Section One: Introduction The following report is the second official release from the Tokelau 2006 Census of Population and Dwellings. The report contains final population counts based on information collected in the 2006 Census, as well as cross-tabulations of census data for most variables collected in the census. The 2006 Census of Tokelau was conducted on the 19th of October 2006, by both local representatives and Statistics New Zealand staff. Significant planning went into both the collection and output phases of the 2006 Census – with consultation on various aspects of the census (for example, questionnaire content consultation) carried out in Tokelau, Samoa and New Zealand, where appropriate. The 2006 Census questionnaire was based on a standard form developed by the Secretariat of the Pacific Community (SPC), with some changes as appropriate to the Tokelau situation. Tokelau has a unique population composition. A significant proportion of the Tokelauan population are away from the islands at any one time, for various reasons (e.g. healthcare, education). Considerable time and effort has been put into developing effective population measures for the 2006 Census of Tokelau, with a focus on ensuring all usual residents were counted – in particular those who were not present in Tokelau on census night. Core demographic information was completed by the head of the household, on behalf of people who usually live in Tokelau, but were away on census night. Users of the Tokelau census data should be aware that comparability of data across census years may be difficult. Final population count comparisons are not recommended. Collection methodology and population count calculations have varied across censuses. Where possible, future outputs will carry out time series comparisons with 2001 and earlier. These will be comparisons of proportions only (not actual frequency counts). A mean cell size rule was applied to all tables in this report to ensure confidentiality. In some cases, categories within variables have been aggregated to ensure tables comply with the confidentiality rule – and to prevent tables from becoming too sparse. A paper detailing the methodology used for confidentiality in the 2006 Census of Tokelau is available on request from the census manager (see back page for contact details). Following the release of this report, further output releases will be conducted based on data from the 2006 Census of Tokelau. On the 15th February 2007 profiles of each atoll will be released. A final release – the full analytical report, will be available on the 28th February 2007. Data requests and enquiries should be directed to the Tokelau census manager.

Section Two: Population Count Definitions De jure Usually Resident Population Counts These population counts include the usually resident population present in Tokelau on census night count plus usual residents who are temporarily overseas at the time of the census: including Tokelauan TPS employees based in Apia and their families; and usual residents who are temporarily overseas. These population counts are of major interest to Tokelauan users, as they will be used for distributing funds to the three atolls. While the de jure usually resident population counts will be of key interest to Tokelauan users, it is important to convey an understanding of how the other population counts are measured. This will help ensure that users will have the confidence to choose the appropriate population count depending on the situation. The majority of detailed census data will be available for only a subset of the de jure usually resident population counts (see definition below). The usually resident population present in Tokelau on Census night count is the only population that answered the majority of census questions and will therefore be the population for which the bulk of analysis can be done. Usually Resident Population Present in Tokelau on Census Night Count Usually resident population present in Tokelau on Census night counts are counts of all people who usually live in Tokelau, and were present in Tokelau on census night. These counts exclude visitors from overseas and exclude residents who are temporarily overseas on census night. Residents who are in Tokelau and were away from their usual address (i.e. on another atoll) on census night are allocated back to the atoll where they usually live and form part of the usually resident population present in Tokelau on Census night count of that atoll. While the other population counts will mainly provide national and atoll population counts, it is the usually resident population present in Tokelau on Census night count that will be used for most of the detailed analysis. This is because we have full information for these respondents as they have been interviewed using the standard census form. The equivalent of this count is the most commonly used population count in New Zealand.
Census Night Population Counts Census night population counts give a snapshot of the population at a point in time. They are counts of the number of people at the place they were interviewed on census night. This count includes overseas visitors as well as visitors from elsewhere in Tokelau. It excludes Tokelau residents temporarily overseas. Census night population counts are de facto census counts.

Appendix: 2006 Provisional Counts The provisional counts release was a good opportunity to provide some population counts very quickly after census day. This was the first information available from the 2006 Tokelau Census of Population and Dwellings.
The provisional counts are early indications of census night population counts. They represent good quality estimates based on an initial quality checking process, involving using the back page on the census forms (which lists people present in the household on census day).
This means that data used to produce the provisional counts has not been through processing, nor has it been validated. Therefore the ‘final’ census night population counts may differ slightly. = All people present in Tokelau on Census Night – 19th October 2006.
= All names entered on back of census forms and can therefore contain duplicates. Includes overseas visitors, excludes people absent from Tokelau on Census Night.
