The commission announced central assistance of Rs 60 crore and Rs 200 crore for specific projects in the State. Chief Minister Digambar Kamat met Deputy Chairman, Planning Commission Dr Mon- tek Singh Ahaluwalia for the fi- nalization of the Annual Plan 2011-12 alongwith Deputy Chairman, Goa Planning Board, Dr Wilfred de Souza and senior officials of the Goa government. Kamat seeking financial as- sistance from the Centre, men- tioned a few specific areas/ projects and requested for their consideration and sought assis- tance towards National Games, Solid Waste Management, sew- erage in coastal belt, construc- tion of Anganwadi centres, Central Library, festival audito- rium / theatre and media centre. He also sought financial as- sistance for the programme of malnourished children and anaemic women. Says a Department of Infor- mation release, during the meet- ing Kamat mentioned that he has prepared the entire budget in the best interest and for “aam aadmi”. He said that his government has for the first time decided to spend funds to the tune of Rs. 500 crore for mining areas. He said that first time care has been taken of the social organi- zations in Goa which care for blind and special children, des- titutes, elderly, orphans, widows, etc and have selected them for provision of financial assistance. The chief minister informed that he has touched every sec- tion of the society including the women community belonging to the ST (Scheduled Tribes) namely “Bhadel”. He further emphasized that his government is committed to take full care of all disadvan- taged, aged, vulnerable, desti- tute, all persons from ST, SC (Scheduled Caste) and OBC (Other Backward Classes) and other minorities and will try to bring them at par with others. The meeting was preceded by an earlier meeting under the chairpersonship of Sudha Pillai, Secretary, Planning Commission today for evaluation of the Re- source Estimates of the State for finalization of the Annual Plan Size 2011-12. Vibha Verma PANJIM, APRIL 19 Tambdi Surla’s Mahadev Temple, hailed as an architectural mon- ument carved out by Kadamba dynasty, will now get a green touch without affecting its ar- chaeological importance. The Archaeological Survey of India (ASI), which has protected this monument nestled in the Western Ghats, has now decided to create a green turf around the temple with the help of its horticultural office. The officials said that this project is undertaken consider- ing the tourist importance of this structure. ASI had recently taken up ren- ovation work of the temple roof after several complaints of water seepage. The Tambdi Surla temple is the second after Curdi temple (the first ever transplanted tem- ple) that comes under direct control of ASI. “We will be creating greenery around the 50x50 meter area of the temple. Plenty of tourists come to visit the temple as it is situated in rich scenic location… the lawn will enhance the beauty of the place also as people can use it while admiring nature,” said ASI Goa Circle Superinten- dent Shivram Rao. The proposal which is already sent to ASI Director General Dr Gautam Sen Gupta also men- tions that along with the lush green turf areas, the experts will also create flowery beds to break the monotony for an ex- quisite look. The ASI has already provided fencing to the premises. State-level heritage activists have, however, objected to the beautification claiming that the natural setting will be de- faced. “The beautification work will not blend with nat- ural beauty,” Prajal Sakhardande said. The temple’s renovation work had come into controversy even earlier when the ASI was carry- ing out the roof top work. While the ASI claimed that the roof top was renovated to arrest major leakages, the activists cried foul play. Even the concretization of the structure was severely op- posed although the ASI claimed to have strengthened the struc- ture by using some black jelly substance to match the original colour. Addressing residents of Kharewado before leaving for Delhi on Tuesday evening, NCP wing chairman and Revenue Minister Jose Philip D’Souza said that being local resident of Kharewado, he is in a better po- sition to place the grievances of the fishing community before the shipping minister. Reiterating his stand, D’Souza said he has wholeheartedly sup- ported the people of Khare- wado. He rubbished claims that there is a difference between HERALD REPORTER MARGAO, APRIL 19 Demanding an answer from the government to the demand of the parents to make English the medium of instruction by April 27, Benaulim legislation Mickky Pacheco on Tuesday served an eight day ultimatum on the government to either accept the parents’ demand or face action. “The government should ei- ther say yes or no to the parents’ demand. If yes, I will congratu- late the government for acced- ing to the demand. If the answer is no, I know what I will do to force the government to meet the demand”, Pacheco asserted at a media briefing in the city here today. Saying that the Kamat gov- ernment will get time till April 27 to unveil its stand on the issue, Pacheco warned that he would fight tooth and nail along with parents to ensure that Eng- lish is introduced as the