National Trade and Transport Facilitation Committee (NTTFC)

• NTTFC established in August 2001 

• A public/private sector joint venture 

• Membership comprises of: Federal ministries related to trade and transport Public sector organizations Various chambers of commerce and industry and trade 

associations.

• Consensus based decision making

• Decision of recommendatory nature

• Coordination and technical support by NTTFC Secretariat for implementation by concerned ministry or organization

TASKS ACCOMPLISHED

Introduction of UNLK based document

• Goods Declaration form was introduced as Single Administrative Document in December 2002 It can be submitted electronically through internet Customs officials and agents trained in use of electronic 

document It  has been adopted in all Customs stations in Pakistan 

under WeBOC and will lead to development of National Single Window

• Certificate of Origin issued by authorized Chambers of Commerce and Industry

• Phytosanitary Certificate issued by Department of Plant Protection

• Health Certificate issued by Animal Quarantine Department

• Commercial Invoice for exporters

Standardized ship clearance forms

• Port clearance of ships requires submission of documents to Port Authorities, Customs, Health, Immigration and Mercantile Marine Departments  

• Following documents were standardized according to IMO FAL Convention for same forms to be submitted to all organizations: Ship’s General Declaration Crew List Crew’s Effects Declaration Passenger List  Ship’s Stores Declaration

• Necessary software developed and ship agents trained for electronic submission of these document to Customs

Other measures for facilitating international trade

• Developed codes for trading locations of Pakistan in accordance with UNLOCODE and got these approved by UNECE

• Worked with port authorities to implement ISPS Code of IMO at all designated port facilities and on Pakistani ships to meet international security requirements

• Coordinated with terminal operators and NLC for installation of container scanners to strengthen security and anti‐smuggling operations

• Studied border crossing operations to facilitate trade through land border crossings and provided information for improving facilities

• Studied cargo handling facilities at international airports of Pakistan and proposed necessary improvements

• Established www.nttfc.org website for NTTFC information 

Measures for improving exports of perishable commodities

• Studied fishing industry to develop efficient cool chain system meeting requirements of international standards and provided guidelines to Marine Fisheries Department and Fishermen Cooperative Society

• Studied post harvest treatment of mangoes to identify processing, cold storage and refrigerated transport requirements for horticultural products and coordinated with PHDEC and APF&VEA for necessary improvements

• Studied international food safety, traceability and phyto‐sanitary requirements and other international standards and coordinated with concerned organizations for their implementation

Additional studies

Following other studies have been carried out:

• Application of transit fees on transit traffic

• Disposal of abandoned cargo

• Development of integrated border check posts

• Study on Customs House Agents Industry

Improving trade related financial procedures

• To enable banks issue faultless Letters of Credit and create awareness among the business community of ICC Uniform Customs and Practices for Documentary Credit (UCP 600) training workshops were arranged in Karachi, Lahore & Islamabad in collaboration with Pakistan Banking Institute (PBI)

• Trainers faculty developed in PBI for further training of bankers when ICC standard enhanced to UCP 600

• Collaborating with Customs, SBP and commercial banks for electronic exchange of E‐form data to reduce delays in processing shipment documents

Modernization of freight forwarding • To improve the quality of services offered by freight forwarders the following standards were introduced: Standard trading conditions  Minimum qualification standards  Code of conduct of freight forwarders

• Freight forwarders’ training for trainers workshop was conducted at Karachi with support of FIATA and a faculty of trainers created

• National course for training of freight forwarders, validated by FIATA, has been developed

• Similar training for trainers workshop was conducted at Lahore and a faculty of freight forwarders’ trainers created there

• To regulate services of freight forwarders and other logistics service providers Logistics Service Providers Development and Regulatory Authority Bill has been drafted

Accession to international conventions

• For smooth operation of international trade accession to some international conventions is necessary

• Worked to achieve accession to following conventions:

Istanbul Convention on ATA Carnet for Temporary Admission, 1990

Montreal Convention for International Carriage by Air, 1999

Revised Kyoto Convention on Simplification and Harmonization of Customs Procedures, 1999

Convention Concerning International Carriage by Rail, 1980 (COTIF)

Transit Trade and Transport Agreements

• NTTFC Working Group finalized Pakistan vision of Afghanistan Pakistan Transit Trade Agreement (APTTA)

• Executive Secretary NTTFC actively participated in Afghanistan Pakistan Joint Working Group to negotiate APTTA, 2010

• Agreement between Pakistan and Iran on International Road Transport finalized

• Worked with Ministry of Communications to achieve ratification of old Pakistan Uzbekistan Road Transport Agreement

• Drafted Pakistan Turkmenistan Road Transport 

• Drafted Afghanistan Pakistan Tajikistan Transit Trade Agreement

Modernization of transport legislation

• To modernize air transport legislation Carriage by Air Act, 2012 steered by NTTFC legislated by the Parliament

• Following bills drafted for modernization of transport legislation Carriage of Goods by Road Bill

Carriage of Good by Sea Bill

Sea Carriage Shipping Documents bill

Marine Insurance Bill

• Prepared initial draft of Land Port Authority Bill

WTO agreement on trade facilitation

• Capital Based Working Group on Trade Facilitation (CBWGTF) constituted to study WTO Agreement on Trade Facilitation proposals and recommend measures for negotiations in WTO

• Consolidated Draft Negotiating Text of WTO TF Agreement was examined, country position finalized in consultation with all stakeholder and communicated to Pakistan Mission to WTO for negotiations

• On WTO Agreement on Trade Facilitation getting finalized, Category A provisions of the agreement have been finalized and conveyed to WTO Secretariat

WORK IN HAND

Transit trade and transport agreements

• To implement Pakistan Uzbekistan Road Transport Agreement necessary Protocols have been drafted and forwarded to Government of Uzbekistan. Response of Uzbekistan is awaited.

