Introduction

The 2008 United Way of Waterloo County Donor Survey was a mail survey of donors who donated in 2007 as identifi ed by United Way of Waterloo County. United Way of Waterloo County selected a mail survey as the most appropriate method to reach leadership givers, and allow for a suffi cient number of questions (more than what would be feasible with a telephone survey). Also, the mail survey provides an opportunity for all leadership givers to participate, where a telephone survey would only randomly contact a sample of donors. Some of the objectives for this survey include:

1) Understand the awareness and perception of how well United Way of Waterloo County fulfi lls their mission

2) Examine why donors give to United Way of Waterloo County3) Evaluate the importance of issues to be addressed by United Way of Waterloo County4) Measure satisfaction with the recent employee campaign5) Discover donation plans for United Way of Waterloo County and other charities6) Obtain basic demographic information about the leadership givers

Approximately 2,100 surveys were mailed to United Way of Waterloo County donors in February 2008. This report is the narrative summary of the research. There are two main sections to this report: the Survey Results section presents the results to all of the survey questions, grouped by subject; the Conclusions section outlines some of the implications of the research.

Survey Instrument

Survey Methodology

The 2008 United Way of Waterloo County Donor Survey included 46 questions about United Way of Waterloo County, United Way contributions and donating habits, communication, social issues, fundraising, and demographic information. The questions included various types of formats including yes/no, open-ended response, and pre-defi ned choices. The survey was four pages in length.

Perspectives Consulting Group, Inc. worked with the staff of United Way of Waterloo County to identify the issues and develop the survey questions. Perspectives Consulting Group, Inc. then assembled and ordered the survey questions. The survey instrument is included for reference in the Appendices.

Survey Execution

Approximately 2,100 surveys were mailed to donors of United Way of Waterloo County on February 6, 2008. Included with the survey was a cover letter on United Way of Waterloo County letterhead explaining the purpose of the survey and asking the donor to participate. Also enclosed with the survey was a business reply mail envelope (postage paid by Perspectives Consulting Group, Inc.), which the donor could use to return the survey to Perspectives Consulting Group, Inc.

The cover letter asked donors to return the survey by February 22, 2008, two-and-a-half weeks after the initial mailing. As of March 14, Perspectives Consulting Group, Inc. received a total of 279 surveys. The return rate was approximately 13.3%. Additional surveys were returned that were incomplete or unusable. These surveys were not counted in the return rate.

Based on the number of donors and the number of surveys returned, a confi dence level and confi dence interval can be calculated. In statistical terms, the confi dence level is the likelihood that if the survey were replicated the results would be the same. The confi dence level for this survey is 95 percent, meaning 95 times out of 100, this survey would produce substantially the same results as achieved this time.

The confi dence interval is the range any answer could vary from the actual value. This is the “+/- xxx percent” margin of error value that pollsters reference. In this case, the 2008 United Way of Waterloo County Donor Survey has a confi dence interval of +/-6 percent. Therefore, the answer to any question on the survey is within plus or minus 6 percent of the actual value. When comparing two responses to a question any difference of less than 12 percent needs to be examined carefully since statistically the difference could be considered negligible.