medium of instruction at the primary level. “I am a parent and I will not compromise in the interest of our children. All I am asking the government is to either say yes or no to the parents’ de- mands”, he added. Pacheco clarified that he is not against regional languages, including Konkani or Marathi, but said that the government cannot ignore the choice of the parents. “I have been asking that the parents be given the choice to decide the medium of instruc- tion. A couple of day back, par- ents from Benaulim had asked my role vis-à-vis the medium of instruction”, he said, adding that he would fight alongside the parents to get the demand ful- filled. Replying to a query whether English as medium of instruction at the primary level can be in- troduced from the coming aca- demic year, Pacheco said ‘in the event, it cannot be implemented in the coming academic year due to some problems, the gov- ernment should come out with a concrete assurance to get the demand implemented from the next academic year”. Saying that no one trusts the present government in the State, Pacheco said the govern- ment will have to sit down and discuss with the people de- manding English on ways and means to implement it from the academic year. HERALD REPORTER PANJIM, APRIL 19 The high-level committee formed by the government to watch ‘Dum Maro Dum’ is hav- ing a second thought on screen- ing of the movie after the High Court verdict. The committee headed by In- formation Secretary Rajiv Verma had decided to watch the pre- release screening of the movie at Maquinez Palace Theatre and give their opinion to the Censor Board and State government, whether it is derogatory or not to the image of Goa. But the committee is now dilly dallying on the matter after the High Court bench on Mon- day dismissed the petition filed by a media professional seeking a ban on the movie. “There is no need to see the movie now. Even the chairman of the committee is out of sta- tion on an official trip to Delhi,” Director Information and Pub- licity Department Menino Peres, said. Chief Minister Digambar Kamat, a week ago constituted the high-level panel to watch the movie before its release on April 22 to ensure that the movie does not show Goa in negative light and hurt the people’s sen- timents. The committee was formed after the Goa State Commission for Women lodged a police com- plaint against the makers of the movie for derogatory references to Goan women in the movie. Chief Minister Digambar Kamat, when contacted, told Herald that they will examine the High Court’s order before taking any decision. Dum screening panel yet to preview movie PTI RATNAGIRI/MUMBAI, APRIL 19 A district hospital was ransacked and a few buses were torched today in violence during the Shiv Sena bandh in Ratnagiri against police firing that claimed the life of one of the locals protest- ing the controversial Jaitapur nuclear power project. The Maharashtra government ordered a magisterial probe into yesterday’s firing at the project site even as Home Minister and Nationalist Congress Party (NCP) leader R R Patil hinted at a Shiv Sena conspiracy behind the protests against the proposed 9,900 mw nuclear plant. Fresh protests were also reported from the area today. Union Environment Minister Jairam Ramesh accused the Shiv Sena of “politicizing” the Jaita- pur issue and said that what happened there was “most de- pressing” and that it caused him “great anguish.” He hoped that issues surrounding the project could be discussed in a peaceful manner. Patil while ordering the mag- isterial inquiry also made it clear that the probe would look into whether the violent protests at the plant site and the attack on Sakhrinate police station was “politically motivated and part of a pre-planned conspiracy.” Patil, who made the an- nouncement in the State assem- bly, however did not name anyone but voiced the govern- ment’s resolve that the project sees the light of the day. The project with six nuclear rectors of 1,600 mw each when built will be world’s largest nuclear plant. The Congress while suggest- ing that there could be a con- spiracy behind the anti-nuclear power project agitation in Jaita- pur cautioned people against :attempts by forces inimical to India’s economic growth”. Seventeen persons were killed while two crew members including the Pilot Captain Varun Gupta and four passengers sur- vived with grievous injuries, Tawang Deputy Commissioner Gamlin Padu said. The injured were rushed to the civil hospital at Tawang and would be air- lifted to Guwahati tomorrow, he said. This is the second helicopter crash in Tawang district border- ing China. An Indian Air Force(IAF) MI 17 chopper crashed minutes after take off on November 19 last year killing all 12 on board. The civilian MI17 chopper of State-owned Pawan Hans, man- ufactured in 1996, was on a regular flight to Tawang from the Lokopriya Gopinath Bor- doloi International Airport in Guwahati, Pawan Hans sources said.     A Mi17 helicopter of Pawan Hanscrashed while landing in themountainous region of Tawangin Arunachal Pradesh todaykilling 17 persons on board in-cluding three crew members butits pilot and five others miracu-lously survived with serious burninjuries.

