant staff changeover in the office and it has been a priority to try to make this transition seamless to our members. The Board of Rowing Victoria has again offered great support to the office through their contacts, knowledge and insights of the sport, resulting in new initiatives programmes to create a more inclusive sport. Our Commissions and Committees also provide significant effort through the working groups on the day to day running of rowing in Victoria and provide valuable strategy ideas to improve operational activity. We thank our Umpires who have again put in

significant hours due to the limited numbers currently accredited. The drive to improve numbers of umpires this year is now urgent. If we can increase numbers of Level 2’s to 100, it will make it far more enjoyable for everyone. We have created some really positive opportunities for new members to access the sport this year such as Melbourne Rowing Week, Indoor Tri Series and Corporate Rowing. Although our focus will be to service our members, it is also important to increase participation and awareness of our sport. Thankyou to our sponsors this year in: Designer Paint Works, Winning Edge, Sykes Racing, Swift & Wintech. You have all been very supportive of our events and we look forward to leveraging your Brand through our events and promotion. The key focus for the office this year will be to improve

communications with our members and provide better

access and understanding for all programs. The review

of ROMS and the Competition Review is all about

Sport Simplification, which will allow us to concentrate

on a core strategies.

Over 8,500 crews and 32,000 seats were en-tered in various regattas throughout Victoria this year supported by the ROMS system.

Relationships with our external stakeholders have been continually expanded throughout the 2009/10 season

The Victorian Institute of Sport (VIS) and Rowing Victoria partnered to deliver high performance athlete, identification and development programs

We delivered Rowing Australia education and participation programs including coaching courses and officiating courses

We delivered a key VicHealth sport participation program

100% compliance was received from Rowing Victoria Clubs and Schools on the Safety Management Plan, which was implemented on the 1st of October 2009. Rowing Victoria has continued to work with Marine Safety to deliver a safer environment to participate in 2010/11 season.

Rowing Victoria connected with our clubs and schools this year in new and improved ways

Our website continues to grow and develop providing up to date and accurate information to in excess of 4000 users monthly.

A streamlined e-newsletter keeps 1800 members up to date with the latest news, information and opportunities

Rowing Victoria have introduced facebook to communicate with our younger membership and keep our members informed on what’s happening with rowing in Victoria. Our followers are currently 953, 35% higher than any other state

Through a rapidly expanding facebook following, Rowing Victoria also delivers news from touring teams, updates on events, and rowing news from around the world.

Rowing Victoria hosted four General Meetings and a Competition Forum to provide clubs and schools with an opportunity to have input and provide feedback into the direction of rowing in Victoria.

Rowing Victoria conducted an annual satisfaction survey to all our clubs and some schools prior to the annual forum.

We received feedback from clubs throughout the State on key issues and topics through our annual survey

Tailoring our support to improve regattas

Rowing Victoria assisted 25 clubs and Regional Associations conduct 38 regattas throughout Victoria and managed 6 regattas including general regattas, the VSSSA Regatta and four days of State Championships

Rowing Victoria recognises the need to ‘Excel in Management’, in all aspects of operational activity. Our priority is to demonstrate ‘Best Practice’ in our delivery of rowing in Victoria and clarity around the decisions Rowing Victoria makes. It is very important we display transparency in our activity and deliver effective communication to members.

The Rowing Victoria key focus has been directed towards ‘Grass Roots Development’ due to Rowing Australia taking on more of the High Performance Development Activity. This will allow Rowing Victoria to concentrate on building participation numbers and support member retention in the upcoming year.

All activities aimed at our objective ‘grow our base’, are carefully assessed by way of cost analysis and budget forecasts before proceeding

Regular workshops have been conducted with other State Rowing Associations to ensure consistency in the delivery of activities and events and to share best practice initiatives

Rowing Victoria performs monthly monitoring of activity provided to members versus forecasts