Somewhat favorableAlways room for improvement Contributed at work which is in Waterloo County. Wanted my contribution to go to Irving County where I live. Wrote that designation on sign-up form! Do not know how much my recipient actually gets, used to get a note telling me how much they got Excellent cause overall and well organized Focused attention to Waterloo County General slight mistrust of UW in general, not specific to Waterloo County Have not heard anything negative (2 respondents)Have read or heard little about United Way of Waterloo County in the past year. If given the choice in number one, I would have chosen "neutral." Helps a lot of good organizations (2 respondents) I assume United Way supports programs we value such as Traveling Doctors of Waterloo County and Meals on Wheels I do not live in Waterloo County (2 respondents)I do not see enough where specifically my money went. Maybe a newsletter would help. I don't have specific knowledge of it's impact; only general sense that it collects money for good causes and services I don't know a lot about you (3 respondents)I don't receive any information about them until they want an additional donation. I live in Russell County and work in Waterloo County. I know some of the agencies that receive funds from United Way I know very little about United Way, but they appear to have something to do with nearly every local volunteer organization I question what percentage is given to community and what percentage is for administration costs to United Way staff I wish they would be more honest in how they report campaign reports. They need to separate designated gifts from unrestricted gifts. I would like United Way to take a strong stand against discrimination based on sexual orientation Impression derived from conversation with others In time past, we could designate where we wanted our donation to go. Now there is no choice. I like knowing where my donation goes. I give independently now, not to United Way. Involvement has been primarily on a professional level, so I haven't had a chance to see all aspects necessary to give a higher score I've heard positive feedback Misuse of funds Not much heard about what United Way is doing Other charitable organizations are more personable Overall service/support of community; has a good reputation Profile may be too low, lack of emphasis on allocation Resources are spread thin making less of an impact in a few key areas Serving many organizations in our community, while there are many others that could still use help Solid support of community needs Strives to meet mission, sometimes too much focus on public relations and image Their mindset is too demanding; approach is entitlement There are so many worthy causes and some are more important to my life circumstances than others and unfortunately, several rank above United Way. They cater to mostly prestigious citizens of the community and kind of ignore us less important people They do good work - most of the activities go unnoticed; need greater visibility They help many people (4 respondents) They provide for other agencies in the area and show concern - seem to be somewhat lacking in Sherman County They support Boy Scouts and other clubs United Way is a good conduit for financial aid distribution

1 RespondentCommunication and thanking both need more work, although I don't expect a thank you! Do not know what impact my dollars made and it is not communicated well Haven't heard about the impact or received a thank-you Haven't received an annual report How much is this survey costing? What a waste. I am a contributor for 42 years, no recognition or thanks at all I am retired - was not contacted during drive for funds I continually give, but never hear anything I contribute to the Sickle Cell Foundation and don't feel the just amount goes there I do not recall ever getting feedback from United Way other than during recruitment drives. It's not a personal feeling, it's more like a "good" black hole. I don't receive a newsletter I don't think I've ever been thanked for my contribution after I've made it I feel your funding is traditional rather than through evaluation I have never read a UWWC financial statement I pretty much know what to expect. Every time school starts, we watch the video and they pass out the forms. Some videos are better than others. I'd like to be surprised to feel like I'm a part of something bigger than me, something cutting edge. I wanted my contribution to go to Irving County and was told that it could I was not thanked by UWWC, I was thanked by the specific agency Lack of personal contact, advertising, and promotion My check, which was given in October, was not cashed until January, making balancing my checkbook annoying. No thank you letter was received, only a donation statement - pretty cold. Never actually received a thank you No literature sent to me letting me know what UWWC is doing in the community. Probably the broad nature of UWWC makes it hard to communicate what is done simply. Probably I don't remember what was written in the yearly request for money. The letter listing my contribution had the decimal point in the wrong place, thus showing a contribution of $52 instead of $520 Their attitude is "you owe me" - turns a lot of people off There is very little public news about United Way There was no DVD (ours wasn't working) so we didn't get a chance this year to hear the stories and know who is impacted (probably not your fault, but a more prepared person could improvise and tell the stories) They do not report outcomes. They never contact me personally and I am a leadership giver Too many officers being paid lots of money Too much of an overview - would like a few specific examples of meeting critical needs Translation give between dollars donated and potential numbers served Two times in the last 4 years, my payroll deduction for UW stopped because of the way pledges were taken at work. We used to have a brief presentation on UW and turned in a pledge card. Now must be shoved in with junk mail, no presentation.

