AC 04.02 Private Passenger Reform Proposal

The Actuarial Committee should begin discussions relative to a number of issues relating to the private passenger automobile reform initiative which have been recommended for further analysis. Staff will distribute an outline under separate cover to provide some background and to assist the Committee in its consideration of the following issues:

Classification of A-Affordable Insurance Agency in determining high loss ratio ERP status

Inclusion of minimum allowable exposure and withdrawal provisions for ERP deficit sharing during the transition

Development of expense allowance and loss ratio incentive portions of the high loss ratio ERP designated servicing carrier program

Formula for sharing in CAR’s administrative expenses Other assigned risk plan issues

AC 04.03 Private Passenger Rule 12 Credit Methodology

The Actuarial Committee should continue its review of the territory/class matrix methodology for determining Rule 12 Credit Indications. Specifically, the Committee will consider the following:

1. Subsidy Analysis The AIB has completed its study on the rate subsidies by statistical class and territory. (Docket #AC04.03, Exhibit #1) The study is based on the 2003 rate year and was developed using two alternatives and various credibility assumptions. The Committee should review these results in order that the AIB may finalize the subsidy calculation to be used for the 2004 rate year.

2. Credit Methodology

To assist the Committee in its evaluation of the matrix methodology, CAR staff has developed exhibits comparing the Actuarial Committee’s Policy Year 2004 Rule 12 credit selections versus credit indications using the matrix calculations. (Docket #AC04.03, Exhibit #2)

3. Alternative Credit Methodologies Attached is a letter from Premier Insurance Company (Docket #AC04.03, Exhibit #3) requesting that the Actuarial Committee consider alternative credit structures during the private passenger automobile reform transition period.

Other Business To transact any other business that may properly come before this Committee.

TO: Members of CAR Actuarial Committee RE: Private Passenger Rule 12 Credit Methodology Attached are reports which analyze the impact of using the matrix methodology for determining Rule 12 credit indications. Specifically, the AIB has developed two alternatives for calculating rate subsidies by statistical class and territory for the 2003 rate year. Alternative #1 starts with the Massachusetts standard rate class/territory cost-based rates and “unravels” the statistical class level of detail from this result. Alternative #2 determines statistical class/territory cost-based rated directly from the loss experience. Using both of the alternative subsidy calculations, CAR staff has prepared resulting policy year 2004 credit indications as follows:

Determine a weighted average of the standard and compulsory package subsidies per the AIB subsidy analysis. Weights are calculated using a distribution of exposures by limit, and are available by territory and class upon request.

Incorporate the $185 value of a credit, consistent with the Actuarial Committee’s selection for policy year 2004.

All other parameters restricting the credit indications have been eliminated in this initial calculation including the cap of 9.0, restrictions on increases and decreases in credit values, and restrictions on adding and removing credit-eligible cells.

These credit indications are then compared to the Actuarial Committee’s selections for the policy year 2004 credit offer, to assist the committee in their discussion regarding a transition to the matrix methodology. The following summary reports are attached:

Comparison of potential credits by territory: This report summarizes the actual policy year 2004 potential credits by territory, including additive classification credits available in each territory. A comparison to the indicated available credits under each of the two matrix alternatives is then provided.

Comparison of potential credits by classification: This report summarizes the actual policy year 2004 potential credits by classification, including additive territory credits available in each class. A comparison to the indicated available credits under each of the two matrix alternatives is then provided.

o Resulting additional credits available: 23,859

o Resulting available credits eliminated: 450,832