Umpires Commission’s Report

Last season was a challenging one for our umpires. Declining numbers mean our umpires are stretched. All regattas were safely covered but sometimes this was at the bare minimum. I thank all umpires for their efforts and continued enthusiasm despite the growing workload. It must be remembered that our umpires are volunteers trying to provide safe and fair competition in the sport we all love. Over the last couple of years much thought has been given to increasing the number of qualified active umpires in Victoria. The requirement for clubs to have Level 1 umpires available to assist at regatta has been in place for some time. This has greatly assisted in the running of regattas and although initially seen as a burden is now generally accepted. When the scheme was introduced it was hoped that a reasonable number of people would progress to the next level and become fully qualified umpires. Unfortunately only a very small number have progressed and it has not been enough to arrest the decline in umpire numbers. Other ‘soft’ recruiting methods have also been insufficient. The reason Rowing Victoria provides umpires to regattas is to maintain the safety, consistency, quality and fairness of regattas for the benefit of all competitors and clubs and schools. The Umpires Commission has recommended to the RV Board that all clubs be required to have qualified and active Level 2 umpires on their books. Schools will also be encouraged to have Level umpires registered. The minimum number of umpires each club would need to have will be related to its size and equivalent to the votes each club has at a General Meeting. Big clubs will need to have at least five active umpires on the books, small clubs and schools only one. The system will be phased in over 3 years to allow for training. This is the only way to provide the number of umpires required. A new uniform has been approved and will be introduced next season. We have adopted the RA uniform style and colour scheme, with both RA and RV logos. As our accreditation scheme is now national (NOAS) we felt it made sense that we use the national uniform. While full adoption of NOAS is mired in details we have pushed on with developing a methodology for maintaining and recording accreditations. In the coming year we hope to see this integrated into the national system.

The Victoria Olympic Committee recently awarded Reg McKay the Julius Patching Award in recognition of his many, many years of service to rowing as an official and administrator. This is one of the highest honours in Victorian sport and we congratulate Reg on receiving this award, it is richly deserved. I would like to thank Robin Burrows, Rod Florence, Greg Falk, David Grubits, and Rob Allen for their efforts on the Umpires Commission. Greg Falk threw himself into the role of regatta manning coordinator and did a great job. Rob Kemp and Rob Allen have studiously been maintaining the NOAS accreditation system for the last couple of seasons. This little piece of bureaucracy is rather cumbersome but we are very grateful to Rob & Rob for the work they do. Rene Klupacs as a member of the Rowing Australia Umpires Commission provided us valuable liaison with the national level. Again this year a number of umpires assisted with the Level 1 training program, thanks to John Nichols, Robin Murphy, Rob Kemp, Greg Falk Rene Klupacs, Rod Florence, Robin Burrows. The support of the RV staff is much appreciated, thanks to Nick Gall, Ross Paul and especially Alice Evans for all their effort and the support they give to our umpires. At this stage the make up of the Umpires Commission will be unchanged for the coming season. Robin Burrows has done a great job as Secretary for a number of years, however he has indicated he will have less time available so some of his tasks will be reassigned. The season ahead will again be long and demanding with the added challenge of training a new wave of umpires drafted from clubs and schools. Financial Report

the year of $35,630 and growth in the value of the investment portfolio of $28,124. During the year there was a major restructure of the share investment portfolio to better position it for both growth and income; the closing value of the share portfolio was $677,810. Notwithstanding it’s significantly lowered cost base the Board believes that RV is well positioned to deal with a number of challenges in 2011/12 including several new staff and a significant workload including the hosting of the Australian Masters Championships in May, 2012. Going forward the Board will continue its policy of budgeting for a better than breakeven position while endeavouring to keep increases in fees and levies to a minimum. I am pleased to present the financial statements with this report together with the auditor's report thereon. Rowing Victoria has returned to a sound financial footing after three consecutive trading losses, with a trading surplus for the year of $35,360 (compared to a trading loss for the prior year of $20,763), and a profit on the sale of shares as part of the restructuring of our investment portfolio of $32,054 for a net surplus for the year of $67,684. The principal sources of this improvement are the restructuring of our office operations, the takeover by Rowing Australia of our Elite Development activities and the careful management of RV conducted events such as our State Championships. Revenue from operating activities has fell significantly to $995,128 reflecting the one-off effect of the conduct of the Australian Championships in the previous period. Net assets of the association have risen by $69,636, to $1,100,469 with the major items being the surplus for

ROWING VICTORIA INCORPORATED NOTES TO AND FORMING PART OF THE ACCOUNTS FOR THE YEAR ENDED 30 JUNE 2011 1. STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES The financial report covers Rowing Victoria Inc. as an individual entity incorporated in Victoria under the Associations Incorporation Act (Victoria) 1981. The financial report is a special purpose financial report prepared in order to satisfy the financial reporting requirements of the Associations Incorporation Act (Victoria) 1981. The Board has determined that the association is not a reporting entity. The financial report has been prepared on an accrual basis and is based on historical costs and does not take account changing money values or, except where specifically stated, current valuations of non-current assets. The following significant accounting policies, which are consistent with the previous period, unless otherwise stated, have been adopted in the preparation of this financial report. Revenue recognition Sponsorship contributions are generally recognised as revenue on receipt except for specific

sponsorships or donations for which the Association has received a commitment from the sponsor or donor.