• Drafted of Pakistan Turkmenistan Road Transport Agreement has been forwarded to Government of Turkmenistan. It was discussed in Joint Working Group meeting on 12.06.2015. Turkmen response is awaited

• Drafted  of Afghanistan Pakistan Tajikistan Transit Trade Agreement has been discussed in the trilateral meeting held at Dushanbe. Certain reservations of Government of Afghanistan have yet to be resolved.

• Protocols to implement Pakistan Turkey Road Transport agreement have been proposed. These are to be discussed and finalized in Joint Working Group meeting.

Accession to international conventions• Accession to TIR Convention, 1975 has been approved. Actions for implementation have been proposed.

• Summary for Cabinet to approve accession to Convention on International Carriage by Road (CMR) has been submitted to Ministry of Communications

• Summary for Cabinet to approve accession to Hague‐Visby Rules for Carriage of Goods by Sea as amended by SDR Protocol, 1979 has been submitted to Ministry of Ports & Shipping

• Ministry of Commerce has been requested to convene a meeting with concerned Ministries to obtain agreement to accession to the following Conventions:

Customs Convention on Temporary Importation of Commercial Road Vehicles, 1956 

Customs Convention on Containers, 1972

Modernization of transport legislation• Summary for Cabinet to approve submission of following Bills is pending in Ministry of Ports & ShippingSea Carriage Shipping Documents BillCarriage of Goods by Sea Bill

• Summary for Cabinet to approve submission of Carriage of Goods by Road Bill to National Assembly is pending in Cabinet Division since December 2014

• To introduce marine insurance law in Pakistan Summary to Cabinet to lay Marine Insurance Bill in the National Assembly has been submitted. It is pending consideration in Cabinet Division since August 2014

• Logistics Service Providers Development and Regulatory Authority Bill has to be finalized in meeting of NTTFC BoD

• Draft of International Arbitration Bill is under preparation

Implementation of WEBOC System 

• Electronic linkage of AQD and DPP with Pakistan Customs for paperless transfer of phytosanitary certificates and related documents is held up pending acquisition of computers and related equipment

• Work on electronic exchange of Form‐E data between commercial banks, Customs and State Bank is in progress in Customs Directorate of Reform and Automation

• HS Codes of all items requiring phytosanitary and health inspection in have been forwarded to DG(TP), Ministry of Commerce for including in Import and Export Policy Orders

WTO agreement on trade facilitation• Capital Based Working Group on Trade Facilitation (CBWGTF) is considering the Technical Assistance and Capacity Building requirements for implementation of WTO Agreement on Trade Facilitation proposals and recommend measures for negotiations in WTO. Inputs of FBR, DPP and AQD are awaited

• FBR, DPP and AQD have to prepare and implement action plan for early implementation of TFA Articles placed in Category B and C

• Article 23.2 of WTO Agreement now requires each country to maintain a national committee on trade facilitation for domestic coordination and implementation. NTTFC has to play this role effectively

Pakistan’s National Trade & Transport Facilitation Strategy (PNTTFS), 2015

• PNTTFS has been prepared in consultation with stakeholders and after discussion in inter‐ministerial meeting

• Subsequent to presentation to Secretary Commerce it has been further reviewed by concerned Wings of Ministry of Commerce

• Finalized PNTTFS is pending approval by Ministry of Commerce for implementation

Way Forward• Pursue Work in Hand to get it implemented

• Review progress on WTO TFA to achieve earliest implementation of Articles placed in Categories B and C

• A Summery for ratification of WTO Trade Facilitation Agreement has been submitted to the Ministry of Commerce for approval of the Cabinet

• Three Departments namely Federal Board of Revenue, Department of Plant Protection and Animal Quarantine are  involved in import and export of goods, plants and animals they have been actively pursued to finalized home work on implementation of the TFArequirements.

• It is expected that before commencement of the intergovernmental meeting on WTO TFA these arrangement  would be completed.

Way Forward• Pursue Work in Hand to get it implemented

• Coordinate with concerned Ministries and departments to implement Action Plan of Pakistan’s National Trade & Transport Facilitation Strategy, 2015 within stipulated time lines

• Remain updated with work of UNESCAP, UNCEFACT, UNCTAD, ICT and other international organization to identify new international trade & transport facilitation initiatives to be adopted by Pakistan

• Coordinate with private sector members of NTTFC to identify new issues to be addressed by NTTFC