I don't like being strong-armed at work I don't think I've ever been thanked for my contribution after I've made it I felt the little stories featuring real people in the inset of the paper were very effective feedback, if you read the paper. It's something I do, but I'm not motivated to do it because of the presentation. It’s more because of what I saw my parents do. I get feedback I give now to the veterans and police I have more satisfaction in giving to causes I more strongly believe in I like choosing my specific charities and I see more directly their impact I only learned as a board executive, the scope of what is offered to the community in the way of services I prefer to give directly to the charities I support I was not thanked by UWWC, I was thanked by the specific agency I would want to receive a newsletter It's hard for United Way to give me a better experience than God gives me Live in Russell County Lots of pressure at work, have no idea who gets what and when My check, which was given in October, was not cashed until January, making balancing my checkbook annoying. Not a bad statement about United Way of Waterloo County No receipt for taxes None of my other contributions went to fundraising expense Not communicated Not your fault Only get annual statement Other charitable organizations are personable Other charities provide feedback and thanks Other organizations I support, money goes directly to benefit a family or friend's fundraising efforts. United Way donation comes out of biweekly paycheck with little thought as to how or where money is used. 1 RespondentAgency needed extra money for capital campaign And I am an active blood donor and the excessive need for disaster relief Because I at least know they get something, how much I have no idea what they get of what I give Because I believe in the YMCA and know they help people (kids) Because I don't support all the agencies that United Way funds Because I know if it's needed and how the money will be used Because of the commitment to children and their needs Believe in most important charities! Beneficiary of those agencies - children Can see outcomes Victim’s United - because battered women and children need our help Victim’s United makes a real impact in the lives of women and children who are abused Certain areas, mental health and the aging population, hold special meaning for me Feel cancer research is important Great need of agency I am a member of that agency's board I am a senior now I believe in the agency I work for and know it is money well spent I believe strongly that a battered woman needs the help before the scouts do I have a personal relationship with an agency I have not been able to do this for the last 3 years I like the choices given to specific areas; as a retiree I depend on the media for the drive I now split I see what the agencies do on a first-hand basis I split my donation up because I want to limit what goes to administration I trust this organization and value their mission I want it to go to more adult areas - they are overlooked - child related areas are always in the need I want to know it is being used to help people, not to push papers around an office I was helped by them Involved with Mankato House It's an easy way to give to groups that are important to me. I like to know specifically where my money is going. Irving County - I live there and there are less people to contribute there than in Waterloo County Know the agency does good work for what I am interested Like what Soup Kitchen does Love for some specific programs Meals on Wheels is a needed service for the elderly My husband and I volunteer at St. Paul’s and see first-hand what a great job they do One of the agencies a family member works for; the others impacted me personally Past experience with company/agency So I knew where it was going and stayed within my community Strong management, I know funds are going to be used appropriately They met my ideas of what charity should be UWWC does not have a priority or a plan for the community impact - just a pass through for funds. So I'll pass them through. Was implemented getting it started Worked to ensure continued funding for that program

Respondents were then asked what would motivate them to increase their contribution to United Way of Waterloo County. Responses given include:

49 RespondentsIncrease in income

6 RespondentsAbility to give

2 RespondentsFinancial stability If I had more to give, I would If I were employed

1 RespondentA decision to increase the total amount I give to charity over the year A personal connection A stronger stand with member agencies (i.e. Boy Scouts) regarding discrimination based on sexual orientation Accountability Already at 10% Already did increase it Already give enough, over $8,000 through the last 41 years As a retired person, I cannot give any more As I learn more about the recipients of the funds and if I feel like my contributions are making a positive difference At my limit Being made aware of needs and member agency goalsBelieving an increased contribution would make a specific difference to an agency whose work I value Better business climate Better relationship with Christian organizations Clean, convincing evidence of greater need and likely success Depends on my funds available Directly needing the services of one of the organizations for me or my family Even more Financial circumstances at home Find the Fountain of Youth - I'm 90 years old! Hit the lottery I can't increase it at this time I gave all I could afford to I give to other groups, so I spread donations around I give to the same charities whether through UWWC or outside of it. I do UWWC because my employer encourages it and I would give it anyway I increased commensurate with my earnings I probably wouldn't at this time because I'm close to retirement I usually increase $1 per pay per year I wanted to contribute a certain amount to a specific charity and also give some to the general fund I was asked by Dave White to increase my contribution I will never give again I would not increase as I am comfortable with my contribution If I knew people like my son without health care could get the care and help with the medical funds If some serious needs arose or new programs needed to be implemented that I felt very strongly about If UWWC worked on targeting a few highly needy agencies I'm giving my fair share