Proceeds from additional activities are recognised on receipt. Interest revenue is recognised as it

is earned. Donations and dividends are recognised when the Association receives control over the related funds.

(b) Plant and equipment Each class of plant and equipment is carried at cost less, where applicable, any depreciation. The depreciable amount of all fixed assets, is depreciated on the diminishing value basis over

their useful lives to the association from the time the asset is held ready for use. The depreciation rates used for each class of asset are: Office equipment 7% to 40% Regatta and rowing equipment 7% to 50%

The carrying amount of plant and equipment is reviewed annually by the association to ensure it is not in excess of the recoverable amount of those assets. The recoverable amount is assessed on the basis of the expected net cash flows which will be received from the assets’ employment and subsequent disposal. The expected net cash flows have not been discounted to their present values in determining recoverable amounts.

Employee benefits

Provision is made for the association’s liability for employee benefits arising from services rendered by employees to the end of the reporting period. Employee benefits that are expected to be settled within one year have been measured at the amounts expected to be paid when the liability is settled. Employee benefits payable later than one year have been measured at the net present value of the estimated future cash outflows to be made for those benefits. In determining the liability, consideration is given to employee wage increases and the probability that the employee may not satisfy vesting requirements. Those cash outflows are discounted using market yields on national government bonds with terms to maturity that match the expected timing of cash flows

Trade and other payables

Trade and other payables represent the liability outstanding at the end of the reporting period for goods and services received by the association during the reporting period, which remain unpaid. The balance is recognised as a current liability with the amounts normally paid within 30 days of recognition of the liability.

Cash and cash equivalents Cash and cash equivalents include cash on hand, deposits held at call with banks and other short

-term highly liquid investments.

Financial assets Investments held are originally recognised at cost which includes transaction costs. They are

subsequently measured at fair value which is equivalent to their market bid price at reporting date. Movements in fair value are recognised through an equity reserve.

(g) Inventories Inventories are measured at cost, adjusted when applicable for any loss of service potential. Goods and services tax (GST) Revenues, expenses and assets are recognised net of the amount of GST, except where the

amount of GST incurred is not recoverable from the Australian Taxation Office. In these circumstances the GST is recognised as part of the cost of acquisition of the asset or as part of an item of expense. Receivables and payables in the Balance Sheet are shown inclusive of GST.

Impairment of assets

At the end of each reporting period, the association reviews the carrying values of its tangible assets to determine whether there is any indication that those assets have been impaired. If such an indication exists, the recoverable amount of the asset, being the higher of the asset’s fair value less costs to sell and value-in-use, is compared to the asset’s carrying value. Any excess of the asset’s carrying value over its recoverable amount is expenses to the income statement.

Available for sale financial assets

All investments are classified as available for sale financial assets. Available for sale financial assets are reflected at fair value unless the fair value cannot be reliably measured. Unrealised gains and losses arising from changes in fair value are taken directly to equity.

Key estimates Impairment

The association assesses impairment at the end of each reporting date by evaluation of conditions and events specific to the association that may be an indicative of impairment triggers. Recoverable amounts of relevant assets are reassessed using value-in-use calculations which incorporate various key assumptions.

No impairment has been recognised in respect of assets.

The board has determined the association is not a reporting entity and that this special purpose finan-

cial report should be in accordance with the accounting policies outlined in Note 1 to the financial state-

ments.

In the opinion of the Board the financial report:

(a) Presents a true and fair view of the financial position of Rowing Victoria Incorporated as at 30

June 2011 and its performance for the year ended on that date.

(b) At the date of this statement, there are reasonable grounds to believe that Rowing Victoria In-

corporated will be able to pay its debts as and when they fall due.