    Seventeen persons werekilled while two crew membersincluding the Pilot Captain VarunGupta and four passengers sur-vived with grievous injuries,Tawang Deputy CommissionerGamlin Padu said. The injuredwere rushed to the civil hospitalat Tawang and would be air-lifted to Guwahati tomorrow,he said.

    This is the second helicoptercrash in Tawang district border-i ng Ch ina . An Ind i an A i rForce( IAF) MI 17 choppercrashed minutes after take offon November 19 last year killingall 12 on board.

    The funeral service of 48-year-old Luis Philip whose faithfulpet dogs, a day ago had refusedto let his body be taken awayfor post-mortem, will be con-ducted tomorrow (April 20) atImmaculate Conception Church,Panjim at 3.30 pm, followed byburial at St Inez cemetery.

    Philip who was living aloneat his house, in Panjim died anatural death on Monday morn-ing.

    When people came toknow about his death, theytried to shift his body fromthe house to be taken forpost-mortem.

    But they encountered an un-usual resistance in the formof his eight pet dogs, who re-fused to budge almost for onehour.

    Even the police failed to con-trol the dogs as they did nota l low Phi l ip s body to betouched after which policecalled in the help from PanjimAnimal Welfare Society whomanaged to calm down the dogsand take them away for sometime.

    The body was preserved inthe GMC morgue.

    Inquiry into the nationalitystatus of the panch memberhave got underway before theElectoral Registration Officerfollowing a complaint madeby one Francisco Fernandes tothe district Collector, South.In his complaint, Franciscomaintained that Jerson is anunauthorized person underthe Peoples RepresentationAct on grounds that he is hold-ing Portuguese Passport andhence called for the deletionof his name from the electoralroll.

    The panch member, however,

    has strongly objected to thecomplaint. In his submission be-fore the election authorities, Jer-son has stated that he is anOverseas Citizen of India Pass-port holder and is entitled tostay in India lifelong and enjoyall the rights of an Indian citizen.My name on the ration card aswell as on the Electoral Roll can-not be deleted since I am havingall the rights of Indian citizen,he maintained.

    In his submission, Jerson fur-ther maintained that an Over-seas Citizen of India is entitledfor the benefit of multipleentry and multi-purpose lifelong visa to India; exemptionfrom registration with FRO forany length of stay in India; par-ity with NRIs in economic, fi-nancial and educational fields,except in matters relating toacquisition of agricultural/plan-tation properties.

    Under these rules, I canstay in India lifelong as a dualcitizens of India and can alsovote for any election, he sub-mitted before the inquiry of-ficer.

    Saying that he was electedfrom Ward No V of Carmona Vil-lage Panchayat in the last Pan-chayat elections, Jerson said hecannot be disqualified or hisname deleted from the electoralroll since he is a dual passportholder. Incidentally, the matterhas acquired political over-tones since Jerson is in the op-position camp in the CarmonaVillage Panchayat.

    Sarpanch Estaquio DCosta,in his letter to the ElectionCommissioner and the DistrictCollector, South, has called forinitiating necessary actionagainst the unauthorizedmember under the PeoplesRepresentation Act based ona resolution adopted by thegram sabha on grounds thatJerson is a Portuguese Passportholder.

    Jerson, however, has termedthe resolution adopted at thegram sabha meeting as politi-cally motivated, saying his de-tractors have been gunning forhim since he has not been toe-ing the line of the powers thatbe.

    Much before Kharewado peopleemerged in protest, RevenueMinister Jose Philip DSouza hadwritten to the Chief Ministerand Ports Minister, asking themto curtail jurisdiction of Mor-mugao Port Trust (MPT).

    The letter written by DSouzato both the ministers on April07, 2011 had urged that theState should move Cabinet de-cision to declare Vasco Bay,Baina Bay and villages of Bog-malo, Velsao upto Betul as tra-ditional fishing villages.

    DSouza had said that MPTshould be confined within itsactual operational area. He hadalso asked the chief minister tomove to the Central Govern-ment who is empowered underSection 5 of the Indian PortsAct, 1908 to alter the limits of

    by Kharewado Affected People(KAP), the State Government hasnow formed an all party dele-gation which will be meetingunion shipping minister on April20 with the demand to denotifythe land acquired by MPT.

    DSouza, taking up the causeof fishermen, had said that MPTon the strength of certain notifi-cations issued by the departmentof shipping, ministry of surfacetransport on May 24, 2000 hasbeen terrorizing the coastal com-munities as also duly elected localbodies along the coastal stretchesextending from Dona Paula to Cor-talim and right upto Betul.

    It may be noted that thereis no MPT activity either at Betulor at Dona Paula so also at Cor-talim, the minister had saidadding that MPT jurisdiction

    covers one third of the coastaland riverine stretches of theState.

    The port trust has also de-clared that any activity within50 yards on the landward sideof the high tide line includingtraditional fishing activity wouldrequire the prior approval orpermission from MPT.

    DSouza said that MPT is try-ing to curb the traditional fishingactivity and tourism related ac-tivities, which has been goingon for the last several decades.It is the only source of liveli-hood to the coastal inhabitants,he alleged.

    From 2012 onwards, Indian Meteorological observa-torys Goa office will be in a position to provide theexact inches of rainfall in the State.

    IMD will finish their task of installing Automatic RainGauges (ARG) at seven places across the state by theend of this calendar year in addition to the existingthree ARGs. These ARGs will help IMD in real timemapping of rainfall.

    IMDs Goa in-charge K V Singh said that the de-partment is also in process of setting up AutomaticWeather Stations (AWS) at Bali and Mormugao. Thiswill complement the existing AWS at Panjim andOld Goa.

    The details have already been forwarded to Mumbaioffice, who will be executing the pending work, Singhsaid.

    AWS is an automated version of the traditionalweather station, either to save human labour or to en-able measurements from remote areas.

    The department which had embarked on the processof setting up ARGs across the State had to encounter

    various bureaucratic hurdles. Officials stated that theno objection certificates from State government de-partments like water resources and forest delayed theprocess.

    The gadgets will be installed in the locations ownedby these departments.

    The ARGs are planned at Tiska, Shiroda, Mollem, Bi-cholim, Cotigao, Kalem and Margao. They are alreadyinstalled at places including Pernem, Mapusa and Valpoi.

