The widely touted success of the fledgling Cape Premier Sale in theheart of the Mother City in 2011 begged the Big Question. Would SouthAfrican breeders show their support en masse in 2012? The answer is aresounding YES - if the catalogued class of 2010 is anything to go by.Premier indeed!

Cape Town is the Mother City.And there are mothers of great horses aplenty represented at the Premier Sale. The mother

of Horse of the Year Irish Flame (who will no doubt show ‘em in Dubai in the next two months).The mother of Champion Jay Peg (who made his name internationally and is now allowed tospread mum’s genes further). Of Champion Big City Life (what’s in a name?). ChampionRabiya. International multiple Gr1 winner Crimson Palace.Champion Mother Russia, the first to break Pocket Power’s hold on the Queen’s Plate. And thewinners of all of the major South African 2yo races: Link Man, Potala Palace, All Afire, Nania,On Her Toes. Attentive peelers of catalogue pedigrees will have spotted many more, includingthe Sweet Sixteen – mothers who themselves are Gr1 winners, some of them Champions, too.

The grapevine rumbles with names of foreign visitors who’ll descend on the Mother City. FromEurope, Australia, the USA, Japan. Some came last year, for a recce, without money to spend.That will be different this year. For them there are big sires they’ll recognise with ease.Tapit, whose yearlings sold for more than half a million dollars in 2011. Bernardini, whose feefor 2012 was hiked from $75k to $150k for 2012. Teofilo, the English Dewhurst winner whohad a Dewhurst winner in his first crop in 2011. Rock Of Gibraltar and Royal Academy, whosparkled at the Ready To Run Sale two months ago. O’Reilly, the New Zealand champion.Encosta de Lago. Holy Roman Emperor. And more. The best thing is that their offspring mightbe a whole lot more affordable than the visitors are accustomed to.

The quarantine issue…havethere been any updates sincePresident Zuma's visit to theU.A.E. in early December? Whatare the current hopes foreasing the restrictions?Quarantine issues are frustrating be-

cause protocol negotiation is inexorablyslow and although we are confident thatAfrican Horse Sickness (AHS)(which af-fects 0.1% of the population of horsesand only in summer /autumn) poses littlerisk to the outside horse world, we feelunfairly disadvantaged in not having free-dom to race and trade internationally aseasily as other countries do. It has heldback out market and isolated us. Onepositive of this is that South African racingis a melting pot of locally bred horsescompeting against blue blooded yearlingimports from South America and Aus-tralasia, and therefore the standard ofcompetition has remained strong. An-other positive is that the bloodlines areindependently developed giving us aunique product dissimilar to so manycountries that shuttle stallions and whosecatalogues all start to look the same. Ourchampion sire JET MASTER, is as aboutas good a sire than can be found any-where. The negative is that our markethas progressed on local values ratherthan international and our horses ac-cordingly trade for less than they wouldnormally do internationally.

Our horses pose no danger –we havenever exported African Horse Sickness– but only the intrepid or adventurous,such as Barry Irwin’s Team Valor, willendure the lengthy export protocol in theknowledge that it provides two good things: quality and value along with its dollop offrustration and need for patience!

In the case of imports into the USA, theprotocol was set in 1958 and requires nopre-travel quarantine, but rather 60 dayspost arrival quarantine in New York. Sincescientific advance has progressed a verylong way since 1958, it is very overduefor this protocol to be updated. AHS hasa 10 days incubation period and the PCRAssay Test for it takes 4 hours to run andobtain the result, so it should be quick.But the 60 days quarantine is currentlylegislated and that requires political inter-vention in order to change it.

We hope that the American bloodstockindustry will support our efforts to havethis change made in 2012. Direct ship-ments with say, a 14 day quarantineperiod, will permit a tremendous trade inbloodstock, the shuttling of stallions, theupgrading of broodmares by SA breed-ers, and the export sales of some of ourgood, sound, tough, hardy colts and filliesto come and race in USA.

President Zuma’s recent visit to theUAE resulted in Sheik Mohammed agree-ing to consider permitting South Africanhorses to come directly to Dubai, a 7 hourflight, rather than the current scenario of21 days in Cape Town, 90 days on theisland of Mauritius (4 hours by air outsideof Africa), and 30 days in Europe beforebeing allowed into UAE. The Dubai labrecently accepted our PCR Assay testand we hope that will make a big differ-ence. South Africans love racing in Dubai,our horses adapt exceptionally well to theconditions and we have an excellentrecord of success.

According to a report by theNational Horseracing Authorityof South Africa, there areapproximately 3,200 foalsregistered each year in SouthAfrica. Given the difficultiesimposed by the quarantinerestrictions and the relativelysmall number exported, horsesbred in South Africa haveperformed exceptionally well on

the international stage. To whatcan this be attributed? Are theresignificant differences in howhorses are raised, broken andtrained in South Africa?South Africa has a very strict medication

policy – lasix and bute for example, areprohibited. Most of our racing is on turf,although there is a sand track and a dirttrack. As we have sunshine for almost thewhole year, tracks are firm and soundnessis imperative. Horses have been bred fortoughness and soundness for genera-tions. With relatively low yearling values,our horses are not pushed early nor undulyfattened for sale. It has led both environ-mentally and genetically to a tough anddurable breed and its become apparentthat these traits are very much in demandin other countries.