1 Respondent - continuedImpact it could make Improved economy In order to do so, I would need to have a better job or work full-time Information on how the money is benefiting community organizations Involvement with United Way - If involved you give and give more Just have a certain percentage taken from my checks. I made more so you got more. Matching funds More actively involved More connection to a specific purpose or use of my donation. My kids and I don't see where the money is going. More contests, pins, recognition. More detailed information about the finances of UWWC More effective events More honest campaign reporting - need to talk about the real issue - not enough unrestricted dollars More information on activities and results of those activities More of the same involvement by board Motivated to help local needs My husband wanted to give also, we raised my gift to gift to do that My increase is due to my experience. I would give more if I could. My money actually going where designated or give a good reason why it didn't Need to see United Way dollars at work Nothing, I am on a limited fixed income - Social Security and a retirement pension Nothing, I base my gift on what I earn Nothing. Through my participation in Kiwanis, I have helped UWWC in its annual Day of Caring. Notices on time Outreach programs Perhaps feedback about benefits. But maybe not. Also, giving to Boy Scouts more. Stop cutting them. Start adding them. Probably nothing. I have specific charities I donate directly to. Any increase will to go them. Reduced obligation to other charities, especially to the MADD Retired and live away from Waterloo County half the time Retired; giving will depend on financial ability Some idea of what my money is doing Special interest Special need or impact area that I can relate personally to Specific information about what my money does To be able to designate what/where I would like my donation to go Usual increase - the car incentive also Winning the lottery or "selling my kids" Would like to see a report on the actual dollars that each organization receives

Respondents were provided with an opportunity to include any comments, concerns, or suggestions. Comments by respondents include:

1 RespondentA lot of how I feel about United Way comes from watching my parents contribute and be involved when I was growing up - like a family tradition. Anything else UWWC can do to bolster the mental health programs/needs of the community would make a significant impact Because we are new in the community, I left many questions blank (no knowledge on which to base an answer) Campaigns are done at workplace - distribute things like this there too and give $.82 per person. I find that a waste of fund money! I think overall, United Way does a great job and I am proud to be a part of it all. Do more updates and information through website and emails - saves postage and related costs to apply to current needs. Do you provide a memorial of people who receive services from a UWWC agency but passed away - just a list of names in a donor newsletter and only at the end of the year? Don’t wait until January to cash checks Filling this out makes me realize that I know nothing. However I’m not sure I want to know more. This contribution feels like my good citizenship, not a personal gift. I am a Sherman County resident. I do contribute to the United Way and have for many years. Thanks.I am interested in seeing the results of this survey I am not sure I understand or care for the combining of some functions with Sherman County I commute to Pratt. The only reason I started supporting UWWC instead of Pratt United Way is that a UWWC volunteer handed out information and contribution forms at Metro Station. She convinced me to contribute locally. I could not answer all the questions. To be honest, I don’t know what United Way of Waterloo County does with donations in the community. Just would like to know the “how and where” at times. I don’t believe receptions, gifts, etc. should be given to donors unless the cost is underwritten I don’t like surveys - especially this long and repetitive I don’t need to be thanked for my contribution, I hope that new organizations are considered for my contribution. I have always donated to United Way. Just started working in Waterloo County five years ago I have given to United Way for 40 years, as I have moved around. Great organization. I have witnessed some organizations that receive money from United Way use it in very unintelligent ways. That is why I only donate to a specific organization I hope that this consulting group is doing this survey for free. I live and give in Russell County. This is what I signed up for years ago. Now I wonder where my money went for the last 38 years!I think it is important when you ask “Would you like to volunteer?” that an effort is made to seek these people out. Also, who wants to give when you can’t even acknowledge your donors? I think this is a very good survey - should provide some useful results I will retire in two years and will no longer donate. Couldn’t you have found a way to keep this money in Waterloo County? Miscellaneous Comments