    After much of communication, IMD has managed toget the required NOCs or the maximum locations andthe work on installations of AWS and ARGs will beginsoon.

    Singh said that it is not possible to install the equip-ments before this monsoon.

    Singh said that the idea behind installing these au-tomatic gauges is to avoid any real time delay in gath-ering data.

    Hence from next monsoon, will be in better positionto gather data in advance, he added.

    ARG will help to gather rainfall data every hour fromremote and inaccessible areas that otherwise takes acouple of days or hours owing to the difficulties in

    having proper communication channels between theseplaces and IMD.

    The entire project is Rs 15 lakh as sanctioned byUnion Ministry.

    Interestingly, by end of this calendar year, a muchawaited Digital Cyclone Warning Dissemination System(DCWDS) would be also installed in the state, whichwill be operated by policemen at the police controlroom in Panjim.

    After a break of three years, IMD has decided to re-place its old cyclone warning dissemination system(CWDS) which was based on analog.

    A high level committee headed by National Instituteof Oceanography (NIO) Director Dr Satish Shetye hadsuggested setting up of such device, after the existingsystem failed to receive information in advance overflood that hit Canacona Taluka followed by Phyancyclone that almost missed the Goa coast.

    The system would be based on verbal communicationwhich can be heard and noted down by the staff. It isa broadcast service, where the cyclone warning willbe given verbally in the local language along withEnglish and Hindi.

    Stating the soaring mercurylevel is likely to continue fornext few days due to easterlywind movement, expertshave predicted that the eventemperatures at night are ex-pected to remain on thehigher side.

    Indian Meteorological De-partments (IMD) Goa in-chargeK V Singh said that wheneverthere is an easterly wind, thetemperature shoots up. Theeasterly wind delays the seabreeze because of which theday temperature increases,he said.

    Goa which is facing a mixof heat and humidity, hasrecorded maximum 35.8 de-gree Celsius temperature onMonday and minimum of 25.8degree Celsius. The humiditywas 81 per cent in the morningand later reduced to 69 percent by evening.

    Singh said that heat in the airis not a new phenomenon forGoa, which records maximumtemperature during April.

    The highest temperature forApril was recorded in the year1989 when on one day the mer-cury level had touched 39.8 de-gree Celsius.

    Last year, in April, the highest

    temperature was 36.4 degreeCelsius.

    Usually, temperature crosses36 degree Celsius in the Aprilmonth, he said.

    If days are hotter, nights areno longer cooler in the State.Singh said that due to cloudycondition, the night tempera-ture also shoots up. On an av-erage, the night temperature ishovering between 25 and 26 de-gree Celsius.

    On Monday night, the tem-perature was 25.8 degree Cel-sius, he said, adding that thereis a possibility of thundershow-ers in the coming days due tothe prevailing conditions.

    Gandhi, who was scheduledto arrive in the State last month,had postponed his visit due toa leg injury, which he had sus-tained during a rock climbingactivity in Karnataka along withhis friends.

    The Nepal-government hasfailed to address the basic issueof women trafficking in Indiaand Goa.

    The officials who convened ameeting with the members ofthe Goa State Commission forWomen (GSCW), in Panjim onTuesday said that they did notdiscuss the issue.

    We are here to know thefunctioning of the womencommission, its schemes andresponse of police in traffick-ing cases. We have asked forthe data from the police, HariCaudel, joint secretary for Min-istry of Women & Child andSocial Welfare (Kathmandu)said.

    Incidentally, Nepal govern-ment recently expressed graveconcern over the increasingnumber of women, boys andgirls and men being traffickedfor multiple forms of exploita-tion.

    The delegation, who was hereto discuss on Anti-Human Traf-ficking, was however unable togive the official data on internalhuman trafficking and cross-bor-

    A 32-year-old tourist fromRaichur-UP drowned in the Ara-bian Sea at Arambol Beach onSunday evening.

    According to Pernem Police,Sunil Prasad and his friend, alsofrom Raichur, had gone to theArambol Beach. While both thetourists were in the waters, theyaccidentally slipped and weredragged by the strong currents.

    On noticing the duo strug-gling in the waters, a lifeguardrushed to their rescue, but couldnot rescue Sunil, while his friendwas saved from drowning.

    Pernem Police on Tuesdayfished out Sunils body with thehelp of the local residents. Policehave sent the body at GMC Hos-pital in Bambolim for autopsy.

    Nearly a decade after the Mar-gao Municipal Council dumpedSonsodo waste to fill up lowly-ing paddy fields at Old Market,the civic body is bracing up fora similar exercise once againsans clearance from the GoaState Pollution Control Board.

    If the tenders floated by thecivic body is any indication, themunicipality has drawn up plansto dump a whopping 5000 cubicmetres of compost from Son-sodo to fill up acquired land atMadel for the parking lot andat the Colva circle triangle ac-quired for the rehabilitation ofdisplaced kiosks owners.

