W E L C O M ELadies, Gentlemen and Brethren,

On behalf of the Grand Master, MWBro. Keith Murray and Freemasons Victoria, welcome to this historic Grand Installation, being conducted at our Freemasons Melbourne Masonic Centre.

As you are aware, the Board of General Purposes has previously embargoed the Masonic use of all its facilities until the 31st July 2020, in response to government regulations and advices, occasioned by the current Covid-19 pandemic.

However, the Board has determined that the ceremonies being conducted today are necessary, to fulfil a number of administrative and constitutional requirements, including the governance of the Board, its several corporate entities and the Freemasons Foundation.

In its specific, one off approval of today’s meeting of Grand Lodge, the Board has developed a detailed set of procedures for the conduct of the meeting, a summary of which is included below. The detailed protocol, which is available to view on the Freemasons Victoria website, has been reviewed by officers of the Department of Health and Human Services and they have confirmed its appropriateness.

The conduct of today’s proceedings will greatly inform the Board of our ability to meet the timetable for the re-opening of Masonic Centres and Lodge meetings across the State and lessons learned from today will be incorporated in the detailed procedures, which will be issued to Lodges in the near future.

The No.1 Lodge room, which is the venue of our meeting, has been set up to ensure proper social distancing rules are observed. As such, seating arrangements have been modified and no more than 20 participants will be on any level of the building at any time. With only 20 participants, it has been necessary to change the format of the ceremony. For example, there will be no ceremonial entries or retirements, nor will it be possible to invest the entire incoming ceremonial team, only the President of the Board of General Purposes, which is a Constitutional requirement. The ceremonial team will be formally invested at a future date, when government regulations permit.

Both the Grand Master and the Grand Master Elect have agreed to this changed format, and acknowledge that it is appropriate in the current circumstances, having proper regard to our Constitution, and our established customs and usages.

This ceremony is a ground breaking response to the current challenges presented to us, which does not abandon our important traditions, history and culture. It is a true testament to the ability of Freemasons Victoria to adapt, and being live streamed, we’re proud that all of you can be part of this historic occasion.

COVID 19 SAFETY PROCEDUREThe following, summarises the processes undertaken to ensure the safety of all who are attending the 2020 Grand Installation, held at Freemasons Melbourne.

A copy of the full Covid-19 safety procedure, which is posted on the Freemasons Victoria website, either meets or exceeds the current government requirements.

PROCEDURE1. The Lodge rooms, surrounding areas and lifts will undergo a thorough clean on

Friday 26th June 2020, and again on the morning of Saturday 27th June. A final thorough clean, of the entire premises, will be undertaken post 27th June 2020.

2. Social Distancing will be adhered to during the preparation for and the conduct of both Masonic ceremonies. This is to ensure the safety of all participants. A distance of TWO metres will be adhered to at all times. This distance will also be observed by attendees on arrival at the Centre and at all time while present in the Masonic Centre. Social distancing markers will be placed on all relevant floor areas.

3. Ceremonial participants have been asked to arrive at Freemasons Melbourne, dressed for the ceremonies, as far as possible. Separate Robing facilities are available, but social distancing needs to be adhered to in these areas, noting the “one person to every four square metres” rule.

4. Lifts will not operate between the car park and level one. Only those robing on Level 2 will be able to use the lifts after registration between ground and level 2. Those brethren robing on level 2, there is a maximum of ONE person in the lift at any time. Signs will be erected to further warn attendees. All brethren or visitors to the premises using the car park will be required to walk round the front door on the Ground Level.

5. An administrative staff member will welcome everyone at an attendance desk, inside the entrance. Names will be crossed off a preprinted sheet of attendees, which will include address and contact numbers. The staff member will also note arrival and departure times. Only authorised staff will handle the attendance list and pen.

6. The staff member will also take and record the temperature of all attendees.

7. On arrival, all participants in the ceremony will be provided with a new set of gloves, which after use are to be returned to the basket provided, for laundering or disposal.

8. Hand sanitizers will be available at the attendance desk as well as throughout the building.

9. Bench seats in Lodge Room No.1 will be removed and replaced by single seats. Names will be placed on the seats for ease of identification. These are NOT to be moved.

10. All personal microphones will be wiped down prior to fitting. Technical personnel will wear a mask and will have sanitized hands prior to fitting microphones.

11. Anyone presenting with the following conditions, will not be admitted:

a. Knowingly having been in contact with someone who has or has had Corona Virus;

b. Having travelled overseas in the last month by any means;

c. Having or having had flu-type symptoms prior to 27th June 2020; and

d. Not having been socially distancing or adhering to the government restrictions i.e. present at the recent public protest.

12. Anyone feeling unwell prior to or during the ceremony must move from the Lodge room or holding rooms, and immediately inform staff, who will arrange for them to exit the building and return home to self-isolate. Necessary Medical Authorities will then be contacted.

Thank you to MWBro. Keith Murray for leading by example and precept! You willingly opened your doors and proffered counsel to our Constitution on administrative matters. Your “one at a time” campaign here in Victoria paid obvious dividends. Your leadership brought many highly talented men together and you achieved much “for the good of Freemasonry”. Norma and I will miss the company of Fiona and you but our masonic friendship will occupy a permanent place in our hearts. I hope the community in general will now take advantage of your positive thinking and leadership skills.

Now, that baton of leadership will be graciously and ceremonially handed to RW, soon to be MWBro. Richard Elkington, another incisive and forward thinking wise man and Brother. These are rapidly changing times with high expectations from our Brethren. Times when the opportunity cost of being a Freemason is also high. I will enjoy working with RWBro. Elkington as we address such challenges. Good luck Richard, to you and Kathleen and we look forward to our continued strong friendship.