Last year, I read an article in the local newspaper about the United Way of Waterloo County supporting an effort to have the President and Congress approve additional funding for health care for needy children and others. I believe the program was called SHIPP (or something like that). It was not that the President wanted to eliminate or cut funding, the question was how much additional funding should be provided. There were legitimate reasons to restrict the amount of additional funding. This issue became very political and emotional. As a nonprofit organization, I do not feel the United Way should be taking positions on such issues. While both sides may have good reasons for their positions, the United Way should remain independent. Maybe a letter once a year to show how contributions are helping this community. Money should not be wasted with too much communication. Need to honestly address the problem with designation and the impact on allocation. UW is not raising enough unrestricted dollars - agencies are going to lose interest Please keep up the good work Put Impact in Sherman County located in Preston back on your list and I will give again Show results! Show programs that benefitted, not just agency. Communicate that United Way dollars are needed to assist agencies - most seem they do not need United Way dollars. Survey only once every 5-10 years - save our money! Thank you Thanks! The staff is genuine and efficient - caring. However, they take care of business. Good leaders and role models. This form is way too long - needs to be more concise for people to take the time to fill it out! If you want a lot of feedback, shorten this! To Whom It May Concern: Thank you for your recent survey regarding the United Way. I am hard pressed to complete this survey because I don’t know how to answer the questions. In reading through the questionnaire, I realize I don’t know anything about what the United Way does. I never hear anything about how the money was spent, whom it was spent on, or to what benefit my donation made to the community. In fact, after I send in my check, I never hear anything from the United Way until they want money again. I’m beginning to realize that this doesn’t make any sense. I’m not sure why I am giving money except on the reputation of the United Way. Maybe this needs to be reconsidered.Understand from someone involved with United Way that Sharon Kish has done a great job United Way is a wonderful organizations that does a lot for a lot of people. I am grateful and proud to be a contributor to your organization! UWWC has a dynamite Board of Directors. It is an honor to serve UWWC. I no longer live or work in Waterloo County, which is the only reason I will not be a future donor. Best of luck in the future. We need successful UW campaigns for nonprofits! When the campaign materials came out, there is no statement of the current pledge or payroll deduction. This makes renewing or increasing a hassle - having to look it up. When you designate, I think we should go back to receiving letters so you know the designated charity did receive it. Why is my survey about UWWC being sent to Michigan? Can’t you use a Waterloo County agency or company? Will UWWC have a town meeting to discuss future efforts in communities in Waterloo County? Could a dialog be established with concerned contributions?

Conclusions

Based on the results presented in this report, the following conclusions have been developed:

Donor Demographics. While over half (54.1%) of respondents were age 50 to 64, nearly twenty percent (19.3%) of respondents were age 65 or older. Three-quarters (78.9%) of respondents are employed full-time, and nearly half (46.7%) of respondents have a household income of $100,000 or more.

In addition, sixty percent (59.9%) of respondents are long-term donors to United Way of Waterloo County (16 years or more). This indicates that respondents have developed a loyalty to United Way of Waterloo County.

Overall Opinion. Ninety-seven percent (96.8%) of respondents have a very favorable or somewhat favorable overall opinion of United Way of Waterloo County. Just over two percent (2.5%) of respondents have a somewhat unfavorable or very unfavorable opinion of United Way of Waterloo County. When respondents with a somewhat unfavorable or very unfavorable opinion were asked to explain why, the most common responses referenced funding choices.

Similarly, when asked how well United Way of Waterloo County is achieving its mission, 89.6% of respondents said very good or good, and 8.2% of respondents said fair. In fact, there is a strong correlation between United Way of Waterloo County achieving its mission and favorable overall opinion. Respondents age 65 to 74 rated United Way of Waterloo County signifi cantly better in achieving its mission, suggesting that older givers have a better perception of United Way of Waterloo County.

Eighty-three percent (83.1%) of respondents are very satisfi ed or satisfi ed with the value they receive in return for their contribution. However, this leaves 15.8% of respondents who are dissatisfi ed, very dissatisfi ed, or neither satisfi ed nor dissatisfi ed. This percentage is higher than the percentage of respondents with an unfavorable opinion and the percentage of respondents who do not feel United Way of Waterloo County is achieving its mission, indicating that respondents are questioning the value of their contribution despite an overall favorable opinion.

