Agenda Item 1: Approval/adoption of minutes of first meeting of EC:

• No comments have been received on proceedings of first meeting of EC held on 10th September, 2014.

• Approval of EC-NMOOP is solicited for adoption of aforesaid minutes.

Agenda Item 2: Follow up action on first meeting of EC:

Action points Follow-up action

Increase of import duty on palm oil may be prepared

and send to Ministry of Finance.

The import duty was increased from 2.5 to 7.5% on

crude oil and 10 to 15% on refine edible oils in the

month of December, 2014.

A proposal for exploring the possibilities of additional

funds for large scale application of MIS in oilseeds

may be prepared and send to Ministry of Finance.

“Pradhanmatri Krishi Sinchayi Yojna” with larger

support for MIS has been launched recently.

Therefore, no separate proposal was considered

under NMOOP.

The request of the States for enhancement of subsidy

on water carrying pipes may be examined

The proposal was examined by Oil Seeds Division

and it was not agreed upon .

Replacement of word “Taiwan Sprayers” with “Power

Sprayers” under the Guidelines of NMOOP

Necessary corrigendum was issued on 12th

September, 2014 .

Examination of proposal to transfer cost of

maintenance from 4th year to 1st year under oil palm

component of NMOOP

Maintenance cost was enhanced from Rs. 14000/- to

16000/- per ha and allocated uniformly @ Rs. 4000/-

per ha over a gestation period of 4 years.

Review of R&D work on improvement of genotype of

Neem and Mahua.

ADG (Agro-forestry), ICAR has been requested to

provide necessary feedback about Neem and

Mahua.

Agenda Item 3: Achievement of NMOOP during 2014-15

• NMOOP implemented in 23 States for Oilseeds (MM-I), 14 States for Oil Palm (MM-II) and 11 States for TBOs (MM-III).

• NSC, IFFCO, KRIBHCO, NAFED, HIL, SFAC, IIOR and IIOPR and ICRISAT were involved in production and distribution of seed, seed minikits, FLDs and R&D activities.

• Rs.333 crores were allocated under NMOOP at RE.

• AAP of the States/Agencies were approved for Rs. 505.98 crores (MM-I -Rs.426.05 crores, MM-II -Rs.72.24 crores and MM-III -Rs.7.69 crores.

• As against the RE of Rs.333.00 crores, a sum of Rs. 318.98 crores was released (95.79%).

ICAR-IIOR, Hyderabad.• National Seminar on Oil Palm on 5-6th February, 2015 at

ICAR-IIOPR Pedavegi, West Godavari district of AP. • A Kissan Mela on mustard seed production on 3rd March,

2015 at Madhurikund Farm, Mathura through ICAR- DRMR, Bharatpur.

• Launching of dedicated website of NMOOP (www.nmoop.gov.in).

• Release and circulation of “Status paper on Oilseeds”.

• The delayed and deficit monsoon had adversely affected both the coverage and production of oilseeds during 2014-15.

• Area coverage of 258.24 lakh ha was lower than normal (2009-13) coverage of 268.14 lakh ha.

• Production of 273.80 lakh tonnes was recorded as against normal (2009-13) production of 301.71 lakh tonnes

Agenda Item 4: Status of Implementation during 2015-16:

• The National production targets fixed at 330 lakh tones of oilseeds for 2015-16.

• An area coverage of 163.78 lakh ha has been reported up to 13th August, 2015.

• Soybean (111.97lakh ha), groundnut (32.37 lakh ha), sesame (14.68lakh ha), sunflower (0.75 lakh ha), niger (0.66 lakh ha) and castor (3.35 lakh ha) as against the normal coverage of 164.41 lakh ha (2010-14) and 160.83 lakh ha (Kharif-2014) during the same period.

Agenda item 5: Ex-post facto approval:

5.1 Inclusion of funding for adaptive research for dissemination of new technologies:

• The Division decided to undertake funding of adaptive research for dissemination of location specific new technologies under MM I and MM II through SAUs, Institutions of ICAR and CGIAR with the approval of Secretary (A&C) in November, 2014.