    A perusal of the tender doc-uments revealed that the entireoperation towards the trans-portation of the compost fromSonsodo to Madel will cost thecivic body a whopping Rs 60lakh.

    When Herald contacted Mu-nicipal Chief Officer, PrasannaAcharya to throw light on thetender, he quipped that the ten-der has been floated to trans-por t the compos t f romSonsodo to the land acquiredby the civic body. The Munici-pality had acquired the low lyingland at Madel running parallelto the KTC-Old Market circle forparking. Similarly, the civic bodyhad acquired the land at the oldmarket triangle to rehabilitatethe gadda owners displaced bythe encroachment drive. Thecompost would be used for thepurpose of land filling, he said.

    Bu t , when ques t ionedwhether the civic body has ob-

    tained permission from the GoaState Control Board to carry outthe land filling activity since thematerial involves waste andcompost from a garbage dump-ing yard, Acharya replied in thenegative, but hastened to addthat the civic body has only is-sued the tender and the processto obtain pollution controlboard permission will be set inmotion immediately.

    Residents of Madel had lasttime strongly objected to theSonsodo waste used by the Mar-gao civic body for land fillingapprehending contamination ofthe underground water. Sayslocal resident, Savio Dias: Theresidents are trying to gatherinformation and facts from thecivic body over the tender andthe safety measures, if any,mooted by the municipality.

    The issue over the transporta-tion of Sonsodo waste and com-post to Madel for land fillinghad figured at the last meetingof the civic body. During discus-sions, Madel ward Councillorand MMC Vice-Chairperson Gon-zaco Rebello had suggested tothe civic body to take the localresidents into confidence beforetaking up the work of land fillingwith the waste.

    Dentist turned politician, Dr Hubert Gomes has demanded that theSports Authority of Goa should stop acquiring cultivable fields forfootball ground until a proper sports policy is in place in the State.

    It should be a policy that is totally focused on developing sportsand not a land grabbing policy with ulterior motives, he said.

    Dr Hubert, who was in the news recently regarding the Vaddi,Benaulim ground, said that some people have complained to himthat certain influential politicians are trying to forcefully acquirefertile fields in Fatrade and convert the same into a football sta-dium.

    Refusing to name the politicians, Dr Gomes said he will do it atthe right time and in the right way. The Government has no moralright to acquire more fields for sports when the SAG does notknow to manage its existing football grounds like the one in Be-naulim. It appears that most of the SAG grounds are deliberatelyleft in a pathetic condition so that they can be fraudulently leasedto corrupt politicians at a later date, Dr Gomes said.

    The SAG fraud that has happened in my village should be aneye opener to every farmer and sports lover in Goa, he cautionedand reasserted that he will fight like a wounded lion to get backthe Benaulim SAG ground which is illegally leased to a privateclub.

    Theres no stoppage to the proceedings toacquire 4.21 lakh square metres of land forthe proposed expansion of the NH-4A proj-ect though similar plans vis--vis NH-17have lapsed earlier this month.

    For, unlike the NH-17 project, the au-thorities had already notified Section 3Dof the National Highways Act vis--vis landacquisition for the NH-4A project withinone year of the publication of Section 3Aof the Act before the proceedings couldlapse.

    In fact, if officials of the Margao-basedLand Acquisition Office are to be believed,theres a proposal before the Land Acquisi-tion Office to acquire additional land alongthe NH-4A after the National Highway Au-

    thority accepted the realignment and di-versions mooted by the local governmentalong the Mollem-Dharbandora-Piliemstretch of the highway.

    Officials of the land survey have beenasked to prepare a report on the quantumof land that would be required for acquisi-tion as per the changes made in the highwayalignment. Accordingly, Section 3A of theNational Highway Act would be notified foracquisition of the additional land, remarkeda land acquisition official.

    Information revealed that the proceedingsto acquire land admeasuring 4.21-odd lakhsq mts will be taken to the logical conclusionunless directions come to the contrary fromthe concerned authorities.

    As reported earlier, land acquisition pro-ceedings vis--vis NH-17 has come to a

    grinding halt after the proceedings lapsedfor want of notification of Section 3D ofthe National Highways Act.

    Officials admitted that the Centre will berequired to start the process all over againby notifying Section 3A of the Act after re-ceiving a nod from the State Government.So far, however, the State Government hasnot received any reply to its host of de-mands, including toll exemption for lightmotor vehicles, from the centre.

    PWD Minister, Churchill Alemao, whowas in the national capital on Tuesday, saidthere was no meeting with officials of theUnion Ministry of Surface Transport, sayingthe Goa government is still awaiting theCentre to respond to the House Committeerecommendations on the NH-17 expansionproject.

    Former Tourism Minister, Mickky Pachecohas threatened to knock the doors of theHigh Court if the Crime Branch fails to reg-ister a case against the PWD MinisterChurchill Alemao in the PWD tenders caseand announced plans to loge 10 other crim-inal complaints against different ministers.

    The Benaulim MLA has announced thathe would shortly file another complaintagainst the PWD Minister.

