    F O R E W O R D The 2002 Commodity Flow in the Philippines is an annual publication of the National Statistics Office, which provides comprehensive statistics on regional commodity flow by mode of transport. This publication contains detailed statistics on the quantity and value of coastwise, air and rail trade by commodity, port of origin and destination. Data on the inflow and outflow of commodities in the different regions are used to construct inter regional and inter-industry relation tables. These serve as bases in the formulation and implementation of the various regional development programs like countryside development and port planning. The National Statistics Office acknowledges with sincere thanks and appreciation the support and valuable assistance extended by the Philippine Airlines, Asian Spirit, Air Philippines, the Philippine National Railways, the Philippine Ports Authority, and the various shipping companies in the collection of the source documents needed in compiling domestic trade statistics.     EXPLANATORY NOTE Background The National Statistics Office (NSO) has been recording the movement of commodities by port of origin and port of destination since 1968. The system used for generation of statistics was the Integrated System for Coastwise Shipping Statistics (ISCSS) revised by heads of NSO, National Economic and Development Authority (NEDA), Bureau of Customs (BC), Philippine Ports Authority (PPA), Maritime Industry Authority (MARINA) and Ministry of Public Works, Transportation and Communication (MPWTC). On October 1,1976 the NEDA, NSO and Philippine Airlines (PAL) agreed that PAL revised the air waybill (AWB). The project operationalized the collection and processing of data on commodities flowing through the air transport system star ting September 1977. The NEDA and NSO personnel organized a working committee with the Phillippine National Railway (PNR) to improve the data system on railway statistics. This committee worked on the revision of PNR forms, Daily Report of Waybills Forwarded (DRWF) and the Express/Freight Shipping Order, to make them appropriate data gathering instruments for Rail Trade Statistics. The PNR implemented the revised DRWF in October 1977. On the following year, the system for the collection and processing of rail commodity flow statistics was operationalized. NSO gathers information on the movement of commodity within the Philippines to enable policy-makers to monitor the domestic trade. With proper interpretation of this precious information, one may peep into the future of domestic trade and pinpoint the next growth areas in the country. To hasten the processing and generation of domestic trade statistics, the NSO has brought the manual and computerized processing technologies to its regional (field office) and provincial offices. For this purpose, the Domestic Trade Statistics System (DOMSTAT) was developed by the Information Systems Development Section, Information Resources Department. The software was designed to facilitate processing of air trade, rail trade, coastwise cargo trade and passenger administrative documents. The DOMSTAT is actually an integration of four systems (or subsystems) that process the different types of documents. The duration of systems development was from October 1993 to January 1994 and in January 1995 with the DOMSTAT version 2.0. It was started and implemented in the year 1995. On the same year, the maiden publication under the DOMSTAT SYSTEM was created and 1994 DOMSTAT data files were used. With its carefully designed user interface, the DOMSTAT ably facilitates the generation of domestic trade statistics until the present.

    Coverage of Commodity Flow Data

    The domestic trade data contained in this report pertains to the flow of goods through airports, seaports and railway stations in the country, whether for government or private use, or for commercial purposes.

    Coasting manifests were collected from major ports and other active seaports listed by PPA all over the country. Fishing ports are excluded in the compilation of data.

    Goods transported by vessels of the Philippine Navy, fish and other marine products landed direct from the sea, service cargoes for consumption of the vessel and cadaver are excluded from the data.

    The air waybills were collected from the Philippine Airlines (PAL), Air Philippines and Asian Spirit operated domestic airports.

    The Daily Report of Outgoing Shipments (DROS) for rail were gathered from Philippine National Railway (PNR) stations in the country. Items of Data Gathered

    The Daily Report of Outgoing Shipments (DROS) includes the following information:

    1. Station of origin and destination 2. Weight 3. Description of commodity 4. Declared value 5. Freight or express charges

    Sources and Collection of Commodity Flow Data

    The source document for coastwise trade statistics is the Outward Coasting Manifests (Bureau of Customs Form No. 78), submitted by masters of vessels plying the inter-island ports to the collectors of PPA or their authorized representatives before the vessel leaves the port area. Copies of these documents are collected by NSO personnel from the PPA designated collection points in the provinces.

    Another source document is the Philippine Coastwise Passenger Manifests (BC Form No. 460). Information on passengers commuting via water transport system along with the BC Form No. 78 is collected when a vessel carries both cargo and passengers. Otherwise, only one document is collected. Data source for airway trade is the Air Waybill (AWB), (PAL Form No. F 0777 A) issued by PAL, Asian Spirit and Air Philippines to every consignee. The acceptance and sales clerks of the airlines prepare an extra copy of every AWB issued and the corresponding sales report are collected by NSO field personnel. The basic document used in generating the rail commodity flow statistics is the Daily Report of Outgoing Shipment (DROS) which is the summary of the daily cargoes transported through the PNR. The information contained in this form are copied by PNR personnel from the express/freight shipping orders issued for the day. These forms are accomplished by station agents and collected by NSO field personnel and submitted to the NSO field offices for processing.