Conclusions

Expectations. Respondents were asked to rate their personal experience with United Way of Waterloo County in fi ve different areas. These areas, in order from best rating to worst rating are:

• Thanking you for your contribution• Effectively using your contribution to make a difference• Process of donating/campaign/fundraising• Overall giving experience• Communicating impact of your contribution

The personal experience area, “Communicating impact of your contribution,” has the highest percentage of respondents who indicated that United Way of Waterloo County did not meet expectations (12.5%). This shows that respondents would like more information about what their contribution does in the community. Furthermore, there are no signifi cant demographic differences in this area, indicating that respondents feel the same across all demographic groups.

Respondents were asked to rate the same fi ve areas, compared to other charitable organizations they support. Again, “Communicating impact of your contribution,” received the lowest rating, with the highest percentage of respondents indicating that United Way of Waterloo County is less favorable than other charitable organizations (14.3%).

Communication. When asked if they recall receiving information from United Way of Waterloo County about how their contribution is being used, 62.7% of respondents said yes. This is a large difference from the rating of “Communicating impact of your contribution,” in which 83.9% of respondents said that United Way of Waterloo County exceeded expectations or met expectations.

Respondents were also asked if they were thanked for their 2007 contribution to United Way of Waterloo County. Eighty-seven percent (87.1%) of respondents said yes. This is similar to the 91.4% of respondents who indicated that in their personal experience, United Way of Waterloo County exceeded expectations or met expectations in thanking them for their contribution.

When asked how often they would like to receive information from United Way of Waterloo County, over half (52.0%) of respondents indicate they would like to receive information at least twice a year. The most common information that respondents would like to receive is information on the impact of their contribution.

Conclusions

Contributions. While sixty percent (60.7%) of respondents increased their contribution to all charitable organizations, only 44.8% of respondents increased their contribution to United Way of Waterloo County.

When asked about the amount of their 2007 charitable contributions, 54.5% of respondents said they give $100 to $500 to United Way of Waterloo County, while only 2.5% of respondents gave $5,000 or more. However, when asked about their total charitable contributions, 24.0% of respondents gave $5,000 or more. Of those who gave $5,000 or more to all charities, only 10.4% gave $5,000 or more to United Way of Waterloo County, and 47.8% gave $100 to $500 to United Way of Waterloo County. This shows that while respondents have the means to give large amounts, their contributions are being made to organizations other than United Way of Waterloo County and there is opportunity for United Way of Waterloo County to increase their donors’ investment.

In fact, of the 279 donors who completed the survey, 126 did not increase their contribution to United Way of Waterloo County, of which 52 respondents (41.3%) gave more to all charities. Of those 52 respondents who increased their contribution but not to United Way of Waterloo County (from hereon referred to as ICBNUWWC respondents), 7.7% said United Way of Waterloo County exceeded their expectations compared to 19.4% of all respondents, and 13.5% said United Way of Waterloo County is more favorable than other charitable organizations compared to 26.5% of all respondents. Furthermore, ICBNUWWC respondents, 71.2% gave one percent to ten percent of their total charitable contributions to United Way of Waterloo County compared to 40.5% of all respondents. This indicates that United Way of Waterloo County needs to increase donors’ investment in United Way of Waterloo County. Also, ICBNUWWC respondents, 26.9% are retired, compared to 10.8% of all respondents. This still leaves three-quarters of respondents, however, that are employed.

In addition, it is interesting to note that 98.1% of ICBNUWWC respondents were thanked for their 2007 contribution, compared to 87.1% of respondents. Therefore, thanking donors does not provide enough motivation to encourage them to give more.

Workplace Campaign. Respondents who had participated in a 2007 workplace campaign were asked about their overall satisfaction with the workplace campaign. While two-thirds (68.3%) of respondents were very satisfi ed or satisfi ed, 8.0% of respondents were dissatisfi ed or very dissatisfi ed. However, when asked how the workplace campaign infl uenced their contribution, only 2.5% of respondents said that their contribution was negatively infl uenced. One-third of respondents (36.2%) were infl uenced at all (positively or negatively) by their company’s workplace campaign, while two-thirds (63.9%) of respondents were not infl uenced by the workplace campaign.
