Haz-Mat Team Basics

The Chagrin / Southeast Haz-Mat Response Team is operated by the Chagrin/Southeast Council of Governments. The team was formed in 1990 to assist local fire departments in responding to incidents involving industrial chemicals. The team consists of 30 specially trained firefighters certified as Hazmat/WMD Technicians. In addition, 5 of our members are trained as Hazmat Specialists with intensive training in Rail Tank Cars, and /or Highway Cargo Tanks.

Every team member has completed hundreds of hours of training in chemical identification, instrumentation, packaging, chemical and physical properties of materials, chemical protective clothing, spill control and fire control. In 1995, the team was also tasked with response to Confined Space Rescues. The team purchase equipment and conducted training to meet the challenge. In 1999, prior to the events of Sept 11, 2001, the Chagrin/Southeast Haz-Mat Team began special Domestic Preparedness training for response to terrorist incidents. All of our team members are currently trained a WMD Technicians, and fifteen team members have attended specialized federal training centers to learn about response to terrorist bombings, chemical weapon attacks, biological weapons and radiological attacks.

Since the terrorist attack of 2001, the focus of the team has changed. More than half of our training and much of our equipment is specific to terrorism response. Our team members have adapted well to this challenge and we are prepared, along with the other haz-mat teams in our county, to defend our communities against the unthinkable. Our team maintains close relationships with the other haz-mat teams of Northeast Ohio. We have mutual aid agreements with Lake County, Portage County, Summit

County, Westshore Hazmat, Southwest Emergency Response Team and have close working relationships with the City of Cleveland and the Geauga County Hazmat Team. We continue to exchange services with the Hillcrest Technical Rescue Team and the Heights Area Special Rescue Team. We provide their communities with haz-mat emergency response and they provide our communities with technical rescue response. This regional approach to hazmat and WMD response, as well as technical rescue, is cost-effective, maintains a high skill level and insures our communities are ready to respond.

June 2007 – Joint County Exercise With Bedford Heights Fire Department, Bedford Hts Police Dept, American Red Cross, Bedford Heights Waste Water Treatment Plant. Chlorine leak from a one ton cylinder causing a respiratory injury to an employee. Hazmat Team members rescued the employee, performed emergency decontamination, capped the leaking valve and mitigated the hazard. First responders set up zones and evacuated downwind residents.

o Conducted quarterly meetings with other Hazmat Team Leaders and EMA Directors from EMA Region 2, including Ashtabula, Lake, Geauga, Cuyahoga and Lorain Counties to discuss common goals, regional funding opportunities and interoperability for large scale incidents

• Major Training Initiatives

o Six hazmat technicians attended the IAFC Hazmat Teams Conference in Baltimore in May 2007. This is one of the premier hazmat training conferences in the US. This training refreshed their skills and knowledge in numerous areas and was the basis of the training programs offered to our team. Cost reimbursed from HMEP funds.

o Several technicians attended three days at the Center for Domestic

Preparedness in Anniston, Alabama for WMD Technician - Chemical Weapons training, including working with live nerve agent. This course teaches detection, instrumentation, rescue, emergency decon and PPE. Cost reimbursed from UASI funds. We now have more than 25 members who have attended this training, which will allow the team to meet the training requirements to be designated as a Type 1 Hazmat Team.

o Two team members attended the Prevention and Response to Terrorist

Incident Bombing Course in Socorro, New Mexico. All travel and tuition expenses paid by a federal grant.

o In June, the Hazmat Team participated in an LEPC full scale exercise with

the Bedford Heights Fire Department. The exercise was held at the Bedford Heights Water Treatment Plant. It simulated an accidental release of chlorine with an employee injured. The first responders established a hot zone and called for the hazmat team. The hazmat team rescued and decontaminated a victim, isolated and controlled the leak, and established a downwind protective action area. The Bedford Hts Police assisted with traffic issues. The American Red Cross set up a shelter for evacuated victims at the Bedford Hts Community Center. The exercise was evaluated by the Ohio EMA and Cleveland area subject matter experts. The exercise was very successful with many lessons learned.

o Two additional members attended the Dugway Proving Grounds for an

Advanced WMD Training Course. This training worked with live nerve agent and toxins.

o In September, we participated in a joint exercise with Twinsburg Fire Dept

and Summit County Hazmat. The exercise simulated two concurrent incidents in Twinsburg. One was a chemical release at an industrial location, which was handled by Summit County Hazmat, and the other was a train derailment incident which was handled by Chagrin/SE Hazmat.

Annual Ohio Hazmat Teams Conference on November 3, 2007. The conference, held at the Solon Community Center, was attended by over 250 hazmat technicians from hazmat teams throughout Ohio. The program included speakers from around the country. Cost reimbursed from HMEP funds.

All of the tuition and travel expenses for the above training programs were paid for with state and federal grant monies.