    Processing of Commodity Flow Data

    Processing of commodity flow data is done manually and by machine. Documents collected from the provincial sales offices/stations/collection points are sorted by port/station and month; recorded; bundled and numbered by type of document, by port/station and by month and undergo the following stages of processing in the field offices before transmittal to the NSO Central Office:

    Coding is a process of assigning to an item of information a unique number called code, to simplify capturing of information and facilitate further machine processing.

    Code verification is a process of checking the validity and correctness of the code for the information given in the source document.

    Computation is a process of determining the reasonableness of the value of the commodity of specific quantity and making the necessary corrections, in case of obvious errors. Commodity Classification

    The commodity classification used in the compilation of the data is the 1993 Philippine Standard Commodity Classification (PSCC) which is aligned with the United Nations Standard International Trade Classification (SITC) Rev. 2.

    The classification is presented in five levels of details: section, division, group, subgroup and item. Each commodity is identified by a unique code number. The code number of each commodity is so designed that the first digit identifies the section; the first two digits, the division; the first three digits, the group; the first four digits, the sub-group; and the five digits, the item. Geographic Classification

    Domestic trade statistics are presented by geographic area. The 16 regions with the provincial composition are presented below: National Capital Region (NCR) consists of City of Manila, Quezon City, Caloocan City, Las Pinas City, Makati City, Mandaluyong City, Marikina City, Muntinlupa City, Pasay City, Pasig City, San Juan, Malabon City, Navotas, Valenzuela City, Paranaque City, Pateros and Taguig; Cordillera Administrative Region (CAR) consists of Abra, Apayao, Benguet, Ifugao, Kalinga, Mountain Province;

    Definition of Terms and Concepts

    Domestic commodity flow refers to the flow of commodities through the water, air and rail transport system in the country.

    Port/Station of origin refers to the port/station where the cargoes came from.

    Port/Station of destination refers to the port/station where the cargoes are destined for.

    Region of origin refers to the regional location of the port/station where the cargoes came from.

    Region of destination refers to regional location of the port/station where the cargoes are destined for.

    Weight represents the total volume of a commodity expressed in tons/kilograms.

    Value represents the peso equivalent of a particular commodity.

    Freight refers to charges on cargoes paid for the transportation of goods for one port/station to another.

    Inflow refers to the total value of commodities coming in the specified region/province.

    Outflow refers to the total value of commodities which flowed out of the specified region/province.

    Balance of Trade is the difference of outflow minus inflow. Positive value indicates favorable trade balance while negative value indicates unfavorable trade balance. Availability of Data

    The Commodity Flow in the Philippines publication comes out 3 quarters after the reference year.

    Quarterly special release on Commodity Flow in the Philippines comes out 4 months after the reference quarter.

    Aside from the summary tables contained in the annual publication and quarterly special release, other unpublished monthly, quarterly and annual detailed tables in computer print-outs/diskette/cd are also available at the Business and Services Statistics Division, Industry and Trade Statistics Department upon request.

    BRIEF ANALYSIS Value and quantity of domestic trade increased to P394.45 billion and 27.6 million tons The total value of domestic trade in 2002 amounted to P394.45 billion, higher by 16.4 percent from the P338.90 billion reported in the year 2001. Value of commodities traded via water amounted to P391.44 billion, comprising 99.2 percent of the total domestic trade value. (Figure 1).

    Likewise, the quantity of commodities traded increased to 27.63 million tons, an increase of 40.9 percent compared to the previous years figure of 19.61 million tons. The bulk of commodities were traded through water transport comprising 99.8 percent. (Figure 2).

    Food and Live Animals accounted 31.3 percent of total domestic trade value Of the commodities traded throughout the country, food and live animals posted the highest share in total domestic trade value with P123.61 billion (31.3 percent). Mineral fuels, lubricants and related materials came next with P60.01 billion (15.2 percent). This was followed by machinery and transport equipment with P58.71 billion (14.9 percent). (Figure 3). Animal and vegetable oils, fats and waxes had the least share value of P3.15 billion (0.8 percent). (Table A).

    More than one-fourth of domestic trade value came from NCR NCR had the highest value of domestic trade share amounting to P104.15 billion (26.4 percent). Central Luzon followed, with a share of P55.26 billion (14.0 percent). This was followed by Central Visayas with P38.30 billion (9.7 percent) share. Cagayan Valley had the lowest share of P1.14 million. (Figure 4). Of the total value of commodities coming from NCR, major region of destinations are Central Visayas (P29.39 billion), Western Visayas (P17.33 billion) and Northern Mindanao (P16.27 billion). (Table C1). Commodities originating from NCR are mostly Food and Live Animals amounting to P123.61 billion (31.3 percent). (Table C2).

    Central Luzon recorded favorable domestic trade balance at P52.44 billion The most favorable balance of trade at P52.44 billion was posted in Region 3 (Central Luzon). Other regions with positive trade balances were SOCCSKSARGEN (P15.91 billion), Southern Tagalog (P8.85 billion), Eastern Visayas (P4.17 billion) and NCR (P2.19 billion). Central Visayas suffered a trade deficit of P33.08 billion. (Figure 5).