    I am told that the file pertaining to hiscomplaint against Alemao has reached the GoaPolice to brass. I hope the police is followingthe due process of law, Pacheco said, whileaddressing newsmen in the city here on Tues-day.

    Saying that skeletons will tumble out ofthe cupboards of ministers in the days ahead,Pacheco said he would sit and watch whetherthe same government which had asked himresign on false accusations seeks resignationsfrom the ministers facing criminal charges.

    Mormugao Deputy Collectorand In-charge of Disaster Man-agement Mormugao TalukaLevinson Martins on Tuesdaysought a detailed report fromall concerned agencies in-volved in Mondays fire mishapat Zuari-Agro Chemical Limited(ZACL), Zuarinagar-Sancoale.

    South Goa District CollectorG P Naik has initiated an enquiryinto the fire incident and hasappointed Martins as the inves-tigating officer.

    After taking charge, Mar-tins summoned ZACL offi-cials, Gas Authority of IndiaLtd (GAIL), fire services, thecontractor, Zuari Indian OilTanking (ZIOT) and Verna Po-lice to seek detailed reportof the incident.

    Prima-facie suggests that firebroke out due to human error,but what exactly happened whenthe fire broke out is yet to be as-certained. However, initial reportsuggests that it was negligenceon the part of heavy earthmoverdriver, said Martins.

    He said that he would submita detailed report to the Collectorwithin two days and also seekreport from experts for precau-tionary measures to be taken inthe near future.

    The Public Interest Litigationfiled by Franky Monteiro andGoa Foundation praying for clo-sure of illegal shipyards operat-ing on the banks of River Zuariin Loutolim has been disposedby the Bombay High Court withdirections to the authorities tocomplete investigations into theallegations made in the petitionand initiate necessary action toclose down all such shipyardsoperating without the manda-tory approvals within a timeframe of four months.

    The petition was filed prayingfor closure of shipyards carryingout ship repair and building ac-tivities without mandatory CRZapprovals, GSPCB consent, TCPand panchayat approvals andconversion sanads, etc.

    The GCZMA filed an affidavitin reply explaining that showcause notices had been issuedto the shipyards and that replies

    had been filed by the said ship-yards but the matter is pendingin view of reports awaited fromthe Dy Collector, Margao. TheGCZMA sought six months timeto finish the investigation andtake appropriate action againstthe defaulting shipyards.

    Justice Dharamadhikari andJustice F M Reis disposed thecase directing the authorities ieGCZMA (Goa Coastal Zone Man-agement Authority), GSPCB (GoaState Pollution Control Board),to complete the investigationinto the allegations made in thepetition and take necessary ac-tion to close down all such ship-yards which are operatingwithout mandatory approvalswithin a time frame of fourmonths from today. The VillagePanchayat of Loutolim and theCollector/Dy Collector was alsodirected to verify and take stepsto close down shipyards oper-ating without the required con-version sanads and technical

    approvals from competent au-thorities. The court also directedthe authorities to consider thesay of the petitioner during thecourse of investigation.

    The petitioner, Franky Mon-teiro, expressed satisfaction onthe directions of the High Court.Authorities which had failed toact on repeated complaintsmade by him and other villagersfor the last five years have beendirected to take appropriate ac-tion as per law within the nextfour months, he said, and ex-uded confidence that most ofthe shipyards operating on thebanks of River Zuari in Loutolimvillage will have to close shopif the directions of the court arecomplied to in true spirit by theauthorities.

    He said it is sad that the com-mon man has to time and againapproach the courts for justiceafter the authorities fail to takeaction even after repeated com-plaints.

    Acting with iron fist, around 400buses were issued show cause no-tices by the State Transport Depart-ment for participating in the daylong strike call given by private busoperators in the State.

    The department has also cancelledtemporary permits of 50 bus opera-tors, which remained off road on lastFriday.

    A Transport Department officialsaid that in total 394 buses wereidentified by the respective ADTs,which are been issued seven daysshow cause notices.

    Official said that the reply of the

    notice will be placed before RoadTransport Authority (RTA), which willlater direct necessary action. The ac-tion would be in form of cancellationof temporary bus permits, perma-nently, as said earlier.

    As per the department figures,Margao ADT (South enforcement) is-sued maximum 101 notices followedby Panjim ADT (North enforcement)90 and Ponda (86) notices.

    Further, in Bicholim 45, Mapusa35, Vasco 32 and Quepem 5 noticeswere issued.

    All Goa Private Bus Owners Asso-ciation (AGPBOA) had called for astrike on April 15 pressing for theirlong pending series of demands.

    The strike, which received amixed response, was later called offfollowing assurance from the Trans-port Director. The director, however,said that no assurance has beengranted.

    Some of the demands, whichwere called illogical by the depart-ment includes improvement in stu-dents 50 percent concessionscheme, to stop harassment ofKTCL to private bus operators, per-mits to run on nationalized routes,permissions for hoardings/adver-tisements on buses, implementa-tion of passenger tax, hike insubsidy scheme from Rs 2 lakh toRs 3.50 lakh and others.