• An amount of Rs. 4.00 crores has been earmarked for adaptive research during 2015-16 for three Mini Missions.

• The project proposals received from various institutions are being examined in consultation with ICAR.

• Three proposals with a total outlay of Rs. 82.93 lakhs have been approved for 2015-16 and 2016-17.

• The para no 9.1.3.7 (page 21) of operational guidelines of NMOOP will be amended to include adaptive research on oilseeds (MM I) and Oil palm (MM II) after the approval of NMOOP-EC. Ex-post facto approval of EC, NMOOP is solicited.


5.2 Enhancement of amount of Krishi Karman Awards:

• The Krishi Karman Award on oilseeds with Rs. 2.00 crores to Gujarat as the best performing state and Rs. 1.00 crores to Karnataka as commendation award was considered for achieving higher production and productivity of oilseeds during 2013-14.

• In addition, two awards of Rs.2.00 lakh each were also decided for 02 Progressive Farmers of Gujarat.

• Sanction order for release of Rs. 3.04 crores was issued subject to Ex-post facto approval of EC, NMOOP

• Krishi Karman Award on oilseeds was awarded by Hon’ble PM on 19th Feb, 2015 at Suratgarh, Rajasthan.

Ex-post facto approval of EC, NMOOP is solicited.


5.3 Change in criteria for allocation of minikits:

• While deciding the allocation of seed minikits of oilseed crops for Summer 2014-15, it was decided that the scheme of minikits may be operationalized in a contiguous block of 25 ha for soybean, groundnut and mustard and 10 ha for other oilseeds, so as to render its impact visible. Corrigendum of Operational Guidelines of NMOOP was issued on 31st December, 2014



5.4 Change in the rate of assistance for maintenance of Oil Palm plantation:

• It was decided in the 1st meeting of EC that the proposal to transfer the cost of maintenance from 4th year to 1st year under oil palm component of NMOOP may be examined. The proposal was examined and maintenance cost was enhanced from Rs. 14000/- to 16000/- per ha over a period of 4 years @ Rs. 4000/- per ha. Corrigendum was issued on 16th Jan, 2015



5.5 Involvement of Corporate bodies in plantation of TBOs:

• Para 9.3.1.1 of Operational Guidelines of NMOOP provides for support to Nodal/Central Agency of MM-III on TBOs in AAPs, which may involve cooperative / SHGs/FIGs/FPOs for undertaking systematic plantation of 11 TBOs. The said para was amended to allow participation of corporate bodies, companies and PSUs in the interest of integrated development of TBOs.

• The para 9.3.1.1 has now been amended as “support to Nodal/Central Agency of MM-III on TBOs in AAPs, which may involve cooperative / SHGs/FIGs/FPOs/Corporate Bodies/Private Companies/PSUs/NGOs etc.” A Corrigendum was issued on 23rd Jan, 2015.



5.6 Relaxation of age limit of varieties/hybrids of oilseeds during 2015-16:

• In view of below normal monsoon forecast and inadequate availability of seeds of oilseed varieties within 10 years, a proposal for age relaxation was decided as under:

• The age limit of varieties/hybrids is relaxed upto 15 years under seed production and distribution component.

• The age limit of 15 years will also be applicable under cluster demonstration for which no age limit was prescribed earlier.

• In case of FLDs, varieties/ hybrids, which are less than 5 year old may be encouraged and under any circumstances varieties/ hybrids >10 years old shall not be allowed.

• Since, the crop and variety wise AAP of Central Agencies (CA) were already approved, age limit of 10 years was retained both for production and distribution of certified seeds including seed minikits.

• This relaxation will be valid only for 2015-16.Ex-post facto approval of EC, NMOOP is solicited.