Kevin mentioned that JoshChristian of the Breeders' Cup isin town for the Queen's Plate.Are there hopes to have the racebecome part of the "Win andYou're In" challenge? How manySouth African stallions arecurrently nominated to theBreeders' Cup, and how did thisinitiative come about?It started when South African golfing

icon, Gary Player, attended the BreedersCup 2010 to see Zenyatta run her last race.He initiated the idea that South Africanhorses should become involved if this wasto be a truly world championship. Josh hasbeen in South Africa and found instantsupport and all the major stallions aresubscribed. Its important to us that SouthAfrica finds its way to greater participationinternationally, and Breeders Cup is a greatshowcase. Its more than a decade sincethe owners of Spook Express (SAF) put up$200,000 to supplement in the BC Fillies &Mares G1 and ran 2nd to the French mareBanks Hill. By qualifying the stallions, thisavenue will now be open. If we can solvethe pesky flight and quarantine issues,then I envisage Breeders Cup as a won-derful target for our top horses.

What led to the formation ofCape Thoroughbred Sales? Howdo you think the first PremierSale was received, both bybuyers and consignors?The structure of Keeneland was the

inspiration for CTS, a commercial com-pany, run by a Board of the top commercialbreeders in the country, but with companyshares held in trust for the industry. In thisway, profits can be ploughed back intoprojects that stimulate the commercialmarket. Yearling sales have been heldsince 1905 and from 1975 to the present,the Thoroughbred Breeders Associationhas run its own sales. A breeders consor-tium of the major commercial breeders feltthat a co-operative system is an inefficientstructure in the modern era and that acommercial entity with a reach into finan-cial structuring and greater growth initia-tives, would be more effective. In addition,the plan of centralising sales in the beautifulcity of Cape Town, in the Western Capewhere 80% of yearlings are bred, madegreater practical sense. The inauguralCape Premier Yearling Sale 2011 was runby a task team under the banner of theTBA. This year, the breeders consortiumset up CTS to operate the sale for itsaccount and the key members of the taskteam, which I headed up, were recruited tooperate the new company and Cape Pre-mier Yearling Sale 2012.

The first sale was a resounding suc-cess, stunning in its originality and laudedby so many of the internationals who at-tended, inc Charlie Gordon-Watson,Anthony Stroud, Grant Pritchard-Gordon,and of course Barry Irwin, who was a bigbuyer, and who has found enduring suc-

cess in South Africa and internationallywith SA bred horses.

Sellers loved the convenience, the at-mosphere and the prices. Buyers lovedthe venue, Cape Town, the parties and thevalue for money. South African sales aremore than business, we try to embracemusic and song, parties, gorgeous womenand the fun of the chase and the challengethat is an auction sale. As Dollars and £stretch far in our exchange rate, even asmall buyer feels like a millionaire ! (Themedian price last year was $32,500! Thetop price $305,000 which is R2.5million inlocal currency)

How many yearlings are typicallyoffered at auction? In general,are horses campaigned by theirbreeders, or sold at some point?We received a massive entry, which

was a resounding endorsement byCape breeders, and have accordinglysplit the sale into two books. Book 1(26-27 January) is the Select Sale whichcomprises the top 350 yearlings in thecountry. This sale will be held in the CapeTown International Convention Centre inthe city centre. As an indoor sale, itslogistically challenging, taking 5 empty hallsand in 48 hours creating a 350 stall facilitycomplete with sales ring and auditorium. Itis however, a wonderfully convenient venuefor buyers, surrounded by major hotelsand the beauty of the city of Cape Town.

Book 2, comprising 400 yearlings, isbeing held from 2-5th March, with thevenue being Kenilworth Racecourse, plac-ing the portable stalls in the leafy picnicarea adjacent to the parade ring and con-structing the sales auditorium in an A Frameair conditioned tent with glass doors. Itslocated in the city suburbs, and also greatlyconvenient to buyers. This sale is beingheld under the aegis of the TBA, who havegiven their blessing in exchange for acommission split.

I would say that these are the top twosales in South Africa. Around 1,700 year-lings are offered for sale at the variousvenues in any given year.

Auction Sales have always been part ofthe culture of South African breeding, andso, unlike South America, there are fewbreeding farms which conduct large racingteams.

The U.S. has seen a growingtrend in syndicates/partnershipsas racehorse owners, includingTeam Valor and West Point, etc.Has this also been the case inSouth Africa?No, there are only 70 sets of silks reg-

istered to syndicates, compared to 3,500owners. I think the reason is that trainingcosts in South Africa are very low – forexample, they range from US$500 permonth to $1500 per month, with the aver-age around $1,000. This is substantiallybelow the costs in other major racing coun-tries. Racing is very affordable to individualowners in South Africa. Our racing isbeamed by satellite to over 50 countriesand the races are on web streaming, so itspossible to follow your horse long distancewhether in California or Cape Town!