    Retired teachers house burgled

    Jewellery was stolen from the house of a retired teacher at Cavaddo-Corlim.

    According to reports, the incident came to light on Mondaynight, after a worker had come to Zena Sequieras house to putfood for the house owners dogs. The worker noticed the frontdoor latch broke.

    The worker immediately informed Zenas neighbours, who inturn informed the house owner and Old Goa Police, who rushedto the site and conducted the investigation.

    Sources informed that the burglars have worked out a well-planned theft, as Zena was in the hospital looking after her husbandJohn.

    When I came to know about the theft, I rushed to my residenceand found five rooms ransacked, Zena told Herald.

    Gold belonging to me and my daughter was stolen. I dontknow what could be the total worth of the gold that was stolenfrom my house, she added.

    The house was locked since April 5. I went to my house lastFriday and found it intact. I had one gold earring set, which isvery unique, she said.

    A dog squad was pressed into service late Monday night to pro-vide clue.

    Old Goa Police said that the stolen jewellery included wristwatches, gold chains, gold rings, gold bracelet and earrings,bangles, necklaces, etc and some cash.

    Old Goa Police have registered a case of theft and is investigatingthe case.

    A neologism is a newly-coined term,word or phrase that may be in the

    process of entering common use, buthas not yet been accepted into main-stream language. Neologisms are

    often directly attributable to a specificperson, publication, period, or event.

    Neologisms would seem to occur at agreater rate in cultures with rapidlychanging technologies, and withgreater means for information disper-sal. It is unlikely a newly-created termis in common use, but it may become soif it is used often enough. Neologismscan come from a variety of places andmight be gleaned from scientific ortechnical language. Now that the age ofthe internet is here, neologisms aremore prolific than ever.

    Many neologisms have come from pop-ular literature and tend to appear in dif-ferent forms. They may come from otherlanguages, be derived by putting twowords together, or they may be creativeinventions outright - as in the case ofJabberwocky, from the famous LewisCarroll poem. Linguistic specialists sug-gest new words often migrate into a

    language most with great culturalchanges or with the integration of twocultures that speak two different lan-guages. Arguably, things like socialmedia may also have great influence onwhat new words becomes part of a lan-guage.

    A neologism may be slang that has yetto find its way into mainstream conver-sation, or it may be the creation of anon-native speaker, who has made agrammatical error, for instance. The so-called slip of the tongue may also beseen as neologisms depending on itspopularity.

    Neologisms can become popularthrough memetics, by way of massmedia, the Internet, and word of mouth,and often become accepted parts of thelanguage. Other times, however, theydisappear from common use just asreadily as they appeared. Acceptance ofthe public plays a large role in decidingwhether a neologism continues as partof the language. It is unusual, however,for a word to enter common use if itdoes not resemble another word orwords in an identifiable way.

    When a word or phrase is no longernew, it is no longer a neologism. Ne-ologisms may take decades to becomeold, however opinions differ on ex-actly how old a word must be to ceasebeing considered a neologism.

    Raj Sabha MP Shantaram Naik has said thatthe decision of the producers/exhibitors ofHindi feature film, Dum Maro Dum to retainthe objectionable dialogues in the film tobe exhibited in foreign countries, is an anti-national act.

    In a letter faxed by him, on Tuesday, toUnion Minister for Information and Broad-casting Ambica Soni, Naik said the pro-ducers/exhibitors are fooling the people ofGoa and the State government, by indirectlysaying that they would now defame anddenigrate Goa and Goan women only onforeign soil.

    The producers/exhibitors, it appears, haveno regard for the people of the countryand their dignity. Money is the only criteriain their mind, Naik said in his letter to MrsSoni and copy of which was e-mailed toHerald.

    It may be recalled that Mrs Soni had gotthe objectionable dialogues deleted afterreceiving the letter from Naik on April 9.The Joint Secretary of the Union Ministryof Information and Broadcasting, DevaReddy had telephonically informed Naik ofthe same.

    In his fresh letter to Mrs Soni, Naik statedthat although the dialogues have beenmodified, the producers/exhibitors are goingto retain the dialogues in the film printswhich are going to be distributed overseas,which is unacceptable to the people ofGoa.

    Naik said the Central government shouldrevise the decision of the Central Board ofFilm Certification with respect to Dum MaroDum and, pending the decision of the Cen-tral government in revision proceedings,to declare the film as uncertified and sus-pend its exhibition as per the clear provi-sions contained in section 6 of the

    Cinematograph Act, 1952.It appears that persuasive methods do

    not work with these people, Naik said.The MP in his letter said that as per the

    guidelines issued under section 5(B) (2) ofthe Cinematograph Act, 1952, visuals orwords involving defamation of an individualor a body of individuals, or scenes that mayendanger public order are not to be al-lowed.

    Scenes degrading or denigrating womenin any manner are specifically prohibitedas per the guideline and that, the producerhas to ensure that human sensibilities arenot offended by vulgarity, obscenity or de-pravity, Naik said.

    These guidelines are not merely Indiaspecific. Indian producer of film shouldnot be so anti-national in their ap-proach, as to disregard law of the landand embrace law of the foreign land,Naik said.