5.7 Inclusion of Uttarakhand under MM-I (Oilseeds):

• State of Uttarakhand was not one of the States identified for implementation of MM-I of NMOOP. A proposal was received from Uttarakhand for inclusion under MM-I. The same was examined and included with the approval of Hon’ble AM



5.8 Approval of State-wise allocation for Rs. 534.00 crores for implementation of NMOOP during 2015-16:

• The State-wise tentative allocation of Rs. 534.00 crores including central share of 267.00 crores was approved by Secretary (A&C). States were requested to provide required state share in their budget of 2015-16.



5.9 Approval of Annual Action Plans (AAP) of NMOOP:5.9.1 AAPs of States:• AAP of 23 States for MM-I (Rs.186.91 crores), 12 States for MM-II (Rs. 64.58

crores) and 08 States for MM-III (Rs.4.13 crores) with a total allocation of

Rs.255.63 crores have been approved for implementation during 2015-16.

Kharif-2015 • Based on the availability of certified seeds with the central seeds agencies

and indent received from the states, 2,54,594 seeds minikits comprising 69, 844 of groundnut(20 kg each),1,65,750 of soybean (8kg each) and 19, 000 of castor (2 kg each) have been allocated for supply to 21 oilseeds growing states with an allocation of Rs. 1558.22 Lakhs.

5.9 Approval of Annual Action Plans (AAP) of NMOOP:5.9.5 Approval for utilization of unspent balances of last year i.e. 2014-15

under NMOOP during 2015-16.

• It was decided with the approval of Secretary (A&C) and concurrence of AS&FA that states may spend last year’s unspent balances during this year on activities, which were approved in the last year’s action plans but could not be completed, as per funding pattern of last year. These activities will be in addition to the activities approved in the Annual Action Plans (AAPs) for 2015-16 for which allocations have been made during the current year. In case any modification in activities is required, State Governments may take approval of DAC.


Agenda item 6: Other initiatives/decisions taken.

6.1 Exposure visit of Members of Solvent Extractor Association (SEA) to North-Eastern States:

• On receipt of a request from SEA, a visit of delegation comprising 08 members of SEA and Addl. Commissioner (OS), of DAC was arranged to explore the possibilities of involvement of SEA in oil palm development. The states of Assam, Ar. Pradesh and Mizoram were covered during the visit. Based on their report, the following decisions were taken at the level of Secretary (A&C):

• ICAR may be requested to set up Oil Palm research and training facilities in North-East under the aegis of one of their existing institutions in the region. IIOPR has been directed by ICAR to identify an appropriate institute for NE States.

• To organize an exposure visit comprising a team of Officers of North-Eastern States, 03 each from Mizoram and Ar. Pradesh and 02 Officers of DAC, 01 Scientist of IIOPR to Malaysia and Indonesia. The States may be allowed to use flexi-funds under NMOOP for the purpose. States & IIOPR have been requested for sending their nominations.

6.2 Use of flexi funds towards transportation cost of oil palm seedlings:

• On the request of Govt. of Mizoram, the matter regarding assistance for transportation cost of oil palm seedling from nurseries to farmers’ field for which no provision was available under the guidelines of NMOOP was examined in consultation with IFD and in view of hilly terrains the state was allowed to meet the transportation cost of seedlings @Rs. 4000/- per ha from flexi funds under NMOOP. The same benefit has also been allowed to other NE-States.

6.3 Price fixation formula for seed minikits:

• The issue regarding fixation of price of oilseed minikits for 2015-16 was discussed with the representative of Central seed producing agencies associated in supply of seed minikits in a series of meetings.

• It has been decided with the approval of Secretary (A&C) and Chairman Standing Committee of NMOOP to fix the price of groundnut at 1.6 times; soybean, mustard, toria, sunflower (var), niger and safflower at 1.8 times and sesame 2.0 times of the MSP for 2015-16.

• For other crops like hybrids of sunflower and castor, varieties of castor and linseed for which no MSP is available, 7% increase over the minikits price of 2014-15 has been adopted.