    Damodar Bhai Mauzo,Sahitya Akademi award winnerand most-translated Konkaniwriter, began the proceedingsby examining the past and pres-ent of Konkani as a literary lan-gauage, bemoaning that asingle language cannot survivemultiple scripts, giving an ex-ample of how the rich heritageof Konkani was slowly beingcorrupted by its usage in otherscripts.

    Chief Minister Digambar Kamaton Monday inaugurated the hotmixing of the road works inLoliem-Polem.

    Kamat along with PWD Min-i s t e r Church i l l A l emao ,Poinguinim MLA Ramesh Tawad-kar, Canacona MLA Vijay PaiKhot, former minister IsidoreFernandes, Loliem Parish PriestFr Alyousis Gonsalves and otherdignitaries inaugurated the hotmixing works.

    The hot mixing of the roadworks is taken in three parts Maxem to Loliem, Loliem churchto Peddem and NH-17 to Out-raband and the estimated costof these works is expected tocost over Rs 3.25 crore.

    Sources in PWD speaking tothe villagers informed that theywould take up further extensionand widening of the road workin a phased manner.

    On the occasion, two localsraised the question of the pend-

    ing development works to thePWD minister during his ques-tion and answer session.

    R F John of Shelli requestedthe minister to take up the hotmixing of the link road from NH-17 at Shelli to Kazalker and theminister gave instructions tothe PWD engineers to put upthe file immediately.

    The PWD engineers presentwhen further quizzed by thePWD minister said that the filewas sent to the Union Ministryat New Delhi and that the proj-ect will be undertaken underthe Pradan Mantri Gram SadakYogna. To this, the minister di-rected the PWD officials to takeup this work under Goa Statefunding.

    Chief Minister Kamat andPWD Minister Churchill Alemaoon the sidelines of their visitto launch hot-mixing of Loliemsinternal roads, inspected theancestral house of late Pt An-janibai Lolienkar.

    CKS had earlier submitted amemorandum to Kamat re-questing to declare the nowunoccupied house of Lolienkaras a heritage site and/or repairand open an art gallery or holdsinging classes.

    Former Loliem sarpanch Mo-handas Lolienkar (also a care-taker of the house), KonkaniBhasha Mandal PresidentPrashant Naik and CKS officebearer Ajit Painginkar submit-ted the memorandum to thechief minister on behalf of Can-concars demand.

    The chief minister after in-specting the spacious two-storey house, having over 12rooms all having bath rooms,after inquires reportedly re-marked saying there is no suchprovision with the government

    to declare the house as heritagedestination.

    However, Kamat reportedlyasked the concerned citizensto make over the house of PtAnjanibai to the governmenteither on lease or rent for cer-tain period of time and onlyafter that action could be un-dertaken to convert it into anart gallery or commence singingclasses in it.

    It is reportedly learnt thatancient sites are already listedwi th the Depar tment o fArchives and the house of PtAnjanibai reportedly is justabout 70 years old and hencedoesnt fit into the ancient cri-teria.

    And this is the point, whileapparently compelled the chiefminister not to assure anythingso as showing governments in-clination to declare the houseas a heritage site, even thoughit has all other aspects to themagnificently built house.

    The house, maternal homeof Pt Anjanibai Lolayekar, a vocalmusician, lies unoccupied andnon-maintained since her deathin 1992.

    CKS, which is annually or-ganising Sangeet Samelans inher memory, claimed the hugeancestral house in on verge ofcollapse and need govern-ments immediate attention.

    Chief Minister Digambar Kamathanded over a cheque of Rs 30lakh to the Hanuman Theatrecommittee president towardsrenovation of the theatre.

    The chief minister was on avisit to Mapusa on Monday af-ternoon to offer prayers to LordHanuman on Hanuman Jayanti.After offering prayers, he deliv-ered the cheque to HanumanTheatre committee PresidentMahadev Natekar for renovationof Hanuman Theatre.

    Speaking to press, Kamat saidsince the dispute on the site se-lected for the construction ofKala Bhavan is going on, theState government has decidedto provide financial assistancefor the renovation of the Hanu-man Theatre.

    Kamat further said that theState government is fully aware

    that Kala Bhavan for the peopleof Mapusa and surrounding vil-lages is the need of the hour.

    The Directorate of Art andCulture had selected the site forthe construction of Kala Bhavan.But since some people haveraised their objection, the gov-ernment could not go aheadwith the project, he informed.

    The government would pro-vide additional financial assis-tance for the upgradation ofHanuman Theatre, if needed,Kamat said.

They should have beenequipped with at least minimum fire controlmaterial in an emergency. That there wasno supervision by any responsible person,is apparent. Mostly, the digging is done byilliterate workers for whom safety and pre-caution is neither a concern, priority or aresponsibility. The contractors cannot beabsolved of their duties.

    It was just a miracle that the damagewas limited to vehicles and minor casualtiesto a few men. Otherwise, it could have

    been a disaster unprecedented.
